Brentwood Borough Council will hold its regular public meeting to review and act on
Borough business, including ordinances, resolutions, expenditures, and updates from
Borough staff and committees.

10.d. Consider the renewal of the workers' compensation insurance policy for

Mr. President, I move to ratify the renewal of the Workers'
Compensation Insurance policy for Brentwood Borough and the
Brentwood Volunteer Fire Company with Encova Insurance for the
period of August 1, 2026 to July 31, 2027 in the amount of $145,704,
which is to be paid from General Fund Line Item 01-486.354 Workers
Compensation Insurance. (Due to an increase in claims in 2025, the
premium has risen by 12% relative to the expiring policy.)

10.e. Consider Adopting the FY 2027 Budget Planning Schedule (ACTION
ITEM)
Mr. President, I move to adopt the Budget Planning Schedule for
Fiscal Year 2027. Two budget workshops will be scheduled the first
being October 12th and the second being November 9th at 6PM. The
final draft of the budget will be introduced at the November 16th
Council meeting, and the board will consider final adoption on
December 7th.

11. Public Works Committee- Ms. Erin Troup
11.a.

Consider awarding 2026 CDBG curb ramp project to Palmieri
Construction (ACTION ITEM)

Mr. President, I move to accept the proposal from Joe Palmieri
Construction, Inc., the lowest responsible bidder, in the amount of
$54,925, which is associated with the 2026 Curb Ramp Improvement
Project and will be paid from Capital Improvement Fund Line Item
18-439-621 CDBG Program Curb Ramps, and I further move to
recommend that the SHACOG Board of Directors enter into an
agreement with this firm in accordance with the terms of the
Community Development Block Grant Program.

Consider Purchase of Grinder Pump for Calming Shelter
Restrooms (ACTION ITEM)
Mr. President, I move to authorize the purchase of a duplex grinder
pump from V Systems, a COSTARS-registered vendor, in the not-toexceed amount of $24,000, which is associated with the rerouting of
the sanitary sewer line that serves the Brentwood Stadium Calming
Shelter, and which is to be paid from contractor retainage being held
under Capital Improvement Fund Line Item 18-459.700 Stadium

Shelter (ACTION ITEM)
Mr. President, I move to authorize Roto Rooter Plumber to install a
duplex grinder pump in accordance with the terms of the Sanitary
Sewer Operations & Maintenance Contract, in the not-to-exceed
amount of $33,000, which is associated with the rerouting of the
sanitary sewer line that serves the Brentwood Stadium Calming

Consider Resolution No. 2026-42: GEDTF Program Grant Application for
Stairway Project (ACTION ITEM)
Mr. President, I move to adopt Resolution No. 2026-42, which
authorizes the Borough to apply for a $240,000 grant under the
Allegheny County Gaming Economic Development & Tourism Fund,
and which is associated with offsetting the costs of repairing
municipally owned stairways and pedestrian pathways.

FYI - DPW Committee to Review Stairway & Pathway Evaluation
Report (INFORMATIONAL ITEM)

Mr. President, KCI Technologies has completed a draft
evaluation of the conditions of public stairways and
pathways,. This document includes recommendations and
estimated costs for their repair, rehabilitation, and, where
appropriate, potential removal of this infrastructure.
The Public Works Committee will convene to review this report with
the project engineer and Borough staff. It is anticipated that this
meeting will take place in September. The members will discuss
project phasing and priorities, budget ramifications, and potential
next steps.

Following this review, it is anticipated that Council will
consider formal adoption of a final report no later than at its
November meeting. This evaluation will provide long-term
roadmap for completing improvements in a way that accounts
for infrastructural conditions, user safety, pedestrian volumes,
neighborhood connectivity, and available funding resources.
11.f.

FYI - Saw Mill Run Watershed Communities Meeting
Scheduled (INFORMATIONAL ITEM)
Mr. President, as an FYI – Whitehall Borough and Brentwood
Borough, in partnership with the Watersheds of South Pittsburgh,
will be hosting a regional meeting on Wednesday, August 26, from
10:00 to 11:00 a.m. at the Brentwood Civic Center to explore
opportunities for greater collaboration within the Saw Mill Run
watershed.
The meeting will bring together municipal leaders and engineering
professionals from communities throughout the watershed to discuss
ways we can work collectively to address issues affecting Saw Mill
Run.

Topics will include updates on projects that have already been
completed within the watershed, progress on the Saw Mill Run
Integrated Watershed Plan, and potential next steps for building
partnerships and advancing future projects.

This is a good opportunity for Brentwood and our neighboring

communities to continue working together on stormwater, flooding,
water quality, and other watershed-related issues that cross
municipal boundaries.

FYI - Brentwood-Baldwin-Whitehall Shade Tree Commission Project
Proposal Information (INFORMATIONAL ITEM)
Mr. President, the Brentwood-Baldwin-Whitehall Shade Tree
Commission has submitted an application to participate in the
CONNECT Research Council for Southwestern Pennsylvania. If
selected, the organization will receive technical assistance to
update the regional public tree inventory, which was last
completed eleven years ago. The inventory is design to ensure
that accurate information is available on the species, size,
condition, and location of such trees within the member
municipalities. The project would be completed by university
students and faculty at no cost to the three sponsoring
communities.

An updated inventory will help the Commission to improve its
maintenance plan for existing trees, identify future planting
opportunities, and quantify the stormwater management, air
quality improvements, and carbon sequestration benefits of
these plants. The information will also strengthen future grant
applications and long-term urban forestry planning efforts.

11.h.

FYI - MS4 Community Outreach Information (INFORMATIONAL ITEM)
Mr. President, in accordance with the terms of the Borough's
Municipal Separate Storm Sewer System Permit requirements, each
month, I will share an educational publication pertaining to
stormwater management. This month's article, which was prepared
by The Gateway Engineers, encourages homeowners to properly
close and winterize their pools at the end of the swimming season.

12. Zoning and Ordinance Committee- Mr. Richard Schubert

12.a. Planning Commission Meeting Scheduled (INFORMATIONAL ITEM)
Mr. President, the Planning Commission will convene on August 19th
to hear a conditional use permit request from the Brentwood
Presbyterian Church, which is associated with the proposed
installation of a digital ground sign.

13. Parks and Recreation Committee- Dr. Robert Pasquantonio
13.a. Consider authorizing the purchase and installation of new directional
signage for Brentwood Park (ACTION ITEM)
Mr. President, I move to authorize the purchase and installation of
directional signage for Brentwood Park from Carik Signs in the notto-exceed amount of $10,000, and which is to be paid from Capital
Improvement Fund Budget Line Item 18-454.700 , and I further move
to authorize the Borough Manager to finalize the scope of such
project.

13.b. FYI - "Taking It to the Streets" Fair Scheduled for August
22nd (INFORMATIONAL ITEM)
Mr. President, the next "Taking It to the Streets" fair is scheduled for
August 22nd. The event will feature fan favorite head banging riffs
and soaring ballads performed by the BB Steal 80s Live Band. The
festivities take place from 6PM to 10PM on Brownsville Road at
Towne Square Way.

13.c.

FYI - Community Day Scheduled for September 12th (INFORMATIONAL
ITEM)
Mr. President, our annual Community Day festivities are just
around the corner. This family friendly event features tasty treats
from food trucks, hit tunes as played by Howard McKinney & the
Embracers, whimsical tricks from a strolling magician, and an array
of games and specialty vendors. A variety of children's activities will
also be available, including an inflatable house, a petting zoo, and
free pony rides. The event takes place on Saturday, September 12th
from 12PM to 4PM in Brentwood Stadium.

13.d. FYI - Parks & Recreation Committee Meeting to be
Scheduled (INFORMATIONAL ITEM)
Mr. President, I would like to schedule a Parks & Recreation

Committee meeting for either Wednesday, August 26 or
Thursday, August 27 at 6:00 PM to review the latest design
option for the Field No. 4 ADA Improvement Project.

The design team is currently finalizing the updated concept
and associated opinion of probable cost, which will identify
certain specified ballfield improvements as individual addalternate options. The Committee meeting will provide an
opportunity to review the proposed enhancements, discuss the
project scope and costs, and provide any final direction before
the project is presented to the full Council. The goal would be
for the Parks & Recreation Committee to reach a consensus on
the preferred option at this meeting, which will allow
representatives of LSSE Engineers to make final revisions in
anticipation of presentation to Council at its subsequent
meeting.

Assuming that these consensus is reached, LSSE
representatives would be in attendance on September 21st to
review the evolution of the design, the reasoning behind the
recommended concept, the scope of proposed improvements,
estimated costs, and available alternatives. Following the
presentation and Council discussion, it is intended for Council
to consider taking formal action on the recommended project
scope at that same meeting, which will allow the project to
continue moving forward without losing another month in the
schedule. I ask for the Committee members to reply via email
to conform availability for the proposed dates.
14. Public Safety Committee- Mr. Stephen Thomas
14.a. Consider renewing agreement with Westmoreland County Community
College for the use of its Firearms Training Range. (ACTION ITEM)
I would like to entertain a motion to authorize the Borough to renew
its agreement with Westmoreland County Community College for the
use of its firearms training range by the Brentwood Police
Department for the period of July 1, 2026 to June 30, 2027 at the cost
of $600, and which is to be paid from General Fund Line Item 01410.450 Police Contracted Services.

14.b. Consider renewal of agreement with Cyclops Technologies for Platesmart
ALPR Camera System (ACTION ITEM)
I would like to entertain a motion to renew the license agreement
with Cyclops Technologies, which is associated with operation of the
Platemart automatic license plate reading camera system, for the
period of August 5, 2026 through August 4, 2028, in the first-year
amount $7,009, and which is to be paid from General Fund Line Item
01-407.457 IT - Police Software Licenses.

Consider Hiring Rebecca Coptis for the Position of Crossing
Guard (ACTION ITEM)
I would like to entertain a motion to hire Rebecca Coptis to the parttime position of crossing guard at the hourly rate of $21 per hour,
and with such offer subject to the receipt of all required clearances.

14.d.

Consider Resolution No. 2026-43: Donation of Patrol Vehicle Printer
Mounts to the Mount Oliver Borough Police Department

Mr. President, I move to adopt Resolution No. 2026-43, which
designates three retired Havis vehicle printer mounts as surplus
property, and which further authorizes the disposition of such
property as a donation to the Borough of Mount Oliver for use by its
Police Department.

14.e. FYI - Public Safety Committee Meeting to be Scheduled (INFORMATIONAL
ITEM)
Finally, I would like to schedule a Public Safety Committee
meeting to review several current relevant matters and to
provide the Committee with an opportunity to discuss any
issues or recommendations that may need to come before the
whole of Council. I understand that Mondays and Tuesdays
generally work best for the Committee, so look for an email
from the Borough Manager regarding availability for the
upcoming two week period. I will also be inviting
representatives of the Brentwood Volunteer Fire Company to
participate in these discussions.

Among the items that may be discussed include traffic and
pedestrian safety issues, initial data and observations
regarding the new traffic pattern near the Brentwood
Elementary School site, an on-street residential permit
parking program, a business permit parking program, and
any other matters recommended by the Chief of Police or
Committee members. The goal is to have the Committee review
these outstanding matters, receive input from the Police
Department and Fire Company where appropriate, and
determine whether there are any recommendations that
should be brought to the attention of the entire board at its
September 21st meeting.

15. Community Affairs Committee- Ms. Katelin Montgomery
15.a.

Consider authorizing a September 11th 25th Anniversary Memorial
Ceremony (ACTION ITEM)
Mr. President, I move to authorize Brentwood Borough to host a
community memorial ceremony on Friday, September 11, 2026,
commemorating the 25th anniversary of September 11, 2001, and to
authorize the Borough Manager to utilize appropriate Borough
personnel, equipment, and resources and coordinate with our Police,
Fire, EMS, and community partners as necessary to conduct the
event.

16. Special Committees
16.a. South Hills Area Council of Governments (SHACOG) - Mr. Brendan
Miller (INFORMATIONAL ITEM)
Mr. President, as the Borough’s liaison to the South Hills Area
Council of Governments, I would like to provide a brief monthly
update on the many initiatives and activities that are currently
underway through this organization.
