Vice-Chairman David Schoen called the meeting to order at 6:00PM. Commissioners present were Ellis Bentley, Douglas Roth, Galen Hilliard, Carin
Williams and James Paulatie. Staff members present were Director of Planning and Zoning Ryan Miller, Senior Planner Henry Lee, Senior Planner
Bethany Ross, Planning Technician Angelica Guevara, Planning Coordinator Melanie Zavala and City Engineer Amy Williams. Staff absent were
Assistant City Engineer Jonathan Browning and Civil Engineer Madelyn Price

ILAPPOINTMENTS

4. Appointment with the Architectural Review Board (ARB) Chairman to receive the Architectural Review Board's recommendations and comments for items on
the agenda requiring architectural review.

A representative from the Architectural Review Board gave a brief explanation concerning the agenda items that were discussed at the Architectural
Review Board meeting.

HILOPEN FORUM

This is @ time for anyone to address the Planning and Zoning Commission on any topic that is not already listed on the agenda for a public hearing. Per the
policies of the City of Rockwall, public comments are limited to three (3) minutes out of respect for the time of other citizens. On topics raised during the OPEN
FORUM, please know that the Planning and Zoning Commission is not permitted fo respond to your comments during the meeting per the Texas Open Meetings
Act.

Vice-Chairman Schoen explained how the open forum is conducted and asked if anyone who wished to speak to come forward at this time; there

85 of Rockwall, Rockwall County, Texas, Zoned Single-Family 10 (SF-10) District, situated within the SH-66 Overlay (SH-66 OV) District, addressed as 401 N.
86 Alamo Road, and take any action necessary.

88 Planning Technician Angelica Guevara provided a brief summary of the applicant’s request. She explained that the Commission previously reviewed
89 the case at the August 25th Planning and Zoning meeting and recommended denial of the SUP due to concerns regarding the compatibility of the
90 proposed structure with the surrounding neighborhood. Since that meeting, the applicant submitted revised building elevations intended to better
91 complement the existing homes and characteristics of the neighborhood. The revisions include the addition of lanterns, window lintels, and an
92 increased brick wainscot extending throughout the exterior of the home. These changes provide the proposed structure with a more farmhouse-
93 style character and improve its compatibility with the surrounding homes. Because the revisions were submitted after the Commission's motion,
94 City Council remanded the case to the Commission for further review. The proposed single-family home meets all applicable density and dimensional
95 requirements for the Single-Family 10 District. On July 21st, staff mailed 94 notices to property owners and occupants within 500 feet, and one notice
96 in favor of the applicant's request has been received.

115 Senior Planner Henry Lee provided a brief summary of the applicant's request. He explained that the property was previously presented to the
116 Commission following the original home’s destruction by fire earlier this year, which led to a rezoning request to Single-Family 16. The applicant
117 subsequently received approval from the Board of Adjustments for the proposed home’s square footage and is now requesting a Specific Use Permit
118 _ forits construction. The proposed home conforms to all applicable Unified Development Code requirements, except for the garage orientation. The
119 code requires a front-facing garage to be located at least 20 feet behind the front fagade; however, the proposed garage is set back 11 feet 5 inches.
120 Mr. Lee noted that this configuration is not atypical for infill single-family homes in the area, Staff mailed 30 notices to property owners and occupants
121 within 500 feet on July 29th and received one notice in favor of the applicant’s request.

139 Senior Planner Bethany Ross provided a brief summary of the applicant’s request. She explained that the applicant is requesting approval of a
140 Specific Use Permit (SUP) to establish a self-service car wash. The proposed concept plan complies with the UDC’s conditional standards for a self-
144 service car wash, including the required 50-foot setback, with entrances and exits oriented away from SH 276 and John King Boulevard. Ms. Ross
142 noted that the City previously approved a site plan for a separate car wash at the northeast corner of the same intersection. However, the SUP
143 process allows the City Council and Planning and Zoning Commission to evaluate the current request individually and consider the potential
144 proliferation of similar uses in the area. A NOID study will also be required during the site plan process. On August 19th, staff mailed 23 notices to
145 property owners and occupants within 500 feet and notified the Meadow Creek Estates and Laughlin Farm HOAs, the only HOAs within 1,500 feet of
1 ra the subject property. Staff has received three notices in opposition to the applicant’s request.

154 Mr. Patel came forward and provided additional information regarding the proposed car wash and addressed questions raised by the Commission

155 at the previous meeting. The applicant discussed the company's involvement in local communities, including youth programs and community events,

156 They explained that the company provides free car washes for police and other first responders and currently washes approximately 350 vehicles

157 per month for the City of Grand Prairie. The applicant also described the company’s partnership with local law enforcement through the use of

158 license plate reader cameras and its efforts to assist with public safety when needed. Additional community initiatives include bringing a NASCAR

159 vehicle to local businesses for promotional events. The applicant also presented the proposed self-service pet wash, which would include two

160 stations at the facility at an approximate cost of $10 per use, with cleaning products provided. The applicant further introduced a valet station as an

161 additional feature of the proposed facility.

174 Mr. Dunn came forward and explained that the proposed car wash has been in development for approximately three years and is not for sale. The
175 applicant stated that they have been actively working with the City for approximately two years and have made several revisions to the project,
176 including changes related to water infrastructure, pipe sizing, a retaining wall, and an expanded detention basin. A Traffic Impact Analysis (TIA) was
V7 also completed at the end of June at the City’s request to evaluate vehicle stacking and increased traffic at SH 276 and John King Boulevard. Based
178 on the TIA, the applicant made additional revisions, including relocating the ingress and egress, with the updated plans expected to be submitted
179 by the end of the month. Mr. Dunn stated that most of the City's concerns have been addressed but expressed strong opposition to the proposed
180 adjacent car wash, stating that two similar car washes in the same area would serve the same customer base. Mr. Dunn emphasized the significant
181 time and financial investment made in the project through the City’s review process.

187 Ms. Gunn requested that the Commission deny the case due to concerns regarding how the proposed car wash would function within the site and
188 ‘surrounding area. They explained that the commercial center's internal circulation system was approved in July for two multi-tenant restaurant and
189 retail buildings and was not designed to accommodate the additional traffic associated with a car wash. Ms. Gunn expressed concern that the car
190 wash could generate significant additional vehicle trips and stated that the current application does not include a Traffic Impact Analysis
191 demonstrating that these trips were accounted for in the previous site plan approval. Ms. Gunn also raised concerns regarding traffic, noise, lighting,
192 and the potential impact on the surrounding neighborhood. They further noted that the property is located at a significant commercial intersection
193 and stated that other retail uses could provide sales tax revenue to the City, while a car wash would not generate sales tax in the same manner. Ms.
194 Gunn also stated that numerous car washes already operate within the surrounding area, including an approved car wash at the same intersection.
195 They emphasized that their objection was not to car washes generally, but to the proposed location and its potential impacts on the surrounding
bed area. Ms. Gunn concluded by respectfully requesting that the Commission deny the request.

Ms. Lemus came forward and expressed opposition to the request for a Specific Use Permit for a car wash. She stated that while she supports
responsible commercial development and economic growth, she does not believe a standalone car wash is the most appropriate use for the property
given its proximity to established and growing residential neighborhoods, schools, churches, and other family-oriented developments. Ms. Lemus
raised concerns regarding the potential traffic impacts, noting that access to the proposed car wash would primarily be from South John King
Boulevard, which already serves surrounding residential, school, church, and commercial areas. She also expressed concerns regarding the limited
economic and employment benefits of the proposed use compared to other potential commercial developments, such as retail, restaurants, medical,
or office uses. Ms. Lemus stated that the property should be developed with a use that provides greater long-term economic benefits, employment
opportunities, and compatibility with the surrounding area, She concluded by respectfully requesting that the Planning and Zoning Commission
deny the SUP application.

Chairman Schoen asked if anyone else who wished to speak to come forward at this time. There being no one indicating such, Chairman Schoen
closed the public hearing and brought the item back to Commission for discussion or action,

Commissioner Roth made a motion to table Z2026-048 until the September 29th meeting. Commissioner Hilliard seconded the motion, which passed
by a vote of 6-0, tabling the case for two weeks.

Hold a public hearing to discuss and consider a request by Robby Widboom on behalf of Sherry Cook and Charli Mcilrath for the approval of a Zoning Change
from an Agricultural (AG) District to a Single-Family 1 (SF-1) District for a 1.02-acre tract of land identified as Tract 16-1 of the D. Harr Survey, Abstract No. 102,
City of Rockwall, Rockwall County, Texas, zoned Agricultural (AG) District, situated within the East SH-66 Overlay (E. SH-66 OV) District, addressed as 706
Davis Drive and 1800 Williams Street [SH-66], and take any action necessary.

Senior Planner Henry Lee provided a brief summary of the applicant's request. He explained that the applicant is requesting to rezone the property
to Single-Family 1 (SF-1) District. As discussed during the work session, several existing driveways cross onto adjacent properties. If the rezoning
is approved, the applicant intends to submit a subdivision plat so that each lot will have its own driveway located on the respective property. The
property is located within the Central District, which is designated for Low-Density Residential uses under the Comprehensive Plan, defined as fewer
than two units per net acre. The proposed SF-1 zoning allows a minimum of one unit per acre and is consistent with the Comprehensive Plan
designation. Staff mailed 27 notices on August 19th and has not received any responses at this time. Staff also notified the Rolling Meadows HOA.

Chairman Schoen opened the public hearing and asked if anyone who wished to speak to come forward at this time. There being no one indicating
‘such, Chairman Schoen closed the public hearing and brought the item back to Commission for discussion or action.

Commissioner Hilliard made a motion to table 2026-049, Vice-Chairman Roth seconded the motion, which tabled by a vote of 6-0.

2026-050 (BETHANY ROSS)

Hold a public hearing to discuss and consider a request by Grant Goebel of Zipline Intemational, Inc. on behalf of Joseph Allen of Rockwall Crossing SC, LP for
the approval of a Specific Use Permit (SUP) for a Commercial Drone Delivery Hub on a 1.972-acre tract of land identified as Lots 10 & 13, Block A, Rockwall
Crossing Addition, City of Rockwall, Rockwall County, Texas, zoned Commercial (C) District, situated within the IH-30 Overlay (IH-30 OV) District, a generally
located between 909 & 927 E. IH-30, and take any action necessary.

Senior Planner Bethany Ross provided a brief summary of the applicant's request. She explained that the applicant is requesting a Specific Use
Permit (SUP) to establish a commercial drone delivery hub as an accessory use to the adjacent shopping center at 909 IH-30. The surrounding retail
development provides screening from Ralph Hall Parkway and IH-30, while the adjacent TxDOT storage yard and office building are also compatible
with the proposed use, The proposed vertical docking towers would reach approximately 26.5 feet in height, with fencing and landscaping screening
the lower portions of the drone staging area and associated ground equipment. The docking towers would be approximately the same height as the
buildings within the adjacent shopping center. Mrs. Ross noted that the Commission and City Council should consider the compatibility of the
proposed use with the surrounding development and whether the proposed ornamental fencing and landscaping provide adequate screening,
including whether additional landscaping may be necessary to meet the intent of the EDC’s three-tiered screening requirements. The SUP is a
discretionary decision for City Council, pending a recommendation from the Planning and Zoning Commission. On August 19th, staff mailed 24
notices to property owners and occupants within 500 feet and notified the Flagstone Estates and Linden Park Estates HOAs, the only HOAs within
1,500 feet of the subject property. Staff has not received any notices in favor of or in opposition to the request.

Grant Goebel

Mr. Goebel provided a brief overview of the company’s operations and the applicant's request. He explained that the company began operations in
Rwanda in 2016 using fixed-wing aircraft launched by catapult to deliver medical supplies and blood to remote areas. The service was developed to
provide faster access to critical supplies, particularly during the rainy season when ground transportation could take several hours. Mr. Goebel
stated that the company has been credited with saving more than 70,000 lives in the countries where it operates in Africa and has contributed to
reducing maternal mortality, He also discussed the company’s newest aircraft, which is capable of hovering, and its expansion into the United States.
The company began operating from Pea Ridge, Arkansas, with Walmart as an anchor partner in early 2025.

Place Addition, City of Rockwall, Rockwall County, Texas, zoned Single-Family 7 (SF-7) District, addressed as 709 Hartman Street, and take any action
necessary.

Planning Technician Angelica Guevara provided a brief summary of the applicant’s request. She explained that the applicant is requesting approval
of a Specific Use Permit (SUP) to allow for the construction of a single-family home. The applicant previously received approval from the Board of
Adjustments for a reduced front-yard building setback of 10 feet along Wade Street. Overall, the proposed home meets all applicable density and
dimensional requirements for development within the district. On August 18, 2026, staff mailed 71 notices to property owners and occupants within
500 feet of the subject property. Staff received two notices regarding the request, one in support and one expressing concerns without indicating
support or opposition.

Chairman Schoen opened the public hearing and asked if anyone who wished to speak to come forward at this time. There being no one indicating
such, Chairman Schoen closed the public hearing and brought the item back to Commission for discussion or action.

Planning Technician Angelica Guevara provided a brief summary of the applicant's request, She explained that the applicant is requesting approval
of a Specific Use Permit (SUP) to allow for the construction of another single-family home. The proposed structure meets most of the density and
dimensional requirements for the Single-Family 7 District, with the exception of the garage orientation. The applicant proposes to locate the garage
approximately 17 feet behind the front facade, rather than the required 20 feet. In addition, the applicant is proposing a circular front drweway, which
will require variance approval. Staff noted that an existing circular driveway is located on the adjacent property. The requested dévjation from the
garage orientation requirements and the proposed circular driveway are discretionary decisions for the City Council, pending a recommendation
from the Planning and Zoning Commission. On August 18th, staff mailed 63 notices to property owners and occupants within 500 feet and received
two responses, one in favor of the request and one expressing concerns without indicating support or opposition.

Chairman Schoen opened the public hearing and asked if anyone who wished to speak to come forward at this time. There being no one indicating
such, Chairman Schoen closed the public hearing and brought the item back to Commission for discussion or action.

Vice-Chairman Roth made a motion to approve 22026-054. Commissioner Williams seconded the motion which passed by a vote of 6-0.

Roth seconded the motion which passed by a vote of 6-0.
