1. Call the Meeting to Order
The Citizens Police Advisory Committee meeting was scheduled for 7:00 P.M. in the Gisborne Room at Town
Hall and started on time and ended at 8:30pm.

2. Greenwich Police Department Community Impact Section (CIS)
The principal presentation focused on the Greenwich Police Department’s Community Impact Section (CIS),
its community-policing mission, personnel functions, and outreach programs. CIS was described as a
problem-oriented policing function designed to strengthen collaboration among residents, business owners,
community organizations, and law enforcement. Its approach emphasizes identifying root causes of qualityof-life and public-safety concerns and developing practical, longer-term solutions.
The section was described as including one Sergeant, one Detective responsible for Juvenile Matters, two
Community Impact Officers, and two School Resource Officers. Its work combines education, community
engagement, prevention, investigation, referrals, and coordination with other agencies and service providers.

Community Impact Officers (CIO)
Community Impact Officers seek to strengthen communication between the Police Department and
Greenwich residents. Their work includes examining recurring crime or quality-of-life problems, investigating
patterns that affect specific areas of town, and developing longer-term responses. Community groups formed
to support this work meet regularly with CIOs to identify and address local concerns.
Officer Paladino discussed his role as the Community Impact Officer. His responsibilities were described as
including human-services outreach, the Citizens Police Academy, crime prevention, lockdown training, deescalation training, and self-defense classes.
Officer Paladino also trains Mason, a specially trained dog used to provide comfort to people in distress. The
meeting information described Mason as being trained daily and as responding to stress-related cues.

School Resource Officer Program (SRO)
The School Resource Officer Program, in place at Greenwich High School since 2007 in partnership with the
Board of Education, was presented as combining school safety with education, mentorship, relationshipbuilding, and early intervention. Two SROs serve students, faculty, and parents while also acting as police
officers and positive role models within the school community.
Officer Wallace was identified as one of the two officers assigned to Greenwich High School. His role was
described as educator, mentor, and police officer, and he also coaches the boys’ track team. The other SRO
was noted as also contributing to student engagement through coaching the wrestling team.

Domestic Violence Investigations and Support
CIS oversees follow-up work in domestic violence matters, including statutory compliance, victim protection,
court coordination, and complex cases involving serious injury, repeated restraining-order violations, or multiagency intervention. Sgt. Carino is a criminal investigator within CIS who works closely with the YWCA in
support of domestic violence victims. The meeting information characterized domestic violence as the
highest-rate crime category in Greenwich.
The CIS Sergeant also provides Certified Domestic Violence Investigation Training for law enforcement, the
YWCA, and the Civilian Police Academy.
Sgt. Carino oversees Juvenile Services and Delinquency Prevention. The main function addresses juvenile
offenses, status offenses, and other youth-related matters, with an emphasis on intervention, accountability,
guidance, and rehabilitation. The discussion highlighted juvenile delinquency investigations, restorativejustice alternatives, prevention and early intervention, collaboration with support services, and partnerships
with families and schools.

Juvenile delinquency investigations with an emphasis on fair enforcement and rehabilitation.
Restorative justice pathways, including work with the Greenwich Juvenile Review Board (JRB), to provide
community-based alternatives where appropriate.
Early intervention with schools, families, and community organizations to address risk factors before
problems escalate.
Coordination with social workers, mental-health professionals, and local programs for counseling,
mentorship, and rehabilitation services.
Family and school partnerships intended to provide youth with appropriate guidance and structure.

Sgt. Carino also discussed being in contact with Kids in Crisis as part of the Juvenile Services and Delinquency
Prevention function.

Officer Sabrina Diaz discussed overseeing social media and providing updates related to crime statistics,
among other duties.

3. Possible Discussion / Future Subjects / Other Business
Additional topics included police staffing, license plate readers, Freedom of Information Act (FOIA)
matters/backlog, department organization and staffing levels, youth diversion and community partnerships,
social-media communication, crime statistics, and community-police programs.
Chief Heavey stated that he will have a meeting within the coming few weeks with the Governor concerning
license plate readers. The Police Department was also described as currently being short of police officers.
Other matters discussed included: the number of departments/officers, Connecticut law/trust-act or
information-sharing issues, youth diversion and mental-health resources, CAPP timing, and online crime
statistics.

4. Open Public Forum
Following the above, interested Greenwich citizens were granted time to raise subjects of personal interest.
One attendee raised a concern regarding sufficient parking for all residents within their community. Sgt.
Corino addressed the concern.
