On behalf of Best Friends Animal Society, and as a fellow Virginian, congratulations to you
and yours on achieving and maintaining no-kill in 2023, 2024 and again in 2025! I hope that

this year's no-kill plaque package has arrived and that you and team are able to celebrate
with each other, with the animals, and with your community.
I am located about 70 miles away (northeast). I would Jove to drop by in the next week or

so with some human treats to say hello and high-five! Would you be up for that? I know
days are packed and to-do lists are long, so no pressure!Either way, anytime I find myself
on route 29, I will be certain to wave hello to you, your staff, volunteers, foster families,

August 2026 Monthly Report
to the Board of Supervisors

The Virginia Department of Health is temporarily waiving the fees for replacement wells. Please
see the attached PDF; this info was also posted on the County website.
The 2024 Code Development Cycle & Process is in full swing. On July 13th the DHCD Codes
and Standards Committee met to discuss some remaining code provisions for the 2024 USBC.
Project Updates
The RSA WWTP upgrade project has started and work is progressing.
The Hoover Ridge Playground project is nearly finished as well.
The Hoover Ridge Splash Pad is nearing the permitting phase and beginning of construction.

Dear Mr. Wilks,
The Planning and Zoning Department has seen significant activity during the prior month. This activity is summarized
below:
Notice of Violations (Enforcement)
The Zoning Department continues to monitor and address zoning violations throughout the County. Three investigations
are currently ongoing to determine whether violations of the zoning ordinance have occurred. Eight cases are awaiting
responses from property owners or are actively working toward voluntary compliance. One case has been referred to
the County Attorney for enforcement action. Staff continues to pursue voluntary compliance where feasible while
coordinating with the County Attorney on cases requiring formal legal action.

Planning Commission
The Planning Commission currently has ordinance-related initiatives underway. At present, there are no active rezoning

Administrative Review
The Zoning Department continues to process development applications that are reviewed administratively. At present,
there are six active subdivision applications under review. The department also has six active site plan applications. The
fellowship Baptist Church Site plan is awaiting revisions and comments from DEQ. Several projects, including Madison
Wood Preservers (awaiting final revisions, DEQ approval has been received), HART, and Oak Grove Mennonite Church
are currently awaiting revised submissions from the applicants. The Mayavita project has completed the review process

and is awaiting bond payment prior to final approval. The Rapidan Service Authority Wastewater Treatment Plant site
plan was recently approved.

The Board of Zoning Appeals currently has one appeal scheduled for consideration. In addition to this application, the
BZA is addressing several administrative matters. The Board is developing formal bylaws, as it currently operates without
adopted bylaws.

Rapidan Service Authority Coordination Update
On July 31, 2026, County staff met with Rapidan Service Authority (RSA) General Manager, David Jarrell to review the
utility-planning priorities endorsed by the Board of Supervisors in January. The meeting resulted in meaningful progress
and several commitments from RSA.
Priority 1 – Adopt Water and Sewer Service Area Maps
County staff prepared a proposed service area map using RSA infrastructure data and County parcel, zoning, and
development information. RSA has committed to adopting and publishing an official service-area map (identical or
substantially similar to the County’s proposal) by the end of 2026. Following RSA’s adoption, staff can evaluate whether
the County’s Comprehensive Plan should be amended to formally incorporate the service area.
Priority 2 – Establish an EDU Management Policy
RSA is developing updated policies governing the allocation and retention of sewer EDUs. Existing EDUs that have
already been purchased will remain valid and will not be subject to new sunset provisions or recurring non-use fees.
Going forward, unused EDUs may be subject to non-utilization fees, sunset provisions, or both. RSA also intends to
prohibit speculative EDU purchases to prevent utility capacity from being warehoused or traded as a commodity.
RSA indicated that the County may reserve the 190 EDUs previously proposed for town redevelopment, public-health
needs, nonresidential development, and schools or governmental facilities. The County would pay an annual reservation
fee of 3% of the connection fee to help offset debt service revenue RSA would otherwise receive from active customers.
The specific policy and any reservation agreement remain subject to review by RSA’s legal counsel and the requirements
of Virginia Code § 15.2-1300.
Priority 3 – Complete Updated Hydraulic Modeling
Updated hydraulic modeling will be addressed as part of a broader utility master-planning effort. RSA has committed to
partnering with the County to develop a master plan for future service expansion, with 2028 currently serving as a
preliminary target. The planning process is expected to incorporate infrastructure capacity, GIS parcel information,
anticipated growth areas, and potential extensions of water and sewer service.
Priority 4 – Improve Transparency and Communication
Coordination and communication between RSA and the County have improved substantially under Mr. Jarrell’s
leadership. Staff are receiving clear information regarding current capacity, capital projects, service-area planning, and
developing RSA policies. Regular communication will continue as the service-area map, EDU policies, outfall project, and
master-planning process advance.
Priority 5 – Maintain Shared GIS Information
Following the Board’s endorsement of these priorities, RSA provided County staff with a GIS layer showing existing utility
infrastructure. Because the data contains sensitive infrastructure information, the layer is not available for public

display. It has, however, provided staff with the information necessary to analyze existing infrastructure and prepare the
proposed service-area map.
The ongoing wastewater treatment plant equipment upgrades are expected to provide treatment capacity for
approximately 400 additional sewer EDUs. That additional capacity cannot be placed into service until the new outfall to
the Robinson River is completed, which RSA currently projects for 2028.

IMPORTANT INFORMATION
Due to the current drought conditions, the Virginia Department of Health is temporarily waiving
the fees for replacement wells.

Good afternoon,
I wanted to share an update regarding Rappahannock Rapidan’s well permit fees. The Fee Regulations allow local
health departments to waive the replacement well permit fee during droughts.
Rapp Rap will waive both state and local fees for replacement wells only, including replacement agricultural wells.
During the drought, we are not requiring dry wells to be abandoned, so the replacement fee will be waived
regardless of whether the existing well is abandoned.
Once drought conditions improve and fees are reinstated, I’ll let you know.

PUBLIC COMMENT
Chairman Yowell opened the floor for public comment.
Aydin Farnsworth: Aydin Farnsworth, a Madison County resident, addressed the Board
regarding the County's use of Automated License Plate Reader (ALPR) cameras. Mr. Farnsworth
expressed concerns regarding privacy, data retention, potential inaccuracies associated with the
technology, cybersecurity vulnerabilities, and the practices of third-party vendors providing the
camera systems. He encouraged the Board to reconsider the continued use of ALPR technology
within the County.
Ken Jamerson: Ken Jamerson, of Powhatan County, addressed the Board regarding a proposed
motorsports park associated with Throttle Therapy. Mr. Jamerson shared experiences from his
community concerning a similar proposal, discussed concerns related to land use, infrastructure,
community impacts, and public engagement, and encouraged the Board to carefully evaluate any
future proposal should it come before the County.

CONSTITUTIONAL OFFICERS, COUNTY DEPARTMENTS, COMMITTEES &
ORGANIZATIONS
1. Monthly Reports
Chairman Yowell invited department heads and agency representatives to present their monthly
reports.
Emergency Communications: Ashley Richards, Director of Emergency Communications,
reported increased call volume during June, recent staffing additions, ongoing recruitment
efforts, and grant awards supporting dispatcher training, GIS services, and a planned
communications equipment upgrade. She also recognized two dispatchers who successfully
completed the APCO Communications Training Officer program, noting their achievement
would strengthen the department's ability to train new employees.
Board members congratulated the employees on their accomplishments.
Finance: Jennifer Warren, Finance Director, introduced Mikayla Johnson as the County's new
Accounting Specialist and highlighted her educational background and professional experience.
The Finance Director also reported that Finance had begun the FY2026 pre-audit process,
continued year-end financial closeout activities, and was preparing the FY2027 Budget Book
while conducting departmental training.
Social Services: Valerie Ward, Director of Social Services, updated the Board on the
department's response to anticipated state and federal benefit program changes, efforts to assist
residents experiencing financial hardship, operation of the County's cooling shelter during
periods of extreme heat, and regional discussions regarding homeless shelter services. She also
summarized participation in the Virginia Opioid Abatement Authority conference and ongoing
work with regional partners exploring services to assist senior citizens aging safely within their
communities. Board members discussed the regional warming shelter, potential future funding
considerations, and the status of the Commonwealth's proposed centralized child intake system.
Economic Development and Tourism: Tracey Gardner, Director of Economic Development
and Tourism, thanked County staff, volunteers, and Board members for their participation in the
County's 250th anniversary event, noted strong participation despite extreme heat, and provided
updates regarding the County Fair and ongoing economic development initiatives.
Building and Zoning: Jamie Wilks, Building Official and Director of Building and Zoning,
summarized departmental permitting and inspection activity, discussed updates to the statewide
building code development process, ongoing code enforcement efforts, completion of the Hoover
Ridge maintenance building, progress on the Rapidan Service District treatment plant
improvements, and preparations for inspections associated with the Madison County Fair.
Information Technology: Alan Berry, Director of Information Technology, reported on the
resolution of a fiscal year software issue, implementation of the County's new IT help desk

management system, progress toward deployment of the JustFOIA platform, courthouse
technology improvements supporting the security renovation project, and continued planning for
upgrades to the Board Auditorium audiovisual system.
Animal Control: Greg Cave, Chief Animal Control Officer, summarized monthly call activity,
announced completion of FEMA National Incident Management System training by an Animal
Control employee, reported that Madison County currently had no dogs listed on Virginia's
Dangerous Dog Registry, and reviewed public outreach efforts regarding heat safety for pets.
EMS: Gavin Helme, EMS Chief, reported increased emergency call activity, response statistics,
mutual aid utilization, and ambulance unavailability data. He recognized recent promotions
within the department, discussed current staffing levels, and advised the Board that additional
operational analysis would be conducted to evaluate future staffing needs as service demand
continues to increase.
Board members discussed factors contributing to ambulance unavailability, including traffic
accidents, and increasing service demands.
Commissioner of the Revenue: Brian Daniel, Commissioner of the Revenue, provided updates
regarding implementation of revised meals and transient occupancy tax rates, outreach to
vendors participating in County events, and preparations for upcoming personal property tax
billing. At the request of the County Administrator, the Commissioner of the Revenue also
explained the relationship between the existing local sales tax and the proposed one percent
school sales tax referendum, including projected revenue impacts and exemptions applicable to
grocery and hygiene items.
Board members discussed the importance of public understanding of the proposed referendum.

Chairman Yowell introduced the Consent Agenda and requested a brief overview of each
supplemental appropriation for the benefit of those in attendance. At the Chairman's request, the
Finance Director and the County Administrator summarized the requested appropriations.
The Finance Director explained that Supplemental Appropriation #42 (CSA) represented
additional funding necessary to complete Community Services Act expenditures for FY2026.
The Finance Director reviewed the Board's prior decision to partially fund the local CSA
contribution at the beginning of the fiscal year while utilizing the Joint Services Stabilization
Reserve Fund to address actual year-end needs. Based upon year-end analysis, staff estimated
that an additional appropriation of approximately $30,000 would satisfy remaining FY2026
obligations.

Board members discussed the funding methodology and confirmed that staff anticipated the
appropriation would be sufficient to cover remaining expenditures.
The County Administrator advised that Supplemental Appropriation #43 (School Board Request
– Transfer of Funds) involved the transfer of previously appropriated School Board funds
between expenditure categories and did not require any additional local funding.
The Finance Director further explained that Supplemental Appropriation #44 (School
Improvement Grant) represented grant funding received by the School Board and likewise
required no additional local match or County funding. The appropriation would transfer the grant
proceeds to the School Board for expenditure.

OLD BUSINESS
6. Media Update – Director of Information Technology and Information Technology
Technician
Federico Tripicchio, Information Technology Technician, and Alan Berry, the Director of
Information Technology, provided an update regarding the planned modernization of the Board
Auditorium audiovisual system. Staff advised that two vendors were scheduled to evaluate the
existing system and prepare proposals, while a third proposal remained under development. The
project scope includes replacement of the current projection system, upgrades to microphones
and hearing assistance equipment, improvements to cabling, and consideration of television
displays in place of projectors.
Board members discussed ensuring that vendor proposals would provide comparable
specifications, anticipated project timelines, and recurring maintenance issues experienced with
the existing projection equipment. Staff indicated the proposed upgrades would improve
reliability while reducing future maintenance requirements and estimated installation could
likely be completed within approximately one month following vendor selection.

7. Emergency Communications Staffing, Retention, And Recruitment Presentation –
Director of Emergency Communications

The County Administrator introduced the presentation by recognizing the efforts of the
Emergency Communications Department and noting the staffing challenges facing the County's
911 Communications Center. He explained that the Department's current staffing model was no
longer sustainable and invited the Director of Emergency Communications to present
recommendations intended to improve recruitment and employee retention.
The Director of Emergency Communications advised the Board that, although recent hiring
efforts had reduced vacancies, the department continued operating at minimum staffing levels.
She explained that dispatcher training requires approximately eight to ten months before new
employees can work independently, resulting in prolonged staffing shortages. She further
reported that management staff routinely worked additional shifts to maintain minimum staffing
levels and that employee burnout had become a growing concern.
Based upon discussions with neighboring jurisdictions, the Director of Emergency
Communications recommended implementation of a $2.50 per hour night shift differential for
employees assigned to evening and overnight shifts. She also recommended establishing two
part-time dispatcher positions to provide supplemental coverage during employee leave,
vacancies, and other staffing shortages. The Director of Emergency Communications advised
that surrounding localities utilizing similar strategies had experienced improvements in both
recruitment and employee retention and further noted that certified dispatchers from neighboring
jurisdictions had already expressed interest in serving in part-time positions if approved by the
Board.
Chairman Yowell and members of the Board discussed the department's staffing model, shift
assignments, minimum staffing requirements, and operational demands associated with
providing twenty-four-hour emergency communications services. Additional discussion
addressed supervisory coverage, employee scheduling, training requirements, and the importance
of maintaining experienced personnel within the Communications Center.
The Finance Director presented a fiscal analysis outlining the estimated cost of implementing the
proposed night shift differential and establishing two part-time dispatcher positions. The Finance
Director reviewed projected salary impacts by position, historical salary savings resulting from
vacancies and turnover, and concluded that existing FY2027 budget appropriations would likely
absorb the proposed changes based upon historical salary turnback.
The County Administrator recommended that the Board authorize staff to implement the
proposed night shift differential, establish two part-time dispatcher positions, and continue filling
existing vacancies within the department. Board members expressed unanimous support for the
recommendations, noting the critical nature of emergency communications services, the
importance of employee retention, and the long-term operational benefits of investing in staffing
stability.
Vice-Chairman Jewett made a motion to approve the implementation of a $2.50 per hour night
shift differential for eligible Emergency Communications personnel and authorized the
establishment of two part-time dispatcher positions to assist with staffing and operational

8. RRRC’s 2025 Regional Hazard Mitigation And Resilience Plan – County Administrator
a. Resolution #2026-17
The County Administrator presented the RRRC's 2025 Regional Hazard Mitigation and
Resilience Plan for Board consideration. He explained that FEMA requires each Planning
District to maintain and periodically update a regional hazard mitigation plan, with updates
occurring every five years. The County Administrator advised that the current update focused
primarily on flood mitigation and resiliency, incorporating revised floodplain mapping and other
hazard data developed since the previous plan. He further noted that the Rappahannock-Rapidan
Regional Commission had adopted the plan at its June meeting and that each participating
locality was required to adopt the plan by resolution.
The Director of Building & Zoning advised that flooding and wildfires continue to represent
Madison County's most significant natural hazards and explained that the updated plan
emphasized resiliency planning while recognizing that implementation of many
recommendations would require future financial investment. He noted that the document serves
as a planning tool and does not impose mandatory requirements upon local governments. Board
members briefly discussed the updated flood data and resiliency recommendations contained
within the plan.
Supervisor Buchanan made a motion to approve Resolution #2026-17 approving the RRRC's
2025 Regional Hazard Mitigation and Resilience Plan, seconded by Supervisor Sharman. Aye:
Yowell, Jewett, Buchanan, Snider, Sharman. Nay: (0) Abstain: (0) Absent: (0).
9. Brandon Frazier’s Firework Permit Application (9/5/26) - County Administrator
The County Administrator presented Brandon Frazier's application for a fireworks permit
scheduled for September 5, 2026. He explained that the County's current permit process exists
primarily to promote public safety by ensuring emergency responders are aware of planned
fireworks displays. Staff reported no concerns regarding the submitted application and
recommended approval.
The County Administrator also suggested that the Board consider reviewing the County's
fireworks permit process at a future meeting to determine whether the existing procedures should
be formally codified by ordinance. Board members discussed several considerations for future
policy development, including public safety, emergency response planning, potential liability,
applicability during periods of elevated fire danger, permitting thresholds, distinctions between
consumer and professional fireworks displays, and licensing requirements for pyrotechnic
operators. The County Attorney advised that additional research would be necessary before
presenting a draft ordinance for the Board's consideration. The County Administrator indicated
staff would incorporate the Board's comments into future recommendations.

10. Proposed Cancellation of August Joint Meeting - County Administrator
The County Administrator advised the Board that Planning and Zoning had no applications
requiring consideration at the August Joint Meeting. He further reported that the proposed Sign
Ordinance discussion was expected to be deferred until September and that staff was unaware of
any additional County business requiring the Joint Meeting. Although the Board's bylaws
authorized the Chairman to cancel the meeting administratively, Chairman Yowell requested that
the full Board consider the matter.
Following brief discussion, Board members agreed that cancellation of the August Joint Meeting
was appropriate due to the absence of agenda items requiring consideration.

DISCUSSION
11. Economic Development Committee (EDC) Townhall Joint Meeting – County
Administrator
The County Administrator reminded the Board of previous discussions regarding a joint
Economic Development Committee (EDC) Town Hall Meeting and requested guidance
regarding scheduling. Vice-Chairman Jewett, serving as Chair of the Economic Development
Committee, discussed potential meeting dates and noted that one of the principal topics would be
the proposed one-percent school sales tax referendum. The County Administrator advised that
additional consultant information related to the referendum was expected later in August and
reviewed scheduling considerations associated with other County meetings.
Following discussion, the Board reached a consensus to conduct the joint Board of Supervisors
and Economic Development Committee Town Hall on August 11, 2026, beginning at 6:00 p.m.,
immediately following the Board's regular meeting. Staff were directed to advertise the meeting
accordingly and coordinate with the Economic Development Committee.

The Usage Of Automated License Plate Readers (ALPRs)
My Fellow Madison County Residents;
​

The usage of ALPRs is a hard subject, with some arguing for, and others against. It is my

goal not to convince you that surveillance by the police or cameras in general are bad, but that
the ALPRs installed in Madison County should not be here. I support the police and wish them
well. My concerns are not of the police, but instead the companies that the police are contracting
with.
​

Throughout this statement I will be quoting multiple sources, chief among them being the

public notice regarding Automated License Plate Reader (ALPR) Usage released by the Madison
County Sheriff’s Office. Any additional sources will be linked through footnotes. To ensure I
don’t misquote the public notice I will be quoting longer sections of it than may be required, but
I ask you to bear with me

How do these cameras work? The cameras capture everything about your car, from the

license plate, to the color, all the way down to that scratch you haven’t gotten around to buffing
out on your trunk. The networked intelligence notes down everything about your car and adds
that as a data point. I know that that doesn’t sound like an issue, after all, they have to delete that
data after 21 days, right? Not exactly1. They have to delete the footage of your car, but the
collected data isn’t mentioned at all. The big problem that leads to is a record of your movements
every time you pass one of these cameras, which shouldn’t affect law abiding citizens at all.
Right?

The public notice claims that “ALPR systems capture images of vehicle license plates that

are visible from public roadways.The system converts the plate image into machine-readable
data, including the plate number,date, time, and location of capture. This information is
compared against databases of vehicles associated with criminal investigations, stolen vehicles,
missing persons, AMBER Alerts, and other public safety notifications” This is entirely true, and
it glosses over the many2 many3 different4 misidentifications that can lead our police officers on a

wild goose chase to arrest the wrong person. A good example of this is when an ALPR camera
mistakenly identified a SUV with colorado plates as a stolen motorcycle from montana5.

The notice then lists the valid use case scenarios. I will provide rebuttals to each in turn.

The first, “Locating stolen vehicles” has been proven to make mistakes by the bucketload, with
data showing that 1-in-10 plates have their state misread and less than 1% of cars scanned by the
readers are actually connected with wrongdoing6. The second, “Identifying vehicles associated
with wanted or missing persons” is just as able to make mistakes on that and use up the time, and
effort of our deputies to chase a mistake. The third, “Supporting criminal investigations” is
interesting, because there are so many points of failure for the technology that it is entirely
possible to waste time and effort scanning the system data just to get a misidentification.
The fourth and fifth, “Assisting with public safety alerts | Enhancing officer safety” talk
about safety but do not provide information as to how. How does this help with public safety
alerts? How does it enhance officer safety when it raises risks for them to arrest the wrong
person, to get into a confrontation with an innocent bystander, which opens them up to lawsuits
and having to bear the guilt of breaking their oath to protect unknowingly.

The next section is “The Madison County Sheriff’s Office does not use ALPR

technology to track individuals without lawful purpose. All data collection, access, retention, and
dissemination comply with Virginia law and agency policy. Access to ALPR data is restricted to
authorized personnel and is subject to audit and oversight” Which is, according to Flock,
incorrect, as said on their LPR policy, “In accordance with its Terms and Conditions, Flock
Safety may access, use, preserve and/or disclose the LPR data to law enforcement authorities,
government officials, and/or third parties, if legally required to do so or if Flock has a good
faith belief that such access, use, preservation or disclosure is reasonably necessary to comply
with a legal process, enforce the agreement between Flock and the customer, or detect, prevent
or otherwise address security, privacy, fraud or technical issues. Additionally, Flock uses a
fraction of LPR images (less than one percent), which are stripped of all metadata and
identifying information, solely for the purpose of improving Flock Services through machine
learning.” The loophole in that is so large you could drive a tractor through it.

Additionally, the Terms and conditions themselves state “Customer hereby grants to

Flock a limited, non-exclusive, royalty-free, irrevocable, perpetual, worldwide license to (a) use
and disclose Customer Data to provide the Flock Services; and (b) use Customer Data to
support and improve Flock’s products and services ”7 Which means that any information they
got on anyone in the sheriff's office is theirs to do with as they please to improve their company,
forever. The LPR policy also goes against their FAQ that states “Flock Safety does not access or
monitor your footage without explicit request of the customer. Our team does have software in
place to measure camera performance and image capture quality. This is used to preemptively
diagnose issues and schedule maintenance service calls.”8

This is merely the problems regarding the cameras themselves and their flaws, the

company has many scandals to read through, from the live feed of child playground and jogging
paths on unprotected cameras9, to cameras in “children’s gymnastics room, a playground, a
school, a Jewish community center, and a pool”10. This source also contains photographic
evidence of flock employees accessing the cameras11.

Flock cameras are bad, there are numerous videos of people hacking them121314.
The second company in Madison with ALPRs is Neology, which has had its own share of

bad luck with data breaches1516.
​

The easiest way to hack the Flock ALPR requires an android phone, a minute of your

time, and a stick. All you need to do is push the button on the back three times, connect to the
mobile hotspot using a hardware coded password (“security” in all lowercase), activate your
Android Developer Mode, and it is yours.17

your most vulnerable. What can’t someone do to you with all that information, especially
considering that if they can access the camera, they can find out how to pass by it without being
caught on it, or they can just turn it off.

What worth do these cameras have? What crimes have they helped us, the people who
live in Madison, solve?

In conclusion, disregarding politics and 4th amendment arguments, ALPR cameras are

incredibly insecure, are a danger to your safety even if you have done nothing wrong, and have
no place in our country, much less our county.

Chairman Yowell called the Board to order. The Pledge of Allegiance was recited, followed by a
moment of silence.
DETERMINE PRESENCE OF A QUORUM/ADOPTION OF AGENDA
Chairman Yowell advised that a quorum was present.
Prior to adoption of the agenda, the County Administrator advised the Board that a letter
submitted by Ms. Kelly Farnsworth regarding Flock Safety cameras had been provided for
inclusion in the meeting record. He also informed the Board that the proposed Mobile Command
Post Memorandum of Understanding had received additional legal and operational revisions and
recommended deferring acting on it until the August meeting. Additionally, the County
Administrator advised that the July 7, 2026 Special Meeting minutes would be removed from the
Consent Agenda and considered separately because Supervisor Buchanan had not been present at
that meeting.
Vice-Chairman Jewett made a motion to adopt the agenda as presented, seconded by Supervisor
Sharman. Aye: Yowell, Jewett, Buchanan, Snider, Sharman. Nay: (0) Abstain: (0) Absent: (0).
PUBLIC COMMENT
Chairman Yowell opened the floor for public comment.
Aydin Farnsworth: Aydin Farnsworth addressed the Board regarding the use of Flock Safety
automated license plate reader (ALPR) cameras. Mr. Farnsworth expressed concerns regarding
the technology's reported accuracy rate, stating that misidentifications could result in innocent

individuals being incorrectly identified. He cited examples of reported incidents in other
jurisdictions involving traffic stops and argued that the technology places the burden on
individuals to prove their innocence. Mr. Farnsworth encouraged the Board to discontinue use of
the cameras and redirect funding toward other priorities.
Kelly Farnsworth & Colin Beers: Kelly Farnsworth, represented by Colin Beers, also spoke in
opposition to Flock Safety cameras. Mr. Beers stated that the system represents an ongoing
financial obligation through annual subscription costs and expressed concerns regarding longterm vendor dependence. He further discussed privacy concerns associated with storing vehicle
movement data and questioned the use and security of information maintained by a private
company. Mr. Beers referenced other Virginia localities that had declined or removed similar
systems and urged the Board to reject any current or future funding or agreements related to
Flock Safety.
There being no additional speakers, Chairman Yowell closed the public comment period.

2. FY27 Supplemental Appropriation #1 – School Board’s Revised Budget
Chairman Yowell requested that the July 7, 2026 Special Meeting minutes be removed from the
Consent Agenda motion because Supervisor Buchanan had not been present at that meeting and
would need to abstain from voting on those minutes.
The County Administrator also explained Supplemental Appropriation No. 1 for the School
Board's revised FY27 budget. He advised that the appropriation reflected adjustments previously
approved by the Board during the budget process, including reductions to local funding requests
and changes to state funding, and emphasized that no additional local funds were being
requested.
Vice-Chairman Jewett made a motion to adopt the consent agenda with the exclusion of the July
7, 2026 minutes, seconded by Supervisor Buchanan. Aye: Yowell, Jewett, Buchanan, Snider,

3. VDOT Updates – County Administrator

The County Administrator provided an update on ongoing communications with the Virginia
Department of Transportation (VDOT). He advised that although the Resident Engineer would
not appear before the Board again until September, staff had continued discussions regarding
several transportation concerns throughout the County.
The County Administrator reported that improved communication had been established
regarding VDOT paving schedules to better inform County staff and emergency services of
anticipated road work. He also advised that final property owner permission had been obtained
for the Lindsey Lane Swinging Bridge project and demolition activities were expected to begin
within the coming months.
Updates were also provided regarding safety improvements at several intersections along Hoover
Road. The County Administrator stated that VDOT was reviewing plats to determine whether
additional right-of-ways would be necessary and advised that County staff stood ready to assist
with landowner outreach if needed. Additional discussion occurred regarding visibility concerns,
vegetation management, and possible future improvements, including signage or participation in
the Smart Scale program.
The County Administrator further discussed ongoing Route 29 paving operations, emphasizing
that while the work was necessary, improved communication regarding lane closures would
benefit motorists and emergency responders. He also advised that a bridge replacement project
on Moon Road was anticipated to begin later in the year and that coordination with residents and
emergency services would occur prior to construction.
Board members discussed additional roadway concerns, including deteriorating pavement near
the Shelby Road R-cut and hazardous conditions at several Hoover Road intersections. The
County Administrator indicated these concerns would be shared with VDOT and that staff would
continue monitoring progress.
No action was taken.
4. Voter Referendum Update – County Administrator
The County Administrator reported that following the Board's previous adoption of a resolution
requesting a voter referendum for an additional one percent local sales tax dedicated to school
capital improvements, the required petition had been prepared, filed, and approved by the Circuit
Court. He advised that the Registrar had been notified and outlined the statutory advertising
requirements associated with the referendum.
The County Attorney explained that the referendum would authorize, subject to voter approval,
an additional sales tax of up to one percent on eligible purchases, with proceeds restricted solely
to public school construction and renovation projects. He noted that exempt items would include
groceries and certain personal hygiene products. The County Attorney further explained that,
should voters approve the referendum, the Board would later consider adopting an ordinance
imposing the tax.

Chairman Yowell discussed the importance of educating the public regarding the purpose of the
referendum and emphasized that while individual Board members could express personal
opinions, the Board as a governing body must provide neutral, informational materials.
Vice-Chairman Jewett advised that the upcoming Economic Development Committee Town Hall
would include an informational presentation explaining the referendum, projected school capital
needs, and the relationship between future school funding and local taxation.
Additional discussion occurred regarding projected school capital needs, facility assessments
currently underway, anticipated future reports, and statutory advertising requirements. Staff
advised that public information distributed by the County would remain factual and nonpartisan.
Supervisor Buchanan made a motion to direct staff to publicly advertise the voter referendum per
the requirements of state code and provide any future updates to the Board of Supervisors as
available, seconded by Supervisor Sharman. Aye: Yowell, Jewett, Buchanan, Snider, Sharman.

NEW BUSINESS
5. Federal Grant Acceptance – Deputy County Administrator
The Deputy County Administrator presented a request to accept a federal Community Project
Funding grant in the amount of $500,000 awarded through Congressman Vindman's office for
the purchase of a mobile command center. The Deputy County Administrator explained that the
Sheriff's Office had successfully completed the federal grant application process following
congressional appropriation of the funding.
The Deputy County Administrator reviewed the procurement process, noting that seven complete
proposals had been received through the Invitation for Bids process. Discussion also occurred
regarding anticipated maintenance costs associated with the vehicle, including routine
maintenance, communications equipment subscriptions, storage considerations, and annual
operating expenses. Staff advised that the Sheriff's Office intended to budget for ongoing
maintenance costs.
Supervisor Sharman made a motion to approve that the Madison County Board of Supervisors
accept the federal grant money for the total of $500,000 for the purpose of procuring a mobile
command center, seconded by Vice-Chairman Jewett. Aye: Yowell, Jewett, Buchanan, Snider,
Sharman. Nay: (0) Abstain: (0) Absent: (0).
6. Notice of Award for Mobile Command Post – Deputy County Administrator
The Deputy County Administrator reviewed the evaluation process used by the selection
committee, which included representatives from the Sheriff's Office, Fire Department,
Emergency Management, and County Administration. He explained that proposals had been
evaluated based on compliance, cost, delivery schedule, training, experience, and ongoing
support.

Following evaluation, the committee recommended awarding the contract to JHB Group in the
amount of $499,123. County staff and the County Attorney discussed the need for contract
language making the procurement contingent upon the County's receipt of the federal grant funds
to protect the County from financial liability.
Vice-Chairman Jewett made a motion to approve the notice of award for the mobile command
post be made to JHB Group, for the amount of $499,123. The motion includes the authorization
of the County Administrator and County Attorney to enter into a contract with JHB Group with
the understanding that the contract will have a provision that procurement will only occur once
the County receives the federal funding in November 2026, seconded by Supervisor Snider. Aye:
Yowell, Jewett, Buchanan, Snider, Sharman. Nay: (0) Abstain: (0) Absent: (0).
7. Mobile Command Post Draft Memorandum Of Understanding – Deputy County
Administrator
The Deputy County Administrator presented the draft Memorandum of Understanding governing
operation and use of the Mobile Command Post. He explained that the agreement established
procedures for deployment, maintenance responsibilities, authorized operators, and coordination
among the Sheriff's Office, Fire Department, Emergency Management, and other participating
agencies.
The County Attorney summarized the proposed revisions, noting that the edits primarily clarified
that the Sheriff's Office would retain ownership and responsibility for maintenance and repairs
while outlining procedures for multi-agency use during significant emergency incidents.
Following discussion, Supervisor Snider made a motion to approve the Mobile Command Post
Draft Memorandum Of Understanding to include the County Attorney’s recommended revisions,
seconded by Vice-Chairman Jewett. Aye: Yowell, Jewett, Buchanan, Snider, Sharman. Nay:
(0) Abstain: (0) Absent: (0).
8. Board of Zoning Appeals Appointment Recommendation – Deputy Clerk
The Deputy Clerk advised the Board that an Alternate Member vacancy existed on the Board of
Zoning Appeals for the remainder of an unexpired term ending December 31, 2030. She reported
that the position had been advertised and that one application had been received from Ross
Shifflett. Staff recommended forwarding Mr. Shifflett's name to the Circuit Court for
appointment.
Board members noted Mr. Shifflett's previous service and experience and expressed support for
the recommendation.
Supervisor Sharman made a motion to recommend that the Circuit Court appoint Ross Shifflett
to serve as the Alternate Member of the Madison County Board of Zoning Appeals for the
remainder of the unexpired term ending December 31, 2030, seconded by Supervisor Buchanan.

Subject: Hoover Ridge Lease Agreement
Background: The Board of Supervisors has previously leased a portion of acreage on what is
known as the Hoover Ridge property. Over the course of the last 20 years a lot of the Hoover
Ridge property has been developed and utilized for parks and recreation opportunities for our
community. Currently, there is roughly 31.8 acres of land leased by the Weaver family that is
planted in crops. The Weaver family has given written notice that they wish to terminate the
lease this year. The County Administrator had requested the BOS at a previous meeting to advise
if they wish to pursue another land lease or identify another use of the 31.8 acres.
Recommended Action: Discuss the use of the 31.8 acres that is currently being leased and
provide direction to staff. Staff recommends the board considers directing Legal Counsel and the
County Administrator to properly advertise for any lease agreement consideration.

Background: The Board of Supervisors have made inquiry about certain highway intersection safety
concerns.
Summary of Information:
Highway intersection safety concerns were identified to VDOT. Supervisors’ Sharman and Jewett along
with the County Administrator, conducted a ride along with VDOT to view the intersections of concern.
Since then, staff have provided VDOT with plats of certain tax map parcels that identify their Right of
Way (ROW) along various at the intersections so that VDOT may determine next steps. Three of the four
intersections are still under review for field measurement of ROW’s.
VDOT has reviewed the intersection of Novum Church Road and Novum Road and proposed a four-way
stop to improve the safety of the intersection due to the lack of sight distance. VDOT has provided a
concept of the four-way stop.
Recommended Action: Staff recommend that the board approve the VDOT proposal of the four-way stop
intersection improvement at the intersection of Novum Church Road and Novum Road.

Background: Per VA Code section 15.2-1508 authorizes the County to provide for payment of monetary
bonuses to County officers and employees upon authorization by ordinance.
Summary of Information: The County adopted ordinance #2025-6 via VA Code section 15.2-1508 and
added additional language that requires the Board of Supervisors to hold a public hearing before
approving bonuses (See County Code Chapter 2, Article II, Section 2-26). Based on the approved
ordinance, action by the state, and certain staff performing above their standard duties, the County
Administrator recommends providing the following bonuses:
1. Per the acts of the General Assembly, a one-time bonus payment equal to 2% of the Registrar’s
June 1, 2026 salary as well as providing a one-time bonus payment to the Registrar’s two parttime employees equal to 2% of their June 1, 2026 hourly rate of pay times the total number of
normal hours worked in a fiscal year.
2. Provide a one-time bonus payment to both the Director and Assistant Director of Emergency
Communications. A one-time bonus equal to $1500 is requested for the purpose of recognizing
their commitment to the operation of the dispatch center during multiple vacancies. Both
individuals have covered well over 80 hours each of dispatch shifts while still performing their
normal duties. The two positions are salaried positions and are exempt from overtime.
Recommended Action: Staff recommend that the board authorizes the County Administrator to schedule
a public hearing in accordance with County Code Chapter 2, Article II, Section 2-26 for the purpose of the
proposed bonuses.

SUBJECT: 2026-2027 Authorized General Registrar and Local Electoral Board Member Salaries for
Madison County
The Code of Virginia Chapter 1 (§24.2-108 and §24.2-111) mandates the governing body of each county
or city to pay compensation to their general registrar and electoral board members in accordance with the
compensation expense plan established in the Annual Virginia Acts of Assembly. This correspondence sets
the authorized state compensation to be paid to your general registrar and electoral board members effective
July 1, 2026 through June 30, 2027 as shown in table 1. The tables include the amount authorized for the
period of March 1, 2026 through February 28, 2027 to help with your 2027 reimbursement request. The
authorized general registrar salary and electoral board compensation are computed using the latest
(Published January 2026) population estimates from the University of Virginia’s Weldon Cooper Center
for Public Service, Demographics & Workforce.
Authorized Salary for General Registrar
The authorized salary rates for your local general registrar are shown in table 1 and only reflect annual
salary as locality’s process payrolls differently. Your local governing body will be reimbursed by the
Department of Elections for state authorized salary payments to the extent of funds provided in the Annual
Virginia Acts of Assembly. The authorized salary takes into account changes made by the General
Assembly and Governor to adjust General Registrar salaries by three and a half-percent effective
August 1, 2026 and a one-time bonus payment, equal to 2 percent of their base salary, as of June 1,
2026. The bonus amount will be included in your request for the FY2027 reimbursement, if paid.
Your local governing body is also required to provide benefits to the general registrar, deputy registrars and
the registrar’s staff as provided to other employees of your locality. Local governments are also required to
pay the reasonable expenses of the general registrar, including reimbursement for mileage at the rate payable
to members of the General Assembly. Reasonable expenses include, but are not limited to, costs for: (i) an
adequately trained registrar's staff, including training in the use of computers and technology to the extent
provided to other local employees with similar job responsibilities, and reasonable costs for the general
registrar to attend annual training offered by the Department of Elections; (ii) adequate training for officers
of election; (iii) conducting elections as required; and (iv) voter education. Local governing bodies may
supplement the annual salary of the general registrar. However, the supplement, expenses, and mileage of
the general registrar, are not reimbursable from the State Treasury.
Electoral Board Authorized Compensation
Table 1 shows the authorized state annual salary rates for your Electoral Board (EB) members. These
amounts are to be paid by your local government during the period of July 1, 2026 through June 30, 2027.

Also included in the table is the amount authorized for the period of March 1, 2026 through February 28,
2027 to help with your 2027 reimbursement request. The authorized salaries include a three and a halfpercent salary increase effective August 1, 2026 and a one-time bonus payment, equal to 2 percent of
their base salary, on June 1, 2026. This amount will be included with your requested reimbursement
for Fiscal Year 2027, if paid.
Mileage & Expenses
The governing body of any county or city may pay the secretary of its electoral board additional allowance
for expenses as it deems appropriate but there shall be no reimbursement out of the State Treasury for such
expenses.
The authorized mileage rate for general registrars, their staff and local electoral board members is to be paid
at the rate listed by the federal government at the IRS website (http://www.irs.gov/TaxProfessionals/Standard-Mileage-Rates/) at the time of travel, counties and cities shall not be reimbursed
from State Treasury for mileage paid to general registrars or members of electoral boards.
Reimbursements from State Treasury
Annually, the Department of Elections reimburses your local government for the state authorized salaries
based on population data paid to the general registrar and your local electoral board members. As stated,
the reimbursements will not include local supplements, mileage and expenses of the general registrar or
local electoral board only the state authorized amount contingent to the extent of funds provided.
The Appropriations Act permits the governing body of any county or city to pay the secretary of its electoral
board additional allowance for expenses as it deems appropriate. However, the Department of Elections
will not reimburse the additional allowances.

Subject: Hoover Ridge Outdoor Recreation Center Update
Background: The Hoover Ridge Outdoor Recreation Center (HRORC) is approximately a 5-acre
site within Hoover Ridge Park that is currently under construction. There has been major
completion of construction at HRORC but the remaining completion items and cost to complete
needs to be discussed to determine funding and the timeline to complete the overall project.
Summary of Information: The HRORC project has been completed in phases as funding has
been made available. Projects completed so far include the accessible playground, roughly 70%
of hard surfacing such as sidewalks and pavement, with most of the utility conduit being
installed. Project items left to include are finishing the remainder installation of conduit,
plumbing, electric, court and parking lot lighting, concession stand/bathroom building, interior
pavilion, and parking lot paving.
Staff have witnessed several board members making the statement that we should move forward
with finishing the project as cost will continue to rise. Therefore, should the BOS wish to have a
better understanding of remaining cost and timeline to complete the project, staff recommend the
County work with our contracted engineer to develop a scope of work and invitation for bid
(IFB). Staff would bring back the bid information for the Board of Supervisors to consider a
desired path for the HRORC project completion.
Recommended Action: Recommend the board authorize the County Administrator to issue an
Invitation for Bid for the completion of the Hoover Ridge Outdoor Recreation Center.
