RE: City of Liberty Lake – City Hall Commissioning Services
Ben,
Thank you for the opportunity to submit a proposal for commissioning services for your City Hall relocation
project! As requested, I’ve outlined the scope of work and provided a detailed cost estimate for your review.
This document serves as a framework for how I act as the Third-Party Commissioning Provider on behalf of
The City of Liberty Lake.
My goal is to work with you to develop a commissioning plan that aligns with both the technical needs and
budgetary goals of the project and its stakeholders. If you have any questions or need clarification on any part
of the proposal, please don’t hesitate to reach out to me directly. I look forward to the opportunity to discuss
this proposal further.

COMMISSIONING INTENT
I aim to work closely with The City of Liberty Lake, as well as the design & construction partners, to help
deliver facilities that are fully functional, easy to maintain, and built for long-term performance. As the
commissioning provider, I’ll independently verify that building systems operate according to the contract
documents. My role is to represent the owner’s interests by ensuring that all systems meet the project’s
goals, design intent, and long-term operational needs.
SCOPE
This proposal is based on the Bid Set of Drawings and Specifications found on the Spokane Regional Plan
Center.
PRE-CONSTRUCTION PHASE
•
Develop a commissioning plan that includes:
o Narrative description of activities that will be accomplished during each phase of
commissioning, including personnel intended to accomplish each of the activities
o Define the roles and responsibilities of Commissioning provider, contracting team, owner,
operators, architect, and engineers
o Develop a commissioning schedule with milestones and durations for integration into master
construction schedule with activities to include at a minimum:
▪
System pre-start, startup activities
▪
Testing and balancing
▪
Functional testing
▪
Integrated system testing
▪
Reporting and supporting documentation
▪
Training
o Identify a project specific list of equipment, appliances, or system to be tested, and a
description of the tests to be performed
o Indicate conditions under which the test will be performed
o Measurable criteria for performance evaluation
CONSTRUCTION PHASE
•
•
•
•
•
•
•
•
Schedule and lead the commissioning kick-off meeting onsite along with progress commissioning
meetings throughout construction
o I anticipate (1) Kickoff meeting and approximately (4) weekly meetings leading up to and
through functional performance testing. It is expected that the weekly progress meetings will
be held virtually if I’m not already onsite for other reasons
Lead the construction commissioning process, coordinating the commissioning activities with the
contracting and design teams
Develop the Pre-Start, Point to Point Verification, and Functional Testing Documentation leveraging
our cloud-based commissioning software, Cx Alloy
Conduct site walks prior to equipment startup to monitor equipment installation and progress
o I anticipate (3) site visits for installation inspections prior to equipment startup
Provide detailed site reports at appropriate stages of construction via Cx Alloy
Review the contractor-completed pre-start and start-up reports prior to, and post, equipment startup
Witness selected equipment start up and factory field-testing (AHUs and Split System Heat Pumps)
Track deficiencies in an orderly manner on a deficiency log via Cx Alloy so that the general
contractor can work to resolve issues

•
•
•
Perform a review of the final Test and Balance (TAB) report to document deficiencies for review by
the design and construction teams
Perform point to point verification of building automation system (BAS) control points to ensure that
the graphical user interface matches the in-field condition
o HCx will perform a 100% backcheck of major equipment (AHUs, Unit Heaters, Exhaust Fans,
& Split System Heat Pumps) and a 10% backcheck sample of smaller equipment (Lighting
Controls & Controlled Receptacles)
Direct the execution of the functional performance and integrated system test plans
TURNOVER PHASE
•

measures used or proposed
SYSTEMS INCLUDED IN THE SCOPE OF WORK (PER 2021 WASHINGTON STATE ENERGY CODE)

OWNER RESPONSIBILITIES
•
•
•
I kindly request timely access to all relevant construction documents so I can effectively support the
commissioning process
Please share the names and roles of key project team members, consultants, and contractors who
will be involved in commissioning activities at your earliest convenience
I ask that remote access be granted to the building automation system, allowing me to review
system data and export trends as needed for analysis and reporting
ASSUMPTIONS
•
I anticipate that commissioning activities will begin in June of 2026 and wrap up by the end of
December 2026. Work extending beyond 2026 may require a change order to offset additional

administrative costs
To my understanding, this project does not include LEED certification or any enhanced
commissioning requirements
A failure rate greater than 10% during either Point-to-Point Verifications or Functional Performance
Testing will warrant a retest at a cost to the contractor
All commissioning work is expected to take place during standard business hours; Monday through
Friday, between 6:00 AM and 4:00 PM
The building automation system should be capable of automatically logging and exporting trend data
for performance analysis

Summary Statement
As part of the City Hall Renovation Project, the City solicited proposals from six qualified
furniture dealers. Four firms submitted responsive proposals: Complete Office,
Freeform, InsideSource (formerly Workpointe), and One Workplace. Proposals were
evaluated based on compliance with the Basis of Design specifications, overall cost,
product quality, functionality, and alignment with project aesthetic goals. Base bid
proposals ranged from approximately $473,000 to $605,000. Each proposer also
provided alternative furniture solutions available through cooperative purchasing
contracts, offering potential cost savings. These alternative proposals ranged from
approximately $374,852 to $582,000, inclusive of freight, installation, and applicable
taxes. The proposed budget for this portion of the City Hall Renovation project was
$350,000 with the winning bid of $374,852 being within the estimated margin of error
(7%).
Based on the evaluation of submitted proposals, Freeform was identified as the lowest
responsive and responsible bidder meeting all scoring criteria established for the
project. Freeform’s proposal demonstrated a strong alignment with project requirements
and included well-documented alternative furniture options from reputable
manufacturers.
The proposal clearly outlined pricing impacts, functional considerations, and design
differences, allowing for an efficient and transparent comparison of available options.
The recommended solution provides the best overall value to the City while maintaining
performance and aesthetic objectives. It is recommended to add a contingency of 10%
($37,485) to account for any changes in furniture made during the ordering process.
This contingency will be managed by staff.
Recommended Action
Authorize the City Administrator to execute a contract with Freeform for the
procurement and installation of Furniture, Fixtures, and Equipment (FF&E) for the City
Hall Renovation Project in an amount not to exceed $412,000.
