22. Discussion and possible action regarding a contract with Sugar Land Psychological
Associates for the purpose of determining whether or not a defendant is competent to stand
trial and, upon approval, authorizing County Judge Lewis G. Owens Jr, to sign the contract.
The defendant is currently located near Sugar Land, Texas; therefore, it is more practical
and cost effective to contract with Sugar Land Psychological Associates for psychological
evaluation services.

23. Discussion and possible action on Pipeline emergency contact list.

24. Discussion and possible action on the following certification of revenue: Texas Library
Association, $2,500.00, for Texas Library Association Book Festival Grant.

25. Discussion and possible action to approve County Clerk’s annual plan for the County
Clerk’s record achieve fee and records management and preservation fee for the fiscal year
2026-2027.
Ramiro Barrera, County Director of Technology
26. Discussion and possible action to purchase additional cameras and infrastructure material
to add 5 more I-Pro cameras to the east side of the District Courthouse. The estimated amount
is $3,499.27 to be paid from available appropriations to be ratified at a Courthouse Security
Committee meeting, for reimbursement form Courthouse Security funds.

27. Discussion and possible action to set aside $23,453.00 from available appropriations for
the purchase of Bunker gear from Metro Fire Apparatus Specialists, Inc.

28.
Discussion and possible action authorizing the approval for payment of overtime to the
Precinct employees regardless of there being a holiday during the week they are called out to
emergency calls; such as fires, or other emergencies which required the Precinct assistance.
29.
Discussion possible action authorizing the approval to enroll employees in AI training
through TAC, at no cost to the County. This training is required by the Texas Government
Code 2054.5191. It is required of all county employees, elected officials, and appointed
officials who have access to a local government computer. Training needs to be completed by
August 17, 2026.

Discussion and possible action on approving HR Monthly report for period from July
16, 2026 through July 30, 2026.

David Bond, Librarian, is requesting to stop the issuance of checks to Luis Martinez, Pt
Librarian, effective June 25, 2026. Mr. Martinez has resigned.

B.

Joe Frank Martinez, Sheriff, is requesting to stop the issuance of checks to Lesly Gomez,
Telecommunicator, effective July 1, 2026. Ms. Gomez has been terminated.

C.

Joe Frank Martinez, Sheriff, is requesting to stop the issuance of checks to Mariel Rodriguez,
State Records Clerk, effective July 31, 2026. Ms. Rodriguez has resigned.

D.

Elodia Garcia, Tax Assessor/Collector, is requesting the issuance of checks to Janina
Rodriguez, Deputy Clerk III, effective July 27, 2026, with a salary of $33,641.17. Ms.
Rodriguez has been promoted and is replacing Kassandra Escobedo who resigned.

E.

Elodia Garcia, Tax Assessor/Collector, is requesting the issuance of checks to Jazmin Robles,
Deputy Clerk II, effective July 27, 2026, with a salary of $30,701.72. Ms. Robles has been
promoted and is replacing Janina Rodriguez who promoted.

F.

Lewis G. Owens, Jr., County Judge, is requesting to stop the issuance of checks to Luis
Maldonado, Veterans Office, effective July 10, 2026. Mr. Maldonado has been terminated.

G.

Elodia Garcia, Tax Assessor/Collector, is requesting the issuance of checks to Catherin Barba,
Deputy Clerk I, effective July 13, 2026, with a salary of $29,754.62. Ms. Barba is replacing
Viviana Calderon who resigned.

H.

Elodia Garcia, Tax Assessor/Collector, is requesting to stop the issuance of checks to Catherin
Barba, Deputy Clerk I, effective July 17, 2026. Ms. Barba has resigned.

I.

Matthew Weingardt, County Auditor, is requesting the issuance of checks to Brenda Silva,
Assistant Grant Manager, effective July 27, 2026, with a salary of $64,570.22. Ms. Silva’s
salary has increased.

contract to provide phone services at the Adult Probation’s office. The recurring monthly
charge of $45.00 will be funded from the utilities account.

the procurement of concrete material to construct a parking lot at the Robert “Bob” Chavira
Sports Complex.

Discussion and possible action authorizing the Purchasing Agent to advertise for ReBids to procure concrete material to construct a parking lot at the Robert “Bob” Chavira Sports
Complex.

Discussion and possible action to approve $6,300.00 from Courthouse Security Fund
for network surge protection for video surveillance camera system at the District Courthouse
and County Courthouse, and to authorize $2,299.52 from available appropriations to complete
the project.

Discussion and possible action to approve $1,600 from Courthouse Security Fund for
perforated window covering of side entrance doors at the District Courthouse.
