PROCLAMATION
IN RECOGNITION OF
THE LONGWOOD GARDEN CLUB
100TH YEAR ANNIVERSARY

WHEREAS, a group of garden enthusiasts gathered in October 1926, to discuss the organization
of a garden club in Farmville; and
WHEREAS, the Longwood Garden Club was founded on November 1, 1926, in Farmville,
Virginia, and serves as one of the oldest garden clubs in the Commonwealth of Virginia; and
WHEREAS, the members chose Longwood Garden Club as their Club Name from the beloved
local landmark, Longwood House, as suggested by founding member Mary Ellen Wiley Jarman,
wife of Dr. Joseph Leonard Jarman, President of what is now Longwood University, from 1902 to
1946; and
WHEREAS, the founding members chose Scotch Broom as their Club Flower and Forethought
as their Club Motto; and
WHEREAS, its members continue a legacy of promoting interest in the cultivation and design of
gardens while encouraging seasonal planning; and
WHEREAS, its membership does cooperate in the protection of wildflowers and native plants,
and encourages civic planting; and
WHEREAS, members of the Longwood Garden Club continue to develop their knowledge and
skill in the artistic arrangement of flowers, fruits, and plant materials; and
NOW, THEREFORE, I, Brian R. Vincent, Mayor of the Town of Farmville, Virginia, do hereby
recognize the 100th Anniversary of the Longwood Garden Club and its longstanding presence in
the community.
IN OFFICIAL RECOGNITION WHEREOF, I hereby affix my signature and the Town of

Resolution No. 2026-10-01 - Transfer of Funds within the General Fund and Street Maintenance
Fund
This resolution authorizes FY26 transfers of $575,000.00 within the General Fund and $170,439.00 within
the Street Maintenance Fund to address departmental funding deficiencies. These transfers reallocate
existing appropriations within each fund.
Resolution No. 2026-10-02 - Carryforward of Unencumbered Funds from FY26 to FY27

REGULAR MEETING OF THE FARMVILLE TOWN COUNCIL
HELD ON SEPTEMBER 9, 2026
At the regular meeting of the Farmville Town Council held on Wednesday, September 9,
2026, at 6:00 PM in the Council Chamber of the Town Hall, located at 116 North Main Street,
Farmville, Virginia, there were present Mayor Brian Vincent, presiding, and Council members
Sallie Amos, A.D. “Chuckie” Reid, Daniel Dwyer, Thomas Pairet, Adam Yoelin, Donald Hunter,
and John Hardy.
Staff present were Town Manager Scott Davis, Town Attorney Gary Elder, Deputy Town
Manager/Finance Director Julie Moore, Chief of Police Andy Ellington, Captain William Hogan,
Fire Chief Daniel Clark, Community Development Director and IT Support Ashley Atkins-Austin,
Public Works Director Stephen Edwards, and Clerk of Council Mary McKay.
Mayor Vincent called the meeting to order, and all guests were welcomed.
The Clerk called the roll, noting all Council members were present.
An invocation was led by Mayor Vincent for anyone wishing to join in prayer. Vice-Mayor
Reid led the Pledge of Allegiance.
ADOPTION OF AGENDA
Mr. Hunter made a motion to adopt the agenda as presented, seconded by Mr. Reid, and
with all stating “aye” in favor, the motion passed.
DECLARATION OF PERSONAL INTEREST
There were no declarations of personal interest made.
PUBLIC HEARING
There were no scheduled public hearings.
PUBLIC COMMENT PERIOD
Vicky Page, 572 Old Peachtree Road, Green Bay, VA, spoke on the favorable reaction to
the Prince Edward County Sheriff’s decision to discontinue the use of Flock cameras in the county.
She mentioned that the decisions made by the town directly affect residents as well as those who
visit Farmville as it is a regional hub for services. She spoke on the important role technology
plays in law enforcement and the difference of using technology to collect information about the
movements of people who have done nothing wrong. She urged the Council to consider the
broader community also and the potential economic impact if citizens outside the town choose to
seek services elsewhere if they don’t want to get flocked.

With no one else signed up or wishing to speak, Mayor Vincent moved to the next agenda
item.
CONSENT AGENDA
Mr. Reid made a motion to adopt the Consent Agenda as presented, seconded by Mr.
Dwyer, and with all stating “aye” in favor, the motion passed. The Consent Agenda included the
draft minutes of the August 5, 2026, Work Session and the August 12, 2026 Regular Council
Meeting.
FINANCE REPORT
Mr. Dwyer made a motion to adopt the Finance Report as presented, seconded by Mr.
Pairet, and with all stating “aye” in favor, the motion passed.
BACKGROUND:

Ms. Moore reported that July, the first month of FY2027, showed

approximately $1.61 million in total revenue. Some revenue was below the one month benchmark
as several state and local tax revenues were not yet received. Revenue exceeded the prior July,
largely due to earlier transportation funding received. Total expenditures were approximately
$1.97 million, about $218,000 below budget. The largest year-over-year difference was in the
water fund due to ABM payments and the timing of interfund allocation reimbursements. Overall
spending remained below budget.

Investment income continues to perform well, totaling

approximately $79,700 in July and $78,700 in August.
From inquiries made by Mr. Yoelin, Ms. Moore advised that investment earnings are
generally consistent, although some accounts fluctuate with interest rates and withdrawals.
Unexpected costs, such as the Three Roads Brewery parking lot repair, are typically paid for with
existing budget funds, with transfers made at year end if necessary, as reported by the Town
Manager.
REQUEST APPROVAL OF RECYCLING SERVICE AGREEMENT WITH MERIDIAN
WASTE VIRGINIA LLC
Mr. Hunter made a motion to approve the Recycling Service Agreement with Meridian
Waste Virginia LLC, seconded by Mr. Reid, with an inquiry made by Mr. Pairet as to a start date
for the services. The Town Manager reported the new service can begin once the contract is signed
and a container is delivered. With a recorded vote of Council members Pairet, Yoelin, Hunter,
Hardy, Amos, Reid, and Dwyer voting “yes”, the motion passed.

BACKGROUND: Town Manager Davis reported that STEPS ended its recycling operations and
Meridian Waste Virginia LLC submitted the only bid for those services to continue. Discussion
was held. The Town would continue to collect residents’ recyclables and place them in a secure
container. Meridian would remove that container once full, process the materials, and return an
empty container. If recyclable materials are contaminated and rejected by the recycling processing
facility, additional fees may apply. Their cost is per ton, rather than per pickup or monthly fee.
TOWN MANAGER’S REPORT
Town Manager Davis provided updates on several items:
•

A last component of the ABM project involving solar power for the water and wastewater
treatment plant is being finalized. Colite Technologies will provide and own the solar
panels, at no cost to the town. The town expects to benefit from reduced energy costs, with
installation planned in the near future.

•

The bid for the Venable Street repairs is due tomorrow at 2:00 PM.

•

The grant application for the Splash Pad bathrooms was submitted August 26th, with a
decision expected by October 1st.

•

Recent storm damage affected the roof of Crute Stage and the South Street Conference
Center. The damage was submitted to Virginia Risk Sharing Association (VRSA), the
Town’s insurer.

VRSA’s adjuster provided an initial estimate and with contractor

estimates being higher, the Town is requesting that VRSA reevaluate their estimate.
COMMENTS BY MAYOR AND TOWN COUNCIL
Mr. Hardy asked about a fall cleanup and learned that an October event is being scheduled.
Mr. Yoelin thanked all for their attendance and encouraged good community participation.
Mayor Vincent referenced an article with his name in The Farmville Herald newspaper
about Flock cameras which seemed to be derived from a post on his mayoral Facebook page and
stated that he was not called and asked any questions. The post was intended to gauge citizen
interest on the topic rather than initiate a discussion at this meeting. He proposed for next month’s
work session, and Council was amenable, a discussion and briefing by the Farmville Police
Department on crime solved with Flock, contract that the Town has with Flock Safety, and general
information so that all can be well informed on the issue. He also announced the formation of an
ad hoc committee as a Housing Committee work group to review subdivision ordinance items:

On motion by Mr. Dwyer, seconded by Mr. Hunter, and with Council members Yoelin,

under the provisions of Paragraph A.1. of Section 2.2-3711, for discussion of the performance of
the Town Manager.
With a thank you expressed to Mr. Hunter for the reminder, Mayor Vincent mentioned the
Heart of Virginia Festival scheduled for the upcoming weekend.
CERTIFICATION OF CLOSED MEETING
WHEREAS, the Farmville Town Council has convened a closed meeting on this date pursuant to
an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of
Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Farmville
Town Council that such closed meeting was conducted in conformity with Virginia law;

INTERIM TOWN MANAGER HIRED
Mr. Hunter made a motion to hire Ms. Julie Moore as Interim Town Manager with a ten
percent [salary] increase effective October 31, [2026], seconded by Mr. Yoelin, and with a
recorded vote of Council members Reid, Dwyer, Pairet, Yoelin, Hunter, Hardy, and Amos voting
“yes”, the motion passed.
Mr. Pairet initially made a motion to hire Julie Moore as a permanent Town Manager
effective October 31, [2026], seconded by Mr. Hardy. Mr. Reid voted “yes”, and a request was
made by Mr. Dwyer to have the motion repeated. Mr. Pairet repeated the motion to hire Julie
Moore as the Town Manager effective October 31, [2026], adding to the motion a ten percent
increase, permanent. Mayor Vincent noted that an amendment was made to the motion.
Town Manager Davis provided comments that typically when a permanent appointment is
made there has been a negotiated employment agreement of which there is none.
Mr. Pairet rescinded his motion and asked if his motion could be restated, with Town
Manager Davis reiterating that there is not an employment agreement with the individual that sets
out the terms of the contract. Discussion was held.

Mayor Vincent clarified that there was a motion made and a motion rescinded and then a
new motion made with no second, further clarifying the motion made, to hire Julie Moore as the
Town Manager with a ten percent salary increase on October 31, [2026] permanently. He noted
there was no contract in place. With no second made, the motion died.
REQUEST FOR SEARCH FOR TOWN MANAGER POSITION
Mr. Hunter made a motion for a search to be done [for the Town Manager position],
whether with the Berkley Group, or with the Mayor reaching out to several different groups.
Mayor Vincent stated that he would reach out to some consulting agencies, including the Berkley
Group, about a search for that position. The motion was seconded by Mr. Dwyer, and with a
recorded vote of Council members Dwyer, Pairet, Yoelin, Hunter, Hardy, and Reid voting “yes”,
and Council member Amos voting “no”, the motion passed.
With no further business to discuss, Mr. Hunter made a motion to adjourn, seconded by
Mr. Dwyer, with all stating “aye” in favor, the meeting adjourned at 7:09 PM.

TO AMEND THE OFFICIAL ZONING MAP TO REZONE PARCEL NUMBERS 110AW2 1
AND 110AW2 2 FROM B-3 HIGHWAY COMMERCIAL TO R-2 MEDIUM DENSITY
RESIDENTIAL. PARCEL NUMBER 110AW2 2 IS LOCATED AT 829 EARLY STREET,
PARCEL NUMBER 110AW 2 1 IS A VACANT LOT TO THE RIGHT OF 829 EARLY
STREET.
WHEREAS, the owners of parcel numbers 110AW2 1 (vacant lot on Early Street) and
110AW2 2 (829 Early Street) have requested to rezone their parcels from B-3 Highway
Commercial to R-2 Medium Density Residential; and
WHEREAS, the Official Zoning Map shall be amended to reflect the rezoning of these
parcels from B-3 Highway Commercial to R-2 Medium Density Residential; and
WHEREAS, the Town of Farmville Planning Commission made a recommendation to the
Farmville Town Council after holding a public hearing on September 16, 2026, to rezone parcel
numbers 110AW2 1 and 110AW2 2 from B-3 Highway Commercial to R-2 Medium Density
Residential, and amend the Official Zoning Map to reflect the rezoning of these parcels from B-3
to R-2; and
WHEREAS, the Town of Farmville Town Council held a public hearing on this Ordinance
on October 14, 2026; and
NOW, THEREFORE, BE IT ORDAINED, by the Town Council of the Town of

Background and Existing Conditions
Located on Early Street near its intersection with Jackson Avenue, parcel 110AW2 1 containing 0.229
acre is an undeveloped lot. Parcel 110AW2 2 containing 0.346 acre, is an existing single-family dwelling.
The applicant is requesting to rezone both parcels from B-3 Highway Commercial to R-2 Medium Density
Residential to allow for the construction of a single-family home on the undeveloped lot and the
remodel of the single-family dwelling at 829 Early Street.
Zoning Ordinance Considerations
The R-2 District’s purpose and intent is a follows:
•

Medium density residential district, R-2, encompasses medium-density residential areas, both
existing and planned, as well as certain compatible public and semipublic land uses. This district
should provide a suitable environment for a mix of housing types located in closer proximity to
shopping and employment centers.

Standards for review set forth in Sec. 29-14.a.2.d of the Farmville Zoning & Subdivision Ordinance.
1. Consider the proper relationship of such amendment to the entire zoning plan.
• The subject properties are along Early Street where residential development is already
established. The requested rezoning to R-2 would align the parcels with the existing
residential character of the area and the intended residential use of the properties.
2. Consider the integrity and validity of the zoning districts described in this chapter.
• The purpose of the B-3 highway commercial district is to accommodate commercial uses
serving motorists and the traveling public. The subject properties are currently occupied by,

or proposed for, single-family residential uses and front on a street that is of a residential
character.
Avoid isolated unplanned spot-zoning changes in the zoning district map.
• The parcels are directly adjacent to R-2 medium density residential zoning. This will not
create an isolated residential district surrounded by commercial zoning.
Recognize that a certain element of stability is desirable in land use controls, but conditions and
standards will change.
• The proposed rezoning reflects current land use conditions and is in compliance with the
future land use map of the comprehensive plan.
Consider the right of all citizens to be treated reasonably.
• The request represents a reasonable use of the property and appears consistent with the
residential use of the area.
Evaluate changes based on the comprehensive plan and comprehensive analysis of community
conditions.
• The rezoning and proposed use are in compliance with the comprehensive plan.

Comprehensive Plan Considerations
The Comprehensive Plan Existing Land Use Map shows parcel 110AW2 1 as vacant and 110AW2 2 as
residential.
The proposed rezoning to R-2 is consistent with Future Land Use designation of Moderate Density
Residential.
Utilities
The addition of a single-family home on the vacant property should have no effect on the utilities in the
area.
Transportation/Streets
The addition of a single-family home will not have a negative impact on the streets or public
transportation in the area.
Environmental
No environmental impacts.

Planning Commission Recommendation
At its meeting on Wednesday, September 16, 2026, the Farmville Planning Commission held a public
hearing for rezoning case REZ26-001. There were no citizen comments during the public hearing.

BACKGROUND: VERBAL REPORT BY FINANCE DIRECTOR
To address funding insufficiencies identified during the FY26 year-end close and ensure proper
allocation of resources, budget transfers are needed within the General Fund and Street
Maintenance Fund. The proposed transfers do not change the total appropriation within either fund.
The proposed fund transfers are outlined below:
General Fund:
• A total of $575,000 is to be transferred to various departments to cover funding shortfalls.
Street Maintenance Fund:
• A total of $170,439 is to be transferred to the Collector Department to cover funding shortfalls.
PURPOSE: The purpose of these transfers is to resolve insufficient funding issues and ensure that

WHEREAS, it is necessary to transfer funds within the General Fund and Street
Maintenance Fund to address insufficient funding in various departments for the fiscal
year beginning July 1, 2025, and ending June 30, 2026; and
WHEREAS, the General Fund requires transfers in the amount of $575,000.00 and the

BACKGROUND: VERBAL REPORT BY FINANCE DIRECTOR
As we transition from Fiscal Year 2026 to Fiscal Year 2027, certain items ordered in FY26 were not
received or invoiced by June 30, 2026. To complete these transactions and ensure proper
accounting, it is necessary to carry forward the encumbered amounts to the new fiscal year.
ACTION REQUESTED: Approval to transfer the following encumbered amounts from the Fiscal
Year 2026 budget to the Fiscal Year 2027 budget:

PURPOSE: These transfers will address outstanding encumbrances for items and projects that
were ordered but not yet received or invoiced as of June 30, 2026, ensuring that funds are available
to complete these obligations in the new fiscal year.
A PUBLIC HEARING IS SCHEDULED AT THE OCTOBER 14TH MEETING.

A RESOLUTION TO AMEND THE FY27 BUDGET TO CARRY FORWARD ENCUMBERED
FUNDS FROM FY26
WHEREAS, certain items ordered in Fiscal Year 2026 were not received or invoiced by the
end of the fiscal year, requiring the carryforward of encumbered funds into the new fiscal
year; and
WHEREAS, it is necessary to transfer these funds to the Fiscal Year 2027 budget to cover
outstanding encumbrances and ensure that all items and projects are completed as
planned;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF FARMVILLE:
1. That the following encumbered amounts from the Fiscal Year 2026 budget are
hereby carried forward into the Fiscal Year 2027 budget:

General Fund (Fund 10): $330,133.64

o

Water Fund (Fund 40): $16,749.00

o

Sewer Fund (Fund 42): $2,452.00

o

Transportation Fund (Fund 44): $16,000.00
Total Encumbered Amount: $365,334.64

2. That the purpose of these transfers is to carry forward budgeted funds for items and
projects that were ordered but not received or invoiced by June 30, 2026.
3. That the Finance Director is hereby authorized and directed to make the necessary
adjustments to the Fiscal Year 2027 budget to reflect these encumbrances.

BACKGROUND: Mr. Mayor,
I move that the Farmville Town Council convene in closed meeting pursuant to the Code of Virginia,
in accordance with the provisions of paragraph A.3. of Section 2.2-3711, for the discussion or
consideration of the acquisition of real property for a public purpose, or of the disposition of publicly
held real property, where discussion in an open meeting would adversely affect the bargaining
position or negotiating strategy of the public body.
CERTIFICATION OF CLOSED MEETING
WHEREAS, the Farmville Town Council has convened a closed meeting on this date pursuant to an
affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of
Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Farmville Town
Council that such closed meeting was conducted in conformity with Virginia law;
NOW, THEREFORE, BE IT RESOLVED that the Farmville Town Council hereby certifies that, to the
best of each member’s knowledge, only public business matters lawfully exempted from open
meeting requirements by Virginia law were discussed in the closed meeting to which this certification
resolution applies, and only such public business matters as were identified in the motion convening
the closed meeting were heard, discussed or considered by the Farmville Town Council.
