The Council of the City of Roanoke is seeking applications for the following
current vacancies and/or upcoming expirations of terms of office :
Building and Fire Code Board of Appeals - one vacancy (Architect)
Roanoke Arts Commission - one vacancy
Roanoke Public Library Board - two vacancies
Virginia Western Community College Local Advisory Board - one vacancy
Visit Virginia's Blue Ridge - one vacancy
Access the City's homepage to complete an online application for the
abovementioned vacancies.

At Council's Recessed Meeting this morning, City Council conducted four
interviews to select two candidates to serve as Roanoke City School Board
Trustees for three-year terms of office, each, commencing July 1, 2022. The
candidates are Mary F. Apel, Ryan A. Bell, Kathy S. Cohen and Joyce W.
Watkins.
At the 7:00 p.m. session this evening, a public hearing will be held to hear
the views of citizens regarding the selection of the four candidates for
Roanoke City School Board Trustee; and an announcement of the two
successful candidates will be made at the May 2 regular session of
Council.

Dear Mayor Lea and Members of Council:
In accordance with the requirements of the Roanoke Regional Airport Commission Contract
dated January 28, 1987, as amended, the Roanoke Regional Airport Commission is hereby
submitting its Fiscal Year 2022-2023 Operating Budget (Attachment I) for approval. This Budget
was adopted by the Commission at its meeting on March 24, 2022. We are also providing a
separate listing of Capital Expenditures which are expected to exceed $100,000 in cost and are
intended to benefit five or more future accounting periods (Attachment II).
You will note that no deficit is anticipated in the Operating Budget for Fiscal Year 20222023, Therefore no additional appropriations are being requested or anticipated from the City of
Roanoke, the County of Roanoke, or the City of Salem. Formal approval of the Operating Budget
and the Capital Expenditure List by resolution of each of the participating political subdivisions
would be appreciated,

Replace RWY 34 Emergency Material Arresting System (EMAS)
1. Description : The original installation of the EMAS bed serving Runway 16-34 was
completed in 2004 with a remediation in 2012 with a protective plastic cover installed
over the EMAS bed to extend the life of the blocks. This EMAS bed is at the end of
its useful life and needs to be replaced .
2. Estimated Cost: $6,720,000
3. Anticipated Funding Sources:
a. Federal AIP Grant Funds: $6,048,000
b. State Aviation Grant Funds: $672,000

B. Concourse Roof Replacement
1. Description: Present roof is 33 years old and metal panels are rusting creating pin
holes in the roof.
2. Estimated Cost: $532,500
3. Anticipated Funding Sources:
a. Federal Infrastructure Grant Funds: $479,250
b. Passenger Facility Charge (PFC) Funds: $53,250
C. Sealcoat Taxiway A
2. Description: The welds for the fins are rusted and the fins themselves are faded .
Inspect all the structural steel and fin on the front of the terminal. Sandblast or
mechanical remove rust and repaint the structural steel and fins including the canopies.
3. Estimated Rehabilitation Cost: $207,500
4. Anticipated Funding Sources:
a. State Aviation Grant Funds: $166,000
b. PFC Funds: $41,500
D. Security Fence Line Replacement
1. Description: Replace 6' fence from the entrance of the airport to the area behind Fedex
Trucking with 8' high fence, 3 strands of barbwire and wildlife ground prevention to
prevent individuals and wildlife from entering the secured area. This project was
previously approved by the Commission, but is being presented again due to increase
in estimated costs.
2. Estimated Cost $322,500
3. Anticipated Funding Sources:
a. State Aviation Grant Funds: $290,250
b. PFC Funds: $32,250
E. Terminal Ramp Overhead Lights
1. Description: Replace old lighting technology which will provide a safer work
environment for staff and ramp agents through increased lighting. This project was
previously approved by the Commission, but is being presented again due to increase
in estimated costs.
2. Estimated Cost: $200,500
3. Anticipated Funding Sources:
a. State Aviation Grant Funds: $160,400
b. PFC Funds: $40,100

F. Aerial Boom Truck
1. This will be used in lieu of renting equipment when needing to work on any overhead
lights including the apron, overflow lot, terminal parking and cargo ramp. It will allow
maintenance personnel a safe work environment and allow them to make repairs in a
more efficient manner. This project was previously approved by the Commission, but
is being presented again due to increase in estimated costs.
2. Estimated Cost: $190,000
3. Anticipated Funding Sources:
a. State Aviation Grant Funds: $152,000
b. PFC Funds: $38,000
G. ARFF HVAC Replacement
1. Description: Current unit has been unreliable with no manufacturer support and
parts have a lengthy delivery time. Within the last years repair cost and rental of
cooling units due to the system being down, exceeded $30K.
2. Estimated Cost: $89,500
3. Anticipated Funding Sources:
a. State Aviation Grant Funds: $71 ,600
b. PFC Funds: $17,900
H. Tunnel Biennial Maintenance
1. Description: This must occur every two years in order to ensure safety of the public
that utilize the tunnel. The airport assumed maintenance responsibilities associated
with the tunnel in conjunction with the previous extension of Runway 24 and
construction of the tunnel.
2. Estimated Cost: $200,000

On March 16, 2022, the Roanoke Valley Resource Authority approved its FY 2022-2023
annual budget. The proposed FY ' 23 budget, in the amount of$14,856,155 , is balanced and
represents an overall decrease of $18,750 or (-0.1 %) from the current FY 2021-2022 budget. Please
note the budget does include an increase to the Authority' s Municipal Tipping Fee from $53.50/ton
to $55.00/ton (+2.8%). This would be the first increase to the Municipal Tipping Fee in three years.
Also, the Commercial Tipping Fee would be increased from $62.75/ton to $64.50/ton (+2.8%). The
Commercial Tipping Fee has not been increased in two years. A formal public hearing on the
Authority' s proposed changes to its posted "Rates & Fees" is scheduled for June 22, 2022 at the
Authority' s regularly scheduled board meeting. A copy of the budget is enclosed.
The Resource Authority strives to provide the most cost-effective solid waste disposal
services possible in a fiscally and environmentally responsible manner while maintaining our
contractual obligations and high quality services to the Roanoke Valley. This budget is a reflection
of those efforts.
In accordance with our "Member Use Agreement," the Authority' s 2022-2023 annual budget
has been submitted to Ceclia McCoy, City Clerk. Please let me know if you have any questions
regarding the Authority' s budget.

Acceptance of a National League of Cities Grant Award

Background:
"For over twenty years, the National League of Cities' (NLC) Institute for Youth,
Education & Fam ii ies (YEF Institute or Institute) has transformed how municipal
leaders envision their roles in improving outcomes for all children, youth, and
families in their communities ; as the NLC continually focuses on its overall
efforts of improving the quality of life for citizens in cities, towns, and villages.
NLC's Equitable Econom ic Mobility Initiative (EEMI) intends to catalyze municipal
action to expand economic mobility for residents while eliminating
longstanding racial inequities. " (Portions taken from the National League Cities '
web site.)
The NLC's EEMI has selected the City of Roanoke (City) for part icipation in an
implementation grant in which the City, in partnership with Virginia Career
Works, will create a pilot program to provide career train ing and wrap -around
services , such as assistance with transportation and child care , for up to 20
Roanoke citizens. The citizens will receive career training in either the medical
or biotech fields with the goal of receiving placement in higher wage jobs upon
successful completion of the training .

Considerations:
City Council action is needed to accept the 2022 NLC implementation grant
award. The planning grant total is $80,000 and will include technical
assistance. The grant does not require a match. The grant wil l focus on the
ALICE population and how that populat ion has been impacted by job loss or
loss of working hours due to COVID-19. (ALICE is an acronym for Asset
Limited, Income Constrained, Employed, and refers to households whose
income is more than the Federal Poverty Level, but less than the cost of living
for the respective area.) The grant will create a pilot program of up to 20
citizens whose employment was impacted by COVID-19 and who want to enter
careers in either the medical or biotech fields. They will receive training for the
appropriate certification and wrap-around services to address barriers such as
lack of transportation and child care.

attached Budget Ordinance to establish a revenue estimate in the Grant fund of
$80,000 from the NLC YEF Inst itute , and authorize the City Manager or his

Background:
As the result of official Roanoke City School Board action on Tuesday April 5, 2022, the
Board respectfully requested that City Council appropriate funding as outlined in this
report.
The School Security Equipment 2019 -2 0 grant award supports the purchase of security
equipment to improve and help ensure the safety of students attending public schools
in Virginia . Roanoke City Public Schools has received funding to assist with upgrades to
its existing security alarm systems for eleven schools - Lucy Addison Middle , James
Breckinridge Middle , Fairview Elementary, Fishburn Park Elementary, Garden City
Elementary, Hurt Park Elementary, Monterey Elementary, Patrick Henry High School ,
Roanoke Academy for Mathematics and Science Elementary, Westside Elementary and
Woodrow Wilson Middle . Funding to assist in replacing the surveillance cameras
.,. has
been awarded for seven schools - Fairview Elementary, Fishburn Park Elementary,
Garden City Elementary, Lincoln Terrace Elementary, Monterey Elementary, Roanoke
Academy for Mathematics and Science Elementary, and Westside Elementary.
Additional funding has been received for six schools - Grandin Court Elementary,
Morningside Elementary, Preston Park Elementary, Round Hill Elementary, Wasena
Elementary, and William Fleming High School. Grant expenses will be paid on a
reimbursement basis out of state funds in amount of $105 ,482 , and through the 25 %
required local match in amount of $26,496. This appropriation aligns the total with the
revised award amount . This program will end June 21 , 2022.
The School Security Equipment 2020-21 grant award supports the purchase of security
equipment to improve and help ensure the safety of students attending public schools
in Virginia. Roanoke City Public Schools has received funding for security equipment
for ten schools - James Breckinridge Middle , Fairview Elementary, Garden City
Elementary, Hurt Park Elementary, Lincoln Terrace Elementary, Morningside
Elementary, Preston Park Elementary, Virginia Heights Elementary, Wasena Elementary,
and Westside Elementary. Additional funding has been received for Highland Park
Elementary. Grant expenses will be paid on a reimbursement basis out of state funds
in amount of $239 ,981, and through the 25 % required local match in amount of
$59,995. This appropriation aligns the total with the revised award amount . This
program will end June 30 , 2022.
The Title I, Part D, Neglected and Delinquent 2021-22 program supports literacy
initiatives at the Roanoke Valley Juvenile Detention Center. This program will be fully
reimbursed by federal funds in amount of $2,594 and will end September 30 , 2022 .
This is a continuing program.

The 2021-22 Career Switcher Mentoring Program provides $1, 1 50 per career switcher
in state funds for a total amount of $2 ,300 to enable school divisions to provide a
teacher mentor for each new teacher who has entered the profession through an
alternative career switcher route. The grant period will end June 30, 2022. This is a
continuing program.
The STEM Teacher Recruitment and Retention 2021 -2 2 award represents state funds
provided by the Virginia Department of Education in the 2021-22 school year. This is
for classroom teachers in Virginia's public schools who met specified criteria as
follows : teachers in the science , technology, engineering or mathematics content areas
who · have been reassigned from a fully accredited school to a hard -to -staff school or
school not fully accredited, or teachers new to the profession or with up to three years
experience. This program will be fully reimbursed by state funds in amount of $10 ,000
and end June 30, 2022 .
The Virginia Middle School Teacher Corps 2021 -22 program provides funding to help
school divisions recruit and / or retain qual ified middle school mathematics teachers .
The program provides the structure and incentives for school divisions to recruit and
retain experienced mathematics teachers for middle schools that have been designated
as "at risk in mathematics " as a result of be ing Accredited w ith Warning in mathematics
in the past . There is the opportunity to participate in this program for three years with
incentive payments of $5 ,000 per year. The program will be fully reimbursed by state
funds in amount of $20,000 and will end May 20 , 2022.
The Community Foundat.ion Serving Western Virgin ia 2021 -22 has provided funding
from the Dr. Charles L. Shedd Endowment Fund and Mary Brodie Memorial Fund fo r the
Education of Children to be used to purchase a license for MobyMax Learn ing .
MobyMax's adaptive curriculum creates an individualized plan for each student,
allowing gifted students to progress as quickly as they like wh ile simultaneously
ensuring that remedial students get the extra instruction they need. This is a new
award in amount of $3 ,495 . ·
Recommended Action:

We recommend that Counc il concur with th is report of the School Board and adopt the
attached budget ord inance to establ ish re venue estimates and to appropriate fund ing
as outlined .

A RESOLUTION memorializing and celebrating the life of George Andrew Kegley,
reporter, local historian, and indefatigable community volunteer.
WHEREAS, the members of Council have learned of the passing of George Andrew
Kegley on Wednesday, February 16, 2022;
WHEREAS , George Andrew Kegley was born on May 15 , 1928, at his family ' s farm in
Wythe County, Virginia, to Estel S. Kegley and Ruth Brown Kegley ; he walked to a one-room
country school; graduated from Wytheville High School, where he edited the school's
newspaper, and then graduated from Roanoke College in 1949, which awarded him its College
Medal in 1985 and bestowed on him an honorary Doctorate of Humane Letters in 2002 in
recognition of his service to the college;
WHEREAS , Mr. Kegley served in the U. S. Army at Ft. Knox, Kentucky, from 19511953 , where one of his duties was editing the post newspaper;
WHEREAS , Mr. Kegley

began work with the City' s then morning newspaper, The

Roanoke Times, on September 12, 1949, and served as a general assignment reporter and senior
writer and business editor for the paper for forty-four years before retiring in 1993 (he
subsequently authored book reviews for the paper);
WHEREAS , upon his "retirement" he began a second career as a prolific and tireless
community volunteer, eventually volunteering for so many worthy causes that it would take
pages to describe them and the awards that have been presented to him for his service;

WHEREAS, Mr. Kegley's greatest passion was regional history and he belonged to many
historical societies; he served as president of what is now the Historical Society of Western
Virginia from 1963-1966, and among other things, he edited its Journal from 1967 until his death
and authored numerous articles and notes for it; organized twice-yearly bus tours of historic sites
in the region; and organized the Society's monthl y lecture series, for which he recruited more
than 300 speakers;
WHEREAS , Mr. Kegley served on the City Manager's Community Relations Task Force
and the Roanoke Arts Commission; he helped plan the City's 125th anniversary celebration; in
2002, City Council honored him as the City' s "Citizen of the Year";
WHEREAS, Mr. Kegley's volunteer service has included stints as president of the
Roanoke College Alumni Association, vice-chair of the State Library Board, president of the
Rescue Mission, as a director of the Virginia History Federation, president of the Roanoke
Valley Preservation Foundation, president of the Pastoral Counseling Center of Roanoke Valley,
and service on the boards of such organizations as the Blue Ridge Land Conservancy, Brandon
Oaks Advisory Board, Virginia Lutheran Homes, Blue Ridge Parkway Foundation, the
community board of Roanoke Refugee and Immigration Services, the advisory board of the
Transitional Living Center, service on the Roanoke Valley Community Relations Committee,
and with the Preservation Alliance of Virginia, Blue Ridge Literacy, Meals on Wheels (he began
delivering meals on Mondays in 1993), Roanoke Area Ministries (RAM House), and the
American Red Cross (where he began donating blood in 1950 and became the first person in the
Appalachian Region to donate 50 gallons of blood , and eventually donated almost 60 gallons);
WHEREAS , Mr. Kegley, as an active member of St. Mark ' s Lutheran Church, edited the
monthly Virginia Lutheran and a quarterly insert for The Lutheran national magazine, served as
a member of the Virginia Lutheran Synod Council and of the board of the Virginia Synod
Lutheran Men in Mission, did long stints as a trustee, adult Sunday School teacher, worked with

the church's food pantry and clothes closet, and served as the campership coordinator for
Caroline Furnace Lutheran Camp and Retreat, a summer camp for inner city children;
WHEREAS , Mr. Kegley and his late wife, Louise Kegley, lived in the city in historic
Monterey on a 116-acre farm , which was once part of the land owned by Col. William Fleming,
and the Kegleys placed a conservation easement on it to protect the land from development
forever;
WHEREAS , Mr. Kegley ' s friends have variously described him as being humble,
modest, kind, compassionate, inspirational, a good Samaritan, and a mentor;
WHEREAS , when asked what he would like his legacy to be, Mr. Kegley said, "Well ,
trying to help others. So many people have needs, so many of us are so comparatively well-off,
let's try to look around and help our brothers and sisters around the corner."
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke as
follows:

City Council adopts this Resolution as a means of expressing its deepest regret

and sorrow at the passing of one of Roanoke ' s most distinguished citizens, George Andrew
Kegley, and extends to his children, George Andrew "Andy" Kegley, Mary Louise "Sissy"
Kegley, Robert Kegley, and Richard Kegley, and his extended family, its sincerest condolences.

WHEREAS , City Council desires to rename the Book Archives Collection of the
Virginia Room at the Roanoke City Public Library the George A. Kegley Archives Collection;
WHEREAS, in accordance with the policy of City Council established by Resolution No.
37976-121707 adopted on December 17, 2007, regarding the naming of City-owned facilities ,
City Council may waive the requirement of this policy that an individual be deceased for at least
one year before renaming a facility ; and
WHEREAS, Council desires to waive this requirement and rename what is currently
known as the Book Archives Collection of the Virginia Room at the Roanoke City Public
Library the George A. Kegley Archives Collection.

Background:
The property at 3645 Orange Avenue NE has been used for multiple purposes
over the decades. Previously the property, a combination of parcels 7110105
and 7110121, was zoned RS-3 and a single family home existed near the center
peak. The property changed ownership a few times before the church bought
the parcels in 2003 for a new campus. The church finished construction of their
worship building in 2006 and has operated there since. The two parcels
combine to form the church campus with 82.29 acres. The parcel closest to
Orange Avenue is 71101 05 at 70. 78 acres .
Botetourt and Roanoke County operated a fire and emergency services station at
45 Eastpark Drive for 30 years through a joint ownership agreement. That
agreement expired in 2020 and Roanoke County seeks to build another station
to serve the Bonsack area. After a search within the local service area, they
desire to build the new station on a small portion of property at the church
property's junction with Mexico Way.

Proposed Use/Development:
The request for zoning amendment proposes to amend the INPUD plan and
repeal the sign overlay for the 2.25-acre portion of the parcel at 3645 Orange
Avenue NE. The proposed PUD plan shows a new parcel along an extension of
Mexico Way with a one-story fire and emergency services station . The building
sits approximately 60 feet from the proposed extension of Mexico Way with an
entrance/exit drive at the front that continues around the building to side and
rear parking. The parking area provides eighteen spaces to accommodate shift
changes at the facility along with 3 guest parking spaces. The entrance/exit
drive is wider than typical at approximately 45 feet at the front property line to
accommodate emergency vehicle exit onto Mexico Way. The front fa<;:ade of
the building is masonry and contains a primary entrance and ample glazing
spaced relatively evenly across the fa<;:ade. Signage for the property is
proposed to conform to the IN, Institutional District, which should provide an
appropriate transition from the large scale of the signage of the commercial
properties closer to Orange Avenue and the smaller scale signage of the church
property adjacent to the new fire station.
The PUD plan shows a possible future street vacation of the existing cul-de-sac
bulb right-of-way with dedication to other parcels across Mexico Way, but that
is not part of this request and will need to be submitted for approval separately.
All development must be in substantial conformance with the development plan
and other pertinent elements of the zoning ordinance.

Considerations:
Compatibility with Surrounding Land Uses:
The property proposed for plan amendment is a small portion of a large
institutional campus that contains a church and accessory uses. It is to be
subdivided from the large parcel and will still be surrounded on three sides by
the institutional campus property.

To the west is an office on property zoned CG, Commercial-General
District, with conditions, and the church campus on property zoned INPUD,
Institutional Planned Unit Development District .
To the north is an office on property zoned CG, Commercial General
District, with conditions, and the church campus on property zoned INPUD,

To the east is the church campus on property zoned INPUD, Institutional
Planned Unit Development District.
To the south is the church campus on property zoned INPUD, Institutional

The future land use map from the Hollins/Wildwood Area Plan envisioned this
entire property for INPUD development. As a planned unit development, the
development must be in substantial conformance with the development plan and
other pertinent elements of the zoning ordinance.
Applicability/Appropriateness of Proposed Zoning District:
The purposes of the INPUD District are to encourage harmonious development of
institutional uses and mixed-use campus developments, to provide flexibility for
creative development, to minimize potential negative impacts of institutional
uses on neighboring uses, and to recognize the special complexity and
interrelationships of land uses and activities in these institutional complexes.
When the 2005 Comprehensive Rezoning changed the RS -3 zoning district to
INPUD, the site as developed became the PUD plan for the property. Fire,
police, or emergency services can be permitted uses within INPUD districts and
the applicant is petitioning to amend the PUD plan for this portion of the
property to include such development. Overall, the appearance of the new
facility and site development will be much like the existing commercial
development at the base of Mexico Way before the entrance drive begins the
steeper climb up to the church at the top of the hill.
Availability of Other Property:
The proposed parcel for the fire station is one of multiple properties evaluated
by the County for the future fire station. In addition to this parcel, a number of
vacant parcels exist within a half mile to the east that are zoned to allow fire
station use and are for sale.

Comments on Application:
Planning Commission Work Session:
The following items were discussed in the Planning Commission Work Session:
clarification for the need and justification for the fire station in this location, the
impact of this proposal on future development of the parcel, building labeling,
substantial conformity of the elevations, reduction of impervious area,
reconfiguration of entrance/exit drives, streetscape improvements, improving
pedestrian access, and outreach to the community.
The applicant submitted Amended Applications No.1 to address some of the
concerns noted above.
Interdepartmental Comments :
General comments were provided from the Western Virginia Water Authority,
Fire, Transportation, and Planning Building and Development departments
related to : water and sewer availability, fire code design requirements,
transportation requirements, building and zoning subdivision requirements,
and the permitting process.
Public Comments:
Staff has received several inquiries about the proposal, but no public comment.
Public Hearing:
No comments received.

Conclusions and Recommendations:
Although not the only possible location for a future Roanoke County fire station
within this service area, the proposed site within an existing INPUD District is not
inappropriate. The streetscape improvements typically required only extend
partway along the front proposed property line and the church is aware that
further development of the larger remaining parcel will require the remaining
streetscape improvements at that time.
The proposed amendment of the planned unit development plan and repeal of
the existing sign overlay as submitted in Amended Application No. 1 is
consistent with the policies of City Plan 2040 and the Hollins/Wildwood Area
Plan. The proposed change allows for the creation of a new fire and emergency
services station to serve the easternmost area of Roanoke County and the City of
Roanoke in a manner that is appropriate to the surround ing area.

The Full Access entrance to the site has been reduced in width to approximately

The addition of a public sidewalk along a portion of Mexico Way and private
sidewalk to the entrance of the building for pedestrians are provided.
The INPUD development plan provides direction and confirms the intent to install
a Preemption Detection Device to serve this facility and the adjacent signalized
intersection. Roanoke County is committed to working with the City of Roanoke
and Virginia Department of Transportation (VDOT) to ensure these improvements
are appropriately designed and installed with considerations for the various signal
timing, on-going STARS intersection projects, etc.

Roanoke City Planning Commission Members,
It was my pleasure to add ress you on March 11, 2022, regarding the County's proposed fire and
rescue station on Mexico Way. We appreciate your hospitality and the opportunity to address
questions rega rding th is important public safety project.
Earlier th is week, Roanoke County received feedback from City Plann ing staff regard ing our
project . While we will be submitting an amended application, we would like to share a few
thoughts for you r consideration.
The plann ing staff recomm ends removing the building labeling to all ow for fle xibil ity of add it ional
uses. We understand this to be a standard reque st of City staff; however, we believe it will be in
t he best future interest of Roano ke City, Roanoke County, and Parkway Church if ou r proposed
use only allows for fire and rescue, police, and emergency services . The County anticipates
own ing and operating our fire and rescue station at this location for at least 40-50 yea rs, if not
far longer. We believe that all parties involved would benefit from community discussion s, and
formal zoning action, afte r the passing of many decades rather than pre-po sitioning this property
for other unforeseeable future uses .
Another item we would like to address is the nature of th is particula r Roanoke County fi re and
rescue station and many of ou r newer fire and rescue stations. As we have become a principal ly
career fi re and rescue organization rather than a volunteer organi zation, the character of our
stations has changed . As with many of our other newer stations, t his station w ill be a secure
employee access-only facility. There will be no community space and no provision to serve
function s outside of our publ ic safety operat ion. Several comments we have rece ived are related
to pub lic access to the building. While this building will be publicly owned, public access will not
be permitted . We recogn ize th is practi ce may differ from the community funct ion that some City
of Roanoke fire stations serve .
Finally, we would like to address several concerns regarding Mexico Way. Our agreement with
the Church did not foresee the public right-of-way extension of Mexico Way; therefore, the
County has only been granted an access easement to encompass the proposed entrance . At
present, the Church has no intention to have any other non-church uses on its property.
Therefore, the character and timing of any future use across Mexico Way from our project is
unknown to us. However, after rece iving the staff comments, we met with the Church leadership.

We are now proposing to va cate a portion of the exi sting uni mproved cul-de -sac right-of-way
and extend the public right-of-way beyond the County' s proposed entrance.
A second concern raised is the provision of a relocated cul-de-sac or the provision of a turnaround
at our proposed site . After a thorough review and additional discussion with the Church, we do
not bel ieve this is a practi cal recommendation . When the City of Roanoke granted the necessary
approvals for the Church, a far more impactful project than ours, it allowed the removal of the
previously existing cul -de-sac. Our understanding is the City of Roanoke has successfully
maintained the public portion of Mexico Way for the intervening years without a formal
turnaround at the end of the publ ic right-of-way. Our parcel is not sized with the provision of a
turnaround in mind , and providing one would increase impervious surface area and add a feature
that the City of Roanoke did not require a few years earlier. We are making other modifications
to our proposed plan to reduce other areas of impervious surface and add pervious surfaces .
Thank you again for considering this important public project that will serve the citizens of
Roanoke County and citizens of the City of Roanoke as part of our long-established partnership
with our fire and rescue operations. Roanoke County continues to be open to additional feedback
regarding this project and working with the Plann ing Commission , City Council, and City staff to
make it a success .

ZONING AMENDMENT REQUEST NARRATIVE:
PUBLIC SERVICE CENTER #12

Zoning Request:
On behalf of the contract purchaser/applicant (Roanoke County Board of Supervisors),
we are submitting for your review and approval a two (2) part request.
1.

Requesting an amendment to the existing Institutional Planned Unit Development
" INPUD" zon ing district at 3645 Orange Avenue NE Roanoke, VA 24012 . (City
of Roanoke Tax Parcel: 7110 l 05). Thi s request is for a portion of the overall
parent tract, consisting of only 2.25 acres for the proposed use. The remaining
acreage of Parkway Wesleyan Church Inc. will continue to be under the current
INPUD zoning district.

2. Requesting an amendment to the existing Parkway Wesleyan Church
Comprehensive Site Overlay District (CSOD) enacted by City of Roanoke
Ordinance No. 38064-042108 on Apri l 21, 2008 . The request is to remove the
subject parcel of 2.25 acres from the current CSOD. This will allow the parcel to
act independently in regards to building and freestanding signage and is being
proposed to be regulated by Table 668-1 of the City of Roanoke Zoning
Ordinance for signage as part of the Institutional District. (IN)
The purpose of this request is to amend the zoning district as to the 2.25 acre parcel to
facilitate the proposed use and associated improvements of the proposed Public Service
Center# 12 " Bonsack Fire Station" at this location. The fire, police, and emergency
services use is allowed by-right within the existing zoning district, however it is our
understanding through City of Roanoke staff that the church does not have an INPUD
development plan since the church's property was rezoned to INPUD by the City of
Roanoke as part of the City's 2005 comprehensive rezoning. The proposed station
improvements on the subject property require zoning amendment action to provide a
current INPUD development plan as to the 2.25 acre parcel.
Based on the configuration and associated improvements to Mexico Way with this
subject project, a future Right of Way Vacation request will be made to eliminate the culde-sac bulb area as noted on the development plan. This process was planned for and
generally noted in a previous subdivision plat included in th is package for your reference
as Exhibit C.

Supporting information and details are contained within this Zoning Amendment
application package that outlines the justifications for this request.

Background:
The County of Roanoke has been seeking a new Fire Station location within the Bonsack
Community to sustain and enhance emergency response services within this area of
Roanoke County. Currently this area is served by the Botetourt County Read Mountain
Fire and Rescue Station located at 43 Eastpark Drive Roanoke, VA. The Read Mountain
station has served both Roanoke County and Botetourt County for the past 30 years
through a joint ownership agreement between Roanoke County and Botetourt County.
As of May 2020, this agreement expired reverting sole ownership of property, building,
and equipment to Botetourt County.
The existing property owned by Parkway Wesleyan Church, Inc. and identified more
commonly as "Parkway - Church on the Mountain" is a campus-style property consisting
of over eighty two (82) acres consisting of two (2) official tax parcels. Parkway
purchased the property in 2003 and developed the initial phase of a multi-phased
masterplan for planned future growth of the church around 2005.

Demand and Needed Services for the Community:
The demand for this new station is evident based on the residential, commercial,
industrial development, and traffic growth along the Challenger Ave. (Route 460)
corridor and within the Bonsack Community. This station will be critical in providing a
primary emergency response to meet the growing demands for emergency services within
the-County of Roanoke specifically the Bonsack Community. The proposed location of
this station also allows for some advantages in supporting secondary responses to City of
Roanoke and the County of Botetourt when available.
In 2020 the Read Mountain Fire Station accounted for almost 5% of the total incidents
for Fire and Rescue within Roanoke County. The new station will provide enhanced
services for the immediate area while also while also reducing calls for service and
response times from the Vinton First Aid Crew/Fire Station (110 West Jackson Avenue
Vinton, VA 24179) and Roanoke City Fire-EMS Station # 14. (1061 Mecca Street NE
Roanoke, VA 24012)

Study, Location, and Availabilitv:
Roanoke County engaged both an internal staff study and external investigation by Balzer
& Associates, Inc . to investigate, study, and review potential locations for the new
station. This study was conducted over the past two years including the investigation of
over ten (10) properties within the Bonsack Area both in the County of Roanoke and City
of Roanoke.

The availability of appropriate parcels within the area presented challenges for this
specific use. As Fire and Rescue Station uses have very specific requirements for
location in order to allow for adequate response times to the surrounding community, the
subject property met the criteria above the other available properties within the service
area. These various properties were studied, ranked, and discussed based on criteria that
included response time, signalized access, development constraints, availability to obtain
the property, and both opportunity and project construction costs. As this public project
has various funding sources , it is imperative that the process ensures fiscal responsibility
as part of its implementation and capital expense.
The subject property was selected as the best candidate for the new station location. The
proposed+/- 2.25-acre parcel will be located on the cul-de-sac of the public right of way
of Mexico Way. This strategic location was identified and discussed with the property
owner and Roanoke County to ensure a compatible fit for the new station and for future
planning expansion efforts for the church . This location provides the opportunity to
subdivide the parcel with adequate acreage for the proposed station improvements .
Mexico Way is a public street within the City of Roanoke with existing signalized access
to Orange Avenue (Route 460) which is critical to maintaining response times to an
incident.
Roanoke County Fire and Rescue studied the fire and rescue reaction times which are
most critical when responding to an incident. This location met the stringent criteria for
this selection and this factor is paramount for the location of the new station.
The property offers the ability for the proposed improvements outlined on the
Development Plan indicated as Exhibit A and the proposed building indicated as Exhibit
B.
Operational Details:

The Roanoke County Fire and Rescue Department is a combination system, utilizing both
career and volunteer personnel to provide fire and rescue services for the residents ,
businesses, and visitors of Roanoke County.
The proposed station will provide a new public safety service level to the area and also
will be staffed by full-time (FTE's) Advanced Life Support Fire Fighters and Basic Life
Support Firefighters-The new station will also house both a fire engine and two
ambulance apparatuses to respond to both fire and medical emergencies.
Improvements: Building & Site

The proposed station will be a one-story construction consisting of approximately 12,000
s.f. of floor space. The building will be segregated into different uses to include
apparatus area with 3-bay doors, administration/operations, kitchen, dining, fitness ,
housing, locker room, showers/laundry area, etc. The proposed building is planned to
accommodate not only the current apparatus and staff needs, but also plans for future

growth. The apparatus bays were designed to accommodate multiple vehicles and the
largest vehicles in the fleet, including Tower 9.
The site has been designed as shown on the development plan, Exhibit A, to utilize the
available property under contract and meet the functions and needs of the use .
Access to the site has been designed with concrete entrances (oversized in both width and
thickness to accommodate the larger fire apparatus vehicles, but in keeping with other
previously designed entrances for fire stations within the City). Parking on-site has been
designed to accommodate a small number of guests/visitors and located to side of the
building to allow the building to be closer to the street. The remaining proposed parking
spaces are located behind the building to accommodate the expected number of
employees during the transitional time where two (2) shifts may be on-site.
The proposed building has been located close to the public right of way of Mexico Way
to reinforce the principles and goals for urban design within the City.
There will be a generator to support the building 's functions in case of a power outage
along with a fueling area for Fire/EMS/Police vehicles to utilize on-site for ease of access
and to remain in active service.
The proposed station is anticipated to be identified as Public Service Center # 12 with
building-mounted signage. As part of the INPUD district, any new signage on the
INPUD property will conform to the requirements of the City of Roanoke Zoning
Ordinance, Table 668-1, for the IN - Institutional District.
The INPUD district is unique in that developments are required to demonstrate and
provide development plans for the proposed improvements on-site. This request is no
different and, as such, the proposed improvements indicated on the development plan will
be constructed in substantial conformance with Exhibit A, subject to any modifications
required during the comprehensive development plan review process.

Land Use:
The purpose and goals of the INPUD district are to encourage harmonious development
of institutional uses while providing flexibility for creative development, to minimize
potential negative impacts on neighboring uses , and to recognize the special complexity
of land uses and activities. The definition provided for this district exemplifies the
character traits for the proposed use and its planned location .
The proposed fire station will provide an active community use for this vacant property
that will provide critical emergency services to the surrounding community.
The Future Land Use (FLU) map outlined in City Plan 2040 identifies this property for
Institutional/Community uses . This further confirms the harmonious and compatible
nature of this proposed land use with the subject property. The proposed use and project

ensure the principles outlined in the implementation plan for City Plan 2040 are
maintained with this project.

Compatible Adjacent Land Uses:
The location of the proposed +/- 2.25 acres is compatible with the surrounding zoning
districts as there is a mix of zoning designations both within the City of Roanoke and
County of Roanoke. The existing commercial property to the west is AirGas and it is
zoned Commercial General district w/conditions (CG). The outdoor storage yard of
AirGas is located along the Eastern property line to the subject property . Properties to
the South and West are zoned Commercial General district (CG) and consist of a
financial institution and professional/medical offices. The northern and eastern property
lines will continue to be owned by the church and zoned INPUD .
The surrounding zoning districts and uses are compatible with the proposed use of the
subject property and request.

Comprehensive Plan Suitability:
City Plan 2040 (CP2040) provides a broad vision for Roanoke for the next 20 years. It is
a policy that provides recommendations and actions to achieve this visio n. CP2040
outlines impactful themes that are in parallel with the goals and objectives of thi s new
Public Service Center and its use .
Demographics: The population of the City of Roanoke has continued to grow since 2009
at a rate of 6.5% which creates a need for additional public services, including Fire/EMS
which this request supports.
Land Resources : One of the key elements is the effic ient use of limited land resources.
The proposed proj ect utilizes vacant property appropriately located for the proposed use.
This location allows for direct access to the adjacent arterial street network while
preserving valuable frontage real estate in all localities for economic development and
more active/engaging development opportunities.
The key theme for not only the City of Roanoke, but for the Roanoke Valley as a whole,
is the understanding of responsible regionalism. The County of Roanoke and City of
Roanoke understand the critical and important relationships when is comes to sharing
resources and how to best serve the public. This station represents the opportunity to
promote and continue thi s trend that has made the Roanoke Valley so successful with
mutual aid agreements through Fire/EMS.
This proj ect will be developed in accordance with applicable regulations including the
Roanoke City Zoning Ordinance.

Avenue, N.E.; and dispensing with the second reading by title of this ordinance.
WHEREAS, Parkway Wesleyan Church, Inc., represented by Maryellen Goodlatte, attorney,
has made application to the Council of the City of Roanoke, Virginia ("City Council"), to establish a
Comprehensive Sign Overlay District on the hereinafter described property within the City, zoned
INPUD, Institutional Planned Unit Development District;
WHEREAS, the City Planning Commission, after giving proper notice to all concerned as
required by §36.2-540, Code of the City of Roanoke (1979), as amended, and after conducting a
public hearing on the matter, has made its recommendation to City Council;
WHEREAS, a public hearing was held by City Council on such application at its meeting on
April 21, 2008, after due and timely notice thereof as required by §36.2-540, Code of the City of

Institutional Planned Unit Development District, such district initially allowing the installation of
one development identification sign located near the property frontage on Mexico Way, N .E., and

WHEREAS , Doug Blount, on behalf of Roanoke County Board of Supervisors, has made

adopted under Ordinance No . 38064-042108 on April 21 , 2008, on a 2.25 acre portion of the

Background:
Originally built as a single family home in 1956 in a residential neighborhood, the
surrounding environment of the property has seen considerable transformation.
Adjacent to Towers Shopping Center, built in 1960, and the 220 Expressway, built
in the 1970's and opened in 1980, the area has become increasingly commercial
over the decades.
In 1993, the property was last rezoned to C-2, General Commercial District,
with proffered conditions pertaining to use, signage, combining of two parcels,
building appearance and the location of the off-street parking area. These
proffers were intended to meet the intent of the original rezoning of the
property of 1986 in protecting the visual aesthetics of the Wonju Street area.
The two parcels were combined and now are the one property in this request.
The applicant has applied to purchase the property to establish a pharmacy in the
existing building, but is unable to do so without repealing the existing proffered
conditions placed on the property in 1993. The current zoning of that property is
CG, Commercial-General District, with conditions, and only allows an electronics
security service or other professional offices.

Proposed Use/Development:
The applicant proposes to repeal all conditions from the parcel at 2311 Sanford
Avenue SW. The result would be that the parcel would be zoned CG, Commercial General District, with no conditions .
At this time, the applicant has no plans to expand the built structure on the
parcel, but to use the existing building and site as currently developed. The
concept plan shows the existing development of the parcel. If the applicant
were to further develop the property in the future, the development would be
subject to the standards of the CG, Commercial-General District, and
supplemental regulations and development standards of the zoning ordinance.
Request to Repeal Proffered Conditions:
The applicant requests that the following proffered conditions enacted by
Ordinance No. 31442 be repealed as they pertain to Official Tax No. 1271014:
a)

The existing developed property will be used for an electronics security
service or other professional offices ;

b)

The free-standing sign erected on the subject property in 1 992 may
remain standing as long as District Investigation, Inc., owns Official Tax
Nos. 127101 3 and 1271014 and either of those parcels is used by that
corporation for the purpose of conducting an electronics security service
company, and in all other respects signage on the subject property shall
be limited to that which is permitted to C-1 zoning districts ;

Considerations:
Compatibility with Surrounding Land Uses:
The parcel requested to be rezoned has been used for commercial purposes for
many years in a commercial area along Colonial Avenue near the 220 Expressway.
The repeal of the existing proffered conditions would permit the use of the parcel
for an active commercial use appropriate to the surrounding commercial and
mixed -use area.

To the north are professional and medical offices on property zoned CG,
Commercial-General, with conditions, with Towers Shopping Center on
property zoned CLS, Commercial-Large Site, beyond.
To the east are an office building , vacant lot, and two-family dwellings on
property zone MX, Mixed -Use District.
To the south is the 220 Expressway with 1-1, Light Industrial District, and
1-2, Heavy Industrial District beyond.
To the west is Wonju Street with the 220 Expressway entrance and exit
ramps beyond.

The future land use plan in the Franklin Road/Colonial Avenue Area Plan designates
this property for general commercial use.
Applicability/Appropriateness of Proposed Zoning District :
The purpose of the CG District is to permit motor vehicle dependent uses that are
generally developed as single use developments on individual lots, subject to
landscaping, access, and signage standards. Such development is generally
characterized by individual curb cuts, access drives, and signage. It is intended that
this district be applied primarily along heavily traveled arterial streets, with an
emphasis on clustering such development at major intersections. While recognizing
the motor vehicle traffic generated by the uses permitted in this district, it is the
intent of the regulations of the district to encourage and recognize pedestrian
access and public transit forms of transportation by locating parking to the side and
rear of buildings and minimizing conflict through landscaping and signage

standards. The uses permitted in this district generally require a high volume of
traffic along the frontage of the establishment and include horizontally oriented
buildings. Such permitted uses include general retail establishments, offices, service
establishments, motor vehicle related sales and service, eating establishments, and
entertainment uses. The CG District is also intended to accommodate traveloriented uses such as hotels, motels, and gasoline stations.
This particular proposal would allow the continuation of the commercial
development pattern along Colonial Avenue/Wonju Street with uses and form
that transition well into the adjoining commercial and mixed-use district
adjacent to an interchange for a major vehicular artery with the city.
Availability of Other Property:
The proposed repeal of proffered conditions directly addresses the
neighborhood plan principal of maximizing exist ing commercial property to
preserve other residential property elsewhere within the ne ighborhood. As the
primary motive is to allow the property to be utilized to the full development
standards of the CG zoning district, there is no other property that would meet
this particular purpose other than that in the rezoning request.

redevelopment and development of commercial corridors by maximizing
existing commercial property development in a manner that appropriately

access permitted to Wonju Street, bu ilding and zoning subdivision
requirements, and the permitting process.
Public Comments :
Greg John, Pastor at Calvary Memorial Church , 2226 Colonial Avenue SW, wrote
to share that the leadership of the church has discussed the proposal and do not
have any concerns.
Public Hearing:
Janie Morton, adjoining property owner at 2307 Sanford Avenue SW, stated that
she and her clientele are in favor of the zoning amendment.
Bill Walker, 341 Ty Valley Lane, Glade Hill , Virgin ia, served as the realtor fo r the
applicants and is in favor of the request that will allow the pharmacy to operate
at this location.

Conclusions and Recommendations:
The princ ipal consideration is whether the proposed zoning amendment is
consistent with City Plan 2040 and the Franklin Road/Colonial Avenue Area Plan.
The proposed change allows for an existing commercial property on a
commercial corridor to be reused in a manner that is appropriate to the
surrounding area. Overall, this proposed change is in keeping with the goals of
these plans .

Written Narrative
We, James and Summer Pate, the contract purchasers, and Geoffrey Gardner, the current
owner, are requesting all previously establ ished proffers be repealed as they pertain to Tax Parcel No .
1271014 at 2311 Sanford Ave SW. The Pates are proposing to start an independent retail pharmacy in
the existing building at this location with no additional plans for development . This property is currently
zoned Commercial General, but the cond itions placed by Ordinance No . 31442 effectively restrict the
option for retail sales establishment use .
The addition of an independent retail pharmacy at 2311 Sanford Ave SW will certainly increase
the number of vehicle trips made on Colonial Ave, 23 rd St SW, and Sanford Ave SW as this is the only
route for ingress and egress. We recogn ize and acknowledge the existing and future lack of access to
this location off of Won ju St SW. Even so, by the yea r 2028, this pharmacy is targeting a business volume
of 150 prescriptions filled per day. If we average two prescriptions filled per customer visit, this will yield
an additional 75 vehicle trips per day to this neighborhood . These veh icle trips would take place during
the pharmacy's hours of operation as follows : 10 a.m . to 6 p.m. on Monday, Tuesday, Thursday, and
Friday, and 10 a.m. to 8 p.m. on Wednesday. Consequently, the additional vehicle trips generated by
this pharmacy per peak hour is not expected to exceed twenty. Also, this pharmacy will not include a
drive-thru window, so there will be no resulting driving pattern changes .
Of the surrounding owners, the property most affected by this proposed rezoning is 2307
Sanford Ave SW, the only other building on this block of Sanford Ave . We have spoken with Janie
Morton, the owner of Got Your Back Massage at 2307 Sanford Ave SW and she is very much in favor of
an independent pharmacy at 2311 Sanford Ave SW to further add to the individualized medical-related
services offered at this block and to allow for the referral of health-conscious clients between the two
businesses .
The Fran klin Road/Colon ial Avenue Neighborhood Plan clearly allows for general commercial
use at this property, however the current zoning conditions do not. Additionally, this property is located
directly within the commercial corridor found along Wonju St SW and Colon ial Ave with existing signage
visible from both . It is our wish to have all the proffered condit ions at 2311 Sanford Ave SW repealed so
that its legal zoning aligns with the Neighborhood Plan, and we can move forward in starting an
independent retail pharmacy at this location.

AN ORDINANCE to repeal Ordinance No . 31442-051793 , adopted May 17, 1993,
to the extent that it placed certain conditions on property located on 2311 Sanford A venue,
S.W. , bearing Official Tax Map No . 1271014; and dispensing with the second reading of
this ordinance by title.
WHEREAS , Summer D. Pate, has made application to the Council of the City of
Roanoke, Virginia ("City Council"), to repeal all conditions presently binding upon a tract
of land located at 2311 Sanford Avenue, S.W. , being designated as Official Tax Map No.
1271014, which property is zoned CG, Commercial-General District, with conditions, such
conditions having been accepted by Ordinance No. 31442-051793 , adopted on May 17,
1993;
WHEREAS , the City Planning Commission, after giving proper notice to all
concerned as required by §36.2-540, Code of the City of Roanoke (1979), as amended, and
after conducting a public hearing on the matter, has made its recommendation to Council;
WHEREAS , a public hearing was held by City Council on such application at its
meeting on April 18, 2022 , after due and timel y notice thereof as required by §36.2-540,
Code of the City of Roanoke ( 1979), as amended , at which hearing all parties in interest
and citizens were given an opportunity to be heard, both for and against the proposed
amendment; and
WHEREAS, this Council, after considering the aforesaid application, the
recommendation made to this Council by the Planning Commission, the City ' s
Comprehensive Plan, and the matters presented at the public hearing, finds that the public

necessity, convenience, general welfare and good zoning practice, require the repealing of
the conditions applicable to the subject property, and is of the opinion that the conditions
in Ordinance No. 31442-051793 , adopted on May 17, 1993, now binding upon a tract of
land located at 2311 Sanford Avenue, S.W. , being designated as Official Tax Map No .
1271014, should be repealed as requested, as set forth in the Zoning Amendment
Application dated February 28 , 2022.
THEREFORE, BE IT ORDAINED by the Council of the City of Roanoke that:

Ordinance No. 31442-051793 , adopted May 17, 1993 , to the extent it placed

certain conditions on property located on 2311 Sanford A venue, S.W ., being designated as
Official Tax Map No. 1271014, is hereby REPEALED, and that the Official Zoning Map,
City of Roanoke, Virginia, dated December 5, 2005 , as amended, be amended to reflect
such action, with the property zoned CG, Commercial-General District, with no conditions.
2.

Pursuant to the provisions of Section 12 of the City Charter, the second

reading of this ordinance by title is hereby dispensed with.

Re:Public Hearing for Proposed Ordinance to Realign Summit Hills and Lee Hi Voter
Precincts, and Establish New Polling Places in Peters Creek and Summit Hills Precincts
Dear Mayor Lea and Members of City Council :
This report is for the public hearing to consider a realignment of certain Voter Precincts within the
City and the establishment of two new polling places.
Currently, the City of Roanoke has 20 separate voter precincts throughout the City and one (1)
central absentee voter precinct at 317 Kimball Avenue, N.E. , Roanoke, Virginia.
City staff has recommended that the Summit Hills and Lee Hi Voter Precincts be realigned to
move the portion of Summit Hills Precinct located south of Shenandoah Avenue into neighboring
Lee Hi Precinct. This change was recommended in order to align with the new Virginia House of
Delegates districts. In addition, there is a need to establish new polling places in Peters Creek and
Summit Hills Precincts. The new polling place in Peters Creek Precinct will be located at William
Fleming High School, 3649 Ferncliff Avenue, NW. The new polling place in Summit Hills
Precinct will be located at Westminster Presbyterian Church, 2216 Peters Creek Road. The City
Attorney, the Registrar, members of the Electoral Board, and City staff within the Department of
Technology developed a proposed ordinance to reflect these proposed changes.
Finally, City Council needs to approve the changes made by the state with the redistricting maps.
City Council authorized City administration to prepare the proposed realignment for a public
hearing as required by State Code. Under Virginia Code Section 24.2-129, the City published on
the City's official website the proposed changes and general notice of opportunity for public
comment on the proposed changes. The City publicized the notice through press releases and such
other media. Such notice was made for 45 days. Public comment was accepted from March 4,
2022 through April 18, 2022. During this period, the City afforded interested persons an
opportunity to submit data, views, and arguments in writing by mail, fax, or email. As of April 18,
2022, no public comment has been received. The City is required to conduct at least one public
hearing during this period to receive public comment on the proposed changes.

Recommended Action:
Conduct the public hearing set for April 18, 2022, at 7:00 p.m. , to receive comments and input
from the public on proposed revisions to two voter precincts and two polling places. At the
conclusion of the public hearing, close the public hearing and consider adoption of the attached
proposed ordinance regarding the proposed amending and reordaining of Article II, Election
Districts; Voter Precincts and Polling Places, Chapter 10, Elections, of the Code of the City of
Roanoke (1979), as amended, in order to realign Summit Hills and Lee Hi Voter Precincts, and
establish new Polling Places in Peters Creek and Summit Hills Precincts.

Virginia Western Community College Local Advisory Board – one vacancy

At Council's Recessed Meeting this morning, City Council conducted four
interviews to select two candidates to serve as Roanoke City School Board
Trustees for three-year terms of office, each, commencing July 1, 2022. The
candidates are Mary F. Apel, Ryan A. Bell, Kathy S. Cohen and Joyce W.
Watkins.
At the 7:00 p.m. session this evening, a public hearing will be held to hear
the views of citizens regarding the selection of the four candidates for
Roanoke City School Board Trustee; and an announcement of the two
successful candidates will be made at the May 2 regular session of
Council.

3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to be heard. All matters will be
referred to the City Manager for response, recommendation or report to Council,
as he may deem appropriate.
Linda Kraige, 402 4th Street, S. E., Roanoke Rescue Mission, appeared
before the Council and spoke with regard to the conditions of the Rescue
Mission for the homeless population.
