There were 53 arraignments at the Centralized Arraignment Program for the month of January. The Assigned Counsel office
calendared fifteen attorneys to cover the 7am and 7pm arraignments. The attorney cost associated with CAP for January was
$10,430.00. These expenses were paid from an ILS (Indigent Legal Services) grant. Of the 53 arraignments, 21 (40%) were
for town/village courts, 32 (60%) were for Auburn City Court. 27 (51%) defendants were released (ROR) and 26 (49%)
defendants were held on bail or held for other reasons. Of the 53 arraignments, 17 (32%) were brought in on arrest/bench
warrants. 18 Orders of Protection were issued.
There were 61 Counsel at First Appearance for Auburn City Court and 23 Counsel at First Appearance in town/village courts.
The Assigned Counsel office calendared eighteen attorneys to cover the “on-call” arraignments. The attorney cost associated
with Counsel at First Appearance for January was $11,460.00. These expenses were paid from an ILS (Indigent Legal Services)
grant.
The Assigned Counsel office made attorney assignments to 65 defendants in Auburn City Court, 11 defendants in County
Court and 35 defendants in Justice courts for January. A total of 25 assignments were made in Family Court.
Working with NY State Indigent Legal Services on a three-year proposal for enhancing Family Court representation. This
initiative would provide the Assigned Counsel Program funding for Family Court caseload reductions, interdisciplinary
representation which would include investigators and specialized professionals, training, and child welfare investigation
representation.

I am currently working on the STRIVE II grant and implementing a STRIVE Probation Model.
It was a busy month with Investigations – 40 ordered in the month of January.
Our current operating system – Caseload Explorer has a free upgrade to give a couple of features we do not have. Tom
Bunn is reviewing it and hopefully will be bringing a resolution next month to authorize this.
We will be hosting Area 1 COPA (Council of Probation Administrators) monthly meeting and Transfer Designees next
week.

At the time of this report, we are holding 145 incarcerated individuals in the jail. We have 14 Federal and 5 local
board-ins. We also have 14 NY State Parolees detained for new charges and 5 Parolees detained for a violation of
parole.
We are participating in a regional law enforcement recruiting event in partnership with Cayuga Community College
(CCC) on Thursday February 5th at 7:00 PM. The event will be at the Auburn campus of CCC.
We are currently working to update a number of surveillance cameras in our jail. IT will be assisting with this
project moving forward.
Detective Sergeant Nicole Stewart and Sheriff Schenck recorded an interview with Auburn Regional Media Access
(ARMA) on Friday January 30th. The segment focused on our behavioral threat assessment team and violence
prevention initiatives. It will air on local cable networks and social media.

Authorizing the Chairperson of the Cayuga County Legislature to enter into a contract with Motorola Solutions,
Inc. for upgrading the Next Generation 911 (NG911) Telephone System for the Cayuga County E-911 Center.

WHEREAS, Cayuga County operates a primary and backup E-911 Center responsible for receiving and processing
emergency calls for service; and
WHEREAS, the 911 Administrator has identified the need to upgrade its existing 911 telephone system (NG911) (the
“Project”) to improve reliability, functionality, and service delivery; and
WHEREAS, Cayuga County intends to partner with Oswego County on the implementation of the project; and
WHEREAS, Oswego County will be acknowledged and noted within the primary contract associated but shall enter and
maintain an independent contract; and
WHEREAS, proposals were reviewed by the Cayuga County and Oswego County 911 Administrators which were
provided by Frontier and Motorola, the only two vendors that can provide this service for the NG911 telephone system
upgrade; and
WHEREAS, Motorola Solution, Inc. submitted a proposal this is determined to be the most responsible, acceptable, and
cost-effective solution to meet the operational needs and technical requirements for this project; and
WHEREAS, the Cayuga County Director of Purchasing has reviewed the proposals and the pricing is available through
piggybacking on Rockland County Empire Procure Connect bid, RCO-RC-EPC-2024-010, ensuring compliance with
local and state procurement requirements; and
WHEREAS, the project will be 100% reimbursed through the NYS NG911 Grant program; and
WHEREAS, the Cayuga County Legislature by Resolution No. 424-25 created Capital “H” Project No, 25-04 (“Next
Generation 911 (NG911) Telephone System“) to fund the Project; now therefore be it
RESOLVED, that the Chairman of the Cayuga County Legislature be authorized to sign a contract with Motorola
Solutions in the amount of $983,803.00; and be it further
RESOLVED, that the Chairman of the Cayuga County Legislature is authorized to sign all agreements, amendments, and
documents necessary to carry out the intent of this resolution as approved to form by the County Attorneys; and be it
further

Authorizing the Chairperson of the Cayuga County Legislature to sign an agreement with Interaction Insight Corp

WHEREAS, Cayuga County 911 Center records all incoming and outgoing calls as well as all radio transmissions
occurring on the Emergency Communications System; and
WHEREAS, both the primary and backup 911 Centers are required by law to save all telephone calls and radio
transmissions for a minimum of 36 months; and
WHEREAS, the backup 911 recorder needs to be replaced, and an AIS connection built to the Motorola network; and
WHEREAS, Interaction Insight has provided a quote in the amount of $114,798.00 for the equipment and licensing costs;
and
WHEREAS, Interaction Insight is the current contracted vendor responsible for the maintenance and support of the
Cayuga County E-911 Eventide recording system; and
WHEREAS, the NextGen 911 grant was designed specifically for this purpose and will reimburse the county at 100%;
and
WHEREAS, the compliance with the recording and retention requirements making Interaction Insight a sole source
procurement for this upgrade and ensuring compliance with the Cayuga County Purchasing Policy; and
WHEREAS, the Cayuga County Legislature by Resolution No. 424-25 created Capital “H” Project No, 25-04 (“Next
Generation 911 (NG911) Telephone System “) to fund the Project; now therefore be it

PRO Electronic Home Monitoring Agreement
AUTHORIZING THE CHAIRPERSON OF THE LEGISLATURE TO EXECUTE AN AGREEMENT BETWEEN
THE CAYUGA COUNTY PROBATION DEPARTMENT AND SUPERCOM FOR ELECTRONIC HOME
MONITORING SERVICES.

WHEREAS, the Probation Department was awarded the Gun Involved Violence Elimination Grant and the STRIVE Grant by
the NYS Division of Criminal Justice Services, and
WHEREAS, GPS monitoring is mandatory for GIVE and STRIVE cases in accordance with their respective grants that we
receive from DCJS, and
WHEREAS, the GIVE and STRIVE grants will cover the cost of the electronic monitoring with 100% State Aid, and
WHEREAS, SuperCom can provide the electronic monitoring equipment and monitoring service to Cayuga County Probation
at the following rate of $3.50 a day, which is significantly cheaper than the current company being used at $9.00 a day, and
WHEREAS, these rates will only be charged to Cayuga County Probation when individuals have been placed on electronic
monitoring services; now therefore be it
RESOLVED, that the Chair of the Cayuga County Legislature is hereby authorized to enter into an agreement with SuperCom
for electronic home monitoring services for the Cayuga County Probation Department for one-year effective March 1, 2026 and
ending March 31, 2027.
RESOLVED, that funding is to be utilized from budget account A31404 54138, Probation – Electronic Monitoring; and be it
further
RESOLVED, that the Cayuga County Finance Director is hereby authorized and directed to make such journal entries as may

WHEREAS, Cayuga County currently contracts with the Weedsport Central School District to provide a full time Special
Patrol Officer (SPO) within the district that is employed by and works at the direction of the Cayuga County Sheriff; and
WHEREAS, this contract and position was originally established via resolution 344-23 and subsequently amended by
resolution 205-24; and
WHEREAS, the services provided by the SPO within the Weedsport School District are critical to maintaining the safety
and security of the students and staff; and
WHEREAS, all costs associated with this contract are fully reimbursed to Cayuga County by the Weedsport School
District; and
WHEREAS, the Sheriff’s Office and Weedsport Central School District have agreed upon amendments to the current
contract that address billing and actual yearly costs that will make budgeting for the contract costs easier and more
accurate for the district; now therefore be it

WHEREAS, to effectively partner on local law enforcement initiatives, local law enforcement agencies need to
have the ability to communicate with each other and the Cayuga County E911 Center via radio; and
WHEREAS, the New York State Department of Corrections and Community Supervision (DOCCS) would like
to enter into a Memorandum of Understanding to allow DOCCS to access and utilize three (3) radio channels
within the Cayuga County E911 radio network that will allow for needed communication between New York
State DOCCS, Cayuga County E911 Center, Cayuga County Sheriff’s Office, and local law enforcement
agencies; now therefore be it,
RESOLVED, that the Chairman of the Legislature and the Sheriff are hereby authorized to execute the
necessary documents to enter into a Memorandum of Understanding authorizing the New York State DOCCS to
access and utilize three (3) radio channels within the Cayuga County E911 radio network; and be it further
RESOLVED, that this authorization will take effect immediately and following review and approval of said
Memorandum of Understanding as to form by the Cayuga County Attorney.

Authorization to extend the agreement with Lexis Nexis for the electronic law library services at the
Cayuga County Jail

WHEREAS, the Cayuga County Sheriff entered into an Agreement (Resolution No. 121-17) with
LexisNexis to provide electronic law library services compliant with New York State Rules and
Regulations for the incarcerated individuals housed at the Cayuga County Jail that has since expired; and
WHEREAS, the Cayuga County Sheriff’s Office is satisfied with the services provided from Lexis Nexis
and together with Lexis Nexis, is desirous to extend said Agreement until March 31, 2029; and
WHEREAS, LexisNexis will continue to provide 23 terminals at the following monthly fees,

SHR Police One Online Training Srvc
Authorize the Chair of the Cayuga County Legislature and the Cayuga County Sheriff to enter
into a contract with LEXIPOL to provide law enforcement personnel web based training services
via their PoliceOne and CorrectionsOne Portals.

WHEREAS, ongoing and regular training for members of the Cayuga County Sheriff’s Office is critical to ensure
effective law enforcement operations that are guided by the latest best practices, are legally sound, minimize
liability, and continually improve the safety of the community served as well as the staff of the Sheriff’s Office;
and
WHEREAS, a 24/7 online training web based platform provided by LEXIPOL via their PoliceOne and
CorrectionsOne Academy Portals provides a number of mandated and supplemental training courses that can be
completed online and tracked, from a member’s patrol vehicle or work station while on their shift, thereby
reducing the need for in person training classes and reducing overtime costs for training; and
WHEREAS, the Sheriff’s Office currently contracts with Lexipol to provide 24/7 online training services to 35
members of the Sheriff’s Road Patrol Division and 90 members of the Custody Division; and
WHEREAS, Lexipol can continue to provide 24/7 online training services to 35 members of the Sheriff’s Road
Patrol Division and 90 members of the Custody Division via their web-based platform for a total cost of
$7,207.20 for 2026 ; now therefore be it
RESOLVED, that the Chair of the Cayuga County Legislature and the Cayuga County Sheriff be authorized to
execute the necessary documents to enter into an agreement with LEXIPOL to provide an online training platform
for 35 members of the Road Patrol Division and 90 members of the Custody Division within the Cayuga County
Sheriff’s Office and that said services be paid for utilizing funds from the Sheriff’s telephone revenue account;
and be it further
RESOLVED, that said contract documents be signed after approval by the Cayuga County Attorney as to their
form.
