The Bexar County Commissioners Court will meet on Tuesday, April 28, 2026 at 9:00 a.m. in the
Double-Height Courtroom on the Second Floor of the Bexar County Courthouse, 100 Dolorosa, Suite
2.01, San Antonio, Texas 78205. Some members of Commissioners Court may participate by
videoconference call. In accordance with the requirements of section 551.127 of the Texas Government
Code, a quorum shall be physically present at the meeting location of 100 Dolorosa, Suite 2.01, San

56. §551.0725 Deliberation Regarding Contract Being Negotiated:

a. To deliberate business and financial issues related to the negotiation of a development
agreement or similar document proposed to be negotiated between Bexar County, a Texas
political subdivision, the Coliseum Advisory Board; and San Antonio Livestock Exposition,
Inc., a Texas non-profit corporation related to the redevelopment and revitalization of the
Freeman Coliseum Complex grounds and facilities, so long as before convening the closed
meeting: (1) the Court votes unanimously that deliberation in an open meeting would have a
detrimental effect on the position of the commissioners court negotiations with third persons;
and (2) the attorney advising the Court issues a written determination that deliberation in an

open meeting would have a detrimental effect on the position of the Court in negotiations with
third persons.

57. §551.087 Deliberations Regarding Economic Development Negotiations.

a. Deliberations regarding economic development negotiations and activities related to the
facilitation of development in or around a multi-purpose recreation and civic facility to be
used in part for professional minor league baseball or the area adjacent thereto, including
the negotiation and purchase of a linear park to be developed adjacent to the San Pedro
Creek Cultural Park and the release of Bexar County’s portion of the Houston Street Tax
Increment Reinvestment Zone tax increment guarantee.
