concerns.

5. (0:09-0:14) Presentation to Council:
a. Ashley Moore: Presented plans for tln'ee life jacket loaner stations, including one
at Garrisou Lake (12th Street boat ramp), maintained in partnership with local fire
departments and lifeguards.
6. (0:15-0:22) Public Hearing: Second public hearing for closing out the CDBG Platming
Grant for the Raw Water Storage Tank Project. Mayor A V read the Itotice into the record.
No public comments were received.
7. (0:22-0:58) Presentation to Council (Audit Presentation): Ben Colten of Sorren
Financial: Presented the FY 2025 Financial Audit, issuing an ullinodified ("clean")
opinion. He also answered Councilor questions about the budget and audit.
8. (0:58-1:55) Departmental Reports
a. Administt'ation: A written report is included in the packet and CA Radcliffe
reported on 16th Street Right-of-Way cleanup efforts, completed union contract
with police officers, ·and upcoming council election procedures (3 open seats in
November).
h. Mayor's Report: A written report is included in the packet and Mayor A V
thanked 4th of July Jubilee volunteers/pyrotechnicians, updated council on
reservoir dredging and culvett removal scheduling (September-October), and
announced attendance at the Mayor's Conference.
c. Finance: LeifKytola provided a financial update, noting completion ofFY 2025
audit and transition to monthly repotis.
d. Pnblic WOl'lIS: A written report is included in the packet and Public Works
Superintendent John Isadore reported on short stafflng, equipment breakdowns
(VFD replacement), water plant feasibility study, and DEQ reqnirements for the
Arizona Street lift station.
e. Planning: A written report is included in the packet.

Police: The report was sent to Council ahead of the meeting, and the Council has
no questions for Chief Hobatt, Port Orford Police reports are now available on the
City Website on the Police page.

i. Parl(s: SL reported on Battle Rock Park cleanup, bleacher board
replacement at Buffington Park, and Rotary mini-golf course repairs.

iii. Port: BW repotted poor halibut opener catches and the ongoing search for
a port administrator.
iv, Watet'shed: The full report is in the packet.
v, Fire: DB reported 15 active volunteers and high call volume during July
4th events.
(1:55-2:04) Meeting Extension / Recess: Council voted 5-1-0 to take a 10-minute t'ecess and
extend the meeting past 7:00 PM.

recreational cannabis regulations (processing/wholesaling/testing facilities).
I. GB motions to approve moving forward to a second reading of Ordinance
2027-01 with amendments (removing prohibition, requiring compliance
with cannabis sales restrictions, and updating terminology from
"marijuana" to "cannabis").
