City of Kemah, TX — Roadway Pavement Condition Assessment
Executive Summary
ADICO Consulting Engineers, LLC was retained by the City of Kemah, Texas to conduct a pavement
condition assessment of the roadway network maintained by the City. This report is based on a mobile
mapping pavement assessment platform and visual observations made by a Professional Engineer, with
extensive experience in paving design and maintenance. Approximately 12 Miles of Roads were
inspected, with the mobile scanning platform, collecting over 7,000 individual GPS-referenced roadway
paving assessments. All roads that were assessed were assigned a corresponding Pavement Condition
Index (PCI), based on their surface condition and serviceability. An overall summary of the roadways,
including their limits, length, width, characteristics and conditions are provided in the Appendix Section
at the End of this Report.
Conclusions:
1. This report covers 52 named streets, with some of the street being comprised of several
discrete segments. The total number of road segments include is 69.
2. The majority of the roadways are concrete paving (74%), with the remainder being
asphalt paving (26%); based on length.
3. The typical and majority of the roadways are a +/- 20 foot wide, 2 lane “local roads” with
roadside ditch/drainage. Traffic volume and loads on these local roads are generally
considered low, as they primarily serve residences.
4. Overall, reinforced concrete roadways are considered in “Good or Satisfactory” condition.
Those roads that were rated as “Serious or Poor,” meaning that they are in need of
reconstruction or replacement, are asphalt.
5. Although some of the roadways may have an acceptable overall PCI rating, some of these
roads have localized problems that should be addressed. Some of the concrete roadways
have lower than expected PCI ratings, (based on visual observations), therefore it is
important to also reference the granular (point) data provided.
6. There is a need for establishing and maintaining a road log, roadway limits/length/width,
including existing drawings, verification of right-of-way, and engineering guidelines with
acceptable paving standards.
Recommendations:
1. Based on the Paving Assessment, we would further recommend that the City of Kemah
consider the repair and replacement of portions or sections of roadways, based on the
condition assessment, budgets and needs of the community.
2. Road Rehabilitation Standards – Based on the longevity and conditions of the paving, we
would recommend phased replacement of asphalt roadways with concrete sections.
14
City of Kemah, TX — Roadway Pavement Condition Assessment
1. Introduction & Scope
1.1 Purpose
The purpose of this assessment is to document the existing conditions of roadway pavement maintained
by the City of Kemah, providing an inventory of existing roadways, including their characteristics and
conditions. Based on this information, a tabular database was created and an overall GIS based map
was generated, showing the roadways and their overall condition, which will allow the City to monitor
the conditions of this infrastructure and manage/budget future maintenance, repairs or replacement.
1.2 Study Area
The street network maintained by the City of Kemah primarily serves local residential access. Streets
within the Kemah Boardwalk and Marina Area are typically used in conjunction with surface parking lots
to provide mobility for visitors. This assessment covers all public roadways believed to be maintained by
the City of Kemah. Roadways near the Kemah Boardway extending south to 9th Street, between SH 146
and Galveston Bay are referred to as the “Marina Area” for this rperot.
State Highways (SH 146, SH 96), Farm-to-Market roads (FM 518, FM 2094), Lawrence Road and Bay
Avenue (From SH 146 to Park Avenue) were excluded from this assessment as they are maintained by
other jurisdictions. Likewise, gated communities, access roads, and private roads or drives were not
included in this assessment. [Appendix]
1.3 Data Sources
Condition data was collected via a vehicle-mounted mobile mapping assessment using the vialytics
platform/application. This application, using a mobile phone and software, captures a georeferenced
image and performs an automated distress analysis approximately every 15–25 feet. The data, which
was collected between July and October of 2026, contains over 7,000 points and raw data. An Engineer
was assigned to perform the mapping assessment, making additional visual observations of the roadway
paving, drainage, and other conditions. This data was further processed, including verification of
roadway paving type, width, length and other information, to provide validation of the data.
2. Assessment Methodology
2.1 Pavement Condition Index (PCI)
Pavement condition was evaluated using the Pavement Condition Index (PCI) methodology described in
ASTM D6433. The PCI is a numerical indicator (0–100) that rates the surface condition of pavement
based on the type, severity, and quantity (density) of observed distresses. Higher scores indicate better
condition and drivability.

2.3 Field Assessment Procedure
●
Prior to the collection of data, a preliminary site visit was conducted with representatives of the
City of Kemah to verify the roads to be assessed, maintenance concerns and jurisdictional
delineation of roads to be studied.
●
A vehicle-mounted mobile mapping unit captured forward-facing pavement imagery
approximately every 15–25 feet, geotagged by GPS, across the City of Kemah’s road network
during July–October of 2026.
●
An automated image analysis algorithm classified 19 ASTM D6433 distress types per point,
recording density and calculating a per-point deduction value from 100, to produce the
adjusted PCI score.
●
Point-level results were aggregated by street name (derived from reverse-geocoded address) to
produce average PCI ratings for street segments, and predominant-distress summaries.
●
Roadway segment lengths were estimated from cumulative GPS distances between consecutive
points per street and verified/adjusted by GIS, field or aerial image measurements.
●
Segments were consolidated and attributes verified, including roadway classification, width,
length, drainage type and overall conditions.
●
Visual observations were made by an Engineer noting the general condition of the paving and
drainage, distressed areas; including traffic patterns, traffic calming features, pavement
markings and the ride quality at or below the posted speed limit. Please note the majority of
the roads have “prima facie” speed limits, (30 mph) or below.
16
City of Kemah, TX — Roadway Pavement Condition Assessment
2.4 Data-Quality Notes
This assessment is a visual/imaging-based surface condition survey and does not include coring or
subsurface investigation to determine the paving thickness or subgrade composition. We believe the
typical paving sections follow the typical Paving Construction Details shown as an exhibit in the
Appendix E.
No “as-built”, record paving drawings or geotechnical reports were available for review and inclusion in
this report. It should also be noted that the vialytics system used is primarily used for the assessment of
asphaltic concrete paving, and that all data requires field review to verify “other” conditions, such as
drainage. Visual observations were incorporated into the overall PCI scores for the roadway segments to
reflect “other” conditions.
Please note that the algorithm used to provide the PCI scoring for the roadways sometimes shows a
lower PCI score for concrete roadways that exhibit signs of aggregate exposure due to wear. Many of
the concrete roads in the Marina Area have exposed aggregate and diagonal cracking but are
serviceable and are in adequate condition.
3. Roadway Network Overview
The table below summarizes the surveyed roadway network by functional classification. As noted in

4. Pavement Conditions Findings
The Kemah roadway network has approximately 69 named streets that it maintains. The tables below
provide a list of the streets that are of concern. Roadways in Table 4.1 have poor driving surfaces and
pool water following precipitation. Please note that the majority of the roads with low PCI ratings, those
being listed as in “serious” or “poor” condition are asphalt roads.

5. Predominant Distress Summary
The table below ranks ASTM D6433 distress types network-wide (Local Roads, scanned points only) by
mean Deduct Value (DV) — the standard measure of each distress type's contribution to PCI loss.
Distress types not listed occurred at negligible levels across the network.

1.65
Polished Aggregate (Concrete Roadways)
0.76
Lane Rutting (Asphalt Roadways)
0.29
●
Edge cracking is by far the dominant distress for asphalt roadways — This is consistent with
many of the streets lacking curb and gutter. In many locations the roadway appears to have
been widened without the benefit of subgrade extension, due to space constraints.
●
Patching indicates a history of prior utility cuts or spot repairs. The utility cuts are associated
with water, sewer and communications repairs or installations, as evidenced by the
configuration of the repairs and utility adjacency.
●
Longitudinal, Diagonal or Transverse cracking are typically observed in concrete panels due to
settlement or near intersections. This was observed where panels intersected.
●
Bumps and Sags are generally related to subgrade settlement or failure, which pond water and
accelerate the deterioration of the paving.
●
Polished Aggregate in concrete paving is a sign of wear, resulting in lower PCI scores,
although the paving is serviceable.
●
Lane Rutting is a sign of heavy (truck) loading and subgrade settlement.

6. Recommendations and Prioritization
Recommendations are organized into a tiered treatment strategy consistent with pavement
management best practice: patch isolated areas immediately, refurbish, replace or reconstruct the
streets with the lowest average condition, apply low-cost preventive treatments to streets still in Fair or
Satisfactory condition and continue routine monitoring of streets already in Good condition. This
sequencing maximizes the long-term value of limited maintenance funding.

City of Kemah, TX — Roadway Pavement Condition Assessment
7. Conclusions
The City of Kemah's Local Roads network is comprised of concrete or asphalt paving. On average the
concrete roadways were rated “Satisfactory”, and the asphalt roads were rated as “Poor”.
Most of the observed pavement problems were with asphalt roadways, which account for about 26% of
the roadways maintained by the City of Kemah, and are considered generally in “poor” condition.
The remaining concrete roadways, which account for the remaining 74% of the roadways, for the most
part are, in “satisfactory or good” condition.
Depending on the condition of these roads, various levels of routine, regular and long-term maintenance
is required. The report identifies the general categories of maintenance applicable to the Road
Network, with suggested timing to allow for prioritization and budgeting.
This assessment has provided a baseline of roadway conditions and a platform to allow the City to
periodically monitor the conditions of these roadways, additional roads as needed, develop a routine
maintenance program and a long-term plan for capital improvements, including roadway refurbishment,
reconstruction or replacement.
We would recommend that the City of Kemah further delineate the roadways based on traffic volume
and usage. Assignment of these categories would assist in prioritizing repairs and future capital
improvements.
ADICO Consulting Engineers, LLC appreciates the opportunity to support the City of Kemah with this
assessment and welcomes the opportunity to further discuss options available to provide a more robust
roadway network.
In addition to this report and exhibits, electronic files will be provided to assist the Public Works Group
to further manage the maintenance of the roads.

(ILLICIT DISCHARGES OF NONSTORMWATER DISCHARGES INTO THE CITY'S

CITY OF KEMAH, TEXAS, BY AMENDING SECTIONS 38-264, 38-265, 38-266, 38-273,
38-275, AND 38-277, AND BY ADDING A NEW SECTION 38-281, TO CORRECT

$5,000.00 PER DAY AS AUTHORIZED BY SECTION 54.017, TEXAS LOCAL
GOVERNMENT CODE; PROVIDING A REPEALING CLAUSE; A SAVINGS CLAUSE;
A SEVERABILITY CLAUSE; AND AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Kemah, Texas (“City”) adopted Ordinance
No. 1071 on August 2, 2012, establishing Division 2, “Illicit Discharges of Nonstormwater
Discharges into the City's Stormwater System; Prohibited,” codified at sections 38-261 through
38-280 of the Code of Ordinances (“Division 2”); and
WHEREAS, the City Council subsequently adopted Ordinance No. 2025-02 on September
17, 2025, amending, among other provisions, section 38-264 of Division 2 and adding section 38280 (Post Construction Storm Water Runoff); and
WHEREAS, the City operates a Small Municipal Separate Storm Sewer System (MS4)
under Texas Pollutant Discharge Elimination System (TPDES) specific Authorization Number:
TXR040096, and is required to reduce the discharge of pollutants to the maximum extent
practicable to protect water quality; and
WHEREAS, the City Council finds that certain scrivener's errors in Division 2 should be
corrected, including an incomplete definition, an incorrect agency acronym, and an incorrect
internal cross-reference; and
WHEREAS, the City Council further finds that it is in the public interest to strengthen the
City's enforcement tools under Division 2 by, among other things, authorizing a civil penalty as
permitted by Section 54.017, Texas Local Government Code, authorizing suspension of water and
sanitary sewer service in appropriate circumstances, authorizing compensatory action as an
alternative to formal enforcement for minor violations, clarifying that the City's remedies under
Division 2 are cumulative and not exclusive, and authorizing recovery of the City's enforcement
costs and attorney's fees; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KEMAH, TEXAS:
Section 1.
Incorporation of Recitals. The above recitals are true and correct and are
hereby incorporated into the body of this Ordinance as findings of the City Council.
Section 2.
Amendment of Section 38-264 (Definitions).
Item (28) of section 38-264 of the Code of Ordinances is hereby amended to read as
Page 1 of 5
69
follows:
(28) Texas Pollutant Discharge Elimination System (TPDES) shall mean the
state program administered by the Texas Commission on Environmental Quality
(TCEQ), pursuant to Texas Water Code chapter 26 and 30 Texas Administrative
Code chapter 205, under which the TCEQ, and not the EPA, issues NPDESequivalent permits authorizing the discharge of pollutants to waters of the State,
including permits authorizing the discharge of storm water associated with
municipal, industrial, and construction activity.
Section 3. Amendment of Section 38-265 (Discharge Prohibitions).
Section 38-265(b)(4) of the Code of Ordinances is hereby amended to read as follows:
(4)
Any non-storm water discharge permitted under an NPDES or TPDES
permit, waiver, or waste discharge order issued to the discharger and administered
under the authority of the United States Environmental Protection Agency (EPA)
or the Texas Commission on Environmental Quality (TCEQ), provided that the
discharger is in full compliance with all the requirements of the permit, waiver, or
order and other applicable laws and regulations, and provided further that written
approval has been granted for any discharge to the storm drainage system.
Section 38-265(c)(4)(f) of the Code of Ordinances is hereby amended by adding the
following sentence at the end thereof:
The two-hundred-fifty-dollar ($250.00) fine established in this subsection (c)(4)(f)
is a specific penalty applicable solely to dumpster and trailer maintenance
violations described in this subsection, is separate from and not limited by the
general penalty provisions of section 38-279 or the civil penalty provisions of
section 38-281, and does not preclude the City from pursuing any other remedy
available under this Division for a violation that also constitutes an illicit discharge
or illicit connection.
Section 4.
Amendment of Section 38-266 (Suspension of MS4 Access). Section 38266 of the Code of Ordinances is hereby amended by adding a new subsection (D) to read as
follows:
D.
Suspension of water and sanitary sewer service. In addition to suspending
MS4 access under subsection (A) of this section, the City Administrator, City
Engineer, or Storm Water Manager may suspend a violator's water and/or sanitary
sewer service, without prior notice, when such suspension is necessary to stop an
actual or threatened illicit discharge or illicit connection which presents or may
present an imminent and substantial danger to the environment, the health or
welfare of persons, the MS4, or waters of the United States, and less restrictive
means are not reasonably available or have proven ineffective. Water and/or
sanitary sewer service suspended under this subsection shall be reinstated upon the
violator's correction of the violation and payment of the City's actual costs of
suspension and reinstatement. This subsection does not limit the City's authority to
Page 2 of 5
70
suspend water or sanitary sewer service under any other ordinance, rule, or
provision of the City's utility policies.
Section 5.
Amendment of Section 38-273 (Enforcement).
Section 38-273 of the Code of Ordinances is hereby amended by adding a new subsection (C) to
read as follows:
C.
Compensatory action. In lieu of enforcement proceedings, penalties, and
remedies authorized by this Division, the Authorized Enforcement Agency may
offer a violator the opportunity to perform compensatory action for a minor or firsttime violation, such as storm drain stenciling, attendance at a compliance
workshop, or a stream or watercourse cleanup, in an amount of time reasonably
calculated to offset the impact of the violation. A decision to offer compensatory
action is within the sole discretion of the Authorized Enforcement Agency and does
not create a right to compensatory action in lieu of any other remedy under this
Division.
Section 6.
Amendment of Section 38-275 (Enforcement Measures After Appeal).
Section 38-275 of the Code of Ordinances is hereby amended to read as follows:
If any violation of which a person received notice as required by section 38-273
hereof has not been corrected pursuant to the requirements set forth in the Notice
of Violation, or, in the event of an appeal, within ten (10) business days of the
decision of the City Administrator, then representatives of the Authorized
Enforcement Agency shall enter upon the subject private property and take any and
all measures necessary to abate the violation and/or restore the property. It shall be
unlawful for any person, owner, agent, or person in possession of any premises to
refuse to allow the Authorized Enforcement Agency or its designated contractor to
enter upon the premises for the purposes set forth above.
Section 7.
Amendment of Section 38-277 (Injunctive Relief).
Section 38-277 of the Code of Ordinances is hereby amended by adding a new subsection
(b) to read as follows:
(b)
Remedies not exclusive. The remedies provided for in this Division,
including injunctive relief, civil penalties under section 38-281, criminal penalties
under section 38-279, and administrative enforcement under sections 38-273
through 38-276, are cumulative and not exclusive of one another or of any other
remedy available to the City at law or in equity. The City's pursuit of any one
remedy under this Division shall not preclude the City's pursuit of any other
remedy, whether concurrently or successively, for the same violation.
Section 8.
Addition of Section 38-281 (Civil Penalties; Cost Recovery).
A new section 38-281 of the Code of Ordinances is hereby added to read as follows:
71
Sec. 38-281. – Civil penalties; cost recovery.
(a)
Civil penalty. In addition to, and not in lieu of, the criminal penalties
provided in section 38-279, the City may bring a civil action against any person
who violates this Division. As authorized by section 54.017, Texas Local
Government Code, a civil penalty for a violation of this Division relating to a point
source effluent limitation or the discharge of a pollutant into the MS4 or waters of
the United States may not exceed $5,000.00 for each day of violation. For all other
violations of this Division, a civil penalty may not exceed $1,000.00 for each day
of violation. Each day a violation continues shall constitute a separate violation.
(b)
Suit for civil penalty. The City Attorney, on behalf of the City, may bring a
civil action in a court of competent jurisdiction in Galveston County, Texas to
recover a civil penalty authorized under this section, and to obtain such other relief,
including injunctive relief, as may be available under this Division or applicable
law.
(c)
Cost recovery; attorney's fees. In any administrative, civil, or criminal
enforcement action brought under this Division, the City may recover from the
responsible person all reasonable costs incurred by the City in investigating,
sampling, monitoring, and enforcing against the violation, including reasonable
attorney's fees and court costs, in addition to any penalty, abatement cost, or other
remedy authorized by this Division.
(d)
Election of remedies. Nothing in this section limits the City's authority to
elect to pursue criminal prosecution under section 38-279, a civil penalty under this
section, or both, for the same violation, subject to applicable constitutional and
statutory double jeopardy limitations on multiple punishments for the same
