NOTICE OF MEETING OF THE
COMMISSIONERS COURT OF MIDLAND COUNTY, TEXAS
A meeting of the Commissioners Court will be held on Tuesday, August 4, 2026, at 9:00 a.m., in the
Commissioners Courtroom, located at the Midland County Courthouse, 500 North Loraine Street, Midland, Texas at
which time the following items will be on the agenda; to wit:

Discuss and take action on a budget amendment in the amount of $22,361.00 for the FY2027 Mental Health
Co-Responder CRT Grant.

5.

Discuss and take action on the Supplemental Agreement to the Multiple Use Agreement with TxDOT for the
installation of license plate reader cameras on TxDOT right-of-way.

6.

Discuss and take action on the Agreement with Leo Technologies, LLC for the Detention Center.

7.

Discuss and take action authorizing the purchase of a new vehicle for the Sheriff’s Office.

8.

Discuss and take action on a quote from K9 Kennel Store for the purchase of three K9 kennels.

9.

Discuss and take action on an estimate from Triple T Fence LLC for the installation of fencing and concrete
for K9 kennels.

10. Discuss and take action to replace padding in two violent cells in the booking area at the Detention Center.
11. Discuss and take action on accepting a donation in the amount of $25,000.00 from ConocoPhillips for the
Sheriff’s Office general donation account.
12. Consent Agenda:
a. Take action on personnel memoranda.
b. Take action on submitted applications for permits to use county right-of-way for utility and line
installations, driveway construction, road dedication, and mailbox construction.
c. Take action reappointing Eddie Montoya and Alan Aaron to the Midland County Housing Authority
Board.
d. Acknowledge check in the amount of $16,884.67 from Texas Association of Counties.
e. Acknowledge accident report between Units #60137 and #15704.
13. Discuss and take action on line item transfers.
14. Discuss and take action on bills and wire transfers.
15. Discuss and take action on the Justice Courts New Courthouse Operational Review and related requests.
16. Discuss and take action on an agreement with Axon/Evidence.com for storage and downloading digital
evidence.
17. Discuss the implementation of a “Library of Things” program for the Library.
18. Discuss roof lighting for the Courthouse.

19. Discuss and take action on a proposal from Lone Star Signs of West Texas, Inc. for the replacement of two
flagpoles at Centennial Library.
20. Discuss and take action revising the Risk Manager job description to update duties and responsibilities
and to provide that the position reports directly to the Commissioners Court effective October 1, 2026.
21. Discuss and take action on authorizing additional funds for fuel for Emergency Management.
22. Discuss and take action on cancellation of Leaf/Kinetico contract for JP 2, JP 4 and Warrant Services.
23. Discuss and take action on award for RFP 26MCO672 Libraries Parking Lots Seal Coats.
24. Discuss and take action amending a job title change from Radio Outfitter to Support Specialist for the IT
Department.
25. Discuss and take action on a proposed contract amendment with Dunaway for certain construction services
for SCR 1110.
26. Discuss and take action on a proposed contract amendment with Dunaway for certain construction services
on SCR 1250 and Anetta.
27. Discuss and take action on a proposed change order with Magrym for ECR 110 at the jail.
28. Discuss and take action on a proposal from IMS Infrastructure Management Services for right-of-way sign
and support inventory.
29. Discuss and take action on Task Work Order ATL2026-001 with Atlas Technical Consultants, LLC for
construction materials testing on FY26 Mill & Fill Project.
30. Discuss and take action to dispose of surplus radios.
31. Discuss and take action on Elected Officials’ salaries.
32. Discuss and take action on Midland County Policy 11.04a pertaining to the use of County owned vehicles
and/or property.
33. Discuss and take action moving the scheduled September 15th court meeting to September 14, 2026.
34. Discuss and take action on the Midland County Sheriff’s Office Detention Officer Recruitment Policy.
35. Discuss and take action authorizing the purchase of sky-hero ground robots for the TAG Unit.
36. Discuss and take action on the Personal Identifiable Information Sharing Agreement with Inmate Calling
Solutions, LLC for the Sheriff’s Office.
37. Conduct Executive session pursuant to Texas Government Code Section 551.074 to discuss personnel
matters.
38. Conduct Executive session pursuant to Texas Government Code Section 551.071 to consult with County
Attorney regarding pending and prospective litigation and other matters.
39. Adjourn.

a.m., in the Commissioners Courtroom, 500 North Loraine Street, Midland County Courthouse.
