Minutes of the Municipal Council of the Township of Woodbridge, in the County of
Middlesex, State of New Jersey held on September 1, 2026 at 6:00 P.M. at the Municipal
Building 1 Main Street, Woodbridge NJ 07095.
Council President McAuliffe called the meeting to order.
Members of the Council and all those present gave the Pledge of Allegiance.
Council President McAuliffe: If everyone could please join me to wish all of our teachers,
students, and support staff a successful year in academics, athletics clubs and activities, building
new friendships and achieving their goals. Let’s take care of the parents who support and
encourage their children.
Notice Requirements of the Open Public Meetings Law have been satisfied concerning this
meeting. The Home News Tribune and The Star Ledger published the Annual Notice Schedule on
November 13, 2025 and November 14, 2025, respectively. A copy of the Schedule was posted on
the Municipal bulletin board. It should be so noted in the minutes of this meeting.
The Municipal Clerk took the Municipal Council attendance.

The Municipal Clerk introduced the following Resolutions as Consent.
RESOLUTIONS:

1. BE IT RESOLVED that the Municipal Council of Woodbridge Township authorizes the
Resolution authorizing the request of Colonia Fire Department to host the 9/11
Anniversary Walk on September 11, 2026 from 9:00 a.m. to 12:00 p.m.
2. BE IT RESOLVED that the Municipal Council of Woodbridge Township authorizes the
request of Pennsylvania Avenue School #27 PTO to hold a Color Run/PTO Event
on September 26, 2026 from 8:00 a.m.to 12:00 p.m.

Application - $3,000,000.00 to relocate and renovate the Woodbridge Township
Municipal Court.
17. RESOLVED that the Municipal Council of Woodbridge Township authorizes the
Shared Service Agreement – Borough of Sayreville for various services renewal
for two years commencing June 29, 2026 through June 28, 2028.
18. RESOLVED that the Municipal Council of Woodbridge Township authorizes the Bids –
P&A Construction, Inc., 2025 Local Transportation Projects fund – Middlesex
Avenue Improvements, Contract No. 2026-10 - $1,171,350.00.
19. RESOLVED that the Municipal Council of Woodbridge Township authorizes the Bids –
J.E. Hannon inc. t/a Bird Construction, Up Smith’s Creek Community Complex
Dredging Project - $3,497,180.00.
20. RESOLVED that the Municipal Council of Woodbridge Township authorizes the ReBid – Thomas & Sons Builders LLC dba Develop Builders, Up Smith’s Creek Dog
Park 2026 Re-Bid and rejecting the bid from Capela Construction which was
deemed non-conforming.
21. RESOLVED that the Municipal Council of Woodbridge Township authorizes the
Agreement – JCT Solutions for an Emergency Communications Upgrade in an
amount not to exceed $725,734.40.
22. RESOLVED that the Municipal Council of Woodbridge Township authorizes the
Agreement – Hanna’s Mechanical Contractors Inc., improvement of the HVAC
system of the stair tower at the Municipal Building - $64,508.71.
23. RESOLVED that the Municipal Council of Woodbridge Township authorizes the
Change Order No. 1 with Montana Construction Corp. Inc. for Contract No. 2024006, Stafford Road Sanitary Sewer Improvements – Phase I increasing the
completion time for the contract to a revised completion date of March 25, 2027.

24. RESOLVED that the Municipal Council of Woodbridge Township authorizes
designating certain properties in the Iselin section of the Township and Identified
on the tax may as Block 356 Lots 2.02 and 2.03 as an Area in Need of
Redevelopment, non- condemnation.
25. RESOLVED that the Municipal Council of Woodbridge Township authorizes referring
the “Route 1, Area 5 Redevelopment Plan” to the township Planning Board for its
review and comment.
26. RESOLVED that the Municipal Council of Woodbridge Township authorizes the SFY
2026 Budget Transfer.
27. RESOLVED that the Municipal Council of Woodbridge Township authorizes the Bill
List.
Councilman Small made a motion that these Resolutions be approved by consent, seconded by
Councilman Bauer and carried unanimously.
Council President McAuliffe opened the public comment portion of the meeting at 6:02pm.
Public Meeting:
Council President McAuliffe: We will now go into the public comments portion of the meeting.
When approaching the microphone, please state your name and what section of township or state
that you live in. You will have a one-time opportunity to speak. All members of the audience
shall adhere to the Township Decorum Ordinance which is posted on the entrance of the doors of
the council chambers. The public session allows for five minutes and that includes remarks by the
speaker and any response by the Council President or Administration. When there is one minute
left, I will alert the speaker as to emphasize any remaining points or questions they may have.
When the 5 minutes have passed, the speaker is to leave the microphone area and return to their
chairs. All videotaping must be taken in the designated area. There will be no interruptions from
your chair. Please make sure there are no signs or posters in the aisles, walkways, or exit area.
The public portion of the meeting is a comment and/or Q & A interaction between the Council
President and the speaker. Council President presides over the council meeting.
Adam Efrus: I’m here to discuss concerns with Woodbridge contracts with Flock. The phrase of
“you has nothing to hide, nothing to fear” comes up a lot in these discussions. These are not just
license plate readers. From Main Street to Wegmans, these are live continuous feeds that track
everything that moves in front of them from cars to bikes to pedestrians including children.
Some installations include continuous audio monitoring that constantly listens to any nearby
conversations. If this already doesn’t alarm you, there is more. A privacy advocate, known as
Ben Jordan, in conjunction with investigative outlet, 404 Media, earlier this year discovered that
dozens of these cameras were completely open to the internet allowing anyone with access to
Google to find, watch, and download live and archived footage. I understand if you want to
write this off as just another data breach in a world full of them, but there wasn’t even a lock to

pick since these cameras didn’t even require a password. A burglar has to at least break a
window to get into your house. Flock left the front door open on these camera feeds that included
children on a swing set livestreamed to anybody who clicked the link. So now let’s move past
Flocks incompetence to its features. The residents of Woodbridge now have the pleasure of
knowing that our tax dollars are funding a system that has, in other jurisdictions, given ICE
backdoor access to license plate data that local police had no authority to share, let a Texas
sheriff run a nationwide search for a woman they believed to have self-administered an abortion,
and been aimed with a camera directly at a community pool in Jacksonville, Florida a few weeks
ago with it being close enough that one resident claimed that she would no longer go to the pool
because they didn’t want to be watched. The surveillance is happening in broad daylight without
any warrants being served or even probable cause. 1984 was not supposed to be an instruction
manual, this company business model spits in the face of the 4th Amendment and any town who
supports it should be ashamed. The question isn’t why you care if you have nothing to hide, its
why do you care so much if we have nothing to hide. I’m very concerned about the values of
this council and members who have agreed to sign up with it in the first place. We, as a state,
should strive to be better than this in the face of rising fascism. This contract needs to be
canceled and the cameras need to come down as soon as possible.
