The City of Corsicana, Texas City Council met in a Regular Session on Monday, January 12, 2026,
in the Corsicana Government Center Council Chambers, 200 N. 12th Street, Corsicana, Texas. The
meeting was open to the public. Public participation was available by live broadcast on the City’s
website, and by telephone or teleconference.

Mayor Hill called the meeting to order at 6:00 p.m.
Wyatt Green, a student at Collins Intermediate, led the Pledge of Allegiance for the student-led
Pledge Program.
After the Pledge of Allegiance, an invocation was given by Holly Liversage with Responding
Recovery Ministries.
Approval of Minutes:
The motion was made by Council Member Johnson and seconded by Council Member Pannell to
approve the minutes of the City Council Regular Session of December 22, 2025. The motion
passed 5-0.
Public Forum:
Mayor Hill – Congratulated Council Member Woolsey on the birth of his son.
Council Member Smith – Introduced his grandson Wyatt Green and presented him with a
Certificate of Recognition for leading the Pledge of Allegiance.

Council Member Pannell – Invited the public to the second listening session at Across the Street
Diner, Wednesday, January 28, 2026.
Benny Bulger – 246 Waterfront Club Dr. – (817) 938-2600 – Asked the Council for help regarding
the utilities at the Waterfront Club.

ORDINANCE NO. 3213
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CORSICANA, TEXAS, APPROVING
REMOVAL OF PROPERTY FROM THE EXTRATERRITORIAL JURISDICTION OF THE CITY OF
CORSICANA.

WHEREAS, Senate Bill 2038 was passed during the Texas 88th Legislative Session, effective September 1,

WHEREAS, Senate Bill 2038 creates processes for property owners or residents to petition the City for
property to be released either directly or by election from the City’s Extraterritorial Jurisdiction (ETJ); and
WHEREAS, a request to remove property from the City of Corsicana ETJ was submitted by Wayne Wildman
as Applicant, for Owner, Mr. W. Fireworks Inc.; and
WHEREAS, the owner has properly filed and signed a petition for release.

Designating Certain Areas as Drug Free Zones

Comments: Per Section 481.134 of the Texas Health and Safety Code, Resolution No. 3766
was approved by the City of Corsicana on January 12, 2015, to designate certain areas as drug
free zones in the City and to provide enhanced penalties for violations of the Texas Controlled
Substances Act. Drug free zones were established for areas within 1,000 feet of playgrounds,
schools, real property owned, rented or leased to a school, school board, or institution of higher
learning, and youth centers. Section 481.134 also provides enhanced penalties for violations
committed in, on, or within 300 feet of the premises of a public swimming pool or video arcade.
Per the approved Resolution, the City shall review the map annually for changes. A revised map
and list of prohibited locations as of January 26, 2026, (Exhibits A and B) are attached.

Recommendation:

Approve designating certain areas of the City as drug free zones.

RESOLUTION NO. __________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORSICANA, TEXAS, DESIGNATING CERTAIN AREAS AS DRUG FREE
ZONES WITHIN 1,000 FEET OF PREMISES WHERE CHILDREN
GATHER.
WHEREAS, the City of Corsicana, Texas is a home rule Municipal Corporation organized
under The Constitution and the laws of the State of Texas; and
WHEREAS, the City Council of the City of Corsicana determines and declares that
controlled substances are a serious threat to public safety; and
WHEREAS, Section 481.134 of the Texas Health and Safety Code establishes certain drug
free zones and provides enhanced penalties for violations of the Texas Controlled Substances Act
committed in, on, or within 1,000 feet of playgrounds, schools, real property owned, rented or
leased to a school, school board, or institution of higher learning, and youth centers; and
WHEREAS, Section 481.134 of the Texas Health and Safety Code establishes certain drug
free zones and provides enhanced penalties for violations of the Texas Controlled Substances Act
committed in, on, or within 300 feet of the premises of a public swimming pool or video arcade; and
WHEREAS, the City Council determines that establishing a policy to define drug free zones
will provide better protection for children gathering in the City; and
WHEREAS, Section 481.135(a) of the Texas Health and Safety Code provides that a map
produced or reproduced by the City Engineer for the purpose of showing the location and
boundaries of drug free zones is admissible in evidence and is prima facie evidence of the location
or boundaries of those areas if the governing body of the municipality adopts a resolution or
ordinance approving the map as an official finding and record of the location or boundaries of those
areas; and
WHEREAS, Section 481.135(c) provides that the City Engineer shall file the original or a
copy of every approved or revised map approved as provided by Section 481.135(a) of the Texas
Health and Safety Code with the clerk of each county in which the area is located.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORSICANA, TEXAS that the following will be used to define and designate “Drug Free
Zones”.
Definitions:
(A)

For the purposes of this Section, the following terms, words, and the derivations thereof shall
have the meanings given herein.
(1) “Day-care center” means a child-care facility that provides care at a location other than
the residence of the director, owner, or operator of the child-care facility for seven or
more children under 14 years of age for less than 24 hours a day, but at least two hours

a day, three or more days a week.
(2) “Minor” means any person younger than eighteen (18) years of age.
(3) “Youth Center” means any recreational facility or gymnasium that:
(A) is intended primarily for use by persons who are 17 years of age or younger; and
(B) regularly provides athletic, civic, or cultural activities.
(4) “Playground” means any outdoor facility that is not on the premises of a school and that
is intended for recreation, is open to the public, and contains three or more play stations
intended for the recreation of children, such as slides, swing sets, and
teeterboards.
(5) “School” means a private or public elementary or secondary school or a day-care center,
as defined herein.
(6) “Swimming Pool” means any structure intended or used by the public for swimming or
recreational bathing, regardless of size, and including in-ground, aboveground and
on-ground swimming pools. The term shall not include swimming or bathing
facilities located on private residential property which is not open for use by the
public or swimming or bathing facilities located within an apartment or other multifamily housing complex.
(7) “Video Arcade” means any facility that is open to the public, including persons who
are 17 years of age or younger, is intended primarily for the use of pinball or video
machines, and contains at least three pinball or video machines.
(8) “Premises” means real property and all buildings and appurtenances pertaining to the
real property.
(9) “Institution of higher education” means any public or private technical institute, junior
college, senior college or university, medical or dental unit, or other agency of higher
education as defined by Section 61.003 of the Texas Education Code.
(B)

A map, Exhibit “A”, depicting the prohibited areas shall be maintained by the City of
Corsicana. The City shall review the map at least annually for changes. The map will be
available to the public at the City of Corsicana Police Department. Attached Exhibit “B” is a
list of prohibited locations as of January 26, 2026.

Training Tower Purchase

Comments: In 2007, the City of Corsicana passed a bond election that included the purchase
and construction of a fire training tower for the Fire Department. In early May of 2025, City
Manager Jim Holgersson advised Chief Mike Ryan to choose a location for the tower and begin
the process of selecting a vendor and gave him a budget of $800,000.00.
A site behind Station 1 (2975 Drane) was selected that utilizes existing concrete and structures.
A soil survey was conducted by WSB Engineering, and the site was determined to be suitable for
the construction of the project.
Corsicana Fire Administration then began researching vendors and narrowed the field to three;
WHP, FTS, and Forge Fire and Company. Area fire departments were toured that utilize
facilities built by the above companies. After completing this research, it was determined that
based on price point, quality, and longevity, Forge Fire and Company provided the structure that
best meets the Fire Department’s needs.
Forge Fire and Company then designed a four-story training tower that utilizes steel shipping
containers, and includes two burn rooms, an overhead fire prop, a roof ventilation simulator, and
two different rope rappelling stations. Representatives of the company flew to Texas to meet in
person and to see the site location firsthand. The total cost of the training tower is $598,450.00
The remaining balance of $201,550 will be used to complete an outdoor classroom, a gravel pad,
and additional concrete drives to make up a comprehensive training facility for the department.
Recommendation: Authorize the City Manager to execute a contract/proposal to place an
order with Forge Fire and Company to purchase and construct a training tower behind Fire
Station 1 for an amount not to exceed $598,450 and a delivery date of 12 months from order
date.

WHEREAS, as part of the 2007 bond election, the City of Corsicana approved the
purchase of a new training tower; and
WHEREAS, the adopted budget amount for the training tower is $800,000; and
WHEREAS, Fire Administration conducted a study with three fire training tower
manufacturers; and
WHEREAS, Fire Administration recommends purchasing the training tower custom
designed for Corsicana Fire Rescue by Forge Fire and Company for the purchase price of
$598,450.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORSICANA, TEXAS, that the City Manager is authorized to execute a
contract/proposal to place an order with Forge Fire and Company for the purchase of a custom
built fire training tower for an amount not to exceed $598,450 with a delivery date 12 months
from order date.
