Judge Haden called the meeting to order at 9:00 a.m.

right to correct factual inaccuracies made by the speakers. (If longer than 30 minutes, then the balance of comments

Dennis Rowden, a Lockhart resident, distributed flyers promoting the Texas Women Songwriters
Festival, which will be held throughout the downtown Lockhart square September 18-20. Mr. Rowden
requested that the Court issue a proclamation declaring September 18-20 as Texas Women Songwriters
Festival Days in Caldwell County.

Reverend Doctor H. Fritz Williams Pastor of First Baptist Church stated he did not ask to move the polling
location from St. Mark's. He said community stakeholders approached him to ask if First Baptist would serye as
a polling site if needed. Pastor Williams said they agreed to be willing, while still supporting St. Mark's as the
site. He expressed disappointment over what he described as disparaging comments from Commissioner
Thomas about the church's condition. He described First Baptist Church as a 149-year-old historic institution
and house of worship, noting 2020 renovations and significant member investment. He requests that

Commissioner Thomas correct the record, respect the church, and publicly apologize. He suggested a
precinct or community cleanup or enhancement day.

Chris Pugnetti requested that the Commissioners Court vote no on the $ 100,000 Operation Lone Star
Award. He raised concerns regarding the expansion of Flock use by local governments, alleged misuse of
the technology, interagency sharing of vehicle-location data.
Claudia Holler, a resident of Borchert Loop in Caldwell County, spoke in opposition to accepting
Operation Lone Star grant funding. She cited concerns raised by the ACLU of Texas regarding racial
profiling, unconstitutional policing, arrests for low-level offenses, and the program's expansion and datareporting practices.
Joni Foster,a resident of 10010 FM out by McMahan, spoke regarding Flock cameras, Operation Lone Star

funding, the county's 287 G agreement, and the county's declaration of a disaster related to immigration.

Martin Gammill-Beck, a resident of Trailside Drive, spoke in opposition to accepting the Lone Star Grant.
He raised concerns about alleged misuse of surveillance cameras by law-enforcement and government
officials, potential harassment of innocent individuals and potentially making ourselves vulnerable to a
lawsuit and urges Commissioners Court to vote against the grant.
Marie Wolf, a resident of 1409 Fourth Street. She indicated that she would restate concerns previously
submitted to Commissioner Thomas by email. She strongly opposes Caldwell County Commissioners
Court from activating the operation Lone Star $ 1000,000 grant awarded August 25th.

Mireille Blond, a resident of 523 Ash Street stated she is strongly against the use of Flock cameras. She
stated there is documented instances of gross misuse of the cameras. There have also been errors
documented that have resulted in wrongfuljail time and arrests of citizens.
