The regular meeting of the Monona City Council was called to order by Mayor Moore at 7:00 p.m.
Present:

APPROVAL OF MINUTES
Motion by Alder Bernstein, seconded by Alder Radermacher, to approve the minutes of the
November 17, 2025, December 1, 2025, and December 15, 2025, City Council meetings. Motion

G.2.a Consideration of Resolution 26-1-2853 Authorization to Order Hooklift Truck with Leaf
Vacuum and Snow Removal Equipment Package.
Director Stephany explained that the approved 2026 Capital Budget included $530,000 for a Hooklift
Truck with leaf vacuum and snow removal equipment package. The updated truck price, subject to
change is $537,934. A $10,000 payment is required to order the chassis with the balance due when the
chassis is received for upfitting. Upfit costs include front plow and wing and associated controls. Delivery
is expected within 24 months
G.2.b Consideration of Resolution 26-1-2854 A Final Resolution Authorizing Public Work and
Levying Special Assessments Against Benefited Properties Regarding Street Improvements
to Arrowhead Drive.
Director Stephany explained that the Public Works Committee on December 3 and City Council on
December 15 approved the preliminary assessment resolution. The assessment policy, as determined by
city ordinance, has a cost share of 60% to property owners and 40% to the city. Up to 20% of costs for
engineering, contingency and administration can be added to assessment costs. Residents can pay in full
within 45 days without interest or pay over eight years with annual installments on the tax roll each year,
at 1% plus the borrowing rate. The total assessable cost is $203,584, which comes out to a property owner
cost of $103.28 per foot.
G.2.c
Consideration of Resolution 26-1-2855 Authorizing an Application with the Wisconsin
Economic Development Corporation for an Idle Sites Redevelopment Grant.
Director Plowman explained that the Idle Site Redevelopment Program offers grants up to $250,000 to
Wisconsin communities to implement redevelopment plans for large commercial, institutional or
industrial sites that have been idle, abandoned, or underutilized for a period of at least five years. The
GDP and PIP for the second phase for Northpointe. The development includes 55 units of age restricted
Low Income Housing Tax Credit (LIHTC) units with one and two-bedroom apartments. The grant would
be paid to the city and passed through to the developer, with no city match required. Grant funds go to the
project as a whole but offset costs related to challenging soil, demolition, land purchase costs, and parking
lot.
Motion by Alder DePula, seconded by Alder Radermacher, to suspend the rules and take action
on Resolution 26-1-2855. Motion carried.
Motion by Alder Wood, seconded by Alder DePula, to approve Resolution 26-1-2855. Motion
carried.
G.2.d Convene in Closed Session under Wisconsin Statute section 19.85(1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons require a closed session
(Potential Sale of Maywood School Property) and section 19.85(1)(g) Conferring with legal counsel
for the governmental body who is rendering oral or written advice concerning strategy to be
adopted by the body with respect to litigation in which it is or is likely to become involved
(Walgreen Co. vs. City of Monona).
Motion by Alder Wood, seconded by Alder DePula, to convene in Closed Session. On a roll call
vote, all members voted in favor of the motion.

AUTHORIZATION TO ORDER HOOKLIFT TRUCK WITH LEAF VACUUM AND
SNOW REMOVAL EQUIPMENT PACKAGE
WHEREAS, the 2026 Capital Budget includes funding for the purchase of a hook lift chassis with snow
removal and leaf vacuum collection equipment; and,
WHEREAS, specifications and pricing were received from Macqueen in July of 2025 and reviewed
during the 2026 Capital Budget Review process; and,
WHEREAS, the current price estimate is $537,934 and is subject to change. Due to the 24-month
window for expected delivery, price adjustments in the 2027 Capital Budget process are expected; and,
WHEREAS, the Public Works Committee reviewed the Maqueen proposal at the January 7, 2026,
meeting and recommends approval to order the hook lift truck with the snow removal and leaf vacuum
collection equipment packages as specified in the quote and with the understanding that a price
adjustment will be required due to the 24-month order window.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Monona, Dane
County, Wisconsin, that the Public Works Department is hereby authorized to order one hook lift truck
with snow removal and leaf vacuum collection equipment packages for the current estimated price of
$537,934.

Policy Analysis Statement:

A FINAL RESOLUTION AUTHORIZING PUBLIC WORK AND LEVYING SPECIAL
ASSESSMENTS AGAINST BENEFITED PROPERTIES
REGARDING STREET IMPROVEMENTS TO ARROWHEAD DRIVE
WHEREAS, the Common Council adopted a preliminary resolution on December 15, 2025, declaring its
intention to exercise its police power pursuant to Section 66.0703 of the Wisconsin Statutes to levy
special assessments upon properties within a described assessment district for special benefits accruing to
such properties for Street Improvements to Arrowhead Drive (“the Project”); and,
WHEREAS, the Director of Public Works caused to be prepared a report describing the project plans, an
estimate of the cost of the project, and the proposed assessments (“the Report”), which is incorporated
herein by reference and available for inspection and copying during normal business hours at City Hall;
and,
WHEREAS, the Common Council held a public hearing on January 5, 2026, for the purpose of hearing
all interested persons concerning the preliminary resolution and Report concerning the Project and
preliminary assessments against the benefitted properties, and heard all persons who desired to speak at
the hearing.
NOW THEREFORE, the Common Council of the City of Monona, Dane County, Wisconsin, hereby
resolves as follows:
1. The Report pertaining to construction of the above described public work, including plans
specifications therefore, is hereby adopted and approved.
2. The public work to be performed pursuant to the Report are hereby authorized and approved. The
Common Council hereby finally determines to proceed with the public work and directs that it be
carried out and paid for in accordance with this Resolution and the Report.
3. The Director of Public Works shall advertise for bids and supervise construction of the improvements
in accordance with the Report.
4. Payment for the cost of the Project shall be made assessing 60% of the assessable costs to the
properties benefitted as indicated in the Report.
5. The assessments shown in the Report, representing an exercise of the police powers, are determined
to be based on a reasonable basis and are hereby confirmed.
6. The assessments for all projects included in the Report are hereby combined as a single assessment,
but any interested property owner may object to each assessment separately or all assessments jointly
for any purpose.
7. The special assessments may be paid forty-five (45) days after the date of completion of the project
without an interest charge. Otherwise, the costs may be paid in annual installments with a yearly
interest charge on the unpaid balance. Any unpaid balance remaining after the due date will be
divided into eight (8) annual installments. Each subsequent installment will be placed on subsequent
tax rolls with interest per annum on the remaining unpaid balance. The first of these installments will
be placed on the tax roll of the year following project completion. Interest shall be calculated at the
rate of 1% plus the 2026 borrowing interest rate.

8. The City Clerk is directed to publish this resolution as a Class I notice in the official paper and mail a
copy of this resolution and a statement of the final assessment against the benefited property to every
property owner whose name appears on the assessment roll whose post office address is known or can
with reasonable diligence be ascertained.

Arrowhead Drive Improvements
Street to be Reconstructed
Arrowhead Drive – Wyldhaven Avenue to Vogts Lane
Project Description
Plans for Arrowhead Drive include new concrete curb and gutter, a reconstructed street
section (stable earth subbase, gravel base, and asphalt surface pavement), and
landscape restoration behind the new curb. The reconstructed street section and new
curb and gutter are subject to special assessment. Any lawn landscape area disturbed
by street construction will be regraded and filled with topsoil. Grass areas will be
reseeded and topped with straw matting. If necessary, portions of driveways will be
rebuilt to match new street elevations and/or to repair driveway disturbance due to street
reconstruction. Driveway replacement materials will be such as to equal existing
driveway materials located between the property line and the curb (gravel for gravel,
asphalt for asphalt, concrete for concrete). Properties to be assessed are benefitted
from new curb and gutter and a reconstructed street with asphalt pavement. Other
improvements included in the project, but not subject to special assessment, are
repaired or lined sanitary sewer main, new water main and repairs to the storm main.
Assessment Policy
The street improvements to Arrowhead Drive are subject to the City’s ordinance and
policy of special assessments for street improvements, Chapter 395-4-H of the City of
Monona Code of Ordinances.
In streets reconstructed, the City shall assume 40% of the cost of improvement, and the
abutting property owner shall assume the 60% balance of such cost, according to the
following formula: The cost for the initial construction of a "standard street" shall be
apportioned 40% to the City and 60% to abutting property owners. The cost for
subsequent reconstruction of a standard street shall be paid by the City. The cost for
reconstruction of a nonstandard street shall be paid by the abutting property owners,
unless the Council determines to apportion the cost otherwise. Costs shall be assessed
according to the following formula in Chapter 395-4-H-7:
(1) The cost per assessable front foot of property involved is the total cost as outlined in
Subsection (7) below of the improvement divided by the total assessable footage.
(2) On corner lots, the front footage (i.e., the width of narrow side) shall be assessed in
full; the side footage (i.e., the depth or length of the lot) shall be assessed at 50% of
the length of the "long side at the street."
(3) A lot fronting on two streets shall be assessed in the following manner:
(a) If such is not divisible into another (or more) buildable lot(s), the front frontage
shall be assessed in full and the rear frontage shall be assessed at 50% of its
rear frontage.

(b) If such lot is divisible into another or more buildable lots, both front and rear
frontages shall be assessed in full.
(4) Nondivisible lots fronting on a dead-end street or lots on culs-de-sac, with less than
60 feet of frontage, shall be given a benefit assessment of 60 feet.
(5) An interior "pie-shaped" lot shall be assessed at 50% of its frontage, but in no case
shall the assessment be for less than 60 feet. A "pie-shaped" lot is defined as a lot
having only three sides. An "interior lot" is defined as any lot not being on a corner of
two streets.
(6) Any time a lot is assessed for special assessments, there shall be a minimum
assessment based on 60 feet of frontage, regardless of any other provision of this
Code.
(7) In streets reconstructed in the City, the abutting property owner shall assume 60% of
the cost of street improvements based Monona’s standard street profile. The costs
shall be computed on the basis of the average actual unit quantity bid prices for
street projects let by the City in the year of construction. Notwithstanding the
provisions of this section, no person shall pay an assessment which, when added to
any state or federal funding for such project, causes the revenues to exceed the cost
of the project. If possible, the unit quantities for the specific project being assessed
shall be used. The costs include, but are not limited to, up to 20% added on for City
engineering, contingency and administrative costs. The City shall assume all
remaining project costs beyond the abutting property owners' 60% share of the
typical street cross section.
Assessment Payment Policy

Public Information and Notification
The Monona Public Works Committee held a Public Informational Meeting concerning
the project on November 5, 2025 at the Monona Community Center. All potentially
affected property owners were notified of this meeting by mailed notice, and a notice of
the meeting was published in The Leader/Herald Independent.
The Monona City Council will hold a Public Hearing on January 5, 2026 for the purpose
of hearing all those persons, either for or against, the proposed project and levying of
special assessments.
All affected property owners were notified of this public hearing by mail, with legal
publication as a Class I notice on Thursday, December 4, 2025, in The Leader/HeraldIndependent.

PLEASE TAKE NOTICE that the Monona Common Council has declared its intention to
exercise its police power in accordance with §66.0703, Stats., to levy special assessments upon
property within the following described assessment district for benefits conferred upon the
property by the improvement of the following streets and the installation of curb and gutter
thereon:
ASSESSMENT DISTRICT
All property fronting on both sides of Arrowhead Drive from the intersection of
Wyldhaven Avenue to the intersection of Vogt Lane, including full width of the street,
within the City of Monona.
A report showing the plans and specifications, estimated cost of improvements and
proposed assessments is on file in the City Clerk’s office and may be inspected there during any

complete improvements to Arrowhead Drive. The project scope includes reconstructing the street
and installation of curb and gutter.
As per chapter 395-4 of the Monona Code of Ordinances, the street improvements for Arrowhead
Drive are subject to special assessments, to be levied upon abutting properties. The assessment
for each property will be based on the amount of assessable frontage per property. The proposed

The regular meeting of the License Review Committee for the City of Monona was called to order by
Chair Wood at 4:01 p.m.

questions regarding Mr. Torre’s operator license application.
Motion by Mr. Kimmell, seconded by Mr. Kramarz, to approve the 2025/2027 Operator
License Application for Josh Torre, Madison, WI 53713. Motion carried.

Consideration of 2025/2026 Class “B” Fermented Malt Beverage and “Class B” Liquor
Licenses for Topgolf USA MW, LLC, 8750 N Central Expressway, Suite 1200, Dallas, TX
75231, DBA Topgolf 6400 Gisholt Drive.
Topgolf Director of Real Estate and Development, Todd Waldo, informed members that the Monona
location will be the company’s first location in Wisconsin. The requested premise for the main alcohol
license is the entire structure, as there will be food and alcohol service in the indoor bar/restaurant, outdoor
patio, and all 72 hitting bays. Mr. Waldo expects that the location could accommodate up to 600 patrons on
a busy night and promotes a family-friendly environment where patrons feel safe and secure.
Discussion centered around Topgolf’s request for variances to its patio permit. The outdoor patio will be
located directly adjacent to the bar/restaurant, and patrons must access the patio from the bar/restaurant.
The patio will not be accessible from the outside except for emergency access. A five-foot fence will
enclose the patio, and there will be surveillance cameras on the patio. While Monona’s current ordinance
requires that patios must close by 9:00 pm, Topgolf is requesting that their outdoor patio hours match the
hours of the rest of the premise and be open until up to 2:00 am every day of the week. Current business
hours will be 9:00 am to midnight, 1:00 am, or 2:00 am, depending on the night of the week.

The patio will contain both a covered and uncovered portion. As the covered portion is planned to seat 55
patrons and the uncovered portion will seat 48, Topgolf is asking for a variance from the City ordinance
requirement that patio capacity cannot exceed 40 seats. Both areas will contain a mix of tables and lounge
seating.
Topgolf is also requesting an exemption from the ordinance requirement that alcohol may only be sold to
and consumed by patio patrons seated at tables. While Topgolf anticipates that they will be able to provide
table service to the patio at some times, they request that patrons be allowed to purchase alcohol at the
indoor bar and bring it out to the patio to consume. Mr. Waldo described that roughly floor-to-ceiling
windows will overlook the patio from the bar/restaurant, and bartenders will be able to observe patio
patrons via those windows. He also stated that while there will not be an attendant physically stationed on
the patio, managers and employees continually circulate throughout the building and the patio, and
bartenders are vigilant about asking for ID’s at the bar. Patio access, however, will not be restricted to those
over 21.
Chief Chaney suggested that because Wisconsin has a different drinking culture than other states, Topgolf
may want to consider wrist bands or another way to differentiate between patrons who are and aren’t 21 to
aid enforcement during peak times.
Motion by Ms. Mueller, seconded by Ms. Wartenweiler, to approve 2025/2026 Class “B”
Fermented Malt Beverage and “Class B” Liquor Licenses for Topgolf USA MW, LLC, 8750 N
Central Expressway, Suite 1200, Dallas, TX 75231, DBA Topgolf 6400 Gisholt Drive for the period
of July 1, 2026–June 30, 2027. Motion carried.
Motion by Ms. Mueller, seconded by Ms. Wartenweiler, to approve expansion of patio capacity to
103; to allow alcohol to be served until 2:00 am; and to allow alcohol service without the
requirement of patrons being seated at a table. Motion carried.

Ms. Kimmell reported that Chrissy Kahl has been hired as the City Clerk. She will begin her employment on
January 26, 2056.

APPROVING AN EMPLOYMENT AGREEMENT
FOR THE POSITION OF CITY CLERK
WHEREAS, a vacancy exists in the position of City Clerk; and,
WHEREAS, the City has concluded a comprehensive search to fill the position; and,
WHEREAS, after carefully reviewing the applications submitted and interviewing selected candidates,
the Mayor, based on the recommendation of the City Administrator, has appointed Christina M. Kahl to
the position of City Clerk; and,
WHEREAS, the City has negotiated the terms of employment with Ms. Kahl as set forth in the attached
employment agreement, and Ms. Kahl has agreed to said terms.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Monona, Dane
County, Wisconsin hereby approves the attached employment agreement, and the City Administrator is
authorized to execute the agreement.

EMPLOYMENT AGREEMENT
This agreement for employment of a City Clerk is entered into as of the last date of signature below, by
and between the CITY OF MONONA (hereafter “CITY”) and Christina M. Kahl (hereafter
“EMPLOYEE”). The CITY hereby appoints and hires EMPLOYEE as the City Clerk, and the
EMPLOYEE hereby accepts such appointment and employment, under the terms and conditions set forth
herein.
ARTICLE I
DUTIES AND RESPONSIBILITIES OF EMPLOYEE
EMPLOYEE shall have those duties and responsibilities as set forth in § 62.09(11) of the Wisconsin
Statutes, § 103-2 of Monona Municipal Code, and the job description established by the City of Monona
relative to the position of City Clerk. EMPLOYEE shall be responsible to the City Administrator, subject
to the policy direction of the Mayor and Council.
ARTICLE II
SALARY
In consideration of the EMPLOYEE diligently and faithfully fulfilling the duties set forth herein, the
CITY agrees to pay the EMPLOYEE an annual salary in the gross amount of $96,000. The EMPLOYEE
shall be considered a salaried, exempt employee for federal and state wage and hour purposes. The salary
shall be payable in installments at the time and frequency paid to other CITY non-represented employees
based on the CITY Personnel Policy Manual. Salary payments shall be subject to withholding and other
applicable taxes as required by law. The salary may be increased or decreased at the discretion of the
Common Council based on annual performance evaluations and the best interests of the CITY.
ARTICLE III
HEALTH INSURANCE
The CITY agrees to provide a health insurance plan for the EMPLOYEE. The health insurance plan shall
have the same benefits as are currently in effect for other non-represented employees of the City of
Monona, as may be subsequently modified by the CITY.
ARTICLE IV
RETIREMENT BENEFITS
The CITY agrees to pay the Employer Contribution to the Wisconsin Retirement Fund for which other
full time employees of the City of Monona are eligible. The CITY will provide life insurance for the
EMPLOYEE in a death benefit amount equal to the amount provided to its other non-represented
employees.
ARTICLE V
VACATIONS HOLIDAYS, PERSONAL LEAVE, SICK LEAVE AND FUNERAL LEAVE
The EMPLOYEE shall begin her employment with a bank of 80 hours of vacation (16 hours of which
will be used to accommodate a pre-hire commitment on January 29–30) and 40 hours of sick leave.
Thereafter, the EMPLOYEE shall earn floating holidays, sick leave, and funeral leave at the rate as set
forth in the CITY Personnel Policy Manual for non-represented employees. Vacation shall be earned at
the rate as set forth in the CITY Personnel Policy Manual for non-represented employees, except that the

EMPLOYEE will begin her employment earning at the rate for employees who have completed one year
of service.
ARTICLE VI
MILEAGE REIMBURSEMENT
The EMPLOYEE shall have use of a CITY-owned vehicle for work-related duties, subject to the terms of
use under the Personnel Employee Manual. If a CITY-owned vehicle is unavailable, EMPLOYEE will
receive reimbursement at the IRS mileage reimbursement rate for personal vehicle usage for CITYrelated travel, under the same policies which are utilized to reimburse other City employees for use of
personal vehicles for City business.
ARTICLE VII
PROFESSIONAL FEES
CITY shall be responsible for the payment of EMPLOYEE'S costs of maintaining membership in
associations approved by the City Administrator, whenever sufficient funds are available and if
authorized by the Common Council through the normal budgetary process.
ARTICLE VIII
APPOINTMENT, TERM OF EMPLOYMENT AND TERMINATION
This Agreement and the Employee’s employment hereunder is for an indefinite term, commencing on
January 26, 2026, subject to termination as set forth below..
The EMPLOYEE is appointed in the unclassified service as an “at will employee” for an indefinite term.
The EMPLOYEE may be terminated at any time without reason or notice, with or without cause, by a
majority vote of the Common Council. The EMPLOYEE may resign the position for any reason.
TERMINATION WITHOUT CAUSE. If the EMPLOYEE is terminated without cause, the EMPLOYEE
shall receive a total of three (3) months’ written termination notice or severance compensation in lieu-ofnotice in a proportion as determined by the Common Council. Severance compensation shall be paid at
the EMPLOYEE's current salary, subject to withholding and other applicable taxes as required by law,
but exclusive of all fringe benefits except as may be required by law, payable at the time of normal CITY
pay periods. Payment shall cease upon the EMPLOYEE becoming re-employed or at the end of the
aforementioned period of notice and/or severance compensation, whichever is sooner.
TERMINATION WITH CAUSE. If the EMPLOYEE is terminated for cause, as defined in section
17.001 of the Wisconsin Statutes, the EMPLOYEE shall be terminated immediately upon written notice.
The EMPLOYEE shall be paid through the last day worked but shall not be entitled to any other
compensation.
TERMINATION/RESIGNATION BY THE EMPLOYEE. The EMPLOYEE may terminate this
Agreement by giving the CITY a minimum of 30 calendar days’ written notice prior to the EMPLOYEE's
final day of employment. The EMPLOYEE's final day of employment shall be defined as the last day of
actual work in service to the CITY. If the EMPLOYEE fails to give the CITY thirty (30) calendar days’
written notice, the EMPLOYEE shall be liable for liquidated damages in the amount of his or her gross
salary equivalent to thirty (30) days.

ARTICLE IX
PERFORMANCE EVALUATION
A review of the EMPLOYEE’S performance shall be conducted at least once annually by the City
Administrator according to procedures and criteria determined by the City Administrator. The review
shall include an evaluation of the EMPLOYEE’S performance in accomplishing such goals and
objectives as the City Administrator may establish, from time to time, which shall be generally attainable
given the annual operating and capital budgets of the City and the other resources and time available to
the EMPLOYEE. The review process shall provide to the EMPLOYEE an adequate opportunity to
discuss the evaluation with the City Administrator.
ARTICLE X
OUTSIDE EMPLOYMENT
The employment provided by this Agreement shall be the EMPLOYEE’S sole employment.
EMPLOYEE may engage in activities outside the employment, such as teaching and consulting, provided
that such activities do not impede or interfere with the EMPLOYEE’S employment responsibilities
hereunder, do not result in a conflict of interest and are approved by the City Administrator after
consultation with the EMPLOYEE.
ARTICLE XI
MISCELLANEOUS
SEVERABILITY: If any Article or section of this Agreement, or any supplements thereto should be held
invalid by operation of law or by any tribunal of competent jurisdiction or if compliance with or
enforcement of any matter herein should be restrained by such tribunal, by operation of law, then the
remainder of this Agreement and any supplements thereto shall not thereby be affected unless the deletion
of such provision would result in such a material change so as to cause completion of the transactions
contemplated herein to be unreasonable.
DELAYS AND WAIVER: The failure of any party to insist in any one or more instances upon the
performance of any of the terms, covenants or conditions of this Agreement shall not be construed as a
waiver or relinquishment of the future performance of any other term, covenant or condition, but the
defaulting party’s obligation with respect to future performance of any other terms shall continue in full
force and effect. The failure of any party to take any action permitted by this Agreement shall not be
construed as a waiver or relinquishment of its right thereafter to take such action.
NEUTRAL CONSTRUCTION: The parties acknowledge that this Agreement is the product of
negotiations between the parties and that, prior to the execution hereof, each party has had full and
adequate opportunity to have it reviewed by, and to obtain the advice of, its own legal counsel. Nothing
in this Agreement shall be construed more strictly for or against either party because that party’s attorney
drafted this Agreement or any part hereof.
ASSIGNABILITY: This rights and obligations of the parties under this Agreement are personal and not
assignable.
ENTIRE AGREEMENT: This Agreement sets forth the entire agreement and understanding between the
EMPLOYEE and the CITY relating to the subject matter herein and supersedes all prior discussions or
representations between them, whether written or oral. No modification of or amendment to this
Agreement, nor any waiver of any rights under this Agreement, will be effective unless in writing signed
by the EMPLOYEE and the CITY.

the laws of the State of Wisconsin.

OPERATIONS DIVISION
In December of 2025, the Operations Division handled 22 vehicle crashes and issued 169
traffic warnings, 54 traffic citations, and 46 parking tickets. Our total number of calls for
December was 1048 calls for service.

Training
Officer Flora completed 40 hours of NIBIN training, from December 1-5th, held at the
Madison Police Department.
Officer Wunsch attended 32 hours of training for the ALERRT conference, from
December 7th-10th, held in San Marcos, Tx.
Members of the Monona Community Response Team (CRT) conducted 4 hours of
training, on December 16th, at the Madison Police Department training center.
Officer Hoffman and K9 Jakko attended 16 hours of monthly K9 training.
Officer Mashak completed Reid Technique for Patrol officers training.
Officer Mashak completed 8 hours of online training for Mastering Proactive Policing for
Patrol.
Officer Mashak completed 1 hour of online training for Seconds for Survival Mini
Course.
Retail Thefts
There were 14 retail theft cases in December. Around 15 cases are typical in a month.
These cases can be time-consuming if the suspect flees and follow up outside the city is
necessary.
Citizen Complaints
There were no formal personnel complaints in December.
Community Outreach, Goals and Training
The Monona Police Department is committed to providing the highest quality of service
to our community members. This includes responding to reports of traffic concerns from
our community to increase our presence and provide enforcement and education for
improved safety. This month, our patrol officers conducted Directed Patrols 95 times
in areas of reported traffic concerns.
During their shift, officers also conduct security checks of businesses, parks, and
residential vacation checks. Officers check in with staff members of open businesses to
discuss any problems that exist and check the security of closed businesses, city parks
and the residence of citizens on vacation. Officers completed 35 security checks in the
current month.

Throughout the year our members also participate in numerous community engagement
events. These engagement events provide our staff with an opportunity to meet our
community members and build relationships through participation in community events.
These events range from our National Night Out event, co-hosted with the Monona Fire
Department and Monona Parks and Recreation Department, to the annual MESBA Chili
Cookoff, reading to children at the Monona Library, as well as many other public events
too numerous to list. During the current month, our members participated in 12
community engagement events.
Continuing education is also important for members of the police department. All sworn
officers are required to attend quarterly in-service training. Our K9 team also attends
monthly K9 training with other Dane County area K9 teams. Officers are encouraged to
attend additional specialized training when funding allows. During the current month,
Officers attended 7 training events, both in person and online.

On December 11th, 2025, at 9:40 a.m. officers responded to the 6300 blk for a domestic
disturbance. While enroute dispatch advised that there were sounds of disturbance
occurring. On arrival officers encountered a male through the storm door. The male was
given verbal commands which were ignored. With the information that the officers had
they were concerned about the safety of the victim who had not been seen. Officers
entered the residence as the suspect attempted to flee towards the back bedrooms.
Officers drew a taser as a less lethal option and firearm for lethal coverage. After the
display of the taser, the suspect complied and was taken into custody. A knife was
located on the suspect. The female victim was located in a back bedroom. The male was
arrested on battery, disorderly conduct and criminal damage to property, all with a
domestic enhancer. (MO25-12696)
On December 20th, 2025, at 9:33 p.m. an officer observed a red Dodge Journey with
heavy tinted windows pass his location. The officer pulled out to run a registration check
on the vehicle where it immediately accelerated and extinguished its headlights. The
officer was able to obtain a registration plate on the vehicle. After obtaining the
registration plate the officer terminated the pursuit. Follow up is being conducted on this
incident. (MO25-13032)
On December 22nd, 2025, at 2:49 a.m. an officer observed a vehicle at Kwik Trip that
appeared to have illegitimate registration plates. The officer ran a DOT inquiry where it
was determined the registered owner did not have a valid driver’s license. The officer
attempted to make a traffic stop on the vehicle. The vehicle eluded officers traveling
more than 130 mph. The officer terminated the pursuit near Seminole Dr. A suspect has
been identified in this case who has a previous eluding conviction from the city of
Monona. The suspect has an active Probation & Parole warrant out. The investigation is
ongoing. (MO25-13078)
On December 29th, 2025, at 12:29 p.m. officers responded to a local hotel for a customer
who was refusing to leave. The customer was reporting that her room was a crime scene

and needed to stay. Officers had responded earlier for the same individual who had
called police stating she was trying to get a hold of an FBI Agent,
Officers attempted contact at the room where she reported to the officers she was holding
the room as evidence for the FBI. Hotel staff provided officers entry into the room where
they found it in disarray. Officers observed the individual holding a knife while pointing
it at officers. Officers drew tasers and handguns at the individual and ordered her to drop
the knife. She complied by dropping the knife and was successfully taken into custody
after a struggle. She was transported to the Dane Co Jail on charges of Trespass to Land,
Criminal Damage to Property and Resisting Arrest. (MO25-13291)

DAY SHIFT (07:00 – 17:00)
During the day shift (07:00 – 17:00), in the month of December, Officers conducted 35
traffic stops. We handled 12 Retail Thefts, 1 OWI, 39 parking complaints and 30 crashes.
The following are some of the cases handled this month.
12/11/25 – Disturbance - MO25-12696
At about 9:40am Officers were dispatched to the 6300 block of Ford St. for a
disturbance. While responding the dispatcher advised they could hear screaming and
things being thrown in the background. The caller stated the suspect hit her and broke
her door. Officers were advised by dispatch that the caller stated the male suspect was
not afraid of the police and could be very violent towards police. Officers contacted the
male suspect in the residence. The suspect was taken into custody without incident.
When Officers conducted a pat down frisk of the suspect, they located a knife in his
waistband and another knife in his pocket. The suspect was transported to jail and
charged with domestic battery, Disorderly Conduct, and Criminal Damage to Property.
12/16/25 – Traffic Stop - MO25-12885
At 3:57pm Officers conducted a traffic stop on Monona Dr. near Cottage Grove Rd. This
vehicle was called in as a traffic complaint for a possible drunk driver. During the stop,
the officer detected an odor of intoxicants and witnessed poor driving behavior prior to
the stop. The driver was ultimately arrested for 3rd offense OWI (Operating While
Intoxicated). The driver was almost four times the legal limit.
12/17/25 – Disturbance - MO25-12921
At about 4:30pm Officers were dispatched to 2501 W. Broadway in the City of Monona
for a child screaming out the window of a vehicle. Multiple callers advised that the child
was yelling out the window for help. Several officers responded to the area. The vehicle
was located and it was quickly identified that it was a child with autism. MOPD Officers
are trained in identifying and supporting persons with special needs when responding to
law enforcement calls for service.

NIGHT SHIFT (17:00 – 07:00)
During night shift (1700-0700) in the Month of December 2025, MOPD officers
conducted 128 traffic stops resulting in 105 warnings, 23 traffic arrests, 1 OWI arrest,
and 3 warrant arrests.
12/11/2025 – Arrested Adult – MO25-12726
At 10:31 a.m., MOPD responded to a local hotel after receiving an attempt to locate from
the Wisconsin Department of Corrections. Officers arrived on scene and located the
suspect and took him into custody for a Parole Violation. During a search incident to
arrest, officers located suspected methamphetamine and fentanyl. The suspect was
transported to the Dane County Jail for the Parole Violation and drug charges were
referred to the Dane County District Attorney’s Office.

12/17/2025 – Arrested Adult – MO25-12930
At 11:40 p.m., an MOPD officer conducted a traffic stop for a speeding violation on
Monona Drive. The officer contacted the driver and discovered he had a bench warrant
out of another county. The driver was arrested on the outstanding warrant and cited for
Speed and Operating while Revoked.
12/22/2025 – Vehicle Pursuit – MO25-13078
At 2:49 a.m., an MOPD officer attempted a traffic stop on a vehicle for registration
violations after observing suspicious activity at a local gas station. The officer observed
additional traffic violations and attempted a traffic stop on WB HWY 12. The vehicle
fled at a high rate of speed and the pursuit was terminated by the officer. Assisting
agencies provided a suspect associated with the vehicle. Officers checked the last known
address of the suspect and recovered the vehicle. Officers attempted contact at the
residence but did not get a response. The investigation remains open.
12/28/2025 – Intoxicated Driver – MO25-13252
At 3:33 a.m., MOPD officers responded to the report of a traffic complaint on EB HWY
12 in the City of Monona. Officers located the vehicle and contacted the driver. Officers
noticed signs of impairment and conducted Standardized Field Sobriety Tests (SFST).
The driver was placed under arrest for OWI (2nd Offense) and cited for Operating while
Revoked, and Operator Violate Red Light.
12/31/2025 – Arrested Adult – MO25-13343
At 1:39 a.m., an MOPD officer conducted a traffic stop after observing a red-light
violation at HWY 51/Broadway in the City of Monona. The officer contacted the driver
and discovered he had an active arrest warrant in Dane County. The driver was
transported to the Dane County Jail for the active warrant.

Community Relations Officer
During the month of December, my primary focus was fundraising and organizing our
Shop with a Cop Program. With the assistance of various community members, and
Walmart, I was able to raise enough money to provide each family participating in the
program a $350 budget to purchase gifts for the Holidays. In total, eight families from
the community had the opportunity to go shopping with various officers from the
department. In addition to fundraising for Shop with a Cop, I also attended numerous
Shop with a Cop events at Walmart.
In addition to Shop with a Cop, the department continued to spread Holiday cheer by
working with the Monona Fire Department for the Santa Send Off. The Santa Send Off
is a parade or procession that drives Santa Claus throughout the City of Monona. Due to
this events popularity, it will become an annual event and expanded upon for years to
come!

Aside from the Holiday events, I attended a weeklong ballistic correlation training course
hosted by Alcohol Tobacco and Fire (ATF), which will help the City of Monona Police
Department link firearms related offenses to other jurisdictions in the area and across the
country. Lastly, I attended a Dane County Task Force meeting which was established to
combat human trafficking within the Dane County area.

Members of the Investigative Unit were assigned to review and/or assist with many of the

Current Investigations
MO25-09824 – PURSUIT
This was the pursuit of a tow truck that went head-on with a
Madison Squad that injured both the MPD Officer and his K9.
Detectives have been heavily involved in working on this case
alongside the District Attorney’s Office and other agencies.
Although charges have been issued, this is still being investigated.
MO25-10764 – BATTERY/ROBBERY
In late October, a man reported to have been beaten and robbed at a local gas station in the early
morning hours. Detectives obtained video from downtown Madison bars and the gas station.
Through extensive investigation, detectives were able to identify one of the suspects and the
suspect vehicle. The investigation is still on-going.
MO25-11255 – FRAUD
A local business that owns and operates restaurants around the area was the victim of fraudulent
gift cards being used. Detectives identified two suspects and the investigation is on-going.

MO25-12407 – RETAIL THEFT
Detectives and patrol, along with loss prevention from Walgreens, conducted an operation to
target frequent shoplifting during high school lunch hours. The operation was successful, with
multiple retail theft citations issued.
MO25-12833 – DEATH INVESTIGATION – ASSIST OUTSIDE AGENCY
A deceased person was found in a vehicle located in a vehicle storage lot on the west side
of Madison. This vehicle was originally towed from an apartment complex in Monona at
the request of the apartment manager, approximately one week before the deceased
person was discovered. Investigators were unable to determine whether the person was in
the vehicle when towed or if they located and occupied the vehicle after the tow. We are
still awaiting results from the autopsy which may help with the timeline and cause of
death. The investigation is being handled at this point by the City of Madison.

School Resource Officer
In the month of December, I had 35 “official” contacts with students. I was able to assist
a family with Christmas shopping through Shop With a Cop and act as a judge in a
gingerbread house decorating competition. I attended the ALERRT Conference
(Advanced Law Enforcement Rapid Response Training) with several other Dane County
law enforcement partners. The main focus was on responding to active threats and
addressing mental and physical well-being during and after active threat incidents.

INCIDENTS OF NOTE:
December 2, 2025 – I received a message afterhours from a high school staff member
regarding some threatening comments made by a student to another student at an school
club event. A welfare check was done on the student who made the comments. The
student was re-interviewed the next day by school admin and myself, which lead to
school consequences and a municipal citation for Disorderly Conduct. The school also
performed a behavioral threat assessment on the student.
December 11, 2025 – Two high school students got into a physical altercation in the
hallway. Another student tried to break it up before administration intervened. During the
altercation an administrator asked staff to call 911 for Monona Police as I was out of the
building. Another staff member also called 911 and reported information that led the 911
Dispatcher to believe there was an active assailant. Monona Police and outside agencies
responded to the high school believing there was an armed intruder. There was not an
active threat and the situation was resolved quickly. The school’s use of the Standard
Response Protocol and the partnership with local law enforcement ended this situation
without any serious consequence. Both students were ultimately given municipal
citations for Disorderly Conduct.

Each of the adult and juvenile arrests and referrals take at least an hour of the
Dispatchers’ time to complete the reports and intake paperwork for the Dane County
District Attorney’s Office. Once completed these forms and reports are reviewed by the
Assistant Chief before submitting them to the DA’s Office. Each of these submissions is
reviewed for referral to the Dane County Community Restorative Court (CRC). CRC is a
program to address youthful offenders, age 17 – 25, with little or no Criminal History in a
restorative justice model as an alternative to formal criminal charges.
Monona Municipal Citations are also reviewed for direct referral to the CRC program, in
addition to those persons referred through the DA’s Office. The Direct CRC Referrals
line above shows the number of persons who received a Municipal Ordinance Citation

who are referred directly by the Monona Police Department for participation in CRC.
Offenders who fail to complete CRC are referred back to the DA’s Office or Monona
Municipal Court for formal charging. Below are the 2023-2024 CRC Referral
Demographics for all Dane County agency referrals.
Dispatch
The Monona Communications Center answers business line calls for Police, Fire, and
EMS incidents. Calls for service for Fire and EMS are transferred to the Dane County
Communications Center for dispatching of Monona Fire and EMS personnel. The
Monona Communications Center advises Police of high priority Fire and EMS calls in
the event Officer response is required. Many of the business line calls include routine
phone calls from citizens who are not only seeking police assistance, but also assistance
with processing citation payments, requesting police records and general requests for
information. The dispatchers are also responsible for preparing and filing officer reports,
citations, accidents, parking, NIBRS reporting and many other routine daily duties.
During the month of December, Dispatchers handled 1,067 calls for service. Most of
these calls for service were received on the non-emergency lines, via personal reporting
at the Police Department, transfers from the Dane County Communications Center or as
self-initiated calls directly from Monona Officers.
Sustainability Efforts
The Monona Police Department and Monona Communications Center make every
attempt to contribute to the City of Monona Sustainability efforts. Some of our ongoing

Two marked squads are equipped with Hybrid Systems.
Five unmarked squads are hybrid and/or electric vehicles.
The police department is part of a training consortium of five police agencies. As
members of the training consortium, we are able to share costs for facility rental
amongst all agencies.

Police and Communications make every effort to reduce costs by only printing
paperwork necessary for court. All submissions to the DA’s Office are via
electronic transfer of pdf documents.
Monona PD attempts to save costs by using electronic file transfer of reports and
digital media rather than purchasing media devices when fulfilling media/records
requests.
The Monona Police Department utilizes motion sensors to reduce electricity usage
when areas of the building are unoccupied. Many of our personnel also utilize
dimmers or natural daylight in offices.

Accomplishments:

WVMO received $10,624 in underwriting and sponsorship revenue for 2025. We
expect this number to stay consistent or increase in 2026.
Larger Projects/Issues:

Completed 35 MESBA member business profile videos to date. We believe this
continues to be an effective way to show businesses that the City values and
supports their success.

Installed a new audio server on the WVMO network.
Upcoming Projects/Events:
•
In discussions with the Friends of San Damiano to have WVMO be a partner in
the Concerts on the Shore sessions this summer.
