NOTICE OF REGULAR CITY COUNCIL MEETING

The City Council for the City of Brookshire, Texas, will hold a Regular Session City Council
meeting on October 16, 2025, at 7:00 pm in City Hall, to consider the following:

1. Call to Order

2. Prayer

3. Pledge of Allegiance

4. Roll Call

Mayor Pro Tem Green
Alderwoman Taylor
Alderman Stamps
Alderwoman McDade

5. Public Comments (Per Texas Open Meetings Act Texas Government Code
551.007, the City Council may not discuss or take action on any item NOT listed
on the Agenda. Each member of the public wishing to speak must sign in before
the meeting, which is limited to 3 minutes.)

6. Discussion and possible action to approve the minutes of the Regular City Council
Meeting held on October 2, 2025.
Old Business

7. Discussion and possible action to approve City Attorney to create a presentation for
the purpose of zoning. (Alderman Stamps)

New Business

8. Discussion and possible action to hire a company to update the City of Brookshire
Police Department Policy manual. (Mayor Richards)

9. Discussion and possible action to enter into an agreement with Flock Cameras for
the City of Brookshire. (Mayor Richards)

10. Discussion and possible action to approve a variance application for ACE
hardware. (Mayor Richards)

11, Discussion and possible action on past due payments for Crystal Lake TIRZ.
(Mayor Richards)

12. Discussion and possible action for approval to hire a contractor to install
Christmas lights on City Hall, Hwy 90, Police Station, and Museum. (Mayor
Richards)

13. Discussion and possible action to approve the past due engineering bill for Gunda
Corporation. (Mayor Richards)

14. Discussion and possible action concerning unauthorized debris being placed in
the city easement. (Mayor Richards)

15. Discussion and possible action to approve a contractor for sprinkler & irrigation
system. (Mayor Richards)

16. Discussion and possible action to approve additional services to the Bureau
Veritas inspection contract for reviewing easement work and culvert work. (Mayor
Richards)

17. Discussion and possible action to approve an RFP for a maintenance contract for
cleaning and reshaping ditches. (Mayor Richards)

18. Discussion and possible action to approve the development of an RFP for the
maintenance contract for stormwater drain cleaning. (Mayor Richards)

19. Discussion and possible action to approve an RFQ for engineering services for the
city of Brookshire. (Mayor Richards)

20. Discussion and possible action to authorize LJA, with the assistance of BKDD, to
do an engineering analysis on the 20-foot drainage utility easement located behind
the Briar Brook subdivision (Mayor Richards)

21. Discussion and possible action authorize LJA to create a bid package for road
repairs. (Mayor Richards)

22. Discussion and possible action to appoint one elected official as a representative
and one elected official as an alternate to General Assembly of Houston-
Galveston Area Council.

Executive Session

a. The City Council will meet in a closed session pursuant to Title 5, Chapter
551, of the Texas Government Code for the purpose of consultation with
legal counsel (Section 551.071)

b. The council will convene in Executive Session pursuant to Section 551.074
of the Texas Government Code to consider personnel issues and duties of
public officers and employees (City Secretary, Police Chief, Public Works
Director, Municipal Court Clerk)

23. Discussion and consider action resulting from the Executive Session (if needed).

The City Council may hold an Open or Closed meeting by telephone conference call if an
emergency or public necessity exists within the meaning of Section 551.045 of the Open
Meetings Act, and the convening at one location of a quorum of the City Council is
difficult or impossible.

The City Council may convene into executive session on any matter related to any of the
above agenda items for a purpose, such a closed session is allowed under Chapter 551,
Texas Government Code.
