PALMYRA, MISSOURI
August 20, 2026
The Palmyra City Council met on the above date in the Palmyra Council Chambers at 7:00 p.m. with
Mayor Alan R. Adrian presiding. Council Member Brock Fahy opened the meeting with an Invocation.
Public Hearing: Mayor Adrian opened the public hearing for the 2026 tax rate at 7:06 p.m. Not hearing
any comments, the public hearing was closed at 7:07 p.m.
The Pledge of Allegiance was recited and the following council members answered roll call: Rex Thomas,
Brock Fahy, Kelly Walotka, Steve Bland, Clay Thornburg, and Eddie Kamm. Also in attendance were
Austen Dornberger, Mike Baker, Kyle Brennemann, Kristen Olson, Attorney Andrew Patterson, Terry
Robertson, Matt Rybinski, Mel Butterfield, and Coby Hoag.
A motion was made by Council Member Steve Bland and seconded by Council Member Kelly Walotka to
approve the agenda as presented. The roll call vote was as follows: Ayes: Rex Thomas, Brock Fahy, Kelly
Walotka, Steve Bland, Clay Thornburg, and Eddie Kamm. Nays: None The motion carried.
A motion was made by Council Member Steve Bland and seconded by Council Member Rex Thomas to
approve the consent agenda. The roll call vote was as follows: Ayes: Rex Thomas, Brock Fahy, Kelly
Walotka, Steve Bland, Clay Thornburg, and Eddie Kamm. Nays: None. The motion carried. The consent
agenda consisted of the following:
a. Approval of Minutes- August 6th
b. Bills for Approval
c. Financial Reports – July
DAE’von Bryant with WGEM News entered the meeting at 7:09 p.m.
Council Member Brock Fahy reported that the credit card policy has been submitted to City Attorney
James Lemon.
The Use Agreement for the Patio at Flower City project has been sent to the Main Street Palmyra Board.
Attorney Andrew Patterson reported that there have been updates made to the Citizen Petition- Data
Center Moratorium Resolution . Council Member Brock Fahy will contact Attorney James Lemon on
those updates and bring them to the next meeting.
Council Member Clay Thornburg reported on revision to the FMLA policy in the Employee Handbook. He
will be submitting them to City Attorney James Lemon for review.
Attorney Andrew Patterson provided the second reading of BILL #1679 entitled: “AN ORDINANCE
AMENDING TITLE VI BUSINESS AND OCCUPATION, IN ORDER TO ENSURE THAT THE ORDINANCE OF
PALMYRA ARE IN COMPLIANCE WITH STATE LAW REGARDING BUSINESS LICENSES AND TO CLARIFY
CERTAIN AREAS OF THE EXISTING CODE BY AMENDING CHAPTER 600, 605, AND 606 IN THE CODE OF
THE CITY OF PALMYRA TO INCLUDE CERTAIN NEW SECTIONS AND AMENDING CERTAIN OTHERS”. A
motion was made by Council Member Brock Fahy and seconded by Council Member Clay Thornburg to
adopt and approve Bill #1679 into ordinance. The roll call vote was as follows: Ayes: Rex Thomas, Brock
Fahy, Kelly Walotka, Steve Bland, Clay Thornburg, and Eddie Kamm. Nays: None. The motion carried. Bill
#1679 became Ordinance #1314-26-08.
Attorney Andrew Patterson provided the EMERGENCY READING OF BILL #1680 entitled: “AN
ORDINANCE IN RELATION TO THE CITY OF PALMYRA, MISSOURI, TAX RATE FOR THE YEAR 2026” A
motion was made by Council Member Brock Fahy and seconded by Council Member Kelly Walotka to
adopt and approve Bill #1680 into ordinance. The roll call vote was as follows: Ayes: Rex Thomas, Brock
Fahy, Kelly Walotka, Steve Bland, Clay Thornburg, and Eddie Kamm. Nays: None. The motion carried. Bill
#1680 became Ordinance #1315-26-09.

Council Member Kelly Walotka reported on a Street and Alley Committee meeting that was held earlier
in the evening. Emery Sapp should be starting the street overlay in September. Also it was reported that
the aprons for the Board of Public Works were finished, the Street Department is working on the
sidewalk for the Lutheran School, and easements for the Main Street Project are being worked on. A
discussion was held about concerns with tractor trailers using an alley that connects North Main St to N.
Spring St. The tractor trailers are taking out the stops signs when they are turning onto the alley.
Council Member Brock Fahy reported on the Structural Study meeting that took place . The meeting
went well and they will be meeting again in about a month and a half.
Council Member Kelly Walotka reported that the first “Chit Chat” will be held August 31st at Mandyish
from 8:30 a.m. to 9:30 a.m.
Council Member Steve Bland reported that Water/Wastewater Manager Dustin Smith will be starting to
train the electrical crew to take over the electrical metering at the end of August.
Council Member Clay Thornburg reported that he will not be at the next council meeting.
Council Member Eddie Kamm reported that he is still having ongoing conversations about Flock cameras
and Data Centers.
Street Commissioner Austen Dornberger reported that the summer employees are done for the
summer, and the next yard waste pick up will be September 7th.
Mayor Adrian asked Street Commissioner Austen Dornberger and the Street and Alley Committee to
figure out whose responsibility it is to maintain the unfinished portion of S. Home. They need to find out
whether it is a street or a private drive.
Building Inspector Kyle Brennemann reported that he has sent several grass letters.
A motion was made by Council Member Eddie Kamm and seconded by Council Member Steve Bland to
appoint Rodney Snodgrass to the Planning and Zoning Committee. The roll call vote was as follows:
Ayes: Rex Thomas, Brock Fahy, Kelly Walotka, Steve Bland, Clay Thornburg, and Eddie Kamm. Nays:
None. The motion carried.
Mayor Adrian reported that he had a meeting with a gentleman about Data Centers . Mayor Adrian
stated that this gentleman is very knowledgeable and may have him come speak to the council in the
future.
A motion to adjourn was made by Council Member Clay Thornburg and seconded by Council Member
Kelly Walotka at 7:37 p.m.
