City of Eldridge City Council Meeting Minutes
The City of Eldridge, Iowa, City Council met in open session at Eldridge Community Center at 7:00 pm on
September 14, 2026.
Council Members Present: Jeff Ashcraft, Scott La Plante, Brian Dockery. Adrian Blackwell (by phone).
Absent: Ryan Iossi. Quorum was met. Pledge of Allegiance was recited.
Presiding: Mayor Scott Campbell
Also Present: Nevada Lemke, Jeff Martens, Cpl. Jack Schwertman, Tabbitha Kramer, Seargent Ryan Gale,
Judith Gilbert, Marty O’Boyle, Beth Campbell, Kris Elmshauser, Ginny Zink, Erin Gentz, Roy Leonard, Craig
Gehrls, Carol Clauss, Dave Sarafin, Dale Grunwald.
Motioned by Dockery approving the agenda. Seconded by LaPlante. Motion carried unanimously by voice
vote.
Public Comment:
Eldridge resident Judith Gilbert feels that the City should fund the fire department and give them a three-year
contract.
Eldridge resident Craig Gehrls asked the City to take down the flock cameras due to expense and potential
abuse.
Eldridge resident Ginny Zink expressed concern over the City taking over the fire department and some of
the City’s expenses. She asked the City to settle a current land dispute and remove the flock cameras.
Mayor’s Agenda
Motioned by Ashcraft approving Amended Special City Council Minutes from August 12, 2026. Seconded by
Blackwell. Motion carried unanimously by voice vote.
Motioned by Dockery approving the City Council Meeting Minutes from August 17, 2026. Seconded by
LaPlante. Motion carried unanimously by voice vote.
Motioned by Blackwell approving the Special Committee of the Whole Minutes from September 9, 2026.
Seconded by Dockery. Motion carried unanimously by voice vote.
Motion by LaPlante approving the bills payable in the amended amount of $819,321.04. Seconded by
Ashcraft. Motion carried unanimously by voice vote.
Motioned by Ashcraft approving Liquor License and Retail Tobacco Permit Ownership Amendments for
Casey’s General Store #2531. Seconded by Dockery. Motion carried unanimously by voice vote.
Motioned by LaPlante to approve the reappointment of Dean Ferguson and Thomas Bauer to the Planning
and Zoning Commission for terms expired 9-12-2030. Seconded by Dockery. Motion carried unanimously by
voice vote.
Old Business
Motion by Dockery approving the third and final reading of Ordinance 2026-10 Amending Permitted Uses for
Domestic Animal Boarding. Seconded by Ashcraft. Motion carried on the following roll call vote: Aye –
Ashcraft, Blackwell, La Plante, and Dockery.

New Business
Motioned by Dockery to approve setting the date and time for trick-or-treating in Eldridge for Saturday,
October 31, 5:30-7:30 pm. Seconded by LaPlante. Motion carried unanimously by voice vote.
Motioned by Blackwell to approve a 28E intergovernmental agreement between the City of Bettendorf, the
City of Eldridge, and the City of LeClaire for the Provision and Administration of Public Transit Services.
Seconded by Ashcraft. Motion carried by voice vote.City Administrator Lemke explained that the joint
application that the city council approved for LeClaire, Bettendorf and Eldridge to put in for the Iowa DOT's
STA special project funding was awarded, with a local match requirement of $10,836.29 from the city of
Eldridge. The agreement outlines how the services and funding are going to be administered, with the City of
Bettendorf taking control. Lemke confirmed that at the end of fiscal year 27, the City can re-evaluate and
determine if they want to continue providing the services.
Motioned by Ashcraft to approve the purchase of a speed radar sign from TAPCO, LLC in the amount of
$3,210 to be located along West Lincoln Road and using temporary poles so that the sign can be relocated
as necessary. Seconded by Dockery. Motion carried by voice vote. Dockery also suggested that additional
speed signs be placed East of S. First Street.
Motioned by Ashcraft to approve Resolution 2026-36, Extending the Approval of Townsend Farms Phase III
Preliminary Plat By One Year. Seconded by Blackwell. Motion carried on the following roll call vote: Aye –
Ashcraft, Blackwell, La Plante, and Dockery.
Motioned by Dockery to approve a funding construction and project administration agreement between the
City of Eldridge and the North Sky and Rotary Club for the construction and installation of a permanent band
shell at Sheridan Meadows Park. Seconded by LaPlante. Motion carried by voice vote. Ashcraft abstained
due to his Rotary involvement. City Administrator Lemke explained that the project will be exempt from
public bidding because no public funds will be used because the entire project will be donated by rotary
donation funds. The City will still process the vendor payments, allowing the City to maintain records so that
once the project is complete and the Rotary hands over ownership, all records will be on file and easily
accessible. Lemke also explained that the city engineer has addressed concerns about the direction the
bandshell is facing and that Terracon will provide boring soils in the bandshell location before the foundation
is poured. Councilmen Dockery and Ashcraft thanked the Rotary and the Tubbs family for their generous
donation for this project.
Motioned by Dockery to approve Resolution #2026-37 Approving the Resetting of Planning and Zoning
Commission Terms. Seconded by Ashcraft. Motion carried on the following roll call vote: Aye – Ashcraft,
Blackwell, La Plante, and Dockery.
Board/Staff Activities
Mayor’s Report – none.
City Administrator –Lemke reported that a Groundbreaking Ceremony for The Venue (the bandshell at
Sheriden Meadows Park) will be held on Friday, September 18 at 3pm. She reported that consultant services
from Martha Nieto will continue through September and on an as-needed basis through December 2026.
Lemke also reported that the Eldridge Fields project was awarded the IEDA's workforce housing tax credit
incentive award for an amount not to exceed 1 million, so that project is going move forward.
Assistant City Administrator Report – Martens reminded residents of the upcoming garage sale weekend and
asked that they follow city code regarding signs and sign placement. No signs may be placed in the public
right of way or on public property, including parks, light poles, and utility pole. The signs on the sale premises

can be up to four square feet and the signs placed off premises can be up to two square feet. No off-premises
signs shall be exhibited prior to the daily sale. No signs on the premises of the garage sales shall be exhibited
more than 48 hours prior to the sale. All signs must be removed at the close of the garage sale.
Police Report- none.
Ashcraft commended the Police Department and noted that Chief Lellig and Corporal Schwertman were two
of the very first people to have seats on the inaugural Quad City “Back the Blue” flight that went out of the
Quad Cities last week.
Motion by Dockery to adjourn at 7:35 pm. Second by Ashcraft. Motion was approved unanimously by voice
vote.
