FYI - Price Reduction on Rock Salt Bills Due to Delivery
Delays (INFORMATIONAL ITEM)
Mr. President, although the Borough was able to maintain a
sufficient supply of rock salt throughout this winter's severe storms,
it was nonetheless affected by the same delivery delays that
hampered the operations of many of our neighbors. In accordance
with the contract with Compass Minerals, the Borough will be
enforcing a penalty provision that permits a percentage-based price
reduction on the invoices that are associated with any delivery that
is received more than five days late. As a result, although the
Borough ordered more than $56,000 worth of salt during the months
of January and February, it will only be required to compensate the
vendor $51,000 a $5,000 savings.

employee would only fall into such classification if hired prior to the
receipt of state certification to serve as an accredited police officer.

to submit a letter to the Brentwood Civil Service Commission, which
is associated with the request of a certified list of police officer
candidates contingent upon the approved revisions to the Civil

14.g. Consider Purchase of Upgraded ALPR Camera System Hard
Drives (ACTION ITEM)
As part of the 2026 budget, funds were made available to expand the
Automated License Plate Reading camera to a new location.
Concurrently, the Borough would upgrade its system licenses to
permit integration with other law enforcement software. Upon
further review, the vendor has determined that the hard drives at
two of the four existing camera locations have insufficient memory to
support this new tool. Consequently, I would like to entertain a
motion to approve the purchase of two replacement hard drives from
Broadband Wireless Networks in the amount of $1332, and which is
to be paid from Capital Improvement Fund Line Item 18-410.700
Capital Purchases following a transfer from the Operating Reserve
Fund.

Consider Authorization of Engineering Study – School Zone Traffic Control
Signage (ACTION ITEM)
I would like to entertain a motion that Borough Council authorize the
Borough Manager to, if necessary, engage The Gateway Engineers to
perform an engineering and traffic analysis in support of obtaining a
permit forschool zone traffic control signage and related safety
devices at the new Brentwood Elementary School facility, and which
would be paid from the Capital Improvement Fund Line Item 18-433610: Traffic Calming Devices following a transfer from the Operating
Reserve Fund.
14.j.
Consider Authorization to Purchase School Zone Traffic Control Signs and Safety
Devices (ACTION ITEM)
I would like to entertain a motion that Borough Council authorize the
Borough Manager and staff to, if necessary, proceed with the
purchase and installation of school zone traffic control signs and
related safety devices following completion of the required
engineering study and state permit review, and which would be paid
from Capital Improvement Fund Line Item 18-433-610: Traffic
Calming Devices following a transfer from the Operating Reserve
Fund. It is estimated that each School Zone Sign will cost
approximately $6,000 to $12,000 per location and that four signs
will be needed.
14.k. Discussion Item - Consider Wage Increase for Crossing
Guards (DISCUSSION ITEM)
With the pending relocation of local elementary school students to a
combined facility and the associated upcoming changes in the
primary walking routes to this school, there is a pressing need to hire
two additional crossing guards. In order to make this part-time,
seasonal position more attractive to prospective candidates, it has
been recommended to increase wages by approximately 30% to $22
per hour. If Council concurs with this proposal, this change will take
place in September to coincide with the start of the 2026-27 academic
calendar year or sooner.

14.l.
Consider Business Owner Parking Permit Program (DISCUSSION ITEM)
Approximately eight years ago, the former Mayor and the Police
Department created the framework for implementing a program that
would allow business owners to request permits for designated stalls
within the metered parking zone. Although this idea was ultimately
not approved by Council at the time, I would like to revisit this
proposal. While there was previously consideration of providing
these permits for free, I am seeking to provide this option as a fee that
is substantial but is still discounted from the standard daily rate. The
proposal would not apply to customer parking.
