CITY COUNCIL REGULAR MEETING MINUTES
08-19-2026
Louisville Boat Club
6:00PM – 6:55PM
The City Council met in regular session with Mayor Chip Hancock and the following Council Members:
Bob Astorino, Sr.
Ann Dreisbach
Laura Dunbar
David Ferguson
Lee Garlove - absent
John Harralson, III
Chip Hayward, Jr.
Lee Maddox
Kay Matton
Others present: City Attorney Finn Cato, Police Chief Kelly Spratt, Public Works Director Gerard Ackermann and
City Clerk Barbie Bryant. Citizens included Jim Dahlem, Jan and Sherman Minton and Luann George. Special
guests: District 16 Louisville Metro Councilman Scott Reed and Legislative Assistant Jared Townes.
Mayor Hancock called the meeting to order at 6:00pm and introduced Scott Reed. As the representative for
District 16, Mr. Reed updated the Council on various projects that have been introduced and discussed by
Louisville Metro. Those projects included:

New ordinance covering “illegal signs”
6 Month Moratorium on Data Centers
Middle Housing (now called Neighborhood Housing) concerns
Louisville Metro Police Department new recruits and shortages
FLOCK cameras and drones
Speeding increases on Highway 42 and monitoring by the Sheriff’s Office
Manufactured housing, abandoned properties and foreclosures

CITIZEN REMARKS AND/OR CONCERNS
Jim Dahlem encouraged the Council to look once again at the illegal use of motor bikes, golf carts and scooters by
young children on city streets. Jan Minton mentioned a JCPS school bus that backs up into Tomahawk to continue
its route on Moccasin Trail. Police Chief Spratt will monitor the situation and contact JCPS for a resolution.
LuAnn George reported on the park bench project: benches will be delivered in about 4 weeks; plaques will then
be applied. Total costs to the city will be $2,500.00.
MINUTES
The 07-15-2026 Zoom meeting minutes were presented by email. UPON MOTION OF COUNCILOR
MATTON, DULY SECONDED BY COUNCILOR ASTORINO, SR., THE ZOOM MEETING MINUTES
FOR 07-15-2026 WERE APPROVED AND CARRIED BY A VOTE OF 8-0.
DEPARTMENTS
Finance: Councilor Dunbar reported on the July Financial Report that had been emailed. City and Police
disbursements were included in the discussion. UPON MOTION OF COUNCILOR MATTON, DULY
SECONDED BY COUNCILOR MADDOX, THE JULY FINANCIAL REPORT AND DISBURSEMENTS
FOR CITY AND POLICE WERE APPROVED AND CARRIED BY A VOTE OF 8-0.

Public Safety: Police Chief Spratt gave an overview of the July crime report for the cities of Indian Hills and
Rolling Fields. That report had been emailed to the Council for their review.
Councilor Hayward is concerned with the reckless driving on Apache Road that crosses Blankenbaker. Chief
Spratt will send patrols to the area to monitor the situation.
Public Works and Building: Public Works Director Ackermann reported that he has collected several “illegal
signs” throughout the city. Due to the large number of renovations ongoing throughout the city, permits and
security deposits are up. The AT&T Optic Fiber project will begin around October 1, 2026. Discussion followed
about the homeowner’s responsibility when a dead branch or tree falls. Mr. Ackermann will contract with
companies during non-peak seasons to remove tree limbs and downed trees on city property. Mayor Hancock
inquired about the sinkhole on Totem Road and Mr. Ackermann confirmed it has been addressed and repaired.
The Council commented that the city does look good and thanked Mr. Ackermann for his hard work. The
Octoberfest will be held on October 4, 2026, and the need for volunteers was requested.
Waste Management: No update
Environment Committee: Councilor Maddox thanked Police Chief Spratt for getting the form up on the city
website so that people can order their trees. A meeting is scheduled for Tuesday. A citizen’s request to put a sign
in the park to prohibit children from climbing trees was discouraged.
COUNCIL MEMBERS COMMENTS
Mayor Hancock asked each member of the Council to introduce themselves to newly appointed City Clerk Bryant.
She had had the pleasure of meeting City Attorney Cato during an earlier date, when she was sworn in.

LEGAL – CITY ATTORNEY
The 2026 Financial Interest Statements for “candidates” were distributed to members of the Council who are on
the ballot for the upcoming November election. City Attorney Cato was available to notarize the forms. Mayor
Hancock thanked Mr. Cato for getting results on a nuisance violation for two properties located on Brownsboro
Road.
MAYOR’S COMMENTS
Mayor Hancock announced that Saturday, October 3, 2026, will be “Recycle Day” with the location in Sagamore
Park. The truck will be stationed in the same location as previous years. The next day, Sunday, October 4, 2026,
will be “Octoberfest.” The time will be from 12:00noon till 2:00pm, EST. Councilor Matton suggested getting the
Butterfly cage for this year.

UPON MOTION OF COUNCILOR MATTON, DULY SECONDED BY COUNCILOR HAYWARD, THE
MOTION TO ADJOURN AT 6:55PM WAS APPROVED AND CARRIED BY A VOTE OF 8-0.
