Citizen Engagement
The City Council welcomes public participation and provides members of the public an
opportunity to address the Council in accordance with the Texas Open Meetings Act. During
Public Comment, speakers may address the Council regarding matters of public interest or
concern; however, the Council generally may not deliberate or take action on matters that are
not specifically posted on the agenda. Public Comment is intended as an opportunity for the
Council to receive information and hear the views of the public and is not intended to be a
question-and-answer session or debate between speakers and Council members.
Public Hearings are conducted to receive public testimony regarding a specific matter identified
on the agenda, and comments during a Public Hearing should be limited to that subject.
Speakers will be allowed three (3) minutes unless otherwise provided by law or the presiding
officer. Speakers shall conduct themselves in an orderly manner and shall not engage in conduct
that materially disrupts the meeting. The City Council may adopt and enforce reasonable,
content-neutral rules governing public participation in accordance with applicable law.
In order to speak during Public Engagement, you must sign in at City Hall by 5:55 PM on the
date of the meeting.

SEPTEMBER 30, 2026 AND PROVIDING AN EFFECTIVE DATE.

In accordance with Texas Government Code, section 551-001, et seq., the City Council will
recess into executive session (closed meeting) to discuss the following:

the duty of the attorney to the governmental body under the Texas Disciplinary Rules
of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 –
Open Meetings. (i) Fibertex Damage Claim

Reconvene into Open Session
In accordance with Texas Government Code, chapter 551, the City Council will reconvene into
regular session to consider action, if any, on matters discussed in executive session.

any time during the course of this meeting to discuss any matters listed on this agenda, as
authorized by the Texas Government Code Sections 551.071 (Consultation with Attorney),
551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and
Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and
551.087 (Economic Development).
In accordance with the Americans with Disability Act any person with a disability requiring
