PUBLIC HEARING

TITLE:
Property Rezone – 435 Southwest Road

DATE:
October 27, 2026

ITEM NUMBER:
III.
PREPARED BY: Joe Carroll, Community Development Director

VOTE REQUIRED:
Majority

Description:
The property at 435 Southwest Road currently contains a single-family residential structure. The property is a
0.60-acre (26,161 square foot) parcel with 121 feet of frontage on Southwest Road. The property is zoned R-2
One & Two-Family Residential, which allows single-family or duplex structures, but does not allow more than
one principal structure on a lot. The lot is large enough for a duplex and has enough land area and frontage to
be split into two lots (60 feet and 6,000 sq. ft.). However, the location of the existing structure on the lot
doesn’t allow enough lot width for a new lot that would still meet the required setbacks from the existing
structure.
The applicant has submitted a request to rezone the property to R-3 Multi-Family Residential, which allows
more than one principal structure on a lot. The applicant would like to construct an additional single-family
structure on the property just east of the existing structure.
The property is designated as Medium-Density Residential in the Comprehensive Plan. That designation
allows 4 to 14 units per acre, and includes R-1, R-2, R-3 and PUD as recommended zoning districts. The
proposed two structures on the lot would have a density of 3.3 units per acre, which is well below the
maximum density suggested by the Comprehensive Plan. The R-3 district is also appropriate for properties
with that designation.
In the opinion of Staff, the R-3 district is appropriate for this property based on the medium-density
designation in the Comprehensive Plan, the current uses of the nearby properties, and the R-3 classification of
the nearby properties.
Budget/Fiscal Impact:
None.
Recommendation:
Staff recommends approval of the request to rezone the property at 435 Southwest Road to R-3 Multi-Family
Residential.
The Plan Commission voted 3-1 to recommend approval of the rezoning request.
Sample Affirmative Motion:
“Motion to approve rezoning the property at 435 Southwest Road to R-3 Multi-Family Residential.”

The Common Council of the City of Platteville do ordain as follows:
Section 1. The Zoning Map, which is part of the Official Zoning Ordinance of the City of Platteville, is
hereby amended as follows:
The following described area which was zoned R-2 One & Two-Family Residential District is hereby

INFORMATION AND DISCUSSION
A. Rezoning Request for 435 Southwest Road- Community Development Director Joe Carroll
explained that the property at 435 Southwest Road currently contains a single-family residential
structure. The property is a 0.60-acre (26,161 square foot) parcel with 121 feet of frontage on
Southwest Road. The property is zoned R-2 One & Two-Family Residential, which allows singlefamily or duplex structures, but does not allow more than one principal structure on a lot. The lot

designated as Medium-Density Residential in the Comprehensive Plan. That designation allows 4

to 14 units per acre and includes R-1, R-2, R-3, and PUD as recommended zoning districts. The
proposed two structures on the lot would have a density of 3.3 units per acre, which is well below
the maximum density suggested by the Comprehensive Plan. The R-3 district is also appropriate
for properties with that designation. In the opinion of Staff, the R-3 district is appropriate for this
property based on the medium-density designation in the Comprehensive Plan, the current uses of
the nearby properties, and the R-3 classification of the nearby properties. The Plan Commission
voted 3-1 to recommend approval of the rezoning request. It was noted that one community
member came to the Plan Commission and voiced his concerns about parking. Staff recommends
approval of the request to rezone the property at 435 Southwest Road to R-3 Multi-Family
Residential. There will be a public hearing. Director Carroll answered questions.
B. Emergency Communications Services – Interim Transition with Grant County- City Manager Caz
Muske gave an update regarding the interim transition of emergency communications services
between the City of Platteville and Grant County. Police Chief Josh Grabandt explained that an
upcoming Police Department staffing change prompted an accelerated operational transition to
maintain reliable, uninterrupted emergency communications services. Effective October 12, 2026,
Grant County assumed responsibility for Platteville's 911 call handling and emergency services
paging, 24 hours a day, seven days a week. Grant County will assume designated weekend
dispatch responsibilities while Platteville Police Department personnel continue providing
weekday coverage. The final implementation schedule is being coordinated between the City and
County. A draft interim Memorandum of Understanding (MOU) outlining operational
responsibilities between the City and Grant County is attached for informational purposes. The
agreement remains under review, and no Council action is requested at this time. The interim
arrangement does not constitute permanent consolidation. Discussions regarding a long-term
emergency communications framework remain ongoing. The City prepared a press release dated
October 9, 2026, outlining the operational transition. Public messaging emphasizes that residents
should continue calling 911 for emergencies and that the Police Department's non-emergency
number, 608-348-2313, remains operational. During a September 30, 2026 meeting, the
Wisconsin Department of Revenue (DOR) identified two mutually exclusive levy-limit
approaches for consolidation. Municipal Levy Transfer, which would reduce the City's levy
capacity based on its existing dispatch expenditures, with a corresponding adjustment for Grant
County. Countywide Consolidation Adjustment, which would preserve the City's levy capacity
while allowing Grant County to establish additional levy authority based on the cost of providing
countywide dispatch services, as determined by DOR. DOR did not recommend either approach
but acknowledged greater County flexibility under the countywide consolidation option. The
adjustment is generally a one-time levy-limit adjustment, with future capacity determined through
subsequent annual levy-limit calculations. Additional levy authority does not automatically
increase property taxes. For the long-term funding framework, staff strongly recommends that
Grant County pursue the countywide consolidation adjustment to preserve the City's levy capacity
while providing the County greater flexibility in funding countywide emergency communications
services. Final funding arrangements remain subject to coordination with Grant County and DOR.
City Manager Muske and Police Chief Grabandt answered questions.
ADJOURNMENT
Motion by Kopp, second by Badger to adjourn. Motion carried on a 6-0 roll call vote. The meeting was
adjourned at 6:36 P.M.

price hikes related to current conflicts in the Middle East.

•

Standardizing predictions through a 100LL bulk discount was discussed as a
stabilizing measure.

•

The Airport Manager presented an average forecasting analysis to account for outof-control variables, demonstrating a strong understanding of fuel pricing dynamics.

•

The board explored contingency plans for various future projects discussed over the
past year.

➔ The budget plan will be distributed for review, with Secretary Kaleb Regoli
following up as needed, ahead of a formal vote in October.
Office Air Conditioner & Heating:
•

The office air conditioner was successfully replaced by a Dubuque-based company
due to long-standing issues with the system and coils, coordinated by Bill and
Nathan.

•

The HVAC technician also proposed a solution for the ongoing heating issues,
which the manager is now pursuing.

The board reviewed several installation quotes, noting a $5,000 variance between
the minimum ($10,000) and maximum ($15,000) estimates.

completing the installation before the end of the year.

A small hole has been developed near the new installation.

➔ The Chairman recommended applying a plug to amend the issue, noting that
sandbags remain a viable backup solution if the situation worsens. The area will
be actively monitored.
Box Hangar Close-Out:
•

The Bureau of Aeronautics (BOA) informed the Chairman that the final $120,000
close-out is now expected in January 2027 rather than October.

➔ The commission noted that BOA representative Dan is no longer affiliated with

for improved responsiveness.

Description:
Following the October 13 and 20 budget work sessions, staff offers five considerations underlying the FY2027 City
Manager Proposed Budget. Developed through departmental review and financial analysis, the proposal balances
Council priorities, essential services, taxpayer impact, and long-term obligations.

Key Budget Considerations:
1. Maintain Essential Services - Maintains core municipal services without adding positions, while recognizing the
ongoing operating and maintenance responsibilities associated with existing and newly added amenities.
2. Exercise Fiscal Discipline - Directs departments to maintain generally flat operating budgets, identify efficiencies,
and evaluate requests based on necessity, funding, and tradeoffs. Not all requested expenditures were included.
3. Support Workforce Stability - Recognizes that the quality and continuity of municipal services depend on a
supported, capable, and stable workforce. The City's compensation study identified existing wage disparities and
established a foundation for improvement, but did not fully resolve those gaps. Historical wage adjustments
have not consistently kept pace with inflation, and insufficient future adjustments risk widening existing
compensation disparities. The proposed 3.5% general wage schedule adjustment represents a measured
investment in recruitment, retention, and workforce stability, while remaining below the 3.76% historical
average CPI reflected in the City's wage and inflation analysis (U.S. Bureau of Labor Statistics, Consumer Price Index) and
recognizing the City's long-term financial capacity.
4. Focus on Infrastructure Stewardship - Prioritizes maintenance, safety, and existing assets through the FY2027–
2031 Capital Improvement Plan, while accounting for the ongoing responsibilities of recently added amenities
and exercising restraint on new capital commitments.
5. Balance Taxpayer Impact and Long-Term Sustainability - Recognizes rising personnel, insurance, operating, and
debt costs while balancing the financial impact on taxpayers, meeting current service obligations, and preserving
capacity for future needs.
Strategic Plan Alignment - The budget is a financial implementation tool for Council-established priorities, while also
funding essential operations, legal obligations, and asset preservation. Not every expenditure directly advances a specific
strategic objective; collectively, these investments sustain the City’s capacity to pursue its long-term goals.

Recommendation:
Staff recommend that the Common Council approve the FY2027 City Manager Proposed Budget for advancement to the
required public hearing and final adoption process.

Sample Affirmative Motion:
“I move to approve the FY2027 City Manager Proposed Budget for advancement to the required public hearing and final

Contract 9-26 – Snow and Ice Removal
DISCUSSION
ITEM NUMBER:
VIII.A.
PREPARED BY: Howard B. Crofoot, P.E., Director of Public Works

DATE
October 27, 2026
VOTE REQUIRED:
None

Description:
There is an Ordinance requiring property owners to remove snow and ice from public sidewalks that abut their
properties. If the property owners fail to do so, the City is authorized to have the snow/ice removed and the
cost billed to the owner plus an administrative fee. In the past, staff has requested bids from local contractors
to perform the snow/ice removal. This year, the request for bids went out and were mailed to contractors
who have done it in the past. The City received one bid from Holman Lawn Care & Snow Removal, LLC.
Budget/Fiscal Impact:
The bid is for $150.00 per sidewalk, regardless of length or width for snow removal only. There would be an
additional charge of $100.00 above the basic charge if the contractor must salt and scrape the sidewalk. The
City also imposes a $60 administrative fee in the 2025 Administrative Fee Schedule. This would mean the
property owner is charged $210 for snow only or $310 for snow and ice with salting and scraping.
The alternative would be to establish a price for the Parks Division people to do shoveling. The biggest
downside is that if there were a lot of properties that needed shoveling or there was a large or continuous fuel
event, it would take longer. The Parks team still must remove snow from sidewalks next to City properties,
and in alleys and parking lots.
Recommendation:
Staff recommends award Contract 9-26 Snow and Ice Removal to Holman Lawn Care & Snow Removal, LLC for
the bid price of $150 per location for snow removal only and $250 per location for snow and Ice removal.
Sample Affirmative Motion:
“I move to award Contract 9-26 Snow and Ice Removal to Holman Lawn Care & Snow Removal, LLC for the bid
price of $150 per location for snow removal only and $250 per location for snow and Ice removal.”

Contract 25-26 Fuel Supply 2027 – 2029
DISCUSSION
ITEM NUMBER:
VIII.B.
PREPARED BY: Howard B. Crofoot, P.E. Director of Public Works

DATE
October 27, 2026
VOTE REQUIRED:
Majority

Description:
Our current fuel contract with Allegiant Oil expires on December 31, 2026. Staff solicited bids for fuel for both
the City and UW-Platteville. Two fuel suppliers returned bids that were opened on October 20, 2026. The Bid
Tabulation is enclosed. The prices listed are the price above wholesale prices including applicable taxes. As
the wholesale price varies due to market forces, the fuel supplied gets a markup for delivery costs and profit.
The previous contract also included fuel deliveries for UW-Platteville on campus and at the Farm. The
proposed contract continues the practice. Staff have received an email from UW-Platteville staff that they
would like to continue the cooperative agreement.
For our main tank at the Street Garage on Valley Road, Allegiant has a monitor to tell them when we need
fuel. Other locations, such as the Wastewater Plant, require staff to contact them for fuel delivery. UWPlatteville staff request fuel deliveries as well.
Budget/Fiscal Impact:
The current contract was for 2024 – 2026. Allegiant was awarded the contract at a price of $0.12 per gallon
over wholesale. The bid price for 2027 – 2029 is quoted at $0.18 over wholesale. Mulgrew Oil bid $0.29 per
gallon over wholesale. In 2025 the Street Division purchased over 41,000 of all grades of fuel. The additional
markup would add just under $2,500 to the fuel budget. Staff believes the variation in the wholesale price has
more impact on the budget than the $0.06 per gallon additional markup from the 2024 – 2026 contract to
proposed 2027 – 2029 contract.
Recommendation:
Staff recommends the Common Council pass a motion to award Contract 25-26 to Allegiant Oil at the bid price
of $0.18 per gallon over wholesale price.
Sample Affirmative Motion:
“Move to award Contract 25-26 to Allegiant Oil at the bid price of $0.18 per gallon over wholesale price.”
