LAKESIDE PARK-CRESTVIEW HILLS POLICE AUTHORITY BOARD
Regular Meeting — August 17, 2026

CALL TO ORDER:
The regular meeting of the Lakeside Park-Crestview Hills Police Authority Board was called to
order at 1741 hours by Chairman Bill Dorsey.

ATTENDANCE:
Board Members in attendance were Bill Dorsey, Paul Markgraf, Dave Kramer and Brian Waite.
Also present were Chief Degenhardt, Captain Paolucci, Sergeant Tignor and Clerk Markus.

SPECIAL BUSINESS:

The board recognized Ptl. Armstrong & Ptl. Boyers who were awarded the Combat Cross for
their actions during a critical incident, where their courage and response were instrumental in
saving innocent lives.

MINUTES:

Mr. Kramer made a motion to accept the July minutes. Mr. Markgraf seconded. Motion passed
unanimously.

FINANCIAL:

The July financial statement was reviewed along with the July reconciliations. After a review of
the bills, Mr. Markgraf made a motion to pay the bills. Mr. Kramer seconded. Motion passed
unanimously.

CHIEF’S REPORT:

e Ptl. Wilson graduated from DOCIJT Basic Training on July 23, 2026.
o He served a leadership role as Class Adjutant
o He was awarded the Coordinator’s Award as well as Physical Fitness Excellence
Award

© Pil. Wilson is currently in Phase 1 Field Training with Ptl. Holman

e Ptl. Span has completed the online portion of DOCJT Basic Training and is now
attending the in-person portion of the academy.

e Sgt. Jackson completed Values Based Leadership course at DOCJT.

e Sgt. Mullins completed a Crisis Management Affecting Institutions of Higher Education
hosted by Thomas More University.

e Ptl. Boyers completed a De-Escalation Instructor course.

¢ On August 12, 2026 the department was awarded its 6th certificate of Accreditation by
the KY Association of Chiefs of Police.

COUNCIL REPORTS:

Crestview Hills - Mr. Kramer reported that their regular meeting was August 13th. They had the
second reading of Ordinance 2026-07-01 - approving updates to Architectural Review Board,
and the second reading of Ordinance 2026-07-02 - approving text amendment to Zoning
Ordinance to allow window signs in the Institutional Zone. They also had the first reading of
Ordinance 2026-08-01 for the 2026 Property Tax Rate, first reading of Ordinance 2026-08-02
adopting the S-31 Supplement to the Code of Ordinance and passed Order/Resolution 2026-08-
01 — amending Order/Resolution 2026-05-02 Authorizing LOC with Republic Bank.

Lakeside Park — Mr. Markgraf reported that their regular meeting was August 10th. They had
the second reading of Ordinance No. 08-2026 approving KCPC recommendation re: text
amendment to our zoning ordinance regarding garages & existing free-standing garages. They
also had the Ist Reading of Ordinance No 09-2026 amending Chapter 40: Motor Vehicle
Regulations, Article II, Parking Section 40.250 Titled Streets with No Parking, Ist Reading of
Ordinance No. 10-2026 Adding to Chapter 30: Garbage Collection, Section 30.013 Titled
Property Owner Waste Management Financial Obligation, and the 1st Reading of Ordinance No.
11-2026 - 2026 Tax Rates.

OLD BUSINESS:
Chief Degenhardt presented the Board with informational materials regarding Flock Safety. The
board discussed the information presented.

NEW BUSINESS:

A. Resolution 2026-04 Resolution for Disposal of Equipment
Chief Degenhardt presented Resolution 2026-04, which made surplus of thirteen Glock 43
handguns that are no longer in use. All items will be sold to Marks Guns, or current LPCHPD
officers, or LPCHPA board members (at Marks Guns price).
Mr. Markgraf made the motion to accept the resolution. Mr. Waite seconded. Motion passed

unanimously.

EXECUTIVE SESSION
At 18:10 hours, Mr. Kramer made a motion to go into Executive Session, pursuant to KRS
61.810 (f) to discuss personnel issues. Mr. Waite seconded. Motion passed unanimously.

At 18:14 hours, Mr. Markgraf made a motion to go back into Regular Session. Mr. Kramer
seconded. Motion passed unanimously.

GOOD OF THE ORDER:
Mr. Kramer made a motion to approve Chief Degenhardt’s performance evaluation, along with a
merit raise. Mr. Markgraf seconded. Motion passed unanimously.

ADJOURNMENT:
Mr. Kramer made a motion to adjourn at 18:15 hours. Mr. Waite seconded. Motion passed
unanimously.
