The following items, D1 — D10 are Consent Items and are routine in nature:
1. Approve — the following items and/or contracts for the Cleveland County Commissioners’
Office:
a. Payment of Legal Aid Services of Oklahoma, Ine. — invoice #Cleveland2412 for the County
Community Safety Investment Fund for $8,333.33 under fund 253200, Object Code 54871.
b. Payment of Rees — invoice #1234.00-11 for the Cleveland County Fairgrounds renovation
project for $10,083.65 under ARPA Project #1.007, Object Code 54802.
c. Payment of The Virtue Center invoice #1595 for October — December 2024 under the County
Community Safety Investment Fund 253200-54875 for $47,677.67.
d. Jerry Vincent — service agreement to provide Information Technology (IT) and Business
Phone services as requested by the IT Director of Cleveland County. The County agrees to
compensate at a rate of $100.00 per hour for work performed after hours and on weekends,
total compensation not to exceed $25,000.00 per year. This contract is effective from January
1, 2025 through June 30, 2025.
e, Quote — Gomez Concrete, LLC. For removal of concrete and pouring of a new ramp at the
718 N. Porter location for $2,800.00. Price includes all material and labor.
2. Approve — the following items and/or contracts for the Cleveland County Commissioners’
Office District #3:
a. Pinnacle — accept and execute the following claim forms for submission to the Oklahoma
Department of Transportation for payment of the following:

a. Conduent— Contract for new EBT machines for the Moore Farm Market, this machine is at
not cost for the purposes of processing Seniors and SNAP cards.
b. Conduent— Contract for new EBT machines for the Norman Farm Market, this machine is at
not cost for the purposes of processing Seniors and SNAP cards.

¢. Double Up Oklahoma — Moore Farm Market contract with Hunger Free Oklahoma, Inc., in
the amount of $5,000.00 for the Double Up Oklahoma program which reimburses eligible,

d. Double Up Oklahoma — Norman Farm Market contract with Hunger Free Oklahoma, Inc., in
the amount of $19,000.00 for the Double Up Oklahoma program which reimburses eligible,
participating produce vendors for tokens used by customers at their stalls.
4. Approve — the following items and/or contracts for the Cleveland County Health
Department/The Well:
a. ARPA Project #2.013/Object Code 54825 Blanket Requests:
1) $5,000.00 for Amazon — Paid Partner Programming
2) $3,000.00 for Mid America Tech — Paid Partner Programming
3) $1,500.00 for The Lore — Car Seat Program (Books for distribution during car seat events)

b. Bliss Electric — Quote for power supply for ADA door openers for $5,841.96 under ARPA

5. Approve — the following items and/or contracts for the Cleveland County Purchasing
Department:
a. Bid Auto-Renewal for County Bid #HD-2052 — Janitorial service contract for the Cleveland
County Health Departments located at 250 12" Avenue, N.E., Norman, Oklahoma and 424 S.
Eastern, Moore, Oklahoma and The Wellness Square located at 210 S. James Garner Blvd.
Norman, OK. The bid term will be from November 15, 2024 through November 14, 2025
(Rebid in November 2025).
6. Approve —the following items and/or contracts for the Cleveland County Sheriff's Office
(CCSO):
a. Flock — Renewal of the CCSO Flock agreement through Insight Public Sector, Inc. The
agreement is for the Flock Group Falcon Infrastructure-Power Plus, license plate recognition
camera with vehicle fingerprint plus machine learning software and real-alerts. The coverage
dates are December 28, 2024 through December 27, 2025. The total cost is $60,000.00.
b. Justice Assistance Grant (JAG) — Memorandum of Understanding between the City of
Norman, City of Moore, and the Cleveland County Sheriff's Office (CCSO) for the 2024 JAG
Program Award. Funds in the amount of $46,776.00 will be distributed as follows: The City
of Norman will receive $30,386.00; the City of Moore will receive $11,895.00; and CCSO
will receive $4,495.00 The funds will be used by CCSO for recording devices for the two
interview rooms at the Detention Facility.
