NOTICE OF A SPECIAL CITY COUNCIL MEETING
OF THE CITY OF DONNA
TUESDAY, SEPTEMBER 08, 2026 5:30 PM
Pursuant to Texas Government Code Section 551.127, on a regular, non-emergency basis, the Donna City Commission
may attend and participate in the meeting remotely by videoconference call. If this occurs, a quorum of the members will
be physically present at the location noted above on this agenda.
Pursuant to Chapter 551, Title 5 of the Texas Government Code and Texas Open Meetings Act, notice is hereby given that
the City of Donna, Texas will convene a Special City Council Meeting at Donna City Hall 307 S. 12th Street Donna, TX
78537, on Tuesday, September 08, 2026 at 5:30 PM for the purpose of discussing the following items:

complex. The property is located at 537 W. South Ave. Donna, Texas, 78537 better fully described as Adame

upgrade of end-of-life server, storage, and network security infrastructure at the Donna International Bridge in an
amount not to exceed $73,068.70.

Discussion and possible action regarding the purchase of two vehicles for the Donna International Bridge
Department, not to exceed $100,000.

21.

Discussion and possible action on approval of Quotes #TPCQ9054 and #TPCQ9055 from Telepro Communications
for the replacement and upgrade of video surveillance and License Plate Recognition (LPR) camera infrastructure
at the Donna International Bridge in an amount not to exceed $37,613.35.

22.

Discussion and possible action to approve the invoice for Valley Metro bus route services under the rideshare
program for community transportation needs in the amount of $26,400.

23.

Discussion and possible action to approve the purchase of a Turbine Pump from Lewis Electric Motors and Pumps
for Water Treatment Plant from FY 2025-2026 in the amount of $24,045.85.

24.

Discussion and possible action on Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election.

Executive Session
Executive Session as authorized by Ch. 551 of the Texas Government Code:
Pursuant to Sec. 551.074, the City may convene in a closed, non-public meeting to discuss any matters
related to appointment, employment, evaluation, reassignment, duties and discipline or dismissal of a
public officer or employee and to hear any complaints or charges against an officer or employee. The
City and its attorney may also discuss such issues with the appropriate staff including members so as to
obtain necessary and relevant information so that such discussion is informative and developed.
Pursuant to Sec. 551.071, the City may convene in a closed, non-public meeting with its attorney and
discuss any matters related to legal advice on pending or contemplated litigation, settlement offer,
and/or on a matter in which the duty of the attorney to the governmental body under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.
The City and its attorney may also discuss such issues with the appropriate staff so as to obtain necessary
and relevant information so that such discussion is informative and developed.
Pursuant to Sec. 551.072, the City may convene in a closed, non-public meeting to discuss any matters
related to real property and deliberate the purchase, exchange, lease, or value of real property as such
would be detrimental to negotiations between the City and a third party in an open meeting. The City
and its attorney may also discuss such issues with the appropriate staff so as to obtain necessary and
relevant information so that such discussion is informative and developed.
Pursuant to Sec. 551.087, the City may convene in a closed, non-public meeting to (1) to discuss or
deliberate regarding commercial or financial information that the governmental body has received from
a business prospect that the governmental body seeks to have locate, stay, or expand in or near the
territory of the governmental body and with which the governmental body is conducting economic
development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business
prospect described by Subdivision (1). The City and its attorney may also discuss such issues with the
appropriate staff so as to obtain necessary and relevant information so that such discussion is
informative and developed.
