Follow-up on Previous Month Items/Requests from Commission
Staff published the Healthcare RFP in the Houston Tribune and have been following up on
questions from prospective bidders.
Personnel Changes/Issues/Updates
Officer Anthony Luciano started September 14, 2026.
Officer Sillman was stuck while in his patrol vehicle on Knipp Road. The vehicle suffered
moderate damage to the drivers side doors. No Injuries.
The department took delivery of the donated Tesla. The vehicle is awaiting upfitting of limited
emergency and drone equipment.
Major/Significant Events/Updates
On September 11, 2026, 2 area contractors had their work vehicles broken into while they were
working in the community. Officers and detectives were able to utilize the ALPR system and
identify a suspect vehicle. A few days later the suspects returned to the area. The vehicle was
located and stopped, and the 2 occupants were arrested by officers.
On September 12, 2026, the ALPR system was used to identify a hit and run suspect who
caused over $2500 in damage to a mailbox. The suspect agreed to restitution to the homeowner
who declined charges.
Officers seized a significant quantity of narcotics and $13,729 as the result of a traffic stop. A
subsequent detailed search of the vehicle did not locate additional drugs or money. Forfeiture
proceedings ae forthcoming.
In an active fraud investigation, detectives were able to identify a senor citizen in Philadelphia
who was an unwitting accomplice by accepting deposits into her account and then converting
the funds into bitcoin. The woman had answered an email seeking employment and did not
realize she was committing a crime.

Community Projects
On September 11, 2026, officers joined students at Hunter’s Creek Elementary for their annual
Heroes Lunch in celebration of the 25th anniversary of 9/11.

Presenter(s):

Elvin Hernandez, Public Works Director
Executive Summary

At the April 21, 2026, City Council meeting, IDS Engineering, the City’s Engineer, presented the
results of the water modeling study of the City’s water distribution system. The results included a
Priority List of projects that were recommended to be included in the 5-Year Capital Improvement
Plan (CIP).
At the direction of Council, the Power System Rehabilitation at the Taylorcrest and City Hall Water
Plants was identified as a critical project and moved to the top of the Priority List. This work will
involve complete replacement of the Motor Control Center (MCC) and all electrical switchgear
components that are at/near the end of their useful service life, as well as installing new emergency
generators with sufficient capacity to run all pumps/motors at both plants.
Secondary priority recommendations included two (2) separate projects – Waterline Replacement
Package 1 and the Top 10 Waterlines. These respective projects address low fire flow in certain areas
of the City, as well as replace waterlines beyond their service life to restore reliable water delivery,
system pressure and neighborhood fire protection.
Staff requested and received proposals from the City Engineer for design, bidding, and constructionphase services for the above-mentioned projects.
To improve efficiency and reduce costs, staff consolidated the four (4) projects into two (2) service
agreements based on their similar scopes of work:
1. Power System Improvements at the Taylorcrest and City Hall Water Plants
2. Waterline Replacements

49

Consolidating these projects will result in a cost savings of approximately $13,300 by eliminating
duplicate administrative, bidding, and mobilization costs. While combining the projects delivers
overall savings, costs vary by location to account for differing site conditions and specific field
requirements at each facility and street segment.
Services Agreement 1: Power System Improvements at Water Plants
•

Power System Improvements at Taylorcrest Water Plant
o Scope: Design, bidding, and construction services for Motor Control Center (MCC)
replacement, generator replacement, protective canopy installation, and
SCADA/electrical upgrades.
o Cost: $255,000

•

Power System Improvements at City Hall Water Plant
o Scope: Survey, design, bidding, and construction services for a new electrical building,
MCC replacement, generator replacement, and SCADA/electrical upgrades.
o Cost: $239,970

Services Agreement 2: Distribution System Waterline Improvements
•

Waterline Replacement Package 1
o Scope: Survey, geotechnical work, design, and construction observation to replace
~1,700 linear feet of waterlines along Longworth Lane, Gentilly Place, and City Hall
Water Plant to Stoney Creek Drive.
o Cost: $126,000

•

Top 10 Waterline Projects
o Scope: Survey, geotechnical work, design, and construction observation to replace
~6,200 linear feet of deteriorated waterlines across ten (10) priority street segments.
o Cost: $266,974

Construction work will be competitively bid upon completion of all the design work. Funding for
design and construction of these projects will utilize funds from the 2026 Certificate of Obligation
bond series.
The agreements have been reviewed by the City Attorney.
Recommended Action
Staff recommends that the City Council take the following actions:
•
•

Approve a services agreement with IDS Engineering in the amount of $494,970 for design and
construction phase services for power system improvements at the Taylorcrest and City Hall
Water Plants.
Approve a services agreement with IDS Engineering in the amount of $392,974 for design and
construction phase services for Waterline Replacement Package 1 and Top 10 Waterline
Projects.

Subject:

Proposal to Perform Geotechnical Evaluation
City of Bunker Hill Village Water Line Replacement
Multiple Locations
Bunker Hill Village, Texas

Dear Mr. Hale:
We are pleased to present this proposal to perform geotechnical services for the subject project.
This proposal was prepared based on the information that we received from your office and
outlines our scope of services, anticipated schedule, and lump sum fee for this phase of work.
Ninyo & Moore’s Houston laboratory is supervised by registered civil engineers and meets the
requirements of the ASTM E329, ASTM C1077, and ASTM D3740. Ninyo & Moore’s testing
equipment is calibrated annually by representatives utilizing equipment traceable to the National
Institute of Standards and Technology, and regularly participates in Cement and Concrete
Reference Laboratory (CCRL) and AASHTO’s Material Reference Laboratory (AMRL) reference
testing. In addition, we are accredited by the American Association for Laboratory Accreditation
(A2LA) Certificate No. 3204.01 for Construction Materials and No. 3204.02 for Geotechnical. A
complete list of the tests on our scope of accreditation can be found at the A2LA website
(www.a2la.org).

SITE AND PROJECT DESCRIPTION
The project consists of water line replacements for the City of Bunker Hill Village in Texas. The
proposed water line replacements are located near the following areas:
•

Greenbay Street and Coachman Lane, near Carl Lane

•

Green Oaks Drive, near Blalock Road

•

West of Bunker Hill Village City Hall, crossing a tributary of Buffalo Bayou

93

We understand that the proposed water lines will be installed primarily using horizontal directional
drilling (HDD), a trenchless construction method. HDD installation is anticipated along Greenbay
Street and Green Oaks Drive at depths of approximately 5 to 8 feet below ground surface (bgs).
At the channel crossing near City Hall, installation depths are anticipated to range from
approximately 10 to 15 feet bgs.

SCOPE OF SERVICES
•

Review readily available published and in-house geotechnical literature of the site and the
general site area including geologic maps.

•

Perform a reconnaissance of the project site and mark out proposed boring locations. We will
also contact Texas811.

•

As requested, core the existing pavement and drill, log, and sample four exploratory borings
at the locations selected by IDS to depths ranging from about 20 to 25 feet bgs.

•

Convert one boring to a piezometer for long-term water depth measurements at the channel
crossing. Water level readings will be performed at 24 hours and at 30 days.

•

Collect geotechnical soil samples using conventional split-spoon and/or thin-wall tube
sampling techniques for laboratory testing and analysis.

•

Perform laboratory testing that will generally consist of moisture content, No. 200 Wash,
Atterberg limits, and strength testing.

•

Prepare a geotechnical report presenting our findings. The report will be sealed by a
Professional Engineer licensed in the State of Texas and will include the following:

Description of work scope, laboratory, and field procedures;

Maps and boring plans;

Boring logs and laboratory test results;

Description of subsurface soil and groundwater conditions;

Locations of known surface expressions of non-seismic growth faults in the vicinity of the
site based on a review of readily available published geologic data in our library;

Excavation characteristics of onsite soils;

Earthwork considerations, including OSHA soil classifications;

Lateral earth pressures on temporary excavation support;

Geotechnical guidelines for open-cut and trenchless construction;

Pavement subgrade preparation measures; and

Concrete pavement recommendations.

ASSUMPTIONS
•

The locations are accessible to drilling equipment and site access will be granted.

•

Traffic control services will not be needed for our exploratory borings.

•

The boreholes not converted to a piezometer will be backfilled with soil cuttings from the
drilling activities and patched with like materials.

•

Piezometer will be abandoned by others during construction.

•

Some ground disturbance should be expected as a result of our fieldwork.

•

Ninyo & Moore will not need to obtain any permits for right-of-way or environmental clearance
as a part of this project.

•

Ninyo & Moore will contact Texas811 prior to performing our subsurface evaluation. We will
not be responsible for damage to utilities encountered during subsurface exploration that have
not been marked out or shown on the plans.

•

Our field exploration does not include any sampling, testing, or chemical analysis of soil,
groundwater, surface water, or other materials for the purpose of evaluating possible
environmental hazards or risks. If contamination or obstructions are encountered during
drilling, we will stop drilling and notify your office. These services can be provided, if requested,
as an additional scope of work.

SCHEDULE
We are prepared to initiate this project immediately upon receiving your authorization to proceed.
Assuming that there are no delays due to inclement weather or site access restrictions, we
anticipate that our fieldwork will be initiated within about two weeks after receipt of the notice to
proceed. We anticipate issuing our report approximately four weeks after fieldwork is completed.

FEE
We propose to provide our services for a lump sum fee of $13,900. Any additional services, not
included in the aforementioned scope, will be charged on a time-and-materials basis in
accordance with our current Schedule of Fees.

Executive Summary

Local Government Code Chapter 105 establishes the provisions for depositories of municipal funds.
State law requires that a municipal depository contract may not exceed a term of five (5) years;
therefore, cities are required to conduct a depository selection process at least once every five (5)
years. The City’s current depository service contract with Stellar Bank will expire on February 28,
2027.
City staff worked with Valley View Consulting to administer and complete the depository selection
process. The City issued a Request for Applications (RFA) for primary depository services for the
period of March 1, 2027, through February 28, 2029, with three (3) optional one-year renewals
thereafter under the same terms and conditions. Notice of the RFA was published in the Memorial
Examiner on July 22, 2026, and July 29, 2026, and in the Texas Bond Reporter on July 17, 2026.
Nine (9) applications were received from the following financial institutions:
•
•
•
•
•
•
•
•
•

Amegy Bank
Bank of Texas
Benchmark Bank
First Horizon Bank
Huntington Bank
SouthState Bank
Stellar Bank
Texas Gulf Bank
Texas Regional Bank

Applications were evaluated based on the following criteria:
•
•

Ability to perform and provide the required and requested services
References provided and quality of services

97

•
•
•
•

Transition cost, retention and transition offers, and incentives
Interest rates on interest-bearing accounts and deposits
Earnings credit rate on compensating balances
Previous service relationship with the City
Convenience of location(s)
Completeness of application
Financial strength and stability of the institution

Following a comprehensive evaluation process by staff and Valley View Consulting, Stellar Bank was
identified as providing the most advantageous combination of services, terms, and overall value to
meet the City’s current and future banking service needs.
On October 5, 2026, staff met with the Finance Committee to review and discuss the applications
received. After review, staff recommended selecting Stellar Bank for primary bank depository
services. The Finance Committee approved the selection and directed staff to present the selection to
City Council for formal approval.

Recommended Action
Staff recommends that the City Council approve Resolution No. 10-20-2026, authorizing the City
Administrator to enter into a contract with Stellar Bank for depository and related banking services.
