The Henrico County Board of Supervisors convened a regular ineeting on Tuesday, August
11, 2026, at 6:00 p.m. in the Board Room, Administration Building, Henrico County
Government Center, Parham and Hungary Spring Roads, Henrico County, Virginia.

the july 28, 2026, Regular and Special Meetings.

Recognition of News Media
Mr. Cooper recognized Liana Hardy with the Henrico Citizen.
Manaers Comments
Mr. Vithoulkas recognized Vice-Chair Misty D. Roundtree and Sheriff Alisa Gregory. Ms.
Roundtree was only elected in 2023, but she has been serving the Henrico community,
through her work as an attorney, for so much longer. She has been great advocate for the
residents ofthe Three Chopt District, through her listening and careful decision making.
Sheriff Gregory was elected in November of 2019 but started her career as a deputy at Jail
East in the Sheriffs Office in 1998. She has served our community for over 27 years, and
shes done a tremendous job at leading her staff and our jail facilities for the last seven years.
Sheriff Gregory and Vice-Chair Roundtree have touched the lives of many in the Henrico
community through their work in creating conversations for mental health, eðucation, and
so much more.
Vice-Chair Roundtree will be awarded the Community Advocate of the Year award, and
Sheriff Gregory will be awarded as the Public Servant of The Year at the Black Girl Magic
Image Awarðs. The awarðs wffl be presenteð in Suffolk, Virginia, on September 13. The8e
are national awarðs that recognize the achievements of women of color in public service.
The Manager noteð it gives him great pleasure to recognize and congratulate SheriffGregory
and Vice-Chair Roundtree on this accomplishment. Such recognition may be for a single act
of service or an extended period of service where the actions are carried out in a manner that
reflects positively on the resident or the employee anð demonstrates a commitment to the
Henrico Way. He thanked Vice-Chair Roundtree and Sheriff Gregory for their service and
commitment to Henrico.
Board of Supervisors Comments
Mr. Schmitt announced Henrico will once again be in the national spotlight this week in
welcoming thousands of NASCAR Race fans to the Richmond Raceway, which will be
televised nationally on the USA Network.

Richmond Lodge of Perfection, A&ASR: Request for a Provisional Use
Permit under Sections 24-2306 and 24-4205 of Chapter 24 of the County
Code to allow a masonic Iodge on Parcel 771-744-6132 located on the east
line of Bethlehem Road approximately 160 north of its intersection with
Dickens Road.
A planner representing the applicant thanked the planning staff for
their help with this case and hopes the Board will follow the
recommendations of the Planning Commission.
No one from the public spoke in opposition to this item.
Jean Moore, Assistant Director of Planning, clarified a few items for Mr.
Schmitt on this case.
On motion of Mr. Schmitt, seconded by Mr. Regish, and by unanimous
vote, the Board followed the recommendation of the Planning
Commission and approved this item subject to the following conthtions:
1. The use of the property wffl be limited to activities customarily
associated with a civic, fraternal, or social lodge, incluthng meetings,
ceremonies, member functions, community service programming, and
administrative activities.
a. Except for the uses listed above, the facility must not be rented,
leased, licensed, or otherwise made available to any third party
for private events, whether with or without compensation.
b. Only activities and events sponsored, organized, or directly
controlied by the Richmond Valley of the Scottish Rite or the
Grand Lodge of Virginia or its membership wiH be permitted.
2. The hours of operation for daily indoor/administrative use and
meetings with members must be from 7:00 a.m. to 10:00 p.m.
Monday through Saturday, and from 12:00 p.m. to 6:00 p.m. on
Sundays.
3. AU meetings must occur within the enclosed builthng. Meetings or
combination of concurrent meetings with more than 126 people but
not more than 200 people wffl be limited to 50 times per calendar
year. Meetings with more than 200 people wffl not be permitted.
4. Outdoor activities organized or directly controHed by the lodge or its
membership may be permitted for members within the rear seating
area and the patio area as shown on the conceptual plan. Such
activities must not exceed 150 people and must not occur more than
8 times per calendar year. A11 outdoor activities must be limited to
8:00 a.m. to 9:00 p.m. Parking lots shall not be used for outdoor event
activities.

5. Portable, temporary audio-visual equipment may be used on the
outside patio area for events, but sound associated with such
equipment must not be audible beyond the property lines.
6. There shall be no consumption of alcoholic beverages on the property.
Development of the Property will be in general conformance with
Exhjbjt A attached hereto entitled ARCHITECTUAL SITE PLAN
prepared by Architecture Engineering Planning, unless otherwise
requested by the owner and specifcally approved by the Director of
Planning.
8. Any builcling on the property must be designed in general
conformance with the architectural renderings and schematics
entitled Richmond Lodge attached as Exhibit B.
9. The hours ofexterior construction inclucling heavy equipment, must
occur between the hours of 7:ooam and 7:00 pm or dusk (whichever
occurs first) Monday through Friday, and 8:00 am and 5:00 pm or
dusk (whichever one occurs flrst) on Saturday, except in emergencies
or where circumstances require extending specifed hours to
complete work, such as concrete pours or utility connections. No
exterior construction wffl occur on Sundays except in emergency
situations or where circumstances require extending specifled hours

10.Streetlights shall be provided along adjacent public streets and
sidewalks in a manner determined at the time of lighting plan
review.
11.Any detached sign must be monumental style with brick base and
landscaping. Such sign must not exceed 6 in height nor 25 square
feet in area. changeable message signs will be prohibited.
12.Outdoor lighting fixtures shall complement the style of the building.
Lighting fixtures shall not produce glare for motorists or pedestrians
on the adjacent rights-of-way and parking areas and shall ffluminate
only the outdoor patio areas.
13. With any Plan of Development application for the Property, the
Owner must prepare and submit to the Director of Planning the
following (the POD Supplements):
a. Streetscape & Landscape Plan, which must include, as
applicable, all hardscaping, vegetative screening, streetscape
plantings, foundation plantings, and any other landscape
elements required by the Director of Planning. Mature trees
shall be preserved where feasible and would be clearly irdicated
on the Plan;
b. Lighting Plan; and
c. Decorative fencing, which include improvements along
Bethlehem Road, shall be made of durable material and
complementary to exterior features ofthe building. Wood, chainlink, and barbed-wire fencing are prohibited.
Each of the POD Supplements must be reviewed for general
conformance with the conceptual Plan. Deviations may be approved
by the Director of Planning in connection with any subsequent Plan
of Development or subdivision approval, upon a ftnthng that the
deviations are generally in keeping with the spirit and concept of the
Conceptual Plan.
14. Jn the event that evidence (i.e., police ca]ls to the premises,
complaints from other businesses or neighbors) indicates the
operation of the outdoor patio area is having an adverse effect (i.e.,
increased public nuisance, loitering, excessive noise outside the
building, etc.) on the surrounding area, the Board of Supervisors
may hold a public hearing to consider revoking the provisional use
permit.

enforcement cameras in school zones.

maintenance near the Richmond Raceway.
