VILLAGE OF HEMPSTEAD
BOARD OF TRUSTEE MEETING
February 3, 2026
1) Public Hearing 6:15 pm being held to adopt a Local Law Authorizing a Property
Tax Levy in Excess of the Limit Established in General Municipal Law §3-c,”
by the Inc. Village of Hempstead.
2) Presentation of activities report by the public bodies of the Incorporated Village of
Hempstead.
3) Mayor Hobbs and Deputy Mayor Daniels approve miscellaneous license and
permit applications as reviewed.
4) Authorization by the Board to approve the proposal from IMEG for Engineering
Services associated with the proposed New Clinton Street Water Plant Backwash
Water Disposal to the Sanitary Sewer System. Services include engineering/basis
of design report, storm water pollution prevention plan (SWPP), permitting, and a
schedule in the amount of $287,000.
5) Authorization by the Board to approve the second budget amendment from IMEG
for the Construction Management Services for the Phase 0 and Phase 1 Water
Transmission Main and Sewer Capacity Improvements in the amount of $795,672.
5A) Authorization by the Board to approve to amend the contract with FLOCK Safety
by extending its term pursuant to the attached safe city proposal scheduled. Said
extension would result in a saving of over $1M for the Village of Hempstead.
6) Authorization by Board for the transfer to the Tax Roll as of May 7, 2026, on
certain delinquent items.
7) Authorization by Board to transfer certain delinquent items to the 2026/2027 Tax
Roll as of May 1, 2026.
8) Authorization by Board that a $15.00 charge be made against each parcel of
property listed in the tax sale notice, which remain open and unpaid on said
properties as of January 31, 2026.
9) Authorization by the Board approving to the Village to enter into an agreement
with the the U.S. Department of Homeland Security (DHS) and State Homeland
Grant Program (SHSP) for Cyber Security Grant Program for fiscal year
2022/2023 in the amount of $50,000.00 for the period of October 1, 2025, to
August 31, 2026.

10)Authorization by the Board to approve Tax Grievance Day on February 17, 2026.
11) Authorization by the Board to approve for the regularly scheduled meeting of the
Board of Trustees to be held on Tuesday, February 17, 2026, at 6:30 pm be
rescheduled to 7:00 pm., to not conflict with Grievance Day.
12) Authorization by the Board that all meeting bills, audited by the Board of Trustees
on check warrant dated February 3, 2026, be approved as previously reviewed.
