The Governing Body of the City of Luling, Texas will
meet in an agenda work session Thursday June 11, 2026
at 5:30 p.m. in the conference room of City Hall.

Notice is hereby given that the governing body of the City of
Luling, Texas will meet Thursday, June 11, 2026 at 6:00
p-m. at Luling City Hall Council Chambers for the purpose
of discussing the following agenda items.
As Call Meeting to Order.
2. Prayer and Pledge of Allegiance.
(Texas Pledge: Honor the Texas flag, I pledge allegiance to thee, Texas, one staie under God, one
and indivisible).
Se Proclamation in recognition of Juneteenth 2026.
4, Reports from Council & Staff. -- “Ar this time, the City Council and Staff will report/update on
all committee assignments which may include but is not limited to the following: Planning &
Zoning Commission, Zoning Board of Adjustments, Historical Board, Housing Authority Board,
Library Board, Health Board, Tourism, Chamber of Commerce, Caldwell County and Texas
Municipal League. Staff reports include the following: Code Enforcement, Accounting &
Finance — Financial Services — Information Investment Report, Quarterly Budget Report,
Monthly Financial Reports: Police & Fire Department — Grant Update, Police & Fire Reports;
Street Updates; Public Works- Building Maintenance - Construction Updates; Park Services — :
grant(s) update, miscellaneous park projects, Administration- Workshop Schedule, Interlocal J
Agreements, Public Information, Hotel Occupancy Report, Main Street Downtown, Water and
Wastewater Reports. No formal action can be taken on these items at this time.
Si. Consent Agenda — All consent agenda items listed are considered to be routine by the City
Council and will be enacted by one motion. There will be no separate discussion of these items
unless a Council member so requests, in which event the item will be removed from the Consent

a. Approval of Minutes of the May 13, 2026 Special Council Meeting.
b. Approval of Minutes of the May 14, 2026 regular City Council meeting.
c. Discussion and possible action on the approval of Accounts Payable.
Citizen Comment Period with City Council.
Any person with business before the City Council may speak to the Council at this time. No
formal action can be taken on these items at this meeting. Comments will be limited to three (3)
minutes per person.
Discussion and possible action to approve agreement between the City and Santos Concrete
LLC for concrete work at Meat Market #380 Business Park Blvd.
Discussion and possible action on an ordinance adopting a budget amendment to allow
for the NRCS Grant Money related to the Zedler Mill Renovation and Professional
Services and Child Safety Fees transfer from the General Fund.
Discussion and possible action on approval to place “No Trucks” signs on City Streets.
Discussion and possible action to adopt a Resolution for TX Dot assistance for “No Trucks”
signs in TX Dot Right-of-Ways.
Discussion and possible action on Oak Street Railroad Crossing.
Discussion and possible action regarding Flock Camera System Agreement.
Discussion and possible action regarding soliciting Request for Proposals for solid waste
service.
Discussion and possible action on an ordinance adopting a budget amendment to the Parks
Budget to purchase and install cameras at Zedler Mill with a purchase and installation cost
of $20,802.91.
Discussion and possible action on an ordinance adopting a budget amendment to the Parks
Budget of $20,000 and addendum for the parks and recreation master plan.
Discussion and possible action on an ordinance adopting a budget amendment in the
amount of $1000 for a Step Forward Contribution from LCRA, Comprehensive Plan
budget amendment, Victim Coordinator Liaison Grant and Caldwell County Evacuation
Center Grant.
Discussion and possible action on a resolution to designate Linda Mercer, Mark
McLaughlin and Carol Jene Watts as investment officers and create an investment
committee.
Discussion and possible action on a resolution accepting a donation of a Stihl Blower with a
value of $595.36 from the DeCamp Family to the Electric Department.
19. _ Discussion and possible action on authorizing the City Manager to negotiate an agreement
with Enterprise Fleet Management for three additional city vehicles.
20. | EXECUTIVE SESSION: The City Council will adjourn into an Executive Session, as
needed, on any item listed on the agenda for which state law authorizes Executive Session
to be held Sections 551.071, 551.072, 551.073, 551.074, 551.075, 551.076, of Chapter 551
of the Government Code of the State of Texas.
(1) Pursuant to Texas Government Code § 551.074 City Council will convene in executive
session to deliberate the duties of an officer of the City - Lee Rust.
21. Adjourn.
At any time during the Regular City Council Meeting, the City Council may adjourn into an Executive
Session, as needed, on any item listed on the agenda for which state law authorizes Executive Session to
be held Sections 551.071, 551.072, 551.073, 551.074, 551.075, 551.076, of Chapter 551 of the Government
Code of the State of Texas.
