City, Lessee shall either indemnify or shall defend and hold the City and its officers, employees,
contractors and agents harmless from all claims for damages to persons or property occurring on
the Property during the term of the Lease, including damages caused by the sole negligence of
Lessee or the concurrent negligence of Lessee and the City or the City's agents or employees and
including claims by agents or employees of Lessee. Lessee waives its immunity under industrial
insurance, Title 51 RCW, to the extent necessary to effectuate this indemnification/hold harmless
agreement.
4.21
Lessee's Compliance with Environmental Laws. Lessee shall not use, or
permit the Property to be used, in a manner that violates any applicable federal, state or local
environmental law, regulation, or ordinance now or hereafter in force. This includes, but is not
limited to, any law, regulation, or ordinance pertaining to air or water quality or emissions; the
handling, transportation, storage, treatment, usage or disposal of toxic or hazardous substances;
or any other environmental matters. Compliance shall be at the sole cost and expense of Lessee,
its agents, employees, contractors, or invitees. Lessee shall immediately notify the City of any
spills, releases, or other potential failures to comply with applicable environmental laws and
regulations, and of any inspections, notices, orders, fines or communications originating from
environmental regulatory agencies. The City, its officers, employees, contractors, or agents, shall
have the right, but not the duty, to inspect the Property, including Lessee's records pertaining to
environmental compliance with applicable environmental laws and regulations and this Lease. If
Lessee is found to be in violation of this Lease or any applicable environmental law or regulations,
or if environmental contamination is detected, Lessee shall be responsible for all costs associated
with such contamination or noncompliance.
4.22

that at the sole option of the City, Lessee shall either indemnify or shall defend and hold the City
and its officers, employees, contractors, and agents harmless from all costs or liabilities arising
from any environmental contamination or noncompliance with any applicable federal, state or local
environmental law, regulation or ordinance now or hereafter in force, resulting from the operations
of Lessee, its agents, employees, contractors or invitees. This indemnification/hold harmless
includes, without limitation, all claims, judgments, damages (including natural resource damages),
penalties, fines and costs incurred in connection with any site investigation to determine the
presence or extent of any contamination, as well as the costs of any cleanup, removal or remedial
work, whether or not it is required by any regulatory agency. Such costs shall include reasonable
environmental consultant and attorney fees. This indemnification/hold harmless clause shall
survive the expiration or earlier termination of this Lease.
4.23
Leasehold Fixtures. Lessee may install on the Property such equipment
as is customarily used in the type of business conducted by Lessee on the Property. Subject to
the City's right as a secured party, upon the expiration or sooner termination of this Lease, Lessee
may remove from the Property all such equipment and all other property of Lessee and shall repair
any damage to the Property occasioned thereby. Any equipment or fixtures not removed by the
expiration or sooner termination of this Lease, shall become the property of the City.
4.24
Attorney Fees. In the event any party employs legal counsel to enforce
any covenant of this Lease, or to pursue any other remedy on default as provided herein, or by law,

However, if these attempts are unsuccessful, upon demand by either party, all claims between the
parties shall be referred for binding arbitration in accordance with the Washington Uniform
Arbitration Act (RCW 7.04A et seq.). There shall be one arbitrator, whose decision shall be final,
and binding, and judgment may be entered thereon. If the parties cannot agree on the arbitrator,
the arbitrator shall be appointed by the presiding judge of the Douglas County Superior Court. The
arbitrator is authorized to restrict and/or limit discovery in the arbitrator’s discretion, to that discovery

controversy. The substantially prevailing party, in any arbitration or other action, shall be entitled
to collect all fees and costs incurred in connection with such action, including attorneys’ fees, which
amount shall be included in any award given.
4.26
Cancellation, Termination or Default. If Lessee defaults in the payment of
rent and such default shall not have been cured within three (3) days after such default, the City

the City's option, be entitled to recover from Lessee any rents and charges equivalent to rent
reserved in this Lease until vacation of the Property and removal of all Lessee's equipment,
inventory, and other personal property.
If the City elects to re-enter and take possession of the Property without
terminating this Lease, the City may at the City's option, relet the Property for such term or terms
(which may be for a term extending beyond the term of this Lease), at such rental or rentals and
upon such other terms and conditions as the City at the City's sole discretion may deem advisable
with the right to make alterations and repairs to the Property. Upon any such reletting, the City
shall receive and collect the rents therefor, applying the same first to the payment of such expenses
as the City may have paid, assumed or incurred in recovering possession of the Property, including
costs, expenses and attorney's fees and for placing the same in good order and condition, or
repairing or altering the same for reletting and all other expenses, commissions and charges paid,
assumed and incurred by the City in or about reletting the Property, and then to the fulfillment of
the agreements of Lessee.
Whether or not the Property or any part thereof is relet, Lessee shall pay to the
City until the end of the term of this Lease the equivalent of the amount of all rent and other charges
required to be paid by Lessee under the terms hereof, less the balance, if any, of such reletting
after payment of the expenses of the City and the same shall be due and payable on the rent days
specified herein.
Notwithstanding such reletting without termination or re-entry without termination,
the City may at any time thereafter elect to terminate this Lease for any previous breach.

CITY OF EAST WENATCHEE
PROCLAMATION
2026 VETERANS DAY
WHEREAS,
On November 11 of each year, we honor our Veterans, men and women who have served our
country with honor and distinction. On Veterans Day we show them our deepest gratitude.
Their sacrifices have helped secure over two centuries of American progress, and their legacy
affirms that no matter what confronts us, or what trials we face, there is no challenge we
cannot overcome, and our best days are still ahead.
WHEREAS,
Although much has changed since American first took up arms to advance freedom’s cause,
the spirit that moved our forebears is the same spirit that has defined each generation of our
service members. Our men and women in uniform have taught us about strength, duty,
devotion, resolve - cornerstones of a commitment to protect and defend that has kept our
country safe for over 200 years. In war and in peace, their service has been selfless, and their
accomplishments have been extraordinary.
WHEREAS,
Even after our Veterans take off the uniform, they never stop serving. Many apply the skills
and experience they developed on the battlefield to a life of service here at home. They take
on roles in our community as doctors, police officers, engineers, entrepreneurs, mothers, and
fathers. As a grateful Nation, it is our task to make that transition possible - to ensure our
returning heroes can share the opportunities they have given so much to defend. The
freedoms we cherish endure because of their service and sacrifice, and our country must
strive to honor our Veterans by fulfilling our responsibilities to them and upholding the sacred
trust we share with all who have served.
WHEREAS,
On days like this, we are called to reflect on immeasurable burdens that have been borne by
so few. We pay tribute to our wounded, our missing, our fallen, and their families - men and
women who have known the true costs of conflict and deserve our deepest respect, now and
forever.
NOW
THEREFORE,
I, Jerrilea Crawford, Mayor of the City of East Wenatchee, with respect for and in recognition
of the contributions our service members have made to the cause of peace and freedom
around the world, do hereby proclaim November 11, 2026, as Veterans Day in the City of East
Wenatchee, and encourage all citizens to recognize the valor and sacrifice of our Veterans.
IN WITNESS
WHEREOF,
I have caused the seal of the City of East Wenatchee to be affixed on this 3rd day of November
2026.

a.
Preamble. The City of East Wenatchee (City) is a non-charter code City
duly incorporated and operating under the laws of the State of

b.
Findings.
The population of the City is more than 10,000.

iii.
The City Council has considered the City’s anticipated financial
requirements for 2027 and beyond, and the amounts necessary and
available to be raised by ad valorem taxes on real, personal and
utility property, including amounts resulting from new construction,
improvements to property, and any increase in the assessed value of
state-assessed property.
iv.
After proper notice, the City Council is holding a public hearing on

After the hearing and after duly considering all relevant evidence and
testimony presented, the City Council may determine that the City
does need to increase property tax revenue from the previous year
by the allowable 1% and has a need for the increase in property tax
revenue resulting from the addition of new construction,
improvements to property, and any increase in the value of stateassessed property, in order to discharge the expected expenses and
obligations of the City.
After the hearing and after duly considering all relevant evidence
and testimony presented, the Council may find that the City has a
future substantial need for an increase in years after 2027.

City of

Council Agenda Bill
To: Mayor and Council
From/Presenter: Curtis Lillquist. AICP, Community Development Director
Subject: Public meeting to consider the Jackson Ave. Ten Percent (10%) Annexation
Petition.
Date: October 27, 2026
I. Summary Title:
Public meeting to consider a Notice of Intention to Commence Annexation
Proceedings signed by the owners of 10% of the value of 4.78 acres of land for an
annexation to be known as the Jackson Avenue Annexation.
II. Background/History:
This annexation is proposed using the Direct Petition Method. In accordance with
RCW 35A.14.120, prior to the circulation of a petition for annexation, the initiating
party or parties, who are the owners of not less than 10% of the assessed valuation of
the property for which annexation is sought, are required to notify the legislative
body of their intention to commence annexation proceedings (Notice of Intention to
Commence Annexation Proceedings).
The City Council must hold a public meeting within 60 days of submittal of a Notice
of Intention to Commence Annexation Proceedings. The Notice of Intention was
submitted on September 9, 2026. The total area of the boundary is 4.78 acres, and
the current zoning is Residential Low Density. The signatures on the petition
represent 100% of the assessed value of the proposed annexation area.
The proposed area is eligible for annexation since it is within the City’s urban growth
area and is contiguous with the existing city limits. The process and standards for
this particular annexation method being utilized are defined in RCW 35A.14.120150.
The City Council must decide whether to accept, reject or geographically modify the
proposed annexation; require the simultaneous adoption of a proposed zoning
regulation; and require the assumption of all or any portion of existing city
indebtedness by the area to be annexed. The minutes of the meeting must record the
decision and the 60% petition document must state these decisions.
Council acceptance is a required condition prior to circulation of the 60% petition.
There is no appeal from the council’s decision.

Change in Proposed Boundary
Staff is recommending an expansion of the proposed annexation area to include the
parcel to the south (APN 22200140011, Situs: 1201 10th St NE). As shown on the
attached map, this parcel is between the annexation area and the city limits at 10th
St. NE. Including this parcel will create a straight city limit boundary in this area.
This property is already receiving city services (snow plowing) due to the fact that
both fronting streets are city streets.
Adding this parcel into the annexation area will change the assessed value from
signatures from 100% to 87%, which is still above the required 60%.
☐ Strategic Plan: This annexation supports our annexation plan within the Managing Growth Goal
of our strategic plan.
III. Recommended Action:
Motion to approve the annexation boundary as proposed in the Notice of Intent to
Commence Annexation Proceedings dated September 9, 2029, with the addition of
Assessor’s Parcel Number 22200140011, to require the adoption of the proposed
zoning regulations as set forth in Resolution 2023-45 as Residential Low Density,
and to require the assumption of existing indebtedness of the city in the area to be
annexed.

Why are you interested in serving as an East Wenatchee City Council member?*
I am interested in serving as an East Wenatchee City Council member because I care deeply about the long-term success
and quality of life of our community. As a resident, business professional, and community member, I want to contribute my
experience and perspective to help ensure our city remains financially strong, responsive to its citizens, and prepared for
future opportunities and challenges.
Throughout my career in audit, budgeting, and financial planning, I have developed a strong understanding of fiscal
responsibility, transparency, and strategic decision-making. I have experience analyzing complex issues, evaluating risks,
and balancing competing priorities while ensuring accountability to stakeholders. These skills are directly applicable to the
important decisions city leaders make regarding budgets, infrastructure investments, public services, and economic
development.
I believe effective local government requires thoughtful leadership, collaboration, and a willingness to listen to diverse
viewpoints. I am committed to making decisions that are in the best interest of the entire community while protecting
taxpayer resources and maintaining public trust.
Serving on the City Council would provide an opportunity to give back to the community that I am proud to call home. I am
excited about the chance to help shape policies, support responsible growth, and work alongside fellow leaders and
residents to build a strong future for our town.
Please answer the question in 250 words or less.

Explain your current and past community involvement and / or service in the Wenatchee VAlley and how
that has prepared you to serve on the East Wenatchee City Council?*
I have deep roots in the Wenatchee Valley and a strong commitment to serving the community that helped shape who I
am today. I was raised in Wenatchee and learned the value of hard work at an early age, spending my high school years
working in local orchards. Those experiences gave me a firsthand appreciation for the agricultural industry and the people
whose efforts contribute to our region's success.
My first job was at Pybus Public Market shortly after it first opened, allowing me to witness the excitement and community
pride surrounding one of the Valley's most transformative projects. As a summer intern for the Chelan County PUD, I
gained a deeper understanding of our local Valley and the importance of the work many of our residents do each day.
Through those experiences, I developed a strong appreciation for local businesses, economic development, and the
importance of investing in our community's future.
After graduating, I left the area to pursue professional opportunities and build my technical, financial, and leadership skills.
Those experiences broadened my perspective and strengthened my ability to analyze complex issues, manage budgets,
and work collaboratively to solve problems. Despite those opportunities elsewhere, my husband (also a Wenatchee
native) and I chose to move back to the Wenatchee Valley because it is where we want to raise our children and build our
future.
Today, I remain actively engaged in the community and am passionate about helping ensure Wenatchee continues to be a
vibrant, safe, and prosperous place for future generations. Serving on the East Wenatchee City Council would be a
meaningful way to give back to the community that has given so much to me.
Please answer the question in 250 words or less.
What experience or talent would you bring to the East Wenatchee City Council that would strengthen the
group as a whole?*
I would bring a unique combination of financial expertise, strategic leadership, and a deep commitment to the East
Wenatchee community. Professionally, I have built my career in audit, budgeting, forecasting, and financial management,
where I regularly analyze complex issues, manage risk, and make decisions that balance competing priorities while
maintaining accountability. These skills would help the Council make informed decisions regarding budgets, infrastructure
investments, and long-term planning.
Beyond my technical experience, I have developed strong collaboration and leadership skills by working with diverse
teams to solve problems and deliver results. My international background has given me the opportunity to work with
people from many cultures and walks of life, strengthening my ability to understand different perspectives, foster
collaboration, and serve the diverse needs of our growing community. I believe effective governance requires listening,
building consensus, and focusing on practical solutions that serve the entire community.
Please answer the question in 250 words or less.

What do you believe the City could be doing better than what the City currently does?*
If selected to serve on the East Wenatchee City Council, I would focus on three areas of opportunity. First, as East
Wenatchee continues to grow, I believe the City should take a more proactive approach to traffic management and
transportation planning. Congestion along Grant Road, SR-28, and major commuter routes affects residents, businesses,
and emergency response times. While I recognize the city is working towards this, planning ahead for future growth is
critical.
Second, I believe we can do more to balance economic development with preserving the small-town quality of life that
attracts families to East Wenatchee. Growth is positive, but it should be accompanied by thoughtful planning for housing,
parks, infrastructure, and public safety so that services keep pace with population increases.
Third, I believe the City has an opportunity to strengthen communication and engagement with residents. While many
important decisions are being made, not all residents feel informed or connected to the process. I, myself, have had to
take the initiative to dig into the information on the City's strategic plan and even then, I had difficulty finding current and
meaningful information. Expanding outreach, increasing transparency around major projects, and creating additional
opportunities for citizen input can help build trust and encourage greater community involvement.
As a council member, I would focus on practical, long-term solutions that preserve East Wenatchee's strengths while
preparing for future growth. My background in budgeting, strategic planning, and financial oversight would help ensure
decisions are both fiscally responsible and aligned with the community's priorities.
Please answer the question in 250 words or less.
What is your vision for our City and Community?*
My vision for East Wenatchee is to be a community that grows thoughtfully, remains financially strong, and continues to be
one of the best places in Washington to raise a family. As population growth continues throughout the Valley, we have an
opportunity to shape our future in a way that preserves the small-town values that make East Wenatchee special while
embracing new opportunities for residents and businesses.
I envision a city that is proactive rather than reactive. This means investing in infrastructure before growth outpaces
capacity, improving transportation corridors, and ensuring public safety, parks, and community services keep pace with the
needs of our residents.
I also believe East Wenatchee should continue fostering a strong local economy by supporting small businesses,
attracting quality employers, and creating opportunities that allow future generations to build successful careers without
having to leave the Valley. Economic growth should be balanced with responsible budgeting and transparent decisionmaking so residents can trust that taxpayer dollars are being invested wisely.
Most importantly, I want East Wenatchee to be a place my children want to spend the rest of their lives in. I want it to be a
community where families feel connected, engaged, and proud to call home. Having grown up in the Wenatchee Valley,
moved and traveled throughout the world, and then returned to raise my own children, I firmly believe that East
Wenatchee and our local community has something special that can't be found elsewhere. My vision is an East
Wenatchee that honors its roots, plans for the future, and remains a thriving place for generations to come.

Dear Selection Committee,
I am writing to express my interest in serving on the East Wenatchee City Council. As a
Wenatchee Valley native who recently moved back to the community and cares deeply
about the future of our community, I am committed to helping ensure our city remains a
great place to live, work, raise a family, and do business. I believe local government plays a
critical role in shaping the quality of life for residents, and I would welcome the opportunity
to contribute my experience, perspective, and dedication to public service.
Throughout my professional career, I have built extensive experience in auditing, financial
oversight, budgeting, and accountability. My work has required me to evaluate complex
financial information, identify risks and opportunities, ensure compliance with policies and
regulations, and make recommendations that support sound decision-making. These skills
translate directly to the responsibilities of a city council member, where responsible
stewardship of public funds is essential.
My background in auditing has taught me the importance of transparency, objectivity, and
asking thoughtful questions before making decisions. I understand how to analyze financial
reports, assess the long-term impacts of spending decisions, and maintain accountability
to stakeholders. Equally important, my budgeting experience has provided me with a
practical understanding of balancing competing priorities while ensuring resources are
allocated efficiently and effectively.
I recognize that city council decisions affect every resident, from infrastructure and public
safety to economic development and community services. My professional experience has
equipped me to evaluate these issues through both a financial and strategic lens while
remaining focused on the needs of the community. I believe good governance requires
careful stewardship of taxpayer dollars, open communication, and a commitment to
making decisions that benefit the city both today and for future generations.
Beyond my professional qualifications, I bring a collaborative leadership style and a
genuine desire to listen to residents, businesses, and fellow community leaders. I believe
the best outcomes come from respectful dialogue, thoughtful debate, and a willingness to
listen. If selected, I would approach this role with humility, transparency, and a
commitment to representing all residents fairly and thoughtfully.
Thank you for your consideration and for your commitment to serving our community. I
would be honored to contribute to that important work as a member of the City Council.
Sincerely,
Brooke Bowe

Why are you interested in serving as an East Wenatchee City Council member?*
I am interested in serving on the East Wenatchee City Council because I want to contribute meaningfully to
the community and help shape a future in which residents, families, and local businesses can thrive. I lived in
East Wenatchee from 1997 to 2005 and returned in 2024, renewing my personal connection to the community
and strengthening my desire to give back through public service. As a registered nurse with a Master of
Science in Nursing and a Doctor of Nursing Practice candidate, I bring experience in leadership, advocacy,
evidence-based decision-making, and collaboration. My professional background has taught me the
importance of listening to diverse perspectives, evaluating complex challenges, and developing practical
solutions that improve people's lives. If appointed, I would be particularly interested in supporting community
safety, public health, responsible economic development, housing, and transparent government. I believe
effective local leadership requires listening to residents, being accountable for decisions, and balancing
immediate community needs with long-term priorities. I would welcome opportunities to strengthen
partnerships among city leadership, healthcare providers, local organizations, businesses, and residents to
address shared concerns. I view serving on the City Council as both an opportunity and a responsibility. I
would bring integrity, thoughtful consideration, a willingness to learn, and a commitment to representing the
interests of the broader community. I would be honored to contribute my professional experience, leadership
perspective, and dedication to public service to help East Wenatchee remain a safe, healthy, and thriving
community for current and future generations.
Please answer the question in 250 words or less.
Explain your current and past community involvement and / or service in the Wenatchee VAlley and how that has
prepared you to serve on the East Wenatchee City Council?*
My connection to the Wenatchee Valley includes having lived in East Wenatchee from 1997 to 2005 and
returning in 2024. Having been part of this community at different stages of my life, I value the importance of
local leadership, community partnerships, and decisions that support residents' quality of life. My professional
service as a registered nurse, combined with my Master of Science in Nursing and doctoral studies, has
prepared me to approach community challenges with compassion, accountability, and evidence-informed
decision-making. Throughout my nursing career, I have developed skills in advocacy, collaboration,
communication, and evaluating complex issues. These experiences have strengthened my understanding of
how policies, access to resources, and partnerships among organizations can influence individual and
community well-being. My commitment to public service also includes advocacy related to healthcare policy
and the importance of addressing substance use and opioid overdose prevention. Through this work, I have
developed a greater appreciation for the role that community voices, public policy, and collaboration play in
identifying needs and advancing practical solutions. These experiences have prepared me to serve on the
East Wenatchee City Council by teaching me to listen carefully, consider differing perspectives, ask informed
questions, and approach challenges with a solution-focused mindset. I recognize that municipal leadership
requires more than professional expertise; it requires a willingness to learn from residents, understand local
priorities, and make responsible decisions in the public interest. If appointed, I would bring my professional
experience, advocacy perspective, and renewed connection to East Wenatchee to the council, with a
commitment to respectful collaboration, transparent decision-making, and the long-term well-being of the
community.
Please answer the question in 250 words or less.

I would bring a unique combination of healthcare leadership, policy advocacy, evidence-based decisionmaking, and collaborative problem-solving to the East Wenatchee City Council. As a registered nurse with a
Master of Science in Nursing and a Doctor of Nursing Practice candidate, I have developed skills in evaluating
complex issues, analyzing information, communicating across diverse perspectives, and identifying practical
solutions. My nursing background has taught me the importance of listening, asking thoughtful questions, and
recognizing how decisions affect individuals, families, and the broader community. I understand that effective
leadership requires balancing competing priorities while remaining focused on safety, accountability, and
positive outcomes. My doctoral studies have further strengthened my ability to examine evidence, evaluate
policies, and approach challenges strategically rather than relying solely on assumptions. I would also bring
an interest in public health, behavioral health, opioid overdose prevention, and the partnerships necessary to
address complex community concerns. I believe these perspectives can complement the experience of other
councilmembers while supporting informed discussions about community safety, access to resources, and
quality of life. Beyond my professional qualifications, I would contribute a willingness to listen, learn,
collaborate, and respectfully consider differing viewpoints. I recognize that strong councils benefit from
diverse experiences and constructive dialogue, not simply agreement. I would approach each issue with an
open mind, a commitment to transparency, and respect for the responsibilities entrusted to elected and
appointed officials. My goal would be to strengthen the council through thoughtful participation, responsible
decision-making, and a shared commitment to helping East Wenatchee remain a safe, welcoming, and
thriving community for current and future generations.
Please answer the question in 250 words or less.
What do you believe the City could be doing better than what the City currently does?*
I believe the City of East Wenatchee can continue strengthening its approach to community engagement,
transparent communication, responsible growth, and long-term planning. As the community evolves, it is
important to ensure that residents have meaningful opportunities to share concerns, contribute ideas, and
understand how decisions are made and how public resources are allocated. One opportunity is to expand
proactive communication between city leadership and residents. Making information about proposed projects,
budget priorities, public safety initiatives, and development decisions accessible and easy to understand can
help residents feel informed and included. Additional opportunities for public feedback, including outreach to
residents who may not regularly attend council meetings, could further strengthen trust and participation. I
also believe continued attention to public safety, behavioral health, substance use prevention, housing
affordability, and economic development is important. Strengthening partnerships among the city, healthcare
providers, community organizations, local businesses, and regional agencies could help identify gaps in
services and develop practical, collaborative solutions. As East Wenatchee plans for future growth, I would
encourage thoughtful consideration of infrastructure, transportation, neighborhood needs, and the long-term
financial sustainability of city initiatives. Decisions should balance opportunities for progress with the
preservation of the community's quality of life. I recognize that the City is already addressing many
responsibilities and that meaningful improvements require resources, collaboration, and careful prioritization.
If appointed, I would approach these opportunities by listening to residents, reviewing available information,
learning about existing city initiatives, and working constructively with fellow councilmembers and city staff.
My goal would be to build on existing strengths while helping identify opportunities to make local government
more responsive, transparent, and effective.
Please answer the question in 250 words or less.
What is your vision for our City and Community?*
My vision for East Wenatchee is a safe, welcoming, and thriving community where residents feel heard,
families have opportunities to succeed, local businesses can grow, and future generations can build
meaningful lives. I envision a city that embraces responsible growth while preserving the sense of community
that makes East Wenatchee a place people are proud to call home. Having lived in East Wenatchee from
1997 to 2005 and returned in 2024, I have a personal connection to this community and a genuine interest in
its future. I want to see East Wenatchee continue developing in ways that balance economic opportunity with
neighborhood livability, thoughtful infrastructure planning, and responsible use of public resources. I envision
a city government that prioritizes transparency, meaningful resident engagement, and collaborative decisionmaking. Residents should have opportunities to contribute to discussions about their neighborhoods, public
safety, development, and community priorities. Strong partnerships among city leadership, local businesses,
healthcare providers, community organizations, and regional agencies can help address challenges and

create lasting solutions. I also believe a thriving community must consider the well-being of all its residents.
Public safety, access to essential resources, behavioral health awareness, and opportunities for economic
stability are important components of a healthy community. My professional background in nursing and my
doctoral studies have reinforced the value of prevention, collaboration, and evidence-informed decisions.
Ultimately, my vision is for East Wenatchee to be a community that plans thoughtfully, leads responsibly,
listens to its residents, and welcomes progress without losing sight of the people who make it special. I would
be honored to contribute to that vision through service on the City Council.

East Wenatchee, Washington
RE: Application for Appointment to the East Wenatchee City Council
Dear Members of the East Wenatchee City Council:
I am writing to express my sincere interest in appointment to the East Wenatchee City
Council. As a registered nurse with a Master of Science in Nursing and a Doctor of Nursing
Practice candidate, I bring a professional background grounded in leadership, evidencebased decision-making, collaboration, and advocacy. I welcome the opportunity to apply
these skills in service to East Wenatchee residents and contribute to our community's
continued growth, well-being, and long-term success.
East Wenatchee holds personal significance for me. I lived in the community from 1997 to
2005 and returned in 2024, renewing my connection to a place that has been part of my
life's journey. Having experienced East Wenatchee at different points in my life, I appreciate
the importance of community, thoughtful leadership, and planning for the future. My return
has strengthened my interest in contributing to the city's continued growth and well-being.
I see this opportunity to serve on the City Council as a meaningful way to give back to the
community, bring my professional experience and leadership perspective to local decisionmaking, and help ensure that East Wenatchee remains a place where residents, families,
and local businesses can thrive.
Throughout my professional and academic journey, I have developed a strong appreciation
for the relationship between effective leadership, public policy, and community outcomes.
My nursing experience and doctoral studies have strengthened my ability to evaluate
complex issues, consider diverse perspectives, examine evidence, and identify practical
solutions. These skills apply to municipal governance, where thoughtful deliberation,
responsible stewardship of public resources, transparency, and accountability are
essential to decisions that serve the public interest.
If appointed, I would be particularly interested in supporting initiatives that promote public
health, strengthen community safety, encourage responsible economic development, and
EXHIBIT A
11-03-2026 City Council Agenda Packet

improve the overall quality of life for East Wenatchee residents. I believe a thriving
community requires attention not only to infrastructure and economic opportunities but
also to the conditions that allow individuals and families to feel secure, access essential
resources, and build stable futures.
Public Health and Community Well-Being
My nursing background has given me a strong appreciation for the factors that shape the
health and well-being of individuals, families, and communities. I recognize that
community health extends beyond healthcare facilities and includes prevention, access to
resources, behavioral health services, and partnerships among local organizations. I would
welcome opportunities to support collaboration among the city, healthcare providers,
community organizations, and other stakeholders to identify local needs and explore
practical ways to improve community well-being.
Community Safety and Quality of Life
I believe residents deserve to feel safe in their neighborhoods and public spaces. I would
support thoughtful discussions about community safety, emergency preparedness,
substance use challenges, and partnerships that address the underlying factors
contributing to community concerns. My approach would emphasize collaboration,
prevention, accountability, and solutions informed by available evidence and residents'
experiences.
Economic Development, Housing, and Financial Stewardship
I recognize the importance of responsible economic development, housing, and sound
financial stewardship in maintaining a strong and sustainable community. Thoughtful
planning can help East Wenatchee pursue economic opportunities while considering the
needs of existing residents, local businesses, families, and future generations. I would
approach these issues with an understanding that municipal decisions often involve
competing priorities and require careful evaluation of costs, benefits, community impact,
and long-term sustainability.
Resident Engagement and Transparent Government
I believe effective leadership begins with listening. Residents should have meaningful
opportunities to express their concerns, share ideas, and understand how decisions
affecting their community are made. If appointed, I would strive to be accessible,
respectful of differing viewpoints, and committed to considering the perspectives of
residents from varied backgrounds and circumstances. I would also support clear
EXHIBIT A

communication and thoughtful deliberation to help maintain public confidence in local
government.
My professional experience has reinforced the importance of addressing complex
challenges through collaboration rather than working in isolation. Whether evaluating
policy, advocating for improved outcomes, or considering opportunities for system-level
change, I believe meaningful progress begins with identifying needs, examining available
information, engaging stakeholders, and working collectively toward achievable solutions. I
would bring this same service-oriented approach to the responsibilities of the City Council.
I understand that serving on the City Council is a public trust that requires integrity,
preparation, sound judgment, and commitment to the interests of the entire community. If
selected, I would take this responsibility seriously by preparing thoroughly for meetings,
asking informed questions, listening respectfully to differing viewpoints, and making
decisions with careful consideration of their potential effects on East Wenatchee
residents. I would approach the position with a willingness to learn, a commitment to
constructive collaboration, and an appreciation for the responsibility entrusted to me.
I would be honored to serve the City of East Wenatchee in this capacity and contribute my
professional experience, leadership skills, and commitment to public service to the
council's work. I believe my background in healthcare leadership, policy, advocacy, and
evidence-informed decision-making would offer a valuable perspective as the city
addresses current challenges and plans for its future.
Thank you for considering my application for appointment to the East Wenatchee City
Council. I welcome the opportunity to discuss my qualifications, priorities, and
commitment to serving our community. I would be grateful for the opportunity to contribute
to a city government that listens to its residents, makes thoughtful decisions, and works
toward a safe, healthy, and prosperous future for all who call East Wenatchee home.
Respectfully,
Terry Heldreth, MSN, RN, DNPc

Why are you interested in serving as an East Wenatchee City Council member?*
11-03-2026 City Council Agenda Packet
I’m interested in serving as a member because I care deeply about the direction and well-being of our community. As a
lifetime resident, a parent raising three young children here, and a public safety professional, I bring both personal and
professional perspectives that reflect many of the day-to-day experiences our citizens face. With the City of East
Wenatchee growing rapidly, I want to ensure that the needs of families, working individuals, and underserved voices are
considered in every stage of planning and development.
Please answer the question in 250 words or less.
Explain your current and past community involvement and / or service in the Wenatchee VAlley and how
that has prepared you to serve on the East Wenatchee City Council?*
Both personally and professionally, I value every opportunity I have to be engaged. I regularly attend school field trips and
stay active in my children’s sport seasons, which helps me stay connected. And through my role at RiverCom 911, I
participate in community events for public education and recruitment, helping to inform and involve the public in the
essential services we provide.
I also have the privilege of working closely with the incredible leaders, from Chief, Sheriff, Commissioners and Mayors,
who serve our valley. I attend many meetings and committees for discussions ranging from large infrastructure projects to
improving public safety needs. Should I be chosen as the next councilmember, I believe these experiences and working
with public leaders will make a smooth transition.
Please answer the question in 250 words or less.
What experience or talent would you bring to the East Wenatchee City Council that would strengthen the
group as a whole?*
I think my experience working in government, specifically managing a $16 Million annual budget is a strong asset. I
understand the importance of fiscal responsibility, transparency, and ensuring that taxpayer dollars are spent thoughtfully
and effectively.
Additionally, as a young professional, I can help the city connect with a broader demographic, especially younger families
and professionals. This can be valuable in areas like tourism, event planning, and community engagement, where
appealing to a wider audience is key to long-term success and vibrancy.
Please answer the question in 250 words or less.
What do you believe the City could be doing better than what the City currently does?*
I don’t think there is anything the city is not doing well at. In this economy they seem to be making the attempts to the best
they can, with the resources provided. This shows in the most recent 2027-2032 Capital Facilities plan. With budget
shortfalls, they are seeking funding grants and reprioritizing projects.
Please answer the question in 250 words or less.
What is your vision for our City and Community?*
One vision would be to continue the “Safe Walks to School” project, adding more sidewalks in neighborhoods is integral.
Parents need to feel safe enough to send their children to walk or ride bikes to school, which I believe is not as common
as it once was. I think more flashing stop signs and flashing crosswalks would be a huge asset to this as well. The youth
are our future, and I believe they are an investment to keep safe.
Please answer the question in 250 words or less.

Dear Councilmembers,
I am writing to express my interest in the East Wenatchee City Council Position vacancies, and would
like to submit this letter and accompanying documents for consideration.
As a lifelong East Wenatchee resident and Eastmont graduate I am very passionate about this
community. I believe I can bring a fresh perspective to the council. For example:
•
I’m a mother to three young boys, all 10 and under. As East Wenatchee continues to grow, I
bring a valuable perspective as a parent actively engaged in our public schools, youth sports
programs, community events, and local parks. This firsthand experience helps me understand
the needs of families in our community and will be beneficial in shaping the city’s planning
and community engagement as we grow.
•
I have almost 10 years in public safety - not law enforcement or fire services, but behind the
scene helping run a 911 dispatch center. This brings a unique and valuable perspective to the
council. In addition to my background in public safety, I also bring a solid understanding of
open public meetings, government finances, and the importance of transparency and
accountability in local government.
I understand that my employment with RiverCom may present a conflict of interest in matters
involving the agency. In those situations, I will recuse myself from discussions and decisions to
maintain transparency and uphold public trust. I have full confidence in the council to make the
best decisions for our community in this matter.
I am committed to contributing a thoughtful, community-focused perspective rooted in public
service, everyday experience, and a deep investment in the future of our city. I would be honored
to help guide East Wenatchee through its continued growth.
Thank you for considering my application to serve on the East Wenatchee City Council.
Sincerely,
Kayla Hodges

Why are you interested in serving as an East Wenatchee City Council member?*
After 23 years in law enforcement — including more than 18 years serving East Wenatchee, working my way
from unpaid reserve officer to patrol sergeant — I have spent my career protecting this community. I am
interested in serving on the City Council because I want to keep serving it in a new capacity: helping shape
the decisions that determine what kind of city my daughter grows up in. On patrol and as a sergeant, you see
everything: new businesses opening their doors, families moving into new neighborhoods, and also the strain
— roads wearing down under heavier use, people struggling with homelessness, budgets stretched thin. I
have spent years responding to the symptoms, and as a sergeant I wrestled with the resource decisions
behind them. I want to help address the causes. I am not a politician. I am a working public servant, a former
patrol sergeant, and a father who has lived here for 15 years. I believe that perspective — practical,
grounded, and accountable — is something the council can use right now. East Wenatchee is growing, and
growth done right is an opportunity. I want to be part of making sure we get it right. I have a deep sense of
service, and I take pride in this community — that is why I have spent 23 years protecting it, and why I want to
keep serving it.
Please answer the question in 250 words or less.
Explain your current and past community involvement and / or service in the Wenatchee VAlley and how that has
prepared you to serve on the East Wenatchee City Council?*
My community involvement has come through 23 years of public service, including more than 18 years with
the East Wenatchee Police Department. I started as an unpaid reserve officer in 2002 and served as patrol
sergeant from July 2016 to August 2024. I hold advanced certifications in officer training and supervision.
Much of my community impact has been through mentoring and training the next generation of officers. I have
also served in board governance. From 2016 through 2018, I sat on the Wenatchee Golf and Country Club
board during a very large remodel and expansion. That taught me how a governing body works: setting
direction, asking hard questions of staff and contractors, stewarding other people's money, and answering to a
membership. Every shift is community involvement: working with residents, business owners, schools, social
service providers, and other agencies to solve problems in real time. As a sergeant, I learned to manage
people, handle personnel matters fairly, and make decisions that affected both my team and the public. As a
father with a daughter in the Eastmont School District, I am invested in this community's future in the most
personal way possible. Living and working here for the better part of two decades has given me relationships
across the community and an understanding of how city government functions day to day. In my off time I'm
an avid golfer and snowmobiler — this valley isn't just where I work, it's home.
Please answer the question in 250 words or less.
What experience or talent would you bring to the East Wenatchee City Council that would strengthen the group as a
whole?*
Twenty-three years in law enforcement — from reserve officer to patrol sergeant — has given me exactly the
kind of experience a council needs. First, a public safety perspective grounded in reality. I understand crime
trends, emergency response, and what it takes to keep neighborhoods safe — not in theory, but from working
it every day and from my years as a sergeant supervising those who do. Second, leadership and personnel
experience. As a patrol sergeant from July 2016 to August 2024, with advanced certifications in supervision
and officer training, I have trained and mentored employees. I know how to run a fair process, document
decisions, and be accountable for them. Third, board governance. From 2016 to 2018 I served on the
Wenatchee Golf and Country Club board through a major remodel and expansion — overseeing a large
capital project, stewarding the organization's finances, and answering to its members. I have already done the
work of a governing board: setting direction, scrutinizing spending, and owning the outcomes. Finally,
firsthand experience with homelessness and behavioral health crises and an honest view of what works and

p
what does not — plus an insider's understanding of how city departments work together, without being
entrenched in city hall politics.
Please answer the question in 250 words or less.
What do you believe the City could be doing better than what the City currently does?*
I believe the core responsibilities of local government are infrastructure, public safety, schools, and fiscal
responsibility. East Wenatchee is growing, and growth is good — but only if the city keeps up with it. Three
areas where we need to do better: First, infrastructure has to keep pace with development. Roads, utilities,
and public facilities feel the strain of every new home and business. We need disciplined long-term planning
so growth pays for itself instead of leaving taxpayers with the bill later. Second, we need a clearer, more
coordinated approach to homelessness — one that pairs compassion with accountability and actually
connects people to services instead of cycling them through the same calls for service. As an officer, I have
seen what works and what does not, and I believe we can be both humane and effective. Third, we need to
be more aggressive about attracting and keeping businesses. Over the years I have gotten to know many of
our small business owners, and I understand how complex it is to run a small business right now — inflation
on every input, thin margins, fees and rules that add up fast. I come from a family of entrepreneurs, so I grew
up seeing what it takes. The council votes on the costs and regulations those owners live with, and I would
bring their perspective to the table. A strong local economy funds everything else: better roads, better
services, and jobs that keep our kids here.
Please answer the question in 250 words or less.
What is your vision for our City and Community?*
My vision is an East Wenatchee that grows without losing what makes it home: safe neighborhoods, good
schools, and a local economy strong enough that our children can build their lives here. I want a city where a
family can put down roots and count on the basics — roads that are maintained, parks that are clean and
safe, and emergency services that show up fast. I want local businesses to thrive on corridors that are
welcoming, not worn down. And I want growth to be something residents feel good about, because the
infrastructure and services arrive alongside the new rooftops instead of years behind. On homelessness, my
vision is a community that helps people get back on their feet while keeping public spaces safe and clean for
everyone. That takes coordination between the city, county, nonprofits, and law enforcement — and the
willingness to measure what actually works. Most of all, I want a city government that spends every dollar like
it came from a neighbor's pocket — because it did. If I am appointed, that is the standard I will hold myself to.
I believe ambition is a fundamental driver of making a community great — and ambition means wanting better
for everyone, not just wanting more.

Mayor Crawford and Members of the City Council
City of East Wenatchee
271 9th Street NE
East Wenatchee, WA 98802
Dear Mayor Crawford and Members of the City Council:
I am writing to apply for appointment to the vacant East Wenatchee City Council seat. I
bring 23 years of law enforcement experience, including more than 18 years with the City
of East Wenatchee — patrol officer from 2008 to 2015, patrol sergeant from 2015 to 2024,
and patrol officer since. I began as an unpaid reserve officer and hold advanced
certifications in officer training and supervision. I have lived in East Wenatchee for 15
years, and my 11-year-old daughter attends Eastmont schools.
On patrol and as a sergeant, I have seen this city at its best and its hardest — including
from the side of the table where staffing, budget, and accountability decisions get made.
That experience gave me a firsthand understanding of the challenges ahead: managing
growth, maintaining infrastructure, keeping city finances sound, and addressing
homelessness with compassion and accountability. I also served on the Wenatchee Golf
and Country Club board from 2016 to 2018 during a major remodel and expansion,
gaining direct experience with board governance and overseeing a large capital project.
I am seeking this appointment to help bring more business growth and jobs to East
Wenatchee, shore up our infrastructure and city finances, and keep this a place where
families like mine can thrive.
I am currently employed as a police officer with the City of East Wenatchee Police
Department, where I have served since May 2008 — as a patrol officer from 2008 to July
2015, as patrol sergeant from July 2015 to August 2024, and as a patrol officer since
August 2024. I recognize that this employment may present a conflict of interest with
respect to council matters directly affecting the police department, including the
department's budget, compensation and benefits, collective bargaining, and personnel
matters. If appointed, I will disclose this conflict as required and recuse myself from
deliberation and voting on any matter where my city employment presents a conflict,
consistent with RCW 42.23 and City ethics policies.
It would be an honor to continue serving East Wenatchee as a member of the City
Council. I welcome the opportunity to discuss my qualifications with you.
Respectfully,
James Marshall

Please upload your resume in a PDF format. Submission of this document should be less
than 3 pages.
Why are you interested in serving as an East Wenatchee City Council member?*
I am interested in serving on the East Wenatchee City Council because I want to take a more active role in the community
I have called home for the past six years. I have always been someone who wants to understand how things work,
recognize where improvements are needed, and find practical solutions. Over time, that mindset has naturally drawn me
toward leadership and public service.
As a nurse, I have spent nearly a decade caring for people throughout the Wenatchee Valley. My involvement with the
Washington State Nurses Association gave me the opportunity to serve in a different way by representing my fellow
nurses and working on issues that affect both healthcare workers and patients.
Serving on the City Council would allow me to broaden that service beyond healthcare. I am interested in the work of local
government because its decisions are tangible: residents experience the results in their neighborhoods, roads, public
services, and day-to-day quality of life. I would value the opportunity to help shape those decisions and contribute to East
Wenatchee’s future.
Please answer the question in 250 words or less.
Explain your current and past community involvement and / or service in the Wenatchee VAlley and how
that has prepared you to serve on the East Wenatchee City Council?*
My involvement in the Wenatchee Valley has largely centered around healthcare and representing the people I work
alongside. I have worked as a registered nurse in the Valley for nearly a decade, caring for local patients and families and
interacting with people from throughout our community.
My service has also expanded beyond the bedside through the Washington State Nurses Association. I currently serve as
local unit treasurer and co-chair both the Nurse Staffing Committee and Nurse Practice Committee, and I participate in
Conference Committee, where nurses and hospital leadership work collaboratively on workplace and patient-care issues. I
was a member of the 2025 contract negotiating team, have represented local nurses at statewide nursing and labor
events, and serve on the Confluence Health retirement benefits committee, where I previously held fiduciary
responsibilities.
These activities have taught me how to represent people whose opinions do not always align with my own, work
productively through disagreement, and be accountable for decisions affecting others. More recently, I have become
increasingly involved in East Wenatchee civic affairs by attending City Council meetings. Together, these experiences
have prepared me to participate thoughtfully in a public governing body and represent the community responsibly.
Please answer the question in 250 words or less.
EXHIBIT A
11-03-2026 City Council Agenda Packet
What experience or talent would you bring to the East Wenatchee City Council that would strengthen the
group as a whole?*
I would bring a combination of healthcare, leadership, financial stewardship, and governance experience to the City
Council. As a Resource Nurse, I work across Pediatrics, Postpartum, Medical/Oncology, Surgical/Orthopedics, and
Progressive Care, stepping into areas where staffing needs are greatest. That role requires me to adapt quickly, assess
priorities, communicate with different teams, and make sound decisions in unfamiliar or rapidly changing situations.
Outside of direct patient care, I serve as treasurer of my local Washington State Nurses Association unit, co-chair both the
Nurse Staffing Committee and Nurse Practice Committee, participate in Conference Committee with hospital leadership,
and serve on the Confluence Health retirement benefits committee, where I previously held fiduciary responsibilities. I also
participated in collective bargaining as a member of the 2025 union contract negotiating team.
Those roles have given me experience with financial stewardship, retirement-benefit governance, hospital staffing-law
compliance, policy implementation, bylaws, negotiation, and collaborative decision-making. I would bring that experience
to the Council along with a willingness to research issues carefully, ask difficult questions, and work respectfully with
people who may see an issue differently.
Please answer the question in 250 words or less.
What do you believe the City could be doing better than what the City currently does?*
One area where I believe East Wenatchee can improve is ensuring that infrastructure and housing supply keep pace with
community growth. Growth creates opportunities, but it also puts pressure on housing affordability, transportation, utilities,
public safety, and city services.
I believe the City should continue looking for ways to encourage a greater variety of housing while making sure new
development is supported by adequate infrastructure. Development decisions should consider their effects on roads,
utilities, emergency services, and existing neighborhoods so that problems are anticipated rather than addressed only
after they become more difficult or expensive.
I would also like to see the City continue examining its development processes to identify unnecessary barriers while
maintaining appropriate standards. Local government cannot solve housing affordability by itself, but it can make sure its
own policies are not adding avoidable cost or delay. That planning should also account for the long-term financial impact of
growth. New infrastructure and services create ongoing costs, and I believe the City should make sure today's investments
remain sustainable within future revenues rather than creating obligations that become more difficult to support later.
Essentially, I would want the City to keep asking whether today’s planning and investments are preparing East Wenatchee
for the growth we expect over the next ten or twenty years.
Please answer the question in 250 words or less.
What is your vision for our City and Community?*
My vision is for East Wenatchee to remain a community where people can build a life, raise a family, operate a business,
and feel connected to where they live. As the City grows, I want that growth to strengthen the community rather than
simply make it larger.
That means maintaining safe neighborhoods, reliable public services, well-kept parks and infrastructure, and opportunities
for businesses to succeed. It also means making room for different types of housing so that working families are not
increasingly priced out of the community.
I also want the city government to remain accessible and responsive. Residents should have meaningful opportunities to
be heard, and the City should be willing to explain its decisions clearly, listen to different perspectives, and adjust when
better information becomes available.
Ultimately, I want East Wenatchee to be a place that grows with intention. The goal should not be growth for its own sake,
but a city that remains livable, financially responsible, and connected to the people who already call it home while
preparing for those who will live here in the future.
Please answer the question in 250 words or less.

Mayor and Members of the East Wenatchee City Council
City of East Wenatchee
Dear Mayor and Members of the City Council:
I am writing to submit my application for appointment to the East Wenatchee City Council. My wife and
I have made East Wenatchee our home, and over the past several years I have become increasingly
interested in how the City plans for growth, responds to community needs, and makes decisions that
affect residents day to day.
My professional background has given me experience that I believe would translate well to council
service. Through nursing, leadership, committee work, and negotiations, I have learned to prepare
carefully, communicate clearly, and stay focused on workable outcomes when decisions affect many
people. I have also had opportunities to work directly with organizational leadership on policy, staffing,
and implementation issues.
What draws me to the Council is the opportunity to apply those experiences beyond healthcare and
contribute more directly to East Wenatchee. I would be grateful for the opportunity to put that
experience to work on behalf of East Wenatchee residents.
Thank you for considering my application. I would welcome the opportunity to discuss my experience
and interest in serving the residents of East Wenatchee.
Sincerely,
Simon Morton

What do you believe the City could be doing better than what the City currently does?*
Having observed only two council meetings, this is hard to answer. I don't have a good feel for how well the
council balances the administrative and financial needs of the City with the interests of the residents, but I
suspect there will always be room for improvement.
Please answer the question in 250 words or less.
What is your vision for our City and Community?*
We have enjoyed living in this community since 2000. It has been a wonderful place to live, work, and raise a
family. Nationally and locally, we need to find the best balance between growth and preservation, rules and
flexibility, public safety and individual liberties, and tax burdens with fiscal needs of the government. I am
optimistic that our local community can navigate these waters successfully going forward.

October 10, 2026
Dear Mayor and Members of the City Council,
I'm writing to express my interest in serving on the East Wenatchee City Council. My wife and I
have been residents of the Wenatchee Valley since 2000, raising our two sons here. We have
lived in East Wenatchee since 2006. After many years of professional health care service in the
Wenatchee Valley, I would welcome the opportunity to contribute to my community in a different
capacity.
In recent years, I have become increasingly concerned about the polarization of our political
processes and the resulting difficulty in addressing important problems constructively and
effectively. A familiar quote that “all politics is local” has led me consider how I might contribute
more directly to effective governance in my own community. I believe local government offers an
important opportunity for people with differing perspectives to work together on practical
solutions for problems that affect the daily lives of residents.
My approach to complex problems has always emphasized careful examination of evidence,
consideration of different viewpoints, and a willingness to reconsider assumptions. I believe that
sound decisions are best reached through respectful discussion, intellectual honesty, and a
focus on workable solutions rather than ideological positions. These principles have guided my
professional career, and I believe they are equally relevant and transferable to public service.
My career in medicine has included extensive experience in organizational leadership,
governance, quality improvement, and risk management. I served on the Wenatchee Valley
Medical Center Board of Directors during the initial formation of the affiliation that created
Confluence Health. I have held several senior medical leadership positions involving
collaboration among individuals and groups with different responsibilities and priorities. Much of
my work focused on identifying underlying causes of problems, developing effective solutions,
and fostering a culture of accountability and continuous improvement. I believe these
experiences would provide a useful perspective in the deliberations of the City Council.
I recognize that municipal governance involves responsibilities quite different from those of my
professional career. I have attended two City Council meetings to gain a better understanding of
its processes and the range of issues it addresses. I've also spoken with one current council
member to gain a more realistic appreciation of the time commitment and the preparation
necessary to serve effectively. These explorations have reinforced my interest in serving on the
council.
I would be grateful for the chance to serve on the council and be part of the ongoing efforts to
improve life in our city.
Thank you for considering my application.
Sincerely,
Randal Moseley
