REGULAR WORK SESSION OF THE FARMVILLE TOWN COUNCIL
HELD ON OCTOBER 7, 2026
At the regular work session of the Farmville Town Council held on Wednesday, October
7, 2026, at 6:00 PM, in the Council Chamber of the Town Hall, located at 116 North Main Street,
Farmville, Virginia, there were present Mayor Brian Vincent, presiding, and Council members
Sallie Amos, A.D. “Chuckie” Reid, Daniel Dwyer, Tommy Pairet, Adam Yoelin, Donald Hunter,
and John Hardy.
Staff present were Town Manager Scott Davis, Town Attorney Gary Elder, Interim Chief
of Police William Hogan, Deputy Town Manager/Finance Director Julie Moore, Community
Development Director Ashley Atkins-Austin, Fire Chief Daniel Clark, Deputy Clerk and IT
Support Jacqueline Vaughan, and Clerk of Council Mary McKay.
Mayor Vincent called the work session to order and all guests were welcomed.
The Clerk called the roll, noting all Council members were present.
ADOPTION OF AGENDA
Mr. Hardy made a motion to adopt the agenda as presented, seconded by Mr. Reid, and
with all Council members stating “aye” in favor, the motion passed.
DECLARATION OF PERSONAL INTEREST
Mr. Hardy reported having a business relationship with the applicant for Ordinance number
249 and that he would be abstaining from discussion of that ordinance.
FINANCE REPORT
Deputy Town Manager/Finance Director Julie Moore reported on the August financial
reports, two months into fiscal year 2027. Total revenue is approximately $3.14 million year-todate compared to an annual budget of approximately $26.28 million and an increase of
approximately $72,000 over last August. Collections are below the two-month budget benchmark
of approximately $4.38 million, but it was reported that revenues are not received evenly
throughout the year. The General Fund revenue totals approximately $1.94 million of the $16.75
million annual budget which is approximately $89,000 higher than last August. Current year
receipts include $337,000 in lease proceeds for five police vehicles, which is a financing source
rather than a reoccurring operating revenue. Taxes and licenses are lower than last August mainly
due to the sales tax from Prince Edward County, communication tax, and car rental tax payments
not yet received and recorded. Court fine receipts are lower as there are payments outstanding.
Farmville Town Council
Regular Work Session of October 7, 2026
Total expenditures are approximately $3.8 million of the annual budget compared to the
two-month benchmark of approximately $4.38 million. Expenditures are approximately $415,000
lower than last August. The largest reduction is the Water Fund where prior year expenses included
a loader costing approximately $300,000. Public safety expenses are lower because prior year
included significant dispatch grant costs, fire radios, and two police vehicles. Higher economic
development incentive spending reflects the timing of the retail strategy payment while higher
non-departmental spending primarily reflects the lease purchase payments.
Mr. Pairet asked what point in the fiscal year would it reflect whether a good decision was
made for the financing of vehicles with Town Manager Davis reporting it being in the next budget
year.
PRESENTATION ON DEER MANAGEMENT BY DEPARTMENT OF WILDLIFE
RESOURCES
Mitchell Kern, District Biologist with the Virginia Department of Wildlife Resources,
addressed the Council and spoke on how their department manages deer in Virginia. He explained
why there is an increased population, noting a decline in hunters, changes in land ownership, and
hunter selectivity. A slideshow presentation was provided, and a detailed review was made. Mr.
Kern explained the Cultural Carrying Capacity (CCC) method of deer management and the 2014
partnership with Virginia Tech. Management options were reviewed:
•
Promote Urban Archery season
•
Advertise full either-sex days in town limits during firearm season
•
Publicize the Earn-a-Buck program
•
Encourage Bonus Deer Permits
•
Ban Deer Feeding
•
Sharpshooting outside hunting seasons (kill permit with a Memorandum of Understanding
with the VDWR)
Mr. Kern mentioned the first five options are essentially free with only outreach needed but a
sharpshooting agreement being a more expensive option. Throughout the presentation, Council
members asked questions and discussion was held. For the Urban Archery option, permission
from adjacent landowners is required to allow the tracking of the animal, retrieval and harvest. It
was noted that it is unlawful to feed deer during the hunting season, and in the disease management
areas outside the hunting season. A suggestion was made against deer feeding as it makes it easy
Page 5 of 37

for them to congregate and spread disease and makes them more tame and a danger to themselves.
It was questioned whether hunting with firearms in town had been eliminated or whether it was
just on town property for liability reasons. Mayor Vincent asked for confirmation as he was
interested in whether there was a change in the numbers in harvests prior and post that decision.
Discussion would continue at the November Work Session. A public hearing would be needed on
a proposed ordinance.
DISCUSSION: USE OF FLOCK CAMERAS
Interim Chief of Police William Hogan provided a detailed review of the Town’s use of ALPR
(Automated License Plate Reader) technology. A slideshow presentation was provided:
•
What Flock Does and Does Not Do
•
What ALPR Technology Sees
•
How the ALPR Technology Works
•
How the ALPR Technology is Used
•
The Town’s Contracts
•
Privacy Concerns
•
Responsible Use
Key takeaways mentioned were that there is a strong internal policy in place governing the use
of data and data storage, and that there are monthly internal audits, as well as quarterly Virginia
State Police audits.
DISCUSSION: AMENDING THE OFFICIAL ZONING MAP – PROPOSED ORDINANCE
NO. 249
Community Development Director Ashley Atkins-Austin provided an overview of the
request to rezone two parcels on Early Street from B3 Highway Commercial to R2 Medium
Density Residential. One parcel is identified as 829 Early Street and has an existing single-family
home, and the other parcel is vacant. The applicants intend to construct a new single-family
dwelling on the vacant lot and demolish and rebuild the home at 829 Early Street due to damage
sustained during the storm on July 26, 2026. The Farmville Planning Commission held a public
hearing at its meeting on Wednesday, September 16, 2026, and voted six to zero to recommend
approval of this rezoning request. A public hearing is scheduled for the October 14, 2026, Regular
meeting.
DISCUSSION: FY27 BUDGET AMENDMENTS
Farmville Town Council
Regular Work Session of October 7, 2026
Mayor Vincent named each of the proposed budget amendments having scheduled public
hearings for the next week’s regular meeting. Ms. Moore provided a review for each:
Proposed Resolution No. 2026-10-01 – Transfer of Funds within the General Fund and Street
Maintenance Fund
The resolution is to transfer funds between departments and accounts to align expenditures with
the approved budget and avoid potential audit findings. The transfers include:
•
Street Maintenance Fund: Reallocating funds between collector and arterial street accounts
to reflect actual paving expenditures, as the original budget did not accurately anticipate
the distribution of costs.
•
General Fund: Increasing the IT budget to cover additional maintenance expenses that were
not anticipated when the department’s budget was initially created.
•
Loan Bond Fund: Reallocating funds from the ladder truck and firehouse expansion to
cover loan-related fees.
Proposed Resolution No. 2026-10-02 – Carryforward of Unencumbered Funds from FY2026 to
FY2027
This resolution is to carry forward unencumbered funds from FY2026 into FY2027 for projects
and expenses that have already been identified for completion but do not yet have purchase orders.
An example provided is the ongoing bathroom project at the Splash Pad, which has been planned
for several years. Since the funds have not been formally encumbered, Council approval is needed
to carry them forward into the next fiscal year.
Proposed Resolution No. 2026-10-03 – Carryforward of Encumbered Funds from FY2026 to
FY2027
This resolution is to carry forward encumbered funds from FY2026 into FY2027 for purchases or
services that have already been committed to vendors but have not yet been completed or received
by the end of the fiscal year.
Public Hearings are scheduled for the three budget amendments at the October 14, 2026,
Regular meeting.
TOWN MANAGER’S REPORT
A final report would be provided at next week’s regular meeting.
COMMENTS BY MAYOR AND TOWN COUNCIL
Mr. Yoelin reported a nice job being done by the Planning Commission.
Mr. Pairet offered a shoutout to the Public Works Department for the repair of the recent
water main breakage in record time and for the due diligence in locating the leak. He also offered
Page 7 of 37
Farmville Town Council
Regular Work Session of October 7, 2026
an apology to fellow Council members for letting his emotions get the best of him at the Special
Called meeting, adding that his heart was in the right place.
Mrs. Amos thanked the Public Works Department for responding to the water leak and
asked Town Manager Davis whether the ABM agreement included leak-detection monitoring.
That specific monitoring was not implemented. He explained that the leak was identified relatively
quickly because systems at the water plant detected a rapid decrease in the water tank, indicating
a major water line break.
Mayor Vincent thanked the Public Works staff who came in on their day off to work the
repair and thanked Farmville residents for their patience for staff to work through the mandated
testing. For further clarification, the Town Manager added that the damaged pipe was fairly new
(installed around 2005–2006), and the likely cause was improper installation and unsuitable rock
bedding rather than aging infrastructure.
Mayor Vincent expressed appreciation to the Judith Randolph Longwood Chapter,
Daughters of the American Revolution, for the invitation to speak at the Wreaths Across America
ceremony this year. He mentioned that his father resides in a cemetery at West Point and he knows
this organization lays a wreath on his grave every year and considers the invitation a great honor
and gladly accepts.
With no other business and on a motion by Mr. Hunter, seconded by Mrs. Amos, with all
stating “aye” in favor, the meeting adjourned at 7:25 PM.

A detailed review was made of the technical education being offered and the

remains on schedule for a spring 2027 completion. A community gang-awareness training was
announced for October 26, 2026, from 6:00-8:00 PM in the Barbara Rose Johns Auditorium. In
response to a question from Council about the vocational courses being offered at the time of his

explained that students are transported to Keysville for electrical training through a shared
