II. EXECUTIVE SESSION
 
Convene into a closed Executive Session pursuant to; 

1. Consultation with City Attorney pursuant to Texas Government Code § 551.071 regarding legal issues related to one or more items listed on this agenda, where confidential attorney-client advice is necessary.
 

2. Executive session in accordance with the provisions of the Government Code, Title 5, Subchapter D, Section 551.071, private consultation with its attorney to seek advice about legal matters subject to attorney/client privilege – Receipt of legal advice from City Attorney regarding proposed initiative ordinance concerning prohibition of mass surveillance technology in City.
 

3. Executive Session in accordance with Texas Government Code §§ 551.071 (Consultation with Attorney) and 551.074 (Personnel Matters) to receive legal advice and deliberate regarding the City Manager's authority to appoint an Acting City Manager or other designee to perform the duties of the City Manager during an emergency, temporary absence, or incapacity.
 

4. Deliberation  regarding the purchase, exchange, lease, or value of real property pursuant to Texas Government Code § 551.072, and consultation with the City Attorney regarding legal issues related to the same pursuant to Texas Government Code § 551.071 - purchase of property located at 20406 Earhart Lane, Lago Vista, Texas, 78645, Lots 13015 and 13016, Highland Lake Estates, Section Thirteen, a Resubdivision of Lot 13001, Highland Lakes Estates, Section Thirteen, and PARCELS 1-9 WORLD OF RESORTS GOLF COURSE HIGHLAND LAKE EST SEC 5-18, 32 & ABS 2534 SUR 36 CANTWELL J ACR .9550 (TOTAL 111.6268 ACRES).   
 

5. Executive session in accordance with the provisions of the Government Code, Title 5, Subchapter D, Section 551.071, private consultation with its attorney to seek advice about legal matters subject to attorney/client privilege – sale and conveyance of Highland Lakes Golf Course, subdivisions thereof, and status of 2017 Public Utility Easement related thereto.
 

6. Consultation with City Attorney pursuant to Sec. 551.071 regarding Charter requirements related to council member absences, and legal advice related thereto concerning Council Member Karen Van Ness absences.
 

7. Consultation with Legal Counsel concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of an employee pursuant to Texas Government Code Section 551.074 - City Manager, and 551.071 - legal advice related thereto.
 

III. ACTION ON EXECUTIVE SESSION ITEMS (action and/or vote may be taken on the following agenda items):
 
Reconvene from Executive Session into open session to act as deemed appropriate in City Council's discretion regarding:

In accordance with the Open Meetings Act, Council is prohibited from acting or discussing (other than factual responses to specific questions) any items not on the agenda.
 
To participate in the citizen comments portion of the meeting, you must submit a completed form.  If you are attending the meeting in the City Council Chambers you must complete the form available at that location and provide it to the Mayor prior to the start of the meeting.  If you will be participating using the online videoconferencing tool, you must complete the form and submit it by email in accordance with the instructions included within the form.  It is found on the City’s website at the link below.  The Council will reconvene from executive session at or around 4:00 p.m.

IX. PUBLIC HEARING AND POSSIBLE ACTION 
 

X. CONSENT AGENDA
 
All matters listed under Consent Agenda, are to be considered routine by the City Council and will be enacted by one motion.  There will not be separate discussion on these items.  If discussion is desired, that item will be removed from the consent agenda and will be considered separately.

1. Approve an Interlocal Cooperation Contract with the Department of Public Safety for the implementation of the web-based site for electronically reporting convictions.
 


2. Approve the minutes of the July 16, 2026, City Council Meeting.
 


3. Approve the award of RFP No. 26-07 for Street Striping of Resurfaced Roadways and authorize the City Manager to execute the contract.
 



4. Approve a Task Order with Baxter & Woodman, Inc. for engineering services associated with the Talon Hydropneumatic Tank Replacement, Emergency Generator, and Emergency Fire Suppression Pump Station Project and authorize the City Manager to execute the Task Order.
 


5. Authorize the city manager to sign modified TCEQ application.
 


6. Approve Ordinance No. 26-07-16-01 amending Section 11 to correct the date stated therein.
 


XI. WORK SESSION
 

1. Budget Work session.
 

2. Discuss the proposed initiated ordinance concerning prohibition of mass surveillance technology and flock cameras in the city.
 





3. Discussion regarding growing concerns related to homelessness, drug activity, litter, property maintenance, and code enforcement.
 

4. Discussion regarding a Resolution, authorizing the City Manager to execute an agreement with the Texas Department of Transportation (TxDOT) for the installation of License Plate Recognition (LPR) cameras.
 


XII. ACTION ITEMS
 

1. Consider and take possible action to adopt the Fiscal Year 2026–2027 Budget Calendar and establish dates for public hearings on the proposed budget and tax rate.
 


2. Consider, discuss, and take action regarding the proposed FY 2026-2027 Annual Capital Improvement Program project list.
 


3. Consider, discuss, and take action on the draft City Charter, City Charter Ballot Language and process. 
 





4. Consider, discuss, and take possible action regarding the City of Lago Vista Police Department’s use of Flock Safety automated license plate reader cameras.
 


5. Discussion, consideration, and possible action regarding an ordinance of the City of Lago Vista approving the Tessera on Lake Travis Public Improvement District 2026 Annual Service Plan Update, dated August 6, 2026; approving the updated assessment rolls and annual installments for Improvement Areas Nos. 1, 2, and 3 and the Major Improvement Area; authorizing collection of the annual installments due January 31, 2027; and providing for related administrative matters.
