The application for seawall reconstruction project funding has been submitted to Empire State
Development. I thank Deputy Mayor Pam Pierce for her hard work to complete this application. The
final plans for the seawall were completed with the assistance of Village resident Bill Haugland and
members of his firm. The remaining details of the bid package are expected to be completed by
November 1.

The final draft of the easement document has also been completed and was sent to the affected
seawall property owners this week for their review. Overall, the project is progressing well, and the
Village remains optimistic to commence construction in early spring of 2027. The Village submitted
to the NYS Department of Homeland Security and Emergency Services its formal appeal to FEMA for
its denial of payment on submissions that the Hazard Mitigation Grant should have covered. I also
reached out to Senator Chuck Schumer’s office to seek their support on the appeal request. I thank
them for their very receptive response, and they will reach out to FEMA on the Village’s request.
When more information becomes available, I will let you know.

The Village weathered the nor’easter on the weekend of the 24th and 25th with minimal disruption.
The road was closed at the seawall for only a few minutes while crews rescued a stranded motorist
and removed the vehicle. The storm dislodged one large steel cap and caused the usual scouring of
the south-side shoulder. The steel cap is scheduled to be removed very soon, along with the
backfilling of the road shoulder.

the seawall project, with considerable effort focused on finalizing the remaining details.

49
50

As always, the Asharoken Police Department, under the leadership of Ray Mahdesian, did a great
job during the storm.

51
52

I thank the Highway Departments of the Town of Huntington, under the leadership of Andre
Sorrentino, and the Village of Northport for their assistance.

53
54
55

I attended a Mayor’s Summit sponsored by the Suffolk County Village Officials Association. It was
an informative and worthwhile event that highlighted the many issues and challenges shared by the
Villages throughout Suffolk County. It was nice to meet many of the other Mayors as well.

56
57

The Osprey have left for the winter. They had a good breeding year, with most of the nests
producing fledged chicks. We will await their return in late March next year.

Trustee Ettinger: In the beginning of the month our Police Department was busy supporting the
Northport Police Department during the Cow Harbor Race and the other Weekend Festivities. Ray
will comment further on the details of these activities and the some other police issues that
occurred during the month, later in his report.

During the month I was also busy coordinating the event that we had on Friday, September 4th
during which time Congressman LaLota visited with us. During his visit he presented the Mayor
with a ceremonial check in the amount of $150,000, representing the amount that we will be
getting from the government to purchase two (2) new police cars.

80

Trustee D’Antoni I reviewed the minutes from Sept 1 ,2026 BOT Meeting.

81
82
83

I inspected sink holes at 105 Asharoken Ave. After excavating the holes, it was determined by the
party who installed the drainage that the system was functioning properly. The holes were then
backfilled, top soil was added and the area was re-seeded.

84
85
86

I attended a seawall zoom call with engineering and consultants; plans are being finalized for
constructability. A potential list of contactors was assembled with the plan to have bid packages out
by end of month.

87

Reviewed vouchers, abstract and police report for the month.

88
89
90

Attorney Migatz: The Planning Board did not meet. The Zoning Board did not meet. I do have an
update on the dock litigation, which first commenced back in 2018. Two owners whose permits
were denied, commenced litigation but the Village prevailed. The Village received a judgement

Also, during the month the I monitored the Nor’easter that we had on September 25th thru the 27th
with the police and the mayor. Fortunately, with the exception of about 1 hour, the police were able
to keep the road open. I want to thank Ray and the rest of the department for all they did that
weekend to keep our village safe. Thanks Ray, Great Job!!
Some other matters that I was involved in during the month are as follows: I met with OIC Ray
Mahdesian and Officer Brian O’Connor regarding a new Grant that we submitted last month related
to the annual Justice Grant. I also reviewed the many correspondences that were sent regarding the
FEMA issues, the correspondences regarding the ESD Funding for the seawall and the
correspondences that we received from some of our residents. I reviewed last month’s BOT Regular
Meeting’s Minutes and this month’s Abstracts for the Payment Vouchers.

against them for some litigation costs, $1,436.00 back in 2024 and that was just paid last week, with
interest it came to $1728.83. That was Mr. Akeson and Mr. Guinta paid to the Village, most likely the
attorney for Mr. Akeson as he is selling his house.

94

Deputy Mayor Pierce: The Deputy Mayor’s report was read by Mayor Letica:

95
96
97

I participated in a kickoff meeting conference call with the Mayor and ESD team on September 15th.
During the month I worked on the application for Financial Assistance with Mayor Letica and the
ESD team.

98
99

I participated in the regularly scheduled DHSES conference call for our project scoping grant with
discussion encompassing our FEMA appeal for inclusion of near shore structures and beach fill.

100

I reviewed last month’s draft minutes, the police report and communications on code review.

Village Treasurer: Emily Hayes reported the vouchers totaled $38,216.98. The Village received a
partial reimbursement payment for the seawall expenses already paid of $70,860 on 9/22/2026
from FEMA.

123
124

Received a request for information from a homeowner at 216 Asharoken Av. regarding fence
heights and potential locations.

125
126
127

Performed an inspection of the existing structural connectors at lowest floor level on this elevated
home at 136 Asharoken Av., at homeowner request. Provided some written comments and
suggestions for improvement to the structural connectors and supports.

128
129
130

Provided feedback to a homeowner asking whether a Building Permit is required when replacing
existing windows in a “like-for-like” basis, with no structural changes to the openings. Np permit is
required in this situation.

131
132
133

Responded to a homeowner concern regarding a developing “sinkhole” in their front yard along the
road at 105 Asharoken Av. Suggested that since this is Village property, the Village should
investigate/resolve.

Police Report: Officer Mahdesian reported 42 summonses from August 25th through September
27, 2026, Twenty-two for speeding with several over 50mph. The department assisted the
Northport Police Department during their race and other activities during Cow Harbor weekend.
The Police Dept responded very well to the recent Nor’easter. There were no reported burglaries in
the village for the month of September.
Emergency Manager: Bill Raisch was away but monitored the Nor’easter remotely. Once again Ray
Mahdesian and his team did a remarkable job. Please keep in mind that it is hurricane season, we
may have one developing in the Gulf next week.
Deputy Harbormaster: Bill Raisch said our oysters have grown out extremely well this year. They
all start out about the size of a pencil eraser and they are all about 1 ½ to 2 inches long now. The
6,000 oysters will be spread in the Village waters next week.
Superintendent of Buildings: Doug Adil reported that the Village received an Excavation/Fill
permit application for 547 Asharoken Av. In general the application was complete but there were
issues with certain inconsistent descriptions of the work, so it was sent back for revision and later
approved.

134
135
136
137

Addressed a homeowner question regarding driveway replacement. When replacing one
impermeable driveway surface with another, you do not need to apply for a building permit. I also
reminded the homeowner that there are restrictions regarding installation details at the
apron/road interface, as shown on the printed handout that’s available from the Village Clerk.
