AND THE NOTICE OF MEETING HAS BEEN POSTED FOR TIME & MANNER AS REQUIRED BY LAW
6.) PUBLIC COMMENTS
Each speaker addressing the Council is limited to 3 minutes. Each speaker addressing the Council must state their name and the nature of
comments. The Council may not deliberate or act on non-agenda items.
7.) CONSENT AGENDA:
This portion of the agenda consists of items considered routine and can be approved by one motion unless a separate discussion is
requested by a member of the City Council.
a. Consider approval of the minutes from the last regular City Council meeting dated July 6, 2026.
b. Review and approve revenue and expense report; bank account balances, CD balances and checks paid.
8.) NEW BUSINESS:
Discuss, Consider, and Possibly Take Action regarding:
a. Chamber of Commerce requests: 2nd Annual Scare on the Square, October 24, 2026 – 7th street closure for event from 2:00-9:00
pm.
b. Shiner Tennis Association update.
c. Approve change order #1 for GLO Contract #24-065-117-E959 decreasing contract price by ($115,752.25) for a total
contract price of $752,217.25.
d. Pay application #1 to Mercer Construction in the amount of $159,064.92 for the Waterline Improvement Project GLO
No. 24-065-117-E959.

e. License plate reader discussion.
f. Award Solid Waste Collection Services Contract following Request for Proposals (RFP) process.
g. Review 2026 No-new-revenue & voter-approval Tax rate and propose a 2026 Tax Rate and discuss interest and sinking
tax for debt obligation.
h. Schedule date of Public Budget Hearing. (if proposed tax rate exceeds No-new-revenue rate)
i. Reschedule the September City Council meeting due to Labor Day Holiday. (September 7th)
j. Action on certificate of deposit #7716 $122,144.88 maturing on August 16, 2026.
9.) EXECUTIVE SESSION: Shiner City Council will convene to Executive Session of the following items:
A. PERSONNEL MATTERS:
a. Pursuant to Sec. 551.074. of the Texas Government Code: PERSONNEL MATTERS to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; to hear a complaint or charge against an
officer or employee. Chief of Police.
10.) ROUND TABLE DISCUSSION:
Informational reports only; no action to be taken.

11.) ADJOURNMENT
The City Council of Shiner, Texas reserves the right to adjourn into Executive Session at any time during this meeting to discuss any of the
matters as follows per authorization by Title 5, Chapter 551, of the Texas Government Code. §551.071 (Consultation with Attorney), §551.072
(Deliberations about Real Property), §551.073 (Deliberations about Gifts and Donations), §551.074 (Personnel Matters), §551.076
(Deliberations about Security Devices), §551.086 (Deliberations about Competitive Matters), and §551.087 (Deliberations about Economic
Development Matters)
