required for zoning public hearings under Illinois law.
Dean Rauschwerger (Skokie resident), spoke about preserving single-family zoning and concerns
that short-term rentals and ADUs could affect neighborhood character and Skokie’s residential
identity.
Presentations and Reports
Downtown Hotel Status by Rodney Lewis, Attorney for Polsinelli.
Attorney Rodney Lewis of Polsinelli provided a status update on the Downtown Hotel Project
and noted that there were no significant decisions to report at this time. Mr. Lewis gave an
update on litigation and arbitration related to the hotel project. The Village, named as a
defendant, was permitted to monitor the litigation due to its limited involvement through CPACE funding. The arbitration was stayed after the Village helped bring the parties together to
pursue a collaborative resolution. The arbitration panel is expected to decide on October 23
whether to extend the stay or reschedule proceedings.
Attorney Lewis reported that Murphy Development has emerged as the lead of eight to ten
potential developers previously in contact with the Village. Village Manager Lockerby noted
Murphy Development’s prior work at 8000 North Lincoln Avenue (High Point). Attorney Lewis
clarified that Murphy Development has not been selected but is developing a proposal, with final
costs, timeline, and terms pending. Mayor Tennes said that any developer selection would be
made by the Board.
Trustee Schechter asked how Murphy Development emerged as the lead candidate and about
its prior Village projects. Attorney Lewis explained that Murphy took the initiative and cited the
High Point project on Lincoln Avenue.
Trustee Iverson asked about incentives for non-Murphy lien holders to accept discounted
settlements. Attorney Lewis explained that the incentive is the certainty of receiving a partial
payment rather than risking receiving nothing through prolonged arbitration.
Trustee Schechter asked about the condition of the hotel structure. Village Manager Lockerby
noted that the Village conducts annual assessments by an outside firm, with the current
assessment underway.

Meeting of the Mayor and Board of Trustees
Monday, October 5, 2026
Trustee Kimani Levy asked if Murphy Development intends to retain the hotel concept or
convert it to apartments. Attorney Lewis confirmed that the current proposal remains a hotel.
Trustee Iverson asked about the possibility of arbitration proceeding on October 23. Attorney
Lewis acknowledged the possibility but stated that collaborative resolution remains the most
practical path.
Mayor Tennes noted that the Board will continue to provide regular updates to the community,
with another update anticipated before year-end.
Report of the Village Manager
a. 25 MPH for Skokie Residential Streets Post Implementation Report.
Village Manager John Lockerby introduced the post-implementation review of the Village’s 25
mph residential speed limit, effective March 1, 2026. Senior Engineer Maximilian presented the
report, with Transportation Engineer Erik, Communications and Engagement Director Deignan,
and Chief of Police Barnes.
Senior Engineer Maximilian reported that an engineering evaluation found approximately 96% of
Skokie blocks were already operating within the desired speed range. The implementation
replaced 43 existing 30 mph signs, added 19 new signs and plaques, and included the “Summer
of 25” public education campaign.
Transportation Engineer Erik reported a 3 mph decrease in 85th percentile speeds and a 2 mph
decrease in average speeds. Approximately 0.29% of the 134.8-mile network exceeded the limit
by 6 mph or more. Targeted enforcement and data review were conducted on affected streets.
Communications and Engagement Director Deignan described the “Summer of 25” campaign,
which promoted awareness of the 25 mph speed limit through community events, postcards,
giveaways, and social media. The campaign received national recognition through the 3CMA
Savvy Awards. Public outreach will continue periodically in coordination with the Police
Department and Engineering Division.
Chief Barnes reported that speed enforcement citations decreased from 807 in 2025 to 749 in
2026, while traffic crashes declined 3.8%, from 807 to 776. He noted that many enforcement
actions on highlighted streets resulted in warnings rather than citations.
Senior Engineer Maximilian concluded that the post-implementation analysis continues to
support the 25 mph speed limit on evaluated residential streets. Going forward, Engineering,
Police, Public Works, and Communications will continue to monitor speeds and traffic safety and
identify appropriate enforcement, education, or engineering measures.
Mayor Tennes asked about targeted enforcement on Kenton Avenue; Engineer Erik identified
the block north of Niles Center Road near the school as showing the greatest improvement.
Trustee Schechter asked about streets exceeding 25 mph and time-of-day data; Engineer Erik
identified Mulford, Long, Kenton, and Linder and noted that data was aggregated across all
times. Trustee Schechter also suggested using the “Summer of 25” campaign on vehicle stickers,
and Chief Barnes suggested featuring Mari, the Skokie Police community comfort dog.
Communication and Engagement Director Deignan said that could be considered.
Trustee Iverson asked how speed data was collected; Engineer Erik explained that Urban SDK
uses connected-vehicle data, including OnStar, Waze, Apple CarPlay, and Google Maps. Mayor
Tennes asked about speed bumps; Senior Engineer Maximilian explained concerns regarding

emergency response, drainage, and speeds between bumps. Trustee Kimani Levy asked about
additional stop signs; Senior Engineer Maximilian said stop-sign evaluations are separate and
are being addressed through the Village’s improved data platform.
The Board thanked Engineering, Police, Public Works, and Communications.
Report of the Corporation Counsel
a. Ordinance 26-10-C-4814
Motion to approve an Ordinance amending the Village’s Short-Term Rental Pilot Program. Item A
is on the consent agenda for second reading and adoption. The first reading was on September
8, 2026.
This item was removed from the Consent Agenda for separate discussion. Mayor Tennes noted
that the pilot program, suggested by Trustee Robinson, addressed community complaints by
effectively prohibiting investor-owned, unhosted short-term rentals. Community Development
Director Nyden reported that Skokie’s short-term rental listings declined from more than 146 in
February/March 2026 to approximately 68 in August, 54 in early September, and 44 as of
October 5, 2026. Of those, only three completed registration and paid all applicable fees. None
were investor-owned; all were owner-occupied but unhosted during guest stays.
Trustee Schechter confirmed with Mayor Tennes and Director Nyden that owner-occupied,
unhosted short-term rentals remain permitted, subject to a five-night minimum, an 18-rental
annual cap, and a $2,450 fee.
Trustee Schechter said that short-term rentals are not housing. Mayor Tennes explained that the
Village previously treated all non-owner-occupied units as regular rentals and noted that hosted
rentals provide income for residents to remain in their homes while having different
neighborhood impacts.
Trustee Schechter happy with the conversion of six short-term rentals to long-term rentals.
Director Nyden said she had not verified the units’ ownership but believed they included both
investor-owned and owner-occupied properties.
Trustee Schechter recommended using the original ordinance’s criteria such as guest safety,
residential character, economic benefits, and housing availability and affordability for future
commission review. Corporation Counsel Elrod said these considerations could be included
when developing a permanent program.
Dean Rauschwerger (Skokie resident) opposed STRs in residential neighborhoods.
Emi Yamauchi (Skokie resident) spoke about preserving residential character and opposed STR
businesses in residential neighborhoods.
Motion to approve the ordinance amending the Village's Short-Term Rental Pilot Program.

Motion to approve an Ordinance amending Chapter 118, Section 118-201(2) of the Skokie Village
Code pertaining to off street parking requirements. Item B is on the consent agenda for second
reading and adoption. The first reading was on September 8, 2026.
Omnibus vote
c. A written determination decision regarding Skokie Ethics Commission Case 25-01.
Corporation Counsel Elrod reported that on April 20, the Board voted 4-2 to reject the Ethics
Commission’s recommended fine in Skokie Resident 18 vs. James Johnson. The Illinois Public
Access Counselor subsequently recommended that the Village adopt a written determination
explaining the vote to ensure compliance with the Open Meetings Act. Corporation Counsel
Elrod explained that the Board acted in a quasi-judicial capacity, held a closed session as
permitted by law with no action taken, and made its final decision publicly on April 20. Although
Corporation Counsel Elrod said that the approved minutes were sufficient, he recommended
following the Counselor’s non-binding recommendation despite respectfully disagreeing with its
conclusion. Mr. Elrod clarified that the Public Access Counselor found no issue with the closed
session after reviewing its audio; the concern was solely that the Board’s subsequent action was
insufficient.
Trustee Pure Slovin asked whether approving the written determination changed members’
positions on the original case. Corporation Counsel Elrod clarified that the determination reflects
the Board’s original 4-2 vote and does not change the position of those who voted against it.

Community Development Director Nyden presented three Plan Commission cases for Orchard
Village at 7620–7660 Gross Point Road and 7638–7672 Marmora Avenue. Director Nyden
explained that the project seeks to improve site circulation, accessibility, and parking through
site plan approval, parcel consolidation, and rezoning from M1 to M2, as required by Village
code for a unified site plan.
Director Nyden said the project involves no building changes or increased visitors, requires no
appearance Commission review, and will comply with applicable codes.

cases in a single vote.
Trustee Iverson appreciated Orchard Village’s presence in the community. Mayor Tennes agreed,

Cook County United Against Hate brings together municipalities, community organizations,
and other partners to address hate, discrimination and intolerance. This countywide initiative
provides educational resources, public awareness materials, trainings and opportunities for
collaboration to help communities promote inclusion and respond to hate and bias. In early
October, the Village was confirmed as a municipal partner of Cook County United Against
Hate. This partnership builds upon the Village’s ongoing efforts to address hate and bias and
foster a welcoming and inclusive community. The initiative was discussed by the Human
Relations Commission, whose members expressed support for the Village’s involvement. I
concur with staff’s recommendation and respectfully request Board approval of the
Resolution confirming the Village’s participation in the Cool County United Against Hate

program. This program caps the homeowner’s cost currently at $3,090 to replace the private
side and the Village changes out the public side. This project is expected to replace about 130
full lead services. I concur with staff’s recommendation and respectfully request Board

Automotive Division HVAC System in the amount of $147,250 and for authorization for the

serve as the Streets and Alleys Division Supervisor vehicle, supporting the daily oversight of
field operations. I concur with staff’s recommendation and respectfully request Board

Village Board Resolution Recognizing Village Partnership with Cook County United
Against Hate
I am submitting this memorandum for the October 19, 2026, Village Board meeting regarding a
resolution confirming the Village’s participation in the Cook County United Against Hate pledge. The
initiative has been discussed by the Human Relations Commission, whose members expressed support
for the Village’s involvement. The resolution would formally affirm the Village’s commitment to the
pledge and its principles of opposing hate, discrimination, and intolerance while fostering a welcoming
and inclusive community.
Cook County United Against Hate brings together municipalities, community organizations, and other
partners to address hate, discrimination, and intolerance. This countywide initiative provides
educational resources, public awareness materials, training, and opportunities for collaboration to help
communities promote inclusion and respond to hate and bias. Additional information is available at
https://www.cookcountyunitedagainsthate.com/.
In early October, the Village was confirmed as a municipal partner of Cook County United Against Hate.
The upcoming United Against Hate Week, October 18–24, 2026, provides an opportunity to announce
the partnership and share educational resources and information with residents.
In coordination with Communications and Community Engagement Director Patrick Deignan, plans for
United Against Hate Week include announcing the partnership through The Scoop, the Village website,
and social media. Outreach will also highlight the initiative’s Take Action resources, available Right To Be
trainings, and the Village’s existing webpage with information on understanding, reporting, and
preventing hate crimes and bias-based incidents, along with local support resources.
This partnership builds upon the Village's ongoing efforts to address hate and bias and foster a
welcoming and inclusive community. Recent Village-wide initiatives include the Mayor's collaboration
with education, faith, and community leaders; the Community Unity Basketball Clinic; and the
community unity mural project. These efforts complement the work of the Human Relations
Commission, including community education on hate crimes and bias incidents, antisemitism awareness

training, and outreach initiatives aimed at strengthening community connections. The partnership also
provides opportunities to explore additional education and training initiatives in the future.

Agenda Item – FY27 Lead Service Replacement Project
RECOMMENDATION
Staff hereby requests the Village Board approval and acceptance of a contract with Joel
Kennedy Constructing Corp. for the 2026 Lead Service Replacement Project in the amount of
$2,582,200 and authorization for the Village Manager to enter into a contract for said project.
BACKGROUND
The Fiscal Year 2027 budget contains funding for the replacement of lead services. As a part of
this funding the Village is replacing lead services via “in-house” Public Works crews, the annual
water main replacement program, and a stand-alone lead service replacement contract. This
contract is for the stand-alone lead service replacement project which will target residents who
are currently on the volunteer replacement list for the Village offered cost share program. This
program caps the homeowner’s cost currently at $3,090.00 to replace the private side and the
Village changes out the public side.
ANALYSIS
This project is expected to replace about 130 full lead services. Completing a lead service only
project allows staff to target concentrated areas of residents who are on the cost share list and

Public Works Automotive Division HVAC Replacement
Background
The Public Works Automotive Division has a make-up air HVAC unit which provides heat and
ventilation for the garage area. This dedicated system pulls in 100% fresh, conditioned air into
the space to replace the air removed by exhaust fans. The unit is in constant need of repairs
and is at the end of its useful life.
The FY27 CIP Buildings and Grounds budget contains $165,000 for the replacement of the
Public Works Automotive HVAC System. In that regard, proposals were solicited and received
on September 9, 2026.

The scope of work includes the removal and disposal/recycling of the current air handling unit,
installation of a new Engineered Air MUA unit with a new Variable Frequency Drive for the
blower, reconnection to the existing electric, gas and ductwork, new controls and start-up
assistance from the factory technician.
The current system will be employed for several more months as there is a long lead-time for
obtaining the new equipment. Once it arrives, the estimated completion time is approximately
seven working days. Moltree Mechanical has successfully completed similar projects for
Synergy Flavors in Wauconda, Custom Plastics in Elk Grove Village and Fire Station #24 in
Hoffman Estates.

Agenda Item - Purchase Two (2) 2026 Chevrolet Silverado WT Electric Vehicles
RECOMMENDATION
Staff hereby requests the Village Board of Trustees approval and acceptance of the proposal for
the purchase of two (2) 2026 Chevrolet Silverado WT Electric Vehicles from Boucher Auto Group,
Greenfield, WI in the amount of $94,748.00 ($47,374.00 per unit) and authorization for the
Village Manager to enter into a contract for said vehicles. Boucher Auto Group submitted the
lowest quoted price, below both the Sourcewell Cooperative Purchasing contract price (National
Auto Fleet Group, $54,985.31 per unit) and a competing local dealership quote (Currie Motors,
$47,528.59 per unit).
The first vehicle (Project Number 0W65035) will serve the Engineering Division and replace a
2017 Ford F-150. The second vehicle will serve as the Public Works Streets and Alleys Division
Supervisor vehicle and is a new addition to the fleet for a recently filled vacancy, funded from
FY2026 reserve funds allocated for electric vehicle purchases and available electric vehicle rebate
funds.
BACKGROUND
The FY2027 CIP budget provides funding for the replacement of one (1) Engineering Division
vehicle (fleet #VH131). The Engineering Division vehicle is used for daily field operations including
site inspections, project management, and infrastructure assessments throughout the Village.
The 2017 Ford F-150 being replaced will be retained in the fleet as a spare vehicle and will remain
in service until repair or maintenance costs exceed $750, at which point it will be surplused.
The second vehicle is a new addition to the fleet, providing a dedicated vehicle for the Public
Works Streets and Alleys Division Supervisor. This vehicle supports daily oversight of Streets and
Alleys Division field operations and is funded from FY2026 reserve funds designated for electric
vehicle purchases in conjunction with available electric vehicle rebate funds.
The 2026 Chevrolet Silverado WT EV is a full-size electric pickup truck well suited to the
operational needs of both the Engineering Division and the Streets and Alleys Division Supervisor.
Transitioning these vehicles to electric models supports the goals outlined in the Village’s
Document Number: 642193

Environmental Sustainability Plan and furthers the Village’s commitment to reducing fleet carbon
emissions and long-term fuel costs. The Silverado EV platform provides sufficient range and
payload capacity for the daily operational demands of both positions.
The Village has purchased from Boucher Auto Group before and does not foresee any issues.
Boucher Auto Group submitted the lowest price and is the recommended vendor for this
purchase.
