Chair Batterson opened the meeting. Supervisor Ziegler moved, seconded by Vice Chair
Teninty, to approve the agenda. All ayes. Motion carried.
Vice Chair Teninty moved, seconded by Supervisor Ziegler, to approve the minutes of the
August 11, 2026 Board meeting; the August 11, 2026 special meeting, with correction to
reflect the approved salary of $61,760.05 for Shelby Den Hartog; and the August 19, 2026
special meeting. All ayes. Motion carried.
PUBLIC HEARING REGARDING THE FINAL PLAT FOR HILL SUBDIVISION.
Supervisor Ziegler moved, seconded by Vice Chair Teninty, to open public hearing.
There were no written/verbal comments. Vice Chair Teninty moved, seconded by Supervisor
Ziegler, to close the public hearing. All ayes. Motion carried. Supervisor Ziegler moved,
seconded by Vice Chair Teninty, to approve Resolution #36-2026 Regarding the Final Plat
for Hill Subdivision. All ayes. Motion carried.
PUBLICE HEARING FOR VACATION OF A PORTION OF 14th STREET IN SECTION 31 &
32, T71N, R12 WASHINGTON TOWNSHIP. Supervisor Ziegler moved, seconded by Vice
Chair Teninty, to open public hearing. Written/Verbal Comments. Tim Albert sent a text
message requesting he does not support the vacation. Derek Clark adjacent property owner
called about the vacation and discovered after the conversation he was good with it. Fiedler
Cemetery was in question. Jon Behrle is part owner of the cemetery. He is trading the
cemetery for road vacation. The township trustees are the ones who initiated the
vacation/trade. Vice Chair Teninty moved, seconded by Supervisor Ziegler to close public
hearing. All ayes. Motion carried. Supervisor Ziegler moved, seconded by Vice Chair
Teninty, to approve Resolution #38-2026 to Vacate a Portion of 14th Street in Sections 31 &
32, T71N, R12 Washington Township. All ayes. Motion carried.
Vice Chair Teninty moved, seconded by Supervisor Ziegler, to approve copier maintenance
agreement for the Sharp BP50C26. All ayes. Motion carried.
Supervisor Ziegler moved, seconded by Vice Chair Teninty, to approve Contract with Detain
EMR. All ayes. Motion carried.
Vacation Accrual – Discussion. This has been resolved. We are waiting for the MOU from
the attorney.
Supervisor Ziegler moved, seconded by Vice Chair Teninty, to approve The Samuels Group
Contract with additional language added to the contract. Weekly reports of the amount
spent. Mailing would be done one time and approved later. Create an estimate that breaks
the total expenses into reasonable categories. Money will come from the Sheriffs budget,
and we acknowledge this could result in an amendment to his budget. All ayes. Motion
carried.
Vice Chair Teninty moved, seconded by Supervisor Ziegler to approve Resolution # 39-2026
Calling Special Election on Issuance of not to Exceed $45,000,000 General Obligation
Bonds or Capital Loan Notes. All ayes. Motion carried.
Supervisor Ziegler moved, seconded by Vice Chair Teninty, to approve the Levy Rates for
Taxes Payable July 1, 2026 – June 30, 2027. All ayes. Motion carried.
Vice Chair Teninty moved, seconded by Supervisor Ziegler to approve request for payroll
approval for new hire Teresa Runkle, Veterans Service Office Assistant part time effective
08/25/2026. The pay will be $22.00 per hour. All ayes. Motion carried.
Supervisor Ziegler moved, seconded by Vice Chair Teninty, to approve request for payroll
approval, new hire Jennifer Lunsford, Clerk I County Attorney’s Office full time effective
09/08/2026. The pay will be $22.55 per hour. All ayes. Motion carried.
Other Business – Alan Saeger spoke about changing the speed limit from 55 to 60 in
Wapello County. Christian Schrock expressed concerns on getting the correct permit to pour
a driveway and build a house. Marshall Dias gave his concerns on Flock cameras.
Payroll in the amount of $471,171.24 & Claims in the amount of $819,968.59 on 8/21/2026.
Handwritten checks in the amount of $300,000.00 on 8/25/2026 were approved.
10:35 a.m. Supervisor Ziegler moved, seconded by Vice Chair Teninty to adjourn. All ayes.
Motion carried.
