REGULAR MEETING MINUTES City of Stamping Ground

Discussion/Concerns (All Motions in BOLD)
-1- Pro Tem Perry called the meeting to order.
-2- All present recited the Pledge of Allegiance.
-3- An invocation was provided by Pro Tem Perry
-4- Assistant City Clerk Michelle Randolph called the roll.
-5- Public Concerns — Invited Guests

e Johnny Owens was present to show his interest in being a BOA member.

e He suggested speed bumps or speed tables on Burch Street and asked about a road or pathway between the
pavilion and Dollar General. Commissioner Brown will investigate speed tables, and Pro Tem Perry will
investigate the pathway.

Potential BOA Members

Motion by Pro Tem Perry, 2"4 by Commissioner Meadows to provide Attorney Osborne with a key to
City Hall, as long as he works for the city. Vote 4-0P

¢ Commissioner Meadows explained that the BOA may have up to five members, with two serving as
alternates when a member is unable to attend.

Motion by Commissioner Meadows, 2" by Commissioner Brown to create a YouTube for BOA meetings
to be recorded, Yote 4-0P

Motion by Commissioner Meadows, 2"4 by Commissioner Jones to pay for Attorney Osborne to become a
notary. Vote 4—0P

¢ Commissioner Meadows summarized a former BOA member’s letter stating that the city could have
handled the appointment of a new member more professionally, that the former member was not asked to
serve a second term, and that a five-member board would be beneficial.

¢ Bill Swartz is now the BOA Chair.

« The Commission discussed increasing BOA member pay, expanding the board to five members, improving
onboarding, and training is required. They can use regular meetings for training or public discussions.

e There were no disagreements tabling the issue.

Appointing a Code Enforcement Representative

Motion by Commissioner Brown, 2" by Pro Tem Perry to appoint Robert Duncan. Vote 4—0P

e Approval of August 25, 2026 Minutes.

Motion by Commissioner Jones, 2"’ by Commissioner Meadows, to approve August 25, 2026 minutes.

-7- Department Reports

Police Department
Chief John Giles reported:

¢ He is still on office duty currently.

e The new security cameras have been installed and might be activated next week at City Hall, the Police
Department, the pavilion, and the old jail. A sign announcing surveillance in the park was suggested.

¢ Pro Tem Perry stated he’d be interested in seeing the number of Stamping Ground calls covered by the
Sheriff's Office since Chief Giles took office to help determine whether a second officer is needed.

¢ Had a zoom meeting with Flock Safety. He is pushing to be as transparent as possible. They have a portal he
can post information on to address public questions and concerns.

Fire Department
Chief Hendricks reported:

¢ Chief Hendricks did his report at the beginning of the meeting as he needed to leave early.

e They had 14 runs last month.

e They are in the middle of switching to the new system, FirstDue.

¢ Commissioner Meadows asked what the Fire Department needed most before the later funding discussion.
Chief Hendricks identified a new apron is needed, and Commissioner Jones listed other needed and wants.

Public Works
Commissioner Perry reported:
City Hall - AC

¢ He read the quotes we received, and the Commission discussed the options and the needs. There were no
disagreements to table this.

¢ Commissioner Meadows asked the Commission to consider a pavilion fan/AC option that would blow cold
rather than hot air.

Streets
Commissioner Brown reported:

e Expressed the concern of whether the Commission took businesses into consideration when deciding the
cost of the notary service. Discussed what the city should charge business for notarizing documents.

Motion by Commissioner Meadows, 2"! by Commissioner Jones to have Attorney Osborne to draft a

municipal order for the notary fee to be $10 for licensed businesses located in the city limits.
Vote 4-0 P

e She spoke with Mr. Vest about fabricating seven aluminum or steel memorial signs to be placed beneath the
flags in recognition of those who donated toward the purchase of the flags.

¢ She received two bids for snow removal that met the September 9 deadline. She will review.

e Penn Memorial Church is holding a food-drive competition benefiting the food bank. Commissioner
Brown proposed presenting a trophy and announcing the winner at the Chili Cook-off because the nonprofit
church cannot purchase one. Attorney Osborne will draft a municipal order stating the public purpose for
the city purchasing the trophy unless Commissioner Brown raises enough money to purchase it.

Motion by Commissioner Brown, 2"! by Commissioner Jones, to have Attorney Osborne draft a

municipal order stating the public purpose for the city purchasing the trophy for the food-drive
competition. Vote 4-0P

e Will talk to Jailer Broyles about taking down banners.

Economic Development
Commissioner Meadows reported:

© iWorQ is operational. The Clerks will add ABC licenses and provide appropriate city employees with access.
¢ Commissioner Meadows stated that he was told of an unlicensed business. Chief Giles stated that the
tattoo business has closed and is completing the requirements to reopen.

Finance & Administration
City Clerk reported:
August 2026 Finances

Motion by Commissioner Meadows , 2"" by Pro Tem Perry to table the August 2026 Finances.
Vote 4-0P

GF Account Upgrade

© Michelle Randolph explained that there was a $3.00 charge on the General Fund bank account for having
made more than 150 transactions in a month. Converting it to a business account would avoid the charge.
There were no disagreements to wait and if the issue reoccurs.

CD Maturing

e There were no disagreements with transferring the money in the CD in savings until Mike from Peoples
Bank can discuss investment options at the next meeting.

Motion by Pro Tem Perry, 2"! by Commissioner Meadows to table and determine where to invest the

money from the CD at a later date. Vote 4—0P
Motion by Pro Tem Perry, 2"! by Commissioner Meadows, to have the CD transferred into the savings
account when it matures. Vote 4—0P

e Michelle Randolph inquired about opening an account dedicated to Municipal Road Aid only.

Motion by Commissioner Brown, 2"¢ by Pro Tem Perry, to open a bank account dedicated to Municipal
Road Aid. Vote 4—0P

-8- Unfinished/Old Business

First Reading of Ordinance Amending FY 26-27 Budget
¢ Attorney Osborne read the first reading of the ordinance amending FY 26-27 Budget.
Discussion to Allocate Additional Money

Motion by Commissioner Brown, 2"! by Commissioner Jones to table the discission of where to place the
extra money we did not expect to receive. Vote 4-0P

First Reading of Meetings Schedule Ordinance

e Attorney Osborne read the first reading of the ordinance that will change the regular meeting schedule.
The ordinance states that regular meetings will be held on the second and fourth Thursday of each month.

Second Reading of Property Tax Rate
¢ Attorney Osborne read the second reading of the Ad Valorem Tax Rate ordinance.

Motion by Commissioner Meadows, 2" by Commissioner Jones to accept the Ad Valorem Tax Rate
Ordinance as read. Pro Tem Perry voted no. Vote 3-1P

Halloween Bags

e Michelle Randolph stated that Peggy Angel found black and orange trick-or-treat bags to distribute to trick-
or-treaters. Four packs at $18 each would cost $72.

Motion by Commissioner Meadow, 2"! by Commissioner Perry to have Attorney Osborne draft a
municipal order for the city to purchase Halloween trick-or-treat bags. Vote 4—0P
