Mayor McCallum called the meeting to order at 5: 00 p. m. Present were Mayor Tim McCallum, Mayor Pro
Tem Mark Moeller, and Councilmembers

Mayor McCallum explained how Open Forum is conducted, asking if anyone would like to come forth and
speak at this time.

Mr. Paduano came forth and explained that he is new to Rockwall as of the last eighteen months. He moved

here from a northern state in order to have a better life for his wife and children and to get away from
expansive, overbearing government. He went on to express concern regarding automated license plate

readers. He provided a quote from Benjamin Franklin related to giving up liberty for safety, and he generally
expressed

He praised our local Rockwall police officers and acknowledged Rockwall is not as invasive as

other cities like, for example, Dallas. However, he still has concerns, and he reminded Council that ' red light

cameras' were done away with in 2019. He is a concerned citizen, specifically with concerns related to these
cameras, so he wanted to bring his concerns to the attention of the City at this time.

Mr. Wacker came forth to speak regarding three Action Items. He briefly spoke about the agenda items
related to bond -related debt issuance. He generally expressed concern about some of the wording, sharing
the belief that it is sometimes too complicated and not easily understood. Also, he wonders what specific
projects these funds will go towards. He wants to know the rates and bond amounts up front, and he
wonders when the voters approved of this debt issuance. He also acknowledged his understanding that the
ordinances only require one reading. City Manager, Mary Smith, indicated that the bond -related agenda
items will be discussed in greater detail later on during this meeting, and several of Mr. Wacker' s questions
will be addressed at that time.

Mrs. Crow commended each of the council members and the mayor for their dedication to the city,
especially considering their little to no pay. She also thanked staff members, such as the Planning Director,
who recently helped update the city' s Comprehensive Plan. She asked the city to please remember Lofland
Park

during

its

upcoming

budget

discussions.

She

went

on

to

explain

a

history

of

her

old,

historic

neighborhood, including formation of a voluntary homeowner' s association many years ago, especially

because the homes are so old there were no deed restrictions. She briefed Council on the children' s train

play equipment) that was installed years ago within Lofland Park by the city and city staff. She shared that,
at the time, her neighborhood association put $ 10, 000 towards the kit that was purchased to build the train
playground equipment. She went on to share that in 2024, the City tore down the previously built train
after it had been there more than 20 years). She shared a photo of the old train equipment as well as then
new ' train' equipment that was installed thereafter. She is dissatisfied with the new equipment, and she

shared that she asked the Parks Department to remove it because she feels it is insulting when compared to
the other, former train. She shared that no child over about 4 years old would play on this new equipment,
whereas 10 year old boys, for example, used to play on the former train all the time. She strongly urged the

Council to consider allocating some city funds to invest in Lofland Park and install a new train that is
comparable to the prior train that was torn down almost two years ago. She indicated she will return again
next year if the city does not accommodate her requests.

to SB -785. At that time, staff was asked if the city' s State representatives had voted for that bill. At that

time, staff incorrectly gave indication that they ( both) did; however, thereafter, staff realized that Senator
Bob Hall did vote for SB -785; however, Representative Katrina Pierson did not. The mayor thanked Mr.

Mr. Wavering explained that this program is a statewide economic development incentive program that
requires a nomination by the local municipality. He went on to explain that this program will allow for a
piece

of

the sales tax that normally

goes

to Austin to be gained

back here for Rockwall.

He also

explained

that Channell begun operations in Rockwall in the year 2016, and the company has employed a lot of staff.

In 2023, they did an expansion of their facility and did not receive any incentives associated with doing so at

that time. However, they did apply for this same program at the time, and the program is a competitive one
with project submissions from around the state being considered on a quarterly basis with limited winners.
They are now heading towards $ 15 million dollar expansion into manufacturing equipment, which equates
to

about

in Rockwall — except

30 average homes

for this project does not put more cars on our streets, it

doesn' t put any new kids in our schools, it doesn' t call the police department, and it doesn' t call the fire
department.

So it puts no additional

stress on our city.

Councilmember Lewis sought and received brief clarification regarding the sales tax, with indication given

by Mr. Wavering that this will not have any fiscal impact on the city at all.
The Mayor opened the public hearing, asking if anyone would like to speak. There being no one indicating
such, he then closed the public hearing.

proposing to construct a 4, 980 square foot single- family residential home. Council is being asked to consider
the size, location and architecture of the proposed home as compared to nearby, existing homes. The

to

other

homes

in

the surrounding

area.

Seventy- two notices

were sent out to property owners and occupants located within 500' of the subject property. Staff has
received four notices back in favor. In addition, the P& Z Commission has recommended approval of this
request by a vote of 6- 0.

The applicant, Mr. Benedetto, briefly came forth and shared that this same floor plan was previously built
on Clem Road, and it' s a beautiful home. The Mayor and Councilmember Jeff us commented that he is one of
the best builders, and the homes he builds are beautiful.

The business is currently operating as a trucking company with legal, outside storage, and a portion of the
property is considered to be legally non -conforming. The applicant has submitted an application requesting
to change the zoning of the subject property from a Heavy Commercial ( HC) District and Commercial ( C)
District to a Heavy Commercial ( HC) District. He went on to explain that the proposed zoning change is
consistent

with

the

Unified

Development

Code (

UDC),

and

conforms

to

the

OURHometown

Vision

2040

Comprehensive Plan; however, the applicant' s proposed request is a discretionary decision for the City
Council pending a recommendation from the Planning and Zoning Commission. On July 21, 2026, staff
mailed 78 notices to property owners and occupants within 500 -feet of the subject property. Staff also
notified the Flagstone

Estates Homeowner' s Association ( HOA), which is the only HOA within 1, 500 -feet of

the subject property participating in the Neighborhood Notification Program. At the time this report was
drafted, staff had not received any returned notices with regard to the applicant' s request. In addition, on
August 11, 2026, the Planning and Zoning Commission approved a motion to recommend approval of the
Zoning Change by a vote of 6- 0, with Commissioner Williams having been absent.

of this zoning change request. He shared that the property currently has split zoning, so they are looking to
clean up the zoning and make it consistent throughout. He explained how the current legally nonconforming zoning would only allow continuance of a trucking company being located on the subject
property in the future unless the zoning change is granted. The zoning change would allow companies other
than trucking companies to be possibly pursued.

Following Mr. Box' s comments, the mayor asked if anyone in the audience would like to speak. There being
no one indicating such, Mayor McCallum closed the public hearing.
The mayor went on to share that he has some concerns about this rezoning request, and he knows this area

of the city is growing. It is not the most beautiful piece of land in the city, and the existing buildings are
somewhat

of

an

eyesore.

He has consternation about future, more visually appealing development

happening someday in the future right next to this property if this property is to remain with a ' heavy
commercial' zoning designation. He believes that would be a mistake. He does not perceive that making this

City Manager Mary Smith provided information concerning this agenda item. She shared that this agenda
item is related to the 2018 bond authorization associated with neighborhood streets. We will be issuing $ 28
million of new dollars for the reconstruction of a portion of S. Lakeshore from SH -66 to Masters. We have
not yet bid it; however, it has been designed. There will likely be some money left over, but staff is not yet
sure how much will remain. She went on to explain details regarding interest rates, paying off some existing
bonds,

and

obtaining

new

funding for this ( and perhaps additional)

project( s).

Interest rates will depend on

what they are like when we go to market tomorrow morning at 9: 00 a. m. Interest rates will have to be 6%
or

less for us to sell, but — if interest

rates

do something

overnight and

crazy

they

are not

under

6% -

then

we won' t sell. It is a one reading ordinance, per state law and our city charter.
Mayor McCallum expressed that this is the largest investment made in road bonds since we built John King.
Last year, the Council embarked on a mission to issue bonds necessary to get projects rolling. Within the

parameters of the current debt service calculation, the City will move forward with these bonds. The city
has worked carefully to see what debt can and will be retiring and what amount of new debt can be issued
based on the debt service portion of our tax rate. So this will not result in any tax increase. The budget
regarding this was approved last year; however, it took this long to get to this point.
Following additional comments by Council and staff, Mayor McCallum moved to approve the ordinance

authorizing the issuance and sale of City of Rockwall, Texas General Obligation Refunding and Improvement

service fund is one in which we do not want to keep any significant reserves, which is comparatively
different than the general fund and its associated reserves. Right now there is about $ 3 million in reserves
in the debt service fund, so we can use that to buy down future bond payments. They will be defeased,

money will go into an account with one of the bond paying agents, and it will be used to make payments in
future years, which will allow greater capacity to take on other debt in those future years. She went on to
explain this will occur at 9: 00 a. m. tomorrow.

Hilltop Securities

and McCall, Parkhurst and Horton, the city' s

bond counsel, have worked on all of the sale documents, and the city' s bond ratings have been confirmed

by both Moody' s and Standard and Poor' s, and we have good solid ratings. The sale itself will be conducted
by Frost Bank in a big, capital market with companies that do these sorts of things on a regular basis. So,
presumably, by noon tomorrow, the city will know how the sale has gone.
