VETERAN’S PARK SLOPE IMPROVEMENTS
RECOMMENDATION TO AWARD CONTRACT/BID TABULATION
The City of LeClaire received bids until 2:00 p.m., September 1, 2026 for the Veteran’s Park Slope
Improvements project. A total of five bids were received as follows:
Bidder
Squatch Transport & Excavation
Eastern Iowa Excavating & Concrete
Valentine Construction Company
Langman Construction, Inc.
Miller Trucking & Excavating
Bid
$80,620.00
$86,361.00
$201,045.00
$226,155.50
$274,343.00
The apparent low bid for the project was submitted by Squatch Transport & Excavation with its bid in the
amount of $80,620.00. We have enclosed a copy of our certified bid tabulation for your use. Veenstra &
Kimm, Inc. has examined the bidding documents and they appear in order.
The Engineer's estimate of cost for the project was $63k without considering contingency and $69k with
a 10% contingency. The low bid submitted by Squatch Transport & Excavation exceeds the Engineer's
estimate of cost for the project and City budget.
Veenstra & Kimm, Inc. believes Squatch Transport & Excavation is capable and has the local resources to
complete this project size and type. We also believe that the low bid is reflective of the current value of
the project and that with 5 bidders, this was competitive. The highest 3 bids appear to be a result of those
contractors having a high backlog of work. If funds are available, we recommend that the City of LeClaire
award the construction contract to Squatch Transport & Excavation in the amount of the bid of
$80,620.00.
If you have any questions or comments concerning the project, please contact us at (309) 786-7590.

INTRODUCTION
Hi Lane,
Thank you for the opportunity to provide a proposal for the exterior improvements at the LeClaire Police

Scope of Work
1. Removal of Existing Siding
Carefully remove all existing exterior siding, trim, and related accessories.
Transport and dispose of materials in accordance with local regulations and environmentally responsible practices.
2. Surface Preparation
Inspect all exposed sheathing and framing once the existing siding is removed.
Repair or replace any damaged sheathing or compromised areas as needed to ensure a proper substrate for the
new siding.
Prep wall surfaces to ensure the new system installs smoothly and performs as intended.
3. Installation of New Vinyl Siding

Ensure proper fastening, spacing, and alignment for long-term performance and a clean, uniform appearance.
All materials and layout follow the design outlined in the estimate.
4. Permit Coordination

Coordinate with city officials and ensure all work meets local code requirements.
5. Waste Management & Cleanup

Dispose of materials following city and state guidelines.
Leave the jobsite clean, organized, and free of debris at the end of each workday and at project completion.
Completion Expectations
Upon completion, the LeClaire Police Department will have a durable, professionally installed siding system designed
for longevity, low maintenance, and improved exterior appearance. Our team prioritizes code compliance,
workmanship, and clear communication throughout the project.
Safety & Insurance
We maintain full workers’ compensation coverage for all employees and subcontractors and carry comprehensive
general liability insurance. Safety is a priority—our crews complete ongoing safety training to ensure a secure jobsite
for both our team and city personnel.
At the end of the project, we will perform a final quality inspection to verify that all work meets our standards as well
as yours.

refund your deposit (If applicable). To cancel, you must give notice of cancellation at the address in this contract. You
must give notice of cancellation by a method that will allow you to prove that you gave notice, including registered
mail, fax or by personal delivery.
I understand that if rotten wood is discovered during removal/tear-off, Meeks Construction reserves the right to
replace wood and bill me up to $200 in addition to the estimated cost below without notifying me in advance.
Meeks Inc will call me for authorization if wood replacement will exceed $200.
I understand that I must remove items from the interior walls of my home that may be damaged or fall due to
vibrations from the loading/installation of shingles on to my roof (if applicable), or installation of siding, windows etc.
Meeks Construction is not liable for such damages.
I understand that minor stucco/other siding damage may result when the roof is torn off areas where stucco meets my
roof’s surface, especially where improperly applied. Meeks Construction is not liable for repairing said damage. But will
take the precautions necessary.
I understand that Meeks Construction is not liable for any delays beyond their control. I.E., manufacture shortages,
weather, unforeseen decking or structure issues etc.
I understand that any warranty for material used during the project is provided by the material manufacturer. Unless
agreed upon otherwise, Meeks Construction provides a 15-year Workmanship Warranty on portions of the project in
which Meeks Construction fully replaced any existing products. Roofing workmanship warranties will be reduced to

available by request. This does not apply to all products, some of which may deteriorate more rapidly (ie. sealants) and
should be inspected on a regular basis.
I understand that if workmanship issues are encountered, I will notify Meeks Construction in writing. Meeks
Construction will retain 95% of the estimate pertaining to the areas affected by workmanship issues, until the
workmanship issues are corrected; Then, the remaining 5% of payment will be released upon completion of the
workmanship issue. Meeks Construction is not liable to correct workmanship issues if the 95% payment for completed
work is outstanding, unless otherwise agreed upon in writing and signed by both parties. Once the 95% payment has
been received by Meeks Inc, they will have 3 months to complete workmanship issues, unless there are delays beyond
their control. I.E., manufacture shortages, weather, unforeseen decking or structure issues etc.
I certify that I am the registered owner of the above project property, or have the legal permission to authorize Meeks
Construction to perform the work as stated and agree to pay the total project price.
I understand that payment in full is due upon completion of work as stated in contract. All invoices not paid in full after
15 days will be subject to a 2% per month interest charge. Accrual begins on the 16th day of the outstanding balance
and is subject to the monthly interest rate from that point on.
ADDITIONAL TERMS & CONDITIONS:
The additional terms and conditions on this Agreement (the “Agreement”) is entered into by and between Meeks
Construction Inc (“Company”) and the
property owner(s) or owner(s) representatives (the “Customer”) set forth on the front side of this Agreement. This
Agreement shall be subject to the laws of the state in which it has
been signed and executed and does not obligate the Customer or Company in any way unless it is approved by
Customer’s insurance company and accepted by an authorized
representative of Company. Company proposes to furnish all permits, labor and materials to complete the
replacement or repair(s) described and for the amount estimated on the
front of this Agreement or the price otherwise agreed upon by the parties. Customer understands and agrees that
Company does not work for Customer’s insurance company
and/or the insurer of the property, and that Customer alone has the authority to authorize Company to perform the
work described in this Agreement. Customer’s signature signifies
acceptance of all terms and conditions of this Agreement, including all terms on this reverse side. Company agrees to
comply with all local requirements for building permits,
inspections and zoning, where applicable.
1. Approval/General Contractor. This Agreement is subject to the credit and pricing approval of the management of
Company. Customer acknowledges that Company is a general
contractor, and that as such, will be entitled to a minimum of 10% overhead and 10% profit, up to the maximum
allowed by Customer’s insurance company and the law of the state
in which the Agreement is signed. Any amounts paid by customer’s insurer for Overhead and/or Profit (“O&P”) is the
sole property of Company.
2. Agreed Price. The full amount of all monies as specified by the Agreed Price does not include any extras (defined as
any item of work not specifically identified on the document
referenced on front side as the full scope of work approved) or any other repairs not specified in this Agreement or not
covered by the Agreed Price, and which repairs are necessary
to complete the repair or replacement work in accordance with local and state codes or to aesthetically satisfy
Customer.
3. Cancellation Fee/Liquidated Damages. In the event Customer cancels this Agreement more than three (3) full
calendar days have elapsed from the date of signing this Agreement,
Customer agrees to pay Company a percentage of the full contract price as liquidated damages for such cancellation.
It is acknowledged and agreed by Customer that this provision
is NOT a penalty provision. Rather, this provision provides for the calculation of the compensation fairly owed to
Company in the event Customer cancels this Agreement outside
the permissible cancellation period. Such compensation is owed to Company to reimburse it for restocking fees,
materials already purchased or set aside by Company for
Customer’s job, administrative expenses, employee hours expended on coordinating Customer’s job ad all material
orders related thereto, and/or any other costs associated with
Customer’s job. The applicable cancellation fee shall be determined by whether Company has started any of the
required repair/replacement work at the property. If Customer
cancels before work commences, Customer shall pay Company a cancellation fee of 10% of the total contract price plus
the cost of all materials purchased for Customer’s job. If
Customer cancels after work commences, Customer shall pay Company a cancellation fee of 30% of the total contract
price plus the cost of all materials purchased for Customer’s
job. Customer agrees the above cancellation fees/liquidated damages are reasonable.
4. Materials. All materials provided by Company will be standard stock materials, unless otherwise specified, and will
match existing materials within reasonable tolerance as to color,
texture, design, etc. Notwithstanding the foregoing, other products and materials may be substituted for equivalent
products subject to availability. Customer understands that there
is a two-day minimum charge for all drying, water extraction and dehumidification equipment provided by Company.
All excess materials remain the property of Company. Customer
also specifically agrees Company is NOT OBLGIATED to provide invoices from suppliers showing exact cost of customer
materials.
5. Access to Property. The prices and terms of Company’s estimate and this Agreement are based upon completion of
work during normal working hours, and Customer agrees to
provide Company access to Customer’s property as required for completion of the work. Customer will be responsible
if any interruption of Company’s work results from Customer’s
failure to provide reasonable access or due to the acts or negligence of others not under Company’s direction.
Company shall not be responsible for damages arising from the
delay due to inclement weather, strikes, fires, accidents, delays in shipments or delivery of materials, or any causes
beyond Company’s reasonable control. Customer agrees that
Customer’s telephone, electricity, and water will be made available to Company’s personnel during the course of work.
Customer will also furnish at its expense, single phase,
220v, 50-amp electrical service. Company shall not be responsible for protection of Customer’s property, except to
provide that protection which is specifically called for under the
specifications provided by this Agreement. Customer also agrees to remove, store and/or protect personal property
during Company’s work. Customer will be responsible for
protection of vehicles and property exposed to damage by Company’s work.
6. Job Completion. Job completion shall be the date on which Company’s work is substantially finished (as
distinguished from date of Customer’s acceptance thereof) or the date of
Company’s last item of work at the property, whichever is earlier. Customer’s failure to make prompt payment shall
entitle Company, on 48-hours’ written notice, to stop work. The
Agreed Price shall be increased by obligations for the performance of that component with regard to the integrity of
the building system as a whole.
7. Notice of Default & Company Right to Cure: In the event Company acts, or fails to act, in such a way as to constitute a
material breach of any provision of this Agreement, and
before it files any lawsuit, claim, administrative agency complaint or making any other claim alleging Company has
breached this Agreement, Customer shall provide written notice
to Company of the alleged material breach/event of default and send such notice to Company at the address listed on
the front side of this Agreement. The notice of default sent
by Customer shall contain, at minimum, the following: the Customer’s name and address, the date the notice is mailed,
a clear and concise statement of the alleged material breach
by Company, and the date by which Company must cure said breach before legal action may be taken to address the
default by Company (the “cure period”). In no event shall
the cure period provided for in Customer’s notice be less than fourteen (14) calendar days. During the cure period
stated in Customer’s notice of default, Company shall have the
exclusive right to make the necessary corrections, repairs, replacements, or take any other remedial action necessary to
cure the alleged default. Should Company fail to cure the
alleged breach stated in the notice of default, or should Company fail or refuse to take any action in response to the
notice, this Agreement shall be terminated. Nothing in this
paragraph shall be construed to eliminate, limit or otherwise amend Customer’s payment obligations under the
Agreement, even where the Agreement is terminated by operation
of Company’s failure to cure the default stated in Customer’s notice.
8. Enforcement of Agreement; Service Charges for Unpaid Invoices. Customer agrees to pay a service charge of 18% per
annum or the maximum amount allowed by law, whichever
is less, on all balances thirty (30) days or more past due. Customer also agrees to pay all collection costs, including
employee time, expenses and attorney fees and costs Company
incurs in the enforcement of this Agreement or collection efforts with respect to Customer’s past due account.

front of this Agreement to pay Company directly for all work and
materials provided by Company to accomplish Customer’s replacement or repair. Customer further directs its insurer
and/or mortgagee to include Company as a payee on all
checks or drafts now or hereafter payable for such loss. Company reserves the right to supplement Customer’s
insurance and/or mortgage company price for increases in the
scope of work and/or documented price increases. Customer agrees to allow these supplements to be paid directly to
Company. Company makes no representations or warranties
regarding Customer’s insurance coverage or if Customer’s insurer will pay for all or any of the work to be performed by
Company under this Agreement. Customer agrees to pay
Company in full for all work performed by Company under this Agreement, regardless of Customer’s insurance
coverage. Customer also agrees to pay Company directly for all
amounts, despite depreciation or deductibles, and to also pay for additional work not covered by Customer’s insurer
and that said amounts must be paid before job completion. In
the event Customer breaches this Agreement, Customer agrees to pay Company in full, om a time and materials basis,
for all work and, materials provided by Company as of the
date of such breach.
10. Limited Warranty. A written limited warranty may be offered on workmanship and materials provided pursuant to
this Agreement on the terms and conditions reflected in any written

Agreement, all such warranties are null and void.

additional work as may be required. In addition, this Agreement
does not include, unless expressly specified, any mold abatement, removal, or cleaning. If mold is found existing on the
