Hancock County Recorder’s Office
Telework Policy
The office of the Hancock County Recorder has established the following telework policy to
support the needs of our customer base in an operational and efficient manner and in
accordance with the business needs of Hancock County. This policy should not be
perceived as an employee benefit and should not be utilized to substitute for dependent
care, personal convenience or schedule flexibility. The policy cannot be utilized without the
permission of the Hancock County Recorder.
Staff Use: For the purposes of efficiency and continuity of work, staff may utilize remote
options while attending conferences, trainings, etc… on behalf of the Recorder’s office or
Hancock County.
Additionally, in the event of illness or injury of a staff member requiring time away from the
office for an extended period, a staff member may request a telework option.
Documentation from the staff members physicians or medical care providers will need to
be provided to determine the efficiency of the remote option.
Productivity and Service Levels
The Hancock County Recorder’s Office is staffed Monday through Friday from 8:00 A.M. to
4:00 P.M. (excluding approved holidays/closures) and staff lunch hours are staggered to
accommodate staying open the entire eight hours.
Only one staff member may telework at a time to ensure appropriate staffing levels within
the office.
Staff members requesting telework need to be trained to use and have appropriate access
to the Hancock County network to remotely work in our land records management
software. The staff member would be responsible to work with the Recorder and IT to
ensure said access.
Reasonable Accommodation:
Telework may be considered reasonable accommodation under applicable law. Employees
seeking telework as an accommodation must contact the Recorder and Human Resources
to initiate the accommodation process.
The above information establishes the teleworking policy of the Hancock County
Recorder’s Office, to be approved by the Hancock County Commissioners.

SHIRLEY TRAIL CHRISTMAS EXPERIENCE
INFLATABLE & LIGHTING SECURITY PLAN
PURPOSE
Protect the County’s Christmas Trail investment from theft, wind movement, and
tampering while creating a reusable system that can be installed each Christmas.
INFLATABLE SECURITY
The four planned inflatables should NOT rely on the small plastic stakes normally supplied
with residential decorations.
The County Highway Department may have the anchoring and mechanical equipment
necessary to establish secure anchor locations. Highway Department staff should
determine the appropriate installation method and ensure that the anchor system meets
each inflatable manufacturer’s requirements.
RECOMMENDED APPROACH
• Establish permanent or semi-permanent anchor locations near the 30-foot
landscaping/fence feature.
• Use County Highway equipment and personnel, if available and approved, to install the
anchor locations.
• Use heavy-duty steel ground anchors or commercial inflatable stakes as required.
• Attach the inflatable’s designated tether points to the anchors.
• Add a short galvanized security cable with a tamper-resistant lock where appropriate to
make the inflatable more difficult to simply disconnect and carry away.
• Keep all anchors flush or safely below the surrounding walking surface when not in use.
• Install enough anchors to meet the manufacturer’s requirements for each individual
inflatable.
Commercial 1-inch x 18-inch steel hook stakes are currently about $12 each, while 1-inch x
20-inch double-head commercial stakes are about $17 each. These are examples of the
type of heavy-duty equipment used for commercial inflatable anchoring. (Tent and Table)
ELECTRICAL SECURITY
The lighting system should also be designed so the public cannot easily unplug,
disconnect, or remove sections of the display.
• Route SPT-2 wiring along the protected side of the landscaping/fence whenever possible.
• Secure wiring with outdoor-rated clips or fasteners.
• Keep connection points elevated, protected, or enclosed.
• Place timers and electrical controls inside a LOCKABLE, WEATHERPROOF electrical
enclosure.
• Use GFCI-protected outdoor receptacles.
• Keep inflatable power separate from the Christmas-lighting system.
• Avoid exposed extension-cord connections where the public can access them.
• Divide the lighting into multiple manageable zones instead of having one connection
control the entire display.
A lockable outdoor electrical enclosure can be purchased for approximately $60–$100
depending on size and construction.
ESTIMATED SECURITY BUDGET
County Highway Department anchoring and installation:
$0 additional cost, assuming County equipment, personnel, and materials are available
and approved for use
Heavy-duty inflatable anchors/stakes:
Approximately $100–$175
Security cables, locks and attachment hardware:
Approximately $100–$150
Lockable weatherproof electrical enclosure:
Approximately $75–$125
Additional outdoor electrical protection, clips and connection hardware:
Approximately $100–$150
Security/anchoring allowance:
Approximately $275–$425
INFLATABLES
4 inflatables @ $250 each:
$1,000
TOTAL ADDITIONAL SECURITY + INFLATABLE BUDGET
Approximately $1,275–$1,425
RECOMMENDED BUDGET REQUEST
I would budget approximately:
$1,400
for the four inflatables, security cables and locks, electrical protection, and a lockable
enclosure. This estimate assumes that the County Highway Department can provide
the necessary anchoring and mechanical equipment and installation support at no
additional cost.
IMPORTANT
The final anchor design should be reviewed by County/Highway staff and should follow
each inflatable manufacturer’s installation instructions. Standard commercial inflatable
stakes are intended for soil/grass, while asphalt or concrete requires a different approved
anchoring method. (Tent and Table)
The goal is to create a reusable system that can remain in place or be quickly reestablished each Christmas, or other holiday events in the future using personnel &
volunteers to reduce the project’s installation & tear down cost.
SHIRLEY TRAIL CHRISTMAS EXPERIENCE
PRELIMINARY PURCHASE LIST
Project area:
• Approximately 400 feet of trail lighting on each side
• 30-foot slatted landscaping feature/fence
• One illuminated entrance arch
• Four dedicated inflatable power locations
LIGHTING SYSTEM
1. 18 AWG GREEN SPT-2 C7 SOCKET STRINGER
Quantity: 1,000 feet

foot continuously.
• Approximately 400 feet per side can be covered with selected high-visibility
sections.
• Remaining capacity can be used around the fence, entrance, transitions, or future
expansion.
• 12-inch socket spacing.
2. COLORFUL C7 LED BULBS
Quantity: Approximately 850–900
• Use a repeating color pattern:
Red
Green
Blue
Amber
• Concentrate the brightest sections near the entrance, landscaping feature, and
other areas where visitors gather.
• Keep additional bulbs available for future expansion and replacements.
3. GREEN SPT-2 BULK WIRE
Quantity: 500 feet
• For custom power/feed runs and connections.
4. SPT-2 MALE VAMPIRE PLUGS
Quantity: 10–12
• For creating custom-length lighting sections and power connections.
5. SPT-2 FEMALE VAMPIRE PLUGS
Quantity: 10–12
• For creating disconnectable lighting sections.
6. REPLACEMENT C7 LED BULBS
Quantity: 50–100
• Keep on hand for maintenance and replacement.
7. OUTDOOR-RATED LIGHTING CLIPS/FASTENERS
Quantity: Several hundred
• For securing lighting along the trail and fence.
8. WEATHER-RESISTANT CONNECTION COVERS
Quantity: Several
• Protect outdoor electrical connections from weather.
9. OUTDOOR-RATED TIMERS/CONTROLS
Quantity: 2–4
• Allows the trail to be divided into separate lighting zones.
30-FOOT SLATTED LANDSCAPING FENCE
10. ADDITIONAL DECORATIVE LIGHTING
Quantity: Approximately 100–150 feet
• Make the 30-foot fence a major visual feature rather than treating it like an ordinary
section of trail.
• Outline the top and selected vertical slats.
• Add concentrated colorful lighting, greenery, bows and/or oversized ornaments.
ENTRANCE ARCH
11. STURDY OUTDOOR ARCH STRUCTURE
Quantity: 1
• Approximately 10–12 feet wide.
• Approximately 9–10 feet high.
• Must be securely anchored for outdoor/public use.
12. COMMERCIAL EVERGREEN/GREENERY
Quantity: As needed
• Decorate the arch and create a strong Christmas entrance.
13. LARGE RED BOW / ORNAMENTS / CHRISTMAS DECOR
Quantity: As needed
• Create a recognizable focal point at the entrance.
14. ADDITIONAL C7 LIGHTING FOR ARCH
Quantity: Approximately 50–100 feet
• Coordinate the arch lighting with the colorful trail lighting.
INFLATABLE POWER
15. DEDICATED OUTDOOR GFCI-PROTECTED RECEPTACLE LOCATIONS
Quantity: 4
• Two on each side of the 30-foot landscaping/fence feature.
• Position them so inflatables can be placed without running cords across the
walking trail.
16. OUTDOOR-RATED EXTENSION CORDS
Quantity: 4+
• Use short runs from the dedicated receptacles to the inflatables.
• Exact lengths should be determined after the final layout.
DESIGN APPROACH
The goal is NOT to put a light bulb every foot along all 800 feet.
Instead, create a Christmas experience with several highly visible lighting zones. Use the
brightest and densest lighting at the entrance, around the 30-foot landscaping feature, near
the arch, and at selected portions of both sides of the trail. Use lower-density lighting
between those areas.
This will:
• Reduce electrical load
• Reduce cost
• Make installation easier
• Create visual focal points
• Allow the display to grow each year
• Make the trail feel like a designed Christmas experience rather than simply a trail covered
in lights
ELECTRICAL NOTE
Before installation, have the final circuit layout, electrical load, GFCI protection, receptacle
locations and public-use installation reviewed by a qualified electrician. Divide the
Christmas display into manageable power zones rather than putting the entire installation
on one circuit.

Important Notes
Terms of Sale
This Quote will, if Customer issues a purchase order for the quoted items that is accepted by Supplier, constitute a contract between the
entity issuing this Quote (“Supplier”) and the entity to whom this Quote was issued (“Customer”). Unless otherwise stated herein, pricing is
valid for Thirty (30) days from the date of this Quote. All products, pricing, and other information are based on the latest information available
and are subject to change for any reason. Taxes and/or freight charges listed on this Quote are only estimates. The final amounts shall be
stated on the relevant invoice. Additional freight charges will be applied if Customer requests expedited shipping. Please indicate any tax
exemption status on your purchase order and send your tax exemption certificate to [email protected] or [email protected],
as applicable.
Prices and/or discounts, as applicable, are subject to change: (i) in the event of industry-wide shortages in materials or resources, increases
in the cost of manufacturing, currency fluctuations, changes to government charges or tariffs, or other factors outside Supplier’s control; (ii) in
the event of structural or significant changes in the way Supplier develops its pricing and/or discounting strategy; (iii) if Customer requests
changes to Supplier’s planned delivery date; or (iv) if Customer materially breaches its commitments under this Quote. If such changes
occur, pricing may be adjusted and/or purchase orders may be cancelled by Supplier until the date of shipment, even after an order has
been placed. Supplier will give Customer as much notice of these changes as is reasonably practicable under the circumstances. Supplier
also reserves the right to cancel this Quote and Customer purchase orders arising from pricing errors and/or Customer changes to Supplier’s
planned delivery date.
Entire Agreement – This Quote, including the Governing Terms, Schedules, any Offering Specific Terms incorporated by reference and
each Order, comprises the complete statement of the agreement of the Parties regarding the subject matter thereof, and may be amended
only by written agreement. Terms on any Order or any term or condition on a Customer form have no legal effect and do not modify or
supplement these Terms of Sale.
Governing Terms: This Quote is subject to: (a) a separate written agreement between Customer or Customer’s affiliate and Supplier or a
Supplier´s affiliate to the extent that it expressly applies to the products and/or services in this Quote or, to the extent there is no such
agreement, to the applicable set of Dell’s Terms of Sale (available at www.dell.com/terms or www.dell.com/oemterms), or for cloud/as-aService offerings, the applicable cloud terms of service (identified on the Offer Specific Terms referenced below); and (b) the terms
referenced herein (collectively, the “Governing Terms”). Different Governing Terms may apply to different products and services on this
Quote. The Governing Terms apply to the exclusion of all terms and conditions incorporated in or referred to in any documentation submitted
by Customer to Supplier.
Supplier Software Licenses and Services Descriptions: Customer’s use of any Supplier software is subject to the license terms
accompanying the software, or in the absence of accompanying terms, the applicable terms posted on www.Dell.com/eula. Descriptions and
terms for Supplier-branded standard services are stated at www.dell.com/servicecontracts/global or for certain infrastructure products at
www.dellemc.com/en-us/customer-services/product-warranty-and-service-descriptions.htm.
Offer-Specific, Third Party and Program Specific Terms: Customer’s use of third-party software is subject to the license terms that
accompany the software. Certain Supplier-branded and third-party products and services listed on this Quote are subject to additional,
specific terms stated on www.dell.com/offeringspecificterms (“Offer Specific Terms”).
In case of Resale only: Should Customer procure any products or services for resale, whether on standalone basis or as part of a solution,
Customer shall include the applicable software license terms, services terms, and/or offer-specific terms in a written agreement with the enduser and provide written evidence of doing so upon receipt of request from Supplier.
In case of Financing only: If Customer intends to enter into a financing arrangement (“Financing Agreement”) for the products and/or
services on this Quote with Dell Financial Services LLC or other funding source pre-approved by Supplier (“FS”), Customer may issue its
purchase order to Supplier or to FS. If issued to FS, Supplier will fulfill and invoice FS upon confirmation that: (a) FS intends to enter into a
Financing Agreement with Customer for this order; and (b) FS agrees to procure these items from Supplier. Notwithstanding the Financing
Agreement, Customer’s use (and Customer’s resale of and the end-user’s use) of these items in the order is subject to the applicable
governing agreement between Customer and Supplier, except that title shall transfer from Supplier to FS instead of to Customer. If FS
notifies Supplier after shipment that Customer is no longer pursuing a Financing Agreement for these items, or if Customer fails to enter into
such Financing Agreement within 120 days after shipment by Supplier, Customer shall promptly pay the Supplier invoice amounts directly to
Supplier.
Customer represents that this transaction does not involve: (a) use of U.S. Government funds; (b) use by or resale to the U.S. Government;
or (c) maintenance and support of the product(s) listed in this document within classified spaces. Customer further represents that this
transaction does not require Supplier’s compliance with any statute, regulation or information technology standard applicable to a U.S.
Government procurement.
For certain products shipped to end users in California, a State Environmental Fee will be applied to Customer’s invoice. Supplier
encourages customers to dispose of electronic equipment properly.
Electronically linked terms and descriptions are available in hard copy upon request.
