Approval of Resolutions
i.
Accept a grant from the State of Oklahoma 911 Management Authority under
the FY
27 POP Grant Program and approve a Resolution amending the Budget for the City of
Bartlesville, Oklahoma for Fiscal Year 2026-207 appropriating unanticipated grant
revenue in the Restricted Revenue Fund of the Police Department.
ii.
Accept a grant from the State of Oklahoma under the Recreational Trails Program
and
approve a Resolution amending the Budget for the City of Bartlesville, Oklahoma for Fiscal
Year 2026-2027 appropriating unanticipated grant revenue in the Half Cent Sales Tax Fund
of the Community Development Department.

Approval and Ratification of Agreements, Change Orders, Contracts, Engagement Letters,
Grant Applications and Agreements, Leases, Memorandum of Understanding (MOU),
Proposals, Quit Claim Deeds, and Statement of Work.
i.
Approval of Supplement No. 1 to the professional service agreement with Craig and
Keithline Consulting Engineers (WSB, LLC) for engineering services for the relocation of
water and sanitary sewer facilities required by ODOT’s rehabilitation of US 60 between SH
123 and US 75, increasing the contract price by $25,000.00.
ii.
Professional service contract with S2 Engineering for the Caney River Intake Gate
Replacement Project, for up to $28,700.00.
iii.
Approval of Change Order No. 1 from Civil Builders, LLC for the Water Treatment Plant
Polymer Blending Skid Replacement, increasing the contract price by $16,302.55.
iv.
Hangar Lease Agreement with Gary Long for approximate 1000 sq. ft. of hangar space
with in Hangar 8 at a monthly rate of $205.40.
v.
Hangar Lease Agreement with Blake Gerard for T-Hangar 4-A at a monthly rate of $200.00.
vi.
Interlocal Agreement between the City of Bartlesville and Washington County for the Next
Generation 911 (NG911) geographic data update to Version 3.0, using grant proceeds to
fund.
vii.
Lease Agreement for the Centennial Park Building, located at 211 SE Frank Phillips Blvd.,
as part of the City’s Incubator Program, through June 30, 2027 between the City of
Bartlesville and Amanda Hakola with Ragtag Resilience; zero rent and requires a $200
security deposit; and authorize the Mayor to execute the agreement.
viii.
Design Contract with Kimley-Horn & Associates, Inc. for engineering design for the
rehabilitation of two different concrete streets included in the 2026A issuance of the 2023
General Obligation Bond, in the amount of $44,000.00.
ix.
Design Contract with CEC Corporation for engineering design for rehabilitation of fourteen
different asphalt streets included in the 2026A issuance of the 2023 General Obligation
Bond, in the amount of $105,500.
x.
Short Form Contract with Diamond Concrete LLC for drainage improvements in Shadow
Lake Village, in the amount of $8,000.00.
xi.
Change Order No, 6 from Keohn Construction Services for the Construct Box Hangar –
Bartlesville Municipal Airport Project, for an overall increase in the contract amount of
$1,602.50.
xii.
Quit Claim Deed transferring property from the Bartlesville Development Authority to the
City of Bartlesville at the Bartlesville Municipal Airport to facilitate construction of airport
related improvements.

Commercial/Planned Unit Development) and a Planned Unit Development and Site Development
Plan to allow the construction of a 50-foot by 63-foot addition to an existing building. Presented by
Larry R. Curtis, Community Development Director.

13.

Public hearing to consider a request by Stephen R. Baker to close a portion of a 20’ utility easement
located on the north side of Lot 2, Colonial Estates 18th Addition, Bartlesville, Washington County,
Oklahoma. Presented by Micah Siemers, Director of Engineering.

14.

Discuss and take possible action on a recommendation to appropriate $122,907 from the Economic
Development Fund for development assistance to Howard Companies DBA Buffalo Wild Wings for
construction of a restaurant at TBD Nowata Road, payable upon Certificate of Occupancy within 24
months. Chris Batchelder, President, Bartlesville Development Authority.

15.

Consideration and possible action on a request for approval of the final plat of Patriot Addition
(PLAT-0726-0032), approximately 3.26 acres, zoned C-5/PUD, 2696 SE Washington Blvd located at
the southeast corner of Washington Blvd. and Southport Dr. from Keleher Architects on behalf of
Patriot Property Group 4 LLC. Presented by Larry R. Curtis, Community Development Director.

Discuss and take possible action on a proposed amendment to Ordinance No. 3600, Chapter 15 of
the Bartlesville Municipal Code, regarding the regulation of Automated License Plate Reader (ALPR)
technology. Presented by Councilman Sherrick.

17.

Discuss and take possible action to authorize and initiate a formal, independent investigation into
the circumstances surrounding the resignation of Mike Bailey, former City Manager, and the matters
giving rise to it. Presented by Councilman Sherrick.

18.

Discuss and take possible action on the employment, hiring, appointment, or promotion of a City
Manager. Presented by Mayor Curd.
