I have learned of the recent potential flock contract. I urge you to place a moratorium on
installation of license plate readers, reject and prohibit further initiatives for surveillance (as
well as data centers while we’re at it). I do not wish to live in a surveillance techno fascist
state. Do you? I wish to have autonomy over my data, my body, my being. Do you? The
misuse of these systems of surveillance has been rampant. Who will have access. How will it
be used to control us further. Do you like your autonomy?
It seems to me the more we buy in i.e. via contracts with flock, the more we sell ourselves to
the overlords, and the more we subject ourselves and our wonderful people to the propagation
of fear and malice towards one another, the disintegration of our hard fought trust. These are
not ingredients that I personally feel better our community. We must learn to take care of one
another and invest in our beautiful land. Big tech and surveillance will never be the answers
that we need.
Please consider the long term impact and consequences of the surveillance state and
supporting the tech oligarchs. We do not need them. We can take care of one another and
work to implement other solutions to these problems
we face, together.
Thanks you for considering my thoughts,
Cameron Dacey

stop ALPR / Flock expansion in East Wenatchee!
Monday, October 12, 2026 2:51:29 AM
You don't often get email from [email protected]. Learn why this is important
Dear Mayor and Councilors,
My name is Denali White, and I live in Wenatchee, though I frequently spend time in East
Wenatchee.
I urge you to reject, prohibit, or place a moratorium on the installation or expansion of
automated license plate reader systems, including Flock Safety, in our community.
I am worried about increasing surveillance of normal citizens who are not suspected of any
crime. Information about us is being tracked and put into extensive systems where it can be
used in incredibly invasive ways, some of which we can only begin to imagine with our
current technology. If ALPR data is used in conjunction with social media posts and
photographs, thanks to AI, it can be used to track our movements and actions to a degree that
extends far beyond simple traffic violations, which leaves us at risk if there is a cybersecurity
breach or if the data is misused by bad actors or government agencies. False matches are also a
risk, because AI is not perfect at identifying people even with a high quantity of training data.
AI surveillance improves the more training data is fed to it. I don't want any more of my data
getting used to train AI.
If the city is considering this technology, I ask that you not move forward unless and until
there has been a full public process, including public notice, a public hearing, a clear written
use policy, strict retention limits, access logs, independent audits, transparency reporting, and
meaningful limits on sharing.
But my preference is simpler: do not install this system at all. Public safety should not come at
the cost of building a system that tracks everyone first and asks questions later. Our city
should invest in safety strategies that are effective without creating a surveillance network
over daily life.
Thank you for your time and consideration.
Sincerely,
Denali White

Council Agenda Bill
To: Mayor and Council
From/Presenter: Trina Elmes, Events Director/PIO
Subject: Lodging Tax Advisory Committee, Ordinance No. 2026-08
Date: October 20, 2026
I. Summary Title:
Repealing Ordinance 2007-13 and amend Chapter 2.44, establishing the Lodging
Tax Advisory Committee and eliminating the East Wenatchee Events Board.
II. Background/History:
The East Wenatchee Events Board (EWEB) has overseen the City’s hotel/motel taxes
and functioned as a Lodging Tax Advisory Committee (LTAC). This ordinance
repeals the original ordinance establishing the EWEB and amends Chapter 2.44 of
the City Code to establish a Lodging Tax Advisory Committee and update the
committee’s membership, duties and responsibilities, eliminating EWEB.
There was a workshop on this topic on August 20th where all these changes were
discussed. Nothing was retained from the old ordinance, so these are completely new
duties and responsibilities to help guide and keep LTAC running smoothly.
III. Recommended Action:
• Motion to approve Ordinance 2026-08 repealing Ordinance 2007-13 and
amending Chapter 2.44 of the East Wenatchee Municipal Code to replace the
East Wenatchee Events Board with a Lodging Tax Advisory Committee and
establish its membership, duties, and responsibilities as presented in Exhibit
A.
