Brentwood Borough Council will hold its regular public meeting to review and act on

8.a.

Amendment to the Agenda (ACTION ITEM)
Before we proceed, Council has an additional matter of business
concerning the Borough's procurement of rock salt for the 2026–2027
winter season. Since the publication of tonight's agenda, the
Borough has received additional information and legal advice
concerning its available procurement alternatives and the October 10
deadline to participate in the SHACOG rock salt contract with
American Rock Salt Company. Because Council's next regular voting
meeting is not scheduled until October 19, which is after that
deadline, Council needs to consider this matter tonight in order to
preserve the Borough's ability to secure its winter road salt supply.

Section 712.1(e) of the Pennsylvania Sunshine Act permits Council, by
majority vote of the members present and voting, to add a matter of
agency business to the agenda after publicly announcing the reason
for the change. I will therefore entertain a motion to amend tonight's

agenda to add consideration and possible action regarding the
Borough's participation in the SHACOG Purchasing Alliance 2026–
2027 Rock Salt Contract.

Plan (ACTION ITEM)
Mr. President, I recommend that Council acknowledge receipt of the
certified 2027 Police Pension Plan Minimum Municipal Obligation
(MMO) of $331,603 and direct that the full amount be included in the
proposed 2027 Borough budget Line Item 01-492-965 Transfer to
Police Pension Fund, subject to any corrected MMO calculation
received before budget adoption.

10.e. Consider 2027 Minimum Municipal Obligation for the Non-Uniform
Pension Plan (ACTION ITEM)
Mr. President, I recommend that Council acknowledge receipt of the
certified 2027 Non-Uniform Pension Plan Minimum Municipal
Obligation (MMO) of $180,074 and direct that the full amount be
included in the proposed 2027 Borough budget under line item 01492-960 Transfer to General Pension Fund, subject to any corrected
MMO calculation received before budget adoption.

FYI - 2027 Budget Hearing/Workshop No. 1
Scheduled (INFORMATIONAL ITEM)
Mr. President, the first of two public hearings and workshops on the
proposed 2027 budget is scheduled for Monday, October 12, at 6:00
PM. Council will focus on the General Fund and Capital Improvement
Fund. The meeting will be open to the public and livestreamed.
Council will meet separately in executive session at 5:00 PM to
discuss 2027 compensation for non-union employees.

11. Public Works Committee- Ms. Erin Troup
11.a.

Consider Deduct Order for Library Window & Carpet Project (ACTION
ITEM)
Mr. President, I move to approve Change Order No. 1 from L&C
Builders for the Brentwood Library Window and Carpet Project,
substituting heavy-duty double-pane windows for the specified
triple-pane windows and reducing the contract price by $15,000,
subject to confirmation that the substituted windows meet applicable
code and grant requirements.

Consider Renewal of Generator Maintenance Agreement (ACTION ITEM)
Mr. President, I move to approve a three-year planned maintenance

agreement with Penn Power Systems for the generators at the
Municipal Building and Public Works facility, for the term October 1,
2026, through September 30, 2029, at a first-year cost of $2,150 and a
three-year scheduled cost of $6,645.44, payable from General Fund
Line Items 01-409-450, Building Contracted Services, and 01-430450, DPW Contracted Services.

Consideration and possible action regarding the Borough's participation in
the SHACOG Purchasing Alliance 2026–2027 Rock Salt
Contract. (ACTION ITEM)
Mr. President, I move to authorize the Borough of Brentwood to
participate in the SHACOG Purchasing Alliance 2026–2027 Rock Salt
Contract with American Rock Salt Company, LLC, at the contract
price of $152.00 per ton for qualifying orders placed through October
15, 2026, and $160.00 per ton thereafter, with all purchases to be
paid from the 2027 Highway Aid Fund, Line Item 35-432-245, Road
Salt, and to authorize the Borough Manager and other appropriate
Borough officials to execute and submit all documents and take all
administrative actions necessary to confirm the Borough’s
participation and purchase rock salt under the contract.

FYI - MS4 Community Outreach Information (INFORMATIONAL ITEM)
Mr. President, in accordance with the terms of the Borough's
Municipal Separate Storm Sewer System Permit requirements, each
month, I will share an educational publication pertaining to
stormwater management. This month's article, which was prepared
by Borough staff, reminds property owners to dispose of autumn
leaves in an environmental friendly manner.

FYI - DPW Committee to Review Stairway & Pathway Evaluation
Report (INFORMATIONAL ITEM)
Mr. President, KCI Technologies has completed its evaluation
of the conditions of our community's public stairways and
pathways. The final report includes recommendations and
estimated costs for repair, rehabilitation, or, where
appropriate, potential removal of these structures. A Public
Works Committee meeting will be scheduled so that Committee
members can review the report with the project engineer and
Borough staff. Discussions will focus on priorities, project
phasing, and budget implications.

Following the Committee’s review, staff anticipates presenting
the report to Council for consideration at its November
meeting. The evaluation will serve as a long-term guide for
improvements based on infrastructural conditions, public
safety, pedestrian usage figures, neighborhood connectivity,
and available funding.
12. Zoning and Ordinance Committee- Mr. Richard Schubert
12.a. Consider Resolution No. 2026-44: Conditional Use Permit for Digital
Sign (ACTION ITEM)
Mr. President, following this evening’s conditional use hearing and
consideration of the testimony and exhibits, I move to adopt
Resolution No. 2026-44, approving Brentwood Presbyterian
Church’s application for a monochromatic digital sign at 3725
Brownsville Road, with a digital display area of 12 square feet per
face, in accordance with the application and the requirements stated
in the resolution.

12.b. Consider Resolution No. 2026-45: Conditional Use Permit for Home
Occupation Business (ACTION ITEM)
Mr. President, following the public hearing held earlier this evening,
I move to defer consideration of Resolution No. 2026-45 until the
October Council meeting so the Solicitor can prepare proposed
findings of fact and a written decision based on the hearing record.

Consider Advertising Ordinance No. 1334: Rezoning of Moore School
Area (ACTION ITEM)
Mr. President, I move to authorize advertisement of Ordinance No.
1334, which proposes to amend the Borough Zoning Map by changing
the Moore Elementary School area, including the properties
identified in the ordinance along Hilpert Street, from the R-1 to the R2 Residential District. Advertisement will allow the proposal to
proceed through the required review, notice, and public hearing
process before Council considers adoption.

12.d. Consider Amending the Zoning Ordinance to Set Regulations for Medical

Marijuana Dispensaries (ACTION ITEM)
Mr. President, I move to authorize Borough staff and the Solicitor to
prepare an amendment to the Brentwood Zoning Code that is
associated with regulating the placement and operation of medical
marijuana facilities. Currently, such businesses are classified as
pharmacies and may be permitted as a by-right use in both the Mixed
Use and Commercial Districts.

13. Parks and Recreation Committee- Dr. Robert Pasquantonio
13.a. Consider Resolution No. 2026-46: 2027 Special Events
(ACTION ITEM)
Mr. President, I move to adopt Resolution No. 2026-46, which sets the
dates of the following 2027 Special Events:
Easter Egg Hunt on March 21st
Food Truck Round-Up on April 24th
"Taking It to the Streets" Fairs on May 15th, June 19th, July 17th,
August 21st, and September 18th
Community Day on September 11th

Mr. President, I move to approve the Independent Contractor
Agreement associated with retaining the services of Maryann Ruzzi
to conduct a Pilates class series as a Borough recreational program.

Consider Scope of Baseball Field No. 4 ADA Improvement
Project (DISCUSSION ITEM)
Mr. President, prior to holding a formal vote on the conceptual
design for the Baseball Field No. 4 ADA Improvement Project, I
recommend that Council discuss the proposed plans and provide
commentary on the recommended scope. It is anticipated that a final
decision will be made at the October meeting, after which the project
engineer can proceed with the generation of bid documents.

14. Public Safety Committee- Mr. Stephen Thomas

14.a. Consider amendment to agreement with Sonitrol to provide wireless
communication for the Brentwood Library fire alarm system (ACTION
ITEM)
I would like to entertain a motion to amend the agreement with
Sonitrol Security Systems, which is associated with installing a
DualCom cellular communicator for the fire alarm system in the
Brentwood Library at a one-time installation cost of $475 and an
additional annual monitoring fee of $180, and which is to be paid
from General Fund Line Item 01-456.450 Library Contracted
Services.

14.b. Consider MOU with PA Attorney General for participation in Allegheny
Gun Violence Task Force. (ACTION ITEM)
I would like to entertain a motion to approve a Memorandum of
Understanding negotiated with the PA Office of the Attorney General,
which is associated with participation by Brentwood officers in the
Allegheny Gun Violence Task Force.

14.c.

Consider Approving the Participation Acknowledgement for ALPR Data Sharing
from Plate Smart Technologies. (ACTION ITEM)
I would like to entertain a motion to accept the terms of the
Participation Acknowledgement from Plate Smart Technologies,
which is associated with clarifying that data collected through the
automatic license plate reading cameras may be disseminated to any
Pennsylvania state, county, or municipal law enforcement agencies,
and which further outlines conduct expectation for officers who are
authorized to access the system.

15. Community Affairs Committee- Ms. Katelin Montgomery
15.a.

FYI - Community Affairs Committee Meeting (INFORMATIONAL ITEM)
Mr. President, the Community Affairs Committee will convene in the
coming weeks to follow up on current initiatives and to begin
planning for 2027. The focus of this meeting will be the development
of a marketing plan, a review of the sponsorship policy, an
evaluation of the bylaws for the July 4th Parade Committee, and a
discussion of the status of the Comprehensive Plan.

16.a. South Hills Area Council of Governments (SHACOG) - Mr. Brendan
Miller (INFORMATIONAL ITEM)
Mr. President, as the Borough’s liaison to the South Hills Area
Council of Governments, I would like to provide a brief monthly
update on the many initiatives and activities that are currently
underway through this organization.
