The City Council of the City of Myrtle Creek will meet on Tuesday, October 06, 2026, at 5:30
PM in the Myrtle Creek Council Chamber, 207 NW Pleasant Street, Myrtle Creek, Oregon.
The meeting location is accessible to persons with disabilities. A request for an interpreter for the
hearing impaired, for other accommodations for persons with disabilities, or for remote access should be
made at least 48 hours in advance of the meeting to the City Recorder at 541-863-3171.
The City Council reserves the right to add or delete items as needed, change the order of the
agenda, and discuss any other business deemed necessary at the time of the study session and or/meeting.
REGULAR COUNCIL MEETING – 5:30 PM
Anyone wishing to speak on an agenda item should complete a Public Comment Form and give it to the
City Recorder. Public Comment Forms are located at the entrance to the meeting place. Anyone
commenting on a subject not on the agenda will be called upon during the “Citizens Heard on NonAgenda Items” section of the agenda. Comments pertaining to specific agenda items will be taken at the
time the matter is discussed by the City Council.

Resolution 26-14 – A Resolution of the Myrtle Creek City Council
Officially Recognizing Water Professionals’ Appreciation Week for the Week of
October 3 -11, 2026 in Accordance with Oregon House Bill 4005 (2026), to
Honor Local Public Drinking Water, Wastewater, and Stormwater Workers Who
Maintain Essential Infrastructure.

Executive Session
The Myrtle Creek City Council will go into Executive Session under ORS 192.660(2)(e)
and ORS 192.660(2)(f) to conduct deliberations with persons designated by the
governing body to negotiate real property transactions. All discussions are confidential
and those present may disclose nothing from the Session. Representatives of the news
media are allowed to attend Executive Sessions, as provided by ORS 192.660 but must
not disclose any information discussed. No Executive Session may be held for the purpose
of taking any final action or making any final decision. Executive Sessions are closed to
the public.

PUBLIC PRESENTATION
CITIZENS HEARD ON NON-AGENDA ITEMS
Ethan Reed – Flock Cameras
Ethan spoke to Council regarding his concerns about Flock Cameras being hosted by a third party. He
shared that the cameras have been associated with Police misuse and not enough checks and balances.
He believes that there should be more safegaurds and checks and balances. He would like to see the City
terminiate or at least pause its contract with Flock.
Steve Wright – Disc Golf Course
Steve thanked the Council for their work with the prohibited camping in the disc golf course. He asked
Council if the city has an adopt a park volunteer program. Steve expressed concern over the directional
arrow leading people into the disc golf course and also asked if a dog waste station could be placed in
the disc golf course area. He also shared that a welcome sign to the Disc Golf Sign with courtesy rules
could be helpful.

Parts I & II as presented in the September 15, 2026, council packet. Discussion: None

DEPARTMENT REPORTS
Finance Report
Finance Officer Lesley Hiscocks submitted the August Finance Report into record as written. Councilor
Wragg asked about the fund for the development of Millsite Park. The Finance Officer shared it is a
reimbursable grant.
Police Department
Police Sargeant Kris Malek submitted the August Police Department Report into record as written.
Councilor Larson shared that Detective Tagart is doing a great job.
Fire Department
Fire Chief Manie Pires submitted the August Fire Department Report into record as written. Manie
shared that he has some of the doors shut off so that they don’t open with every call. This will cut down
on maintenance.
Public Works
City Administrator Zach Potter submitted the August Public Works Report into record as written.
REGULAR AGENDA

CITY ADMINISTRATOR REPORT
City Administratot Zach Potter shared that the City was served today regarding a case from 2023
involving someone tripping on a sidewalk on Vine Maple. He shared that the RV Park Host gave notice
and will be leaving on October 31, 2026. Councilor Larson asked how the golf course if going. The City
Administrator shared that a new mower has arrived. Councilor Chaney asked if there were any devices
that would enable users to see the reminaing charge on golf carts. It was also shared that the greens are
being reseeded to fix some bad spots.
MAYOR AND COUNCILOR – COMMITTEE REPORTS and COUNCILOR COMMENTS
Councilor McElmurry shared that the Challenge of the Heros event is this Thursday in Millsite Park.
Councilor Chaney gave kudos the the police department for the security provided at the Summer
Festival and Pioneer Days.

A RESOLUTION OF THE MYRTLE CREEK CITY COUNCIL OFFICIALLY
RECOGNIZING WATER PROFESSIONALS’ APPRECIATION WEEK FOR
THE WEEK OF OCTOBER 3 -11, 2026 IN ACCORDANCE WITH OREGON
HOUSE BILL 4005 (2026), TO HONOR LOCAL PUBLIC DRINKING WATER,
WASTEWATER, AND STORMWATER WORKERS WHO MAINTAIN
ESSENTIAL INFRASTRUCTURE.
WHEREAS, the City of Myrtle Creek Council recognizes that water is essential to the
health, safety, economic vitality and quality of life of its residents; and
WHEREAS, the City of Myrtle Creek Council recognizes that reliable drinking water,
wastewater and stormwater services are essential to protecting public health and the
environment, supporting housing and economic development, maintaining livable
communities and providing critical services to our community; and
WHEREAS, the City of Myrtle Creek Council relies on dedicated water professionals who
operate, maintain, repair, plan and improve the infrastructure and systems that
provide these essential services to our community; and
WHEREAS, the City of Myrtle Creek Council recognizes that these professionals work
every day, including nights, weekends and holidays, to ensure that safe and reliable
water services are available when residents, businesses and community institutions
need them; and
WHEREAS, the City of Myrtle Creek Council recognizes that water professionals protect
public health and Oregon’s natural resources through the treatment and testing of
drinking water, collection and treatment of wastewater, management of stormwater,
protection of water quality, conservation of water resources and responsible
stewardship of local infrastructure; and
WHEREAS, the City of Myrtle Creek Council recognizes that maintaining these essential
services requires a highly skilled workforce of operators, technicians, engineers,
utility workers, laboratory professionals, public works employees and others whose
work often occurs behind the scenes but is indispensable to the daily life of our
communities; and
WHEREAS, the City of Myrtle Creek Council recognizes that Oregon’s water sector faces
an increasing need to recruit, train and retain the next generation of skilled water
professionals, making it important to raise awareness of the rewarding careers
available in drinking water, wastewater, stormwater and public works; and
WHEREAS, the City of Myrtle Creek Council recognizes that the Oregon Legislative
Assembly enacted House Bill 4005 in 2026, establishing Water Professionals
Appreciation Week each year from the first Saturday in October through the
following Sunday to recognize Oregon’s water workforce and encourage greater
public understanding of the essential work performed by water professionals; and
WHEREAS, the City of Myrtle Creek Council recognizes that Water Professionals
Appreciation Week will be observed October 3 through October 11, 2026.
NOW, THEREFORE, BE IT RESOLVE, that the City Council of the City of Myrtle
Creek resolves as follows:
SECTION 1. The City of Myrtle Creek hereby recognizes October 3–11, 2026, as Water
Professionals Appreciation Week and expresses its appreciation to the drinking water,
wastewater, stormwater, public works and other water professionals who serve the City of
Myrtle Creek and its residents.
SECTION 2. the City of Myrtle Creek Council encourages residents during Water
Professionals Appreciation Week to learn more about the people, infrastructure and services
that make safe and reliable water possible and about career opportunities available in
Oregon’s water sector.
SECTION 3. the City of Myrtle Creek Council extends its sincere appreciation to the
water professionals serving our community for their skill, dedication and commitment to
protecting public health, the environment and the long-term resilience of the City of Myrtle
Creek.
SECTION 4. This Resolution is effective immediately upon passage.
