The Zanesville City Council met in regular session at 7:00 p.m. on Monday, August 10, 2026 in the
City Council Chambers, 401 Market Street, Zanesville, Ohio.
President Vincent: Good evening, everyone. I'd like to call Zanesville City Council meeting to
order for August 10, 2026. If you would please stand and join me in the Lord's Prayer, followed
by the Pledge of Allegiance to the Flag.
President Vincent led those present in the Lord's Prayer and the Pledge of Allegiance to the Flag.

The following members of Council answered roll call: Mr. Ballmer, Mr. Baker, Mr. Taylor-Lehman,
Mr. Ware, Miss Bradshaw, Ms. Frye, Mrs. Osborn, and Mr. Vincent. Mr. Hennessey and Mr. King
were absent.

Matthew Schley: We received the petition to annex property out by Wolfie's Campground by
the current owners, David and Brenda Wolfe, by and through Derrick Moorehead's office. It is
my understanding that this property will eventually be added to Wolfie's Campground out there.
I can't remember if they changed the name of it, but the campground.
Mayor Mason: Yes, I don't remember what it's called. It's Kevin and Chalom Strope's property.
President Vincent: Thank you. To me, that sounds good if they're expanding; that means more
people are coming to our area.
Mayor Mason: Plus, there's a lot of recreational opportunities up there.
President Vincent: Good! We welcome people coming to enjoy. Thank you, sir. Is there anything

President Vincent: Yes, Mr. Taylor-Lehman.
Mr. Taylor-Lehman: All of the delinquent bills, do they put a lien on every one of these?
President Vincent: Yes, it goes to the Auditor's Office and goes under the taxes then. Mr. Schley
or Mr. Brown, is there anything you want to add to that? I know you combined to one ordinance
now. Is there anything else you want to add?
Scott Brown: On the utility side, we send out a letter to every one of the people that are on that
list notifying them that they're about to get their penalties assessed to their properties. And then
we submit this legislation. And then on or about January 1, 2027, the county will assess the
properties for utilities. And then, Matt, as Community Development, has property maintenance.
So, if we go and mow properties or a whole host of other things that are eligible, those people
then have to reimburse the taxpayers for that service. And so, this is the way for those taxpayers
to be reimbursed.
President Vincent: Thank you, excelient! Yes, Mr. Taylor-Lehman.
Mr. Taylor-Lehman: So, the reason I was asking is that there's a wide range of delinquencies
here, thousands of dollars, and $41.
Mayor Mason: Some are commercial accounts.
Mr. Taylor-Lehman: Yes, I looked a bunch ofthem up to see. Thank you.
President Vincent: And if they pay prior to that, the assessment can come off. Are there any
other questions?

Mr. Ballmer: I have one.
President Vincent: Yes, Mr. Ballmer.
Mr. Ballmer: Long term, if this isn't paid and they would try to sell the property, then the new
buyer would be responsible for that lien?
Scott Brown: So, that's one of the reasons we put it on the property tax is that when the property
is sold, all of the debts, so to speak, have to be settled at closing. So, yes that's when we would
get payment.
Mayor Mason: Let me say this, some of the better attorneys and realtors will contact the city to
find out on some of these properties if there's anything outstanding but yet to hit the tax
duplicate.

President Vincent: Is there any discussion? With that, I do have a request for amendments to the
actual employee handbook. So, if you want to follow along, it's on page 23. These are really
simple. Page 23 of the handbook, under the fourth bullet and then the sub-bullet, the open circle,
right after sick leave, add in bereavement leave. This just makes it a little bit clearer and saves on
calls. So, add in bereavement leave after sick leave.
And then at the end of that section, after the second sub-bullet, the open circle, add in {This
section will be effective October 16, 2026./ The reason for that is, Tyler, our software people, are
going to have to go in and change the code and rules to make this work, do testing, and make
sure everything is running before that date. So, they can't do it right away. Thirty days is a little
quick, so this gives them an extra 30 days. But they did commit to jumping on this right away. So,
I had a request for those two amendments.
Mrs. Osborn made a motion for those two amendments. It was seconded by Ms. Frye.

PRIVATE PETITIONS AND COMMUNICATIONS

President Vincent: We do have a private petition this evening from Connor Gates of 719
Westbourne Avenue here in Zanesville, who wanted to speak about flock cameras and body
cameras. I reached out to him several times last week. He finally got the messages and called me
back this afternoon. After speaking with him, he decided he would much rather come to a Public
Safety Committee meeting, where there is more dialogue and can ask questions and get answers,
versus coming to present here. So, it sounded like he is in favor of them and just wants to come
and get some questions answered. So, he will be coming to the Public Safety meeting on
September 14. He seems like a very nice gentleman. I enjoyed talking with him. He will be here
then and not speaking tonight.

and appreciate what those young folks do. With that being said, motion to adjourn.

AN ORDINANCE AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO APPLY
FOR FUNDING WITH THE MUSKINGUM WATERSHED CONSERVANCY DISTRICT
CONNECTING COMMUNITIES GRANT PROGRAM AND DECLARING AN EMERGENCY
WHEREAS, the City of Zanesville has developed planning documents to construct a recreational
facility at 819 West Main Street; and
WHEREAS, the Zanesville Community Development Department has identified that the project is
eligible for funding through the Connecting Communities Grant Program sponsored by the Muskingum
Watershed Conservancy District (MWCD); and
WHEREAS, the deadline to apply for this funding is September l5t, 2026; and
WHEREAS, due to the application deadline imposed by the MWCD, delaying the date legislation
would take effect would disqualify the City from applying for funding for this project. The project aims to
improve the overall health and quality of life of residents in the City through providing recreational
opportunities not afforded elsewhere in the City and thus it is in the public's best interest.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio; that:
SECTION ONE: The Community Development Director is hereby authorized to submit an application

for funding in an amount of up to $250,000 to the Connecting Communities Grant Program sponsored by
the Muskingum Watershed Conservancy District.
SECTION TWO: For the reasons stated herein, this Ordinance is declared to be an emergency
measure. Provided it receives the affirmative vote of six (6) or more members of City Council, this Ordinance
shall take effect and be in force from and after the earliest period allowed by law.

WHEREAS, The City of Zanesville was awarded funding through the Abandoned Mine Land
Economic Revitalization (AMLER) program for improvements to Putnam Landing Park; and

required Environmental Assessments and documents to move forward with bidding and
procurement of this project; and
WHEREAS, the City of Zanesville submitted this project to ODNR for approval and received
approval to proceed; and
WHEREAS, this project will involve rebuilding the boat ramp, improving vehicular access,
improving pedestrian access, and landscaping in the park.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio;

that:
SECTION ONE: The Community Development Director is hereby authorized to advertise for
bids and enter into a contract with the lowest and best bid for the Zanesville AMLER Project, known
as the Putnam Landing Park Improvement Project.
SECTION TWO: The estimated cost of the Project is estimated to be $700,000 and shall be
paid from line item 303-4105-56188 and shall be reimbursed by the AMLER program.
SECTION THREE: Bidding shall be subject to all State of Ohio and Federal requirements as
applicable and outlined in the Grant Agreement.
SECTION FOUR: This Council hereby finds and determine that all formal actions relative to
the adoption of this Ordinance were taken in an open meeting of this Council, and that all

WHEREAS, the Zanesville Community Development Implementation Strategy identified
Confluence Park Trail Improvements as a vital project for the community; and
WHEREAS, the City of Zanesville submitted this project to ODOD for approval and received
approval to proceed; and
WHEREAS, the ODOD and the City of Zanesville entered into the PY25 CDBG Allocation
Grant Agreement on February 25 th , 2026; and
WHEREAS, the City of Zanesville conducted the required environmental review with
associated public notice and comment period and has received the Notice of Project Specific
Release of Funds Respecting Environmental Grant Conditions Pursuant to 24 CRF Part 58 from the
ODOD, Office of Community Development.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio;

that:
SECTION ONE: The Community Development Director is hereby authorized to advertise for
bids and enter into a contract with the lowest and best bid for the PY 2025 CDBG Allocation Grant
Project, known as the Confluence Park Trail Project.
SECTION TWO: The estimated cost of the PY 2025 CDBG Allocation Grant Project is
$235,000 and shall be paid from line item 329-4119-53299 and 311-4106-53299.
SECTION THREE: Bidding shall be subject to all State of Ohio and Federal requirements as
applicable and outlined in the CDBG PY 2025 Allocation Grant Agreement.

ORDINANCE NO. 2026-81
INTRODUCED BY COUNCIL
AN ORDINANCE REPEALING ORDINANCE NO. 2021-74 AND
AUTHORIZING PAY DIFFERENTIALS FOR ENHANCED TRAFFIC
SIGNAL TECHNICIAN CERTIFICATIONS

WHEREAS, the City of Zanesville employs Traffic Signal Technicians assigned to pay grade
6, which ranges from $19.46 to $33.10 per hour; and
WHEREAS, Traffic Signal Technician certifications are available at Levels I, II, and Ill; and
WHEREAS, the City recognizes the value of certified Traffic Signal Technicians; and
WHEREAS, the Ohio Department of Transportation actively recruits certified Traffic Signal
Technicians and can offer pay commensurate with enhanced certifications, while the City is
currently restricted in this capacity; and
WHEREAS, the City values employee retention and encourages employees to obtain
additional education and training in their fields, and Council therefore finds it necessary to
provide competitive certification pay differentials to recruit and retain certified Traffic Signal
Technicians; and
WHEREAS, Council intends for this Ordinance to repeal and replace Ordinance No. 202174 in its entirety so that certification compensation is governed solely by this Ordinance.
NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Zanesville, Ohio, that:
SECTION ONE: Ordinance No. 2021-74, authorizing pay increases based on enhanced

certifications in the Traffic Signal Department, is hereby repealed in its entirety and replaced by
this Ordinance.
SECTION TWO: A Traffic Signal Technician who obtains and maintains a Class I Traffic
Signal Certification shall receive a certification pay differential of $2.00 per hour in addition to
the employee's applicable base hourly rate.
SECTION THREE: A Traffic Signal Technician who obtains and maintains a Class II Traffic

Signal Certification shall receive a certification pay differential totaling $4.00 per hour in addition
to the employee's applicable base hourly rate.

SECTION FOUR: A Traffic Signal Technician who obtains and maintains a Class Ill Traffic

Signal Certification shall receive a certification pay differential totaling $7 .00 per hour in addition
to the employee's applicable base hourly rate.
SECTION FIVE: The certification pay differentials authorized by this Ordinance are not

cumulative. An eligible employee shall receive only the differential corresponding to the highest
certification level the employee currently holds and maintains.
SECTION SIX: If any provision of this Ordinance or its application to any person or
circumstance is held invalid, the invalidity shall not affect any other provision or application that
can be given effect without the invalid provision or application, and to this end the provisions of
this Ordinance are severable.
SECTION SEVEN: It is hereby found and determined that all formal actions of this Council

concerning and relating to the passage of this Ordinance were adopted in an open meeting of
Council, and that all deliberations of Council and any decision-making bodies of the City that
resulted in such formal actions occurred in meetings open to the public in compliance with all
applicable legal requirements of the State of Ohio.
SECTION EIGHT: This Ordinance shall take effect and be in force from and after the

earliest period allowed by law.
