Robert Laurie called the meeting to order at 7:00 p.m.

PUBLIC COMMENT ON NON-AGENDA' [TEMS: None
BOARD COMMENT ON NON.AGENDA ITEMS:
Christy asked the board for input on bringing in treats for the library staff. Christy offered to
create a sign-up sheet so that trustees could either select a day to bring in treats or otherwise
contribute"funds towards a staff treat. The board discussed proper adherence to the Open
Meetings Act, and Christy stated she would send the sign-up sheet to Nick to share with the
individual trustees.

STAFF VISIT: Mary Ann Del Santo
Katie introduced Maiy Ann as a Library Assistant III. Mary Ann shared that she has worked at
itii tiUru.y for 7 years and filled the vaiancy left by lvlqy Sugden. Mary. Ann works at the
circutation desk'and assists with circulation training. She also performs book mending and
labeling in tech services. she is a member of the Staff Appreciation and Morale (SAM)
and the vlP committee, which is a city-wide staff morale committee. Katie added

their mending skills.

The library received an email from the state conceming IPLAR data that was missing. The email
requested that the library submit an itemized list ofhow the library intends to track missing
statistics. Martha responded to the email and provided assurances that measures have been taken
to correctly gather the missing data points. Martha explained to the board that is it important for
IPLAR to receive accurate numbers so that the library can accurately represenl themselves,
especially against other libraries. The board discussed the various library services being tracked.

LIBRARY EXPENDITURES
Discussion and Vote on the July 2026 Building Fund and Operating Fund Expenditures
The board briefly discussed the charges from Bluestem, and Robert asked ifthey could.receive
documents detaiiing the tibrary's contract with Bluestem and the payments made. Martha
ctarified that one oithe recent payments tbr $24,000 was an invoice from May that was only
recently paid, and that it was not an unexpected charge.
The board voiced concem over the insurance cost of $423,997.00. Martha double checked the
invoices and determined that the Iigrrre listed was lor tle entire city, not the library's portion.

Robert Laurie moved to approve the July 2026 combined Warrant ofoperating and building
expenditures, as presented, with the exception o fcheck #149032 which totaled $423.997.00.

LIBRARIAN'S REPORT

Martha Hansen presented the tibrarian's report, a copy of which is attached. Highlighls. include:
Martha tiranked the trustees for completing their anti-harassment training module.
Martha provided the board with a list oftrainings-for the trustees, available through
Reaching Across Illinois Library Systems (RAILS). Robert noted that these resources
shouffi Glp with establishing an onboarding process fot new trustees. Robert also asked
library policies on the agenda to be reviewed at each

The fall newsletter was produced in-house by Leticia Goluba, and it has finally hit the
mailboxes. The newsletier came out greati however, the printer had an issue with their
paper which did not take the ink evenly and resulted in a weathered appearance'

National Alliance o? Mental Health (NAMI). The management team also attended a more
in-depth workshop on how to support their staff.
Illinols state law now requires that the 988 Suicide & Crisis Lit'eline number be posted in
all public libraries. The library is working with NAMI to create a poster with 988.and
othLr emergency numbers to 6e posted inthe bathrooms. The library is-also working with
IT to fix a iechnical issue that prevents the City's phones from calling 988'
Katie Bradley will be presenting at Prairiecat Users Group (PUG) Day as

Youth Services will be adding a special collection ofTonies to the department. Tonies
are a type ofaudiobook platform. Austin Nord provided a brief presentation explaining
how the Tonies work and how they will circulate at the library. These materials will not
circulate via RAILS.

NEW BUSINESS

Discussion and Vote on Hearing Assistance Equipment Proposal
The proposed upgrades for the library's AV equipment would include Bluetooth
technology for patrons with adaptive hearing aids. Martha noted that the library
received a donation from Gayle Hoch's estate which has not yet been earmarked
for an1'thing and could go towards this upgrade. The staff recommendation is to
accepi option 2 and additional option items as proposed by Thunder Hearing &
Sound.
Christy Johanson moved to acc ept option 2 lrom proposal 1 as outlined by
Thunder Hearing & Sound. for the quoted amount o f $16,696.63

Martha explained that these carneras were part of the proposal from earlier,in-the
year but were tabled until the Ba}ton Space was constructed. This proposal also
includes a single camera to address a blind spot at the circulation desk.
The library has been using a lot of video storage space for the security caln€ras.
The storage was expected to last 20-28 days, but it has only lasted around l0 .
days. There are a few ways to decrease the amount of storage- used, like reducing
image quatity or camera sensitivity. The libr-ary.has. contacted VACK to get a
quole for incieasing the storage capacity and adjusting the carnera's sensitivity.

o The DVD shelving in circulation has been expanded, providing more room for the
movies and tv shows.
o The air compressors have been installed and are working well. There will be an
additional charge due to additional parts needed for the installation.
o Aurelio from Public Works was able to successfully flatten some of the bubbling
carpet spots in the meeting room, and they are holding up well.

City Update

o The library staff sent Pau[ Christensen and Roscoe Stelford a 17-point list of

questions about the AI integration the City wants to implement across the
departments; Paul Christensen and Roscoe Stelford attended the library staff
meeting and shared their opinions on potential AI uses and benefits. Martha stated
that she sent Nick Weber, Dan McElmeel, Paul Christensen, Roscoe Stelford, and
Joe Simpson a 12-point list ofbasic best pra ctices for using AI tools, until a more
in-depth policy is implemented. Robert offered to put the city in contact with a

DIRECTOR'S REPORT
School is back in session, and the library is busy with fall programming and planning for
the holiday season. Some significant internal staffing changes were made this month,
though we remain at full strength, a welcome change from last year' Work continues on
various building projects, including prep work for the finishing touches to the audiovisual
upgrades in the meeting rooms.

August and September saw a variety of programming, including a successful blood drive
and the returrof our popular local history walking tours. Additionally, our regular
offerings for Chess Club, Writer's Workshop, and YA Drop-in Gaming continue to be
populai. The ongoing Typewriter Trail exhibit continues to draw a lot of attention and
iegular browsing by patrons. In August, the donor of all ofthe typewriters returned to
Woodstock, and the city took him on a tour of the trail, beginning at the library.
The September First Friday focused on establishing boundaries, and finding ways to
redirect or shut down inappropriate questions and dialogues from patrons. Additionally,
staff participated in the annual "emergency preparedness" scavenger hunt- This involves
staff hnding all of the various fire alarm pulls, fire extinguishers, exits, and other
emergency equipment and locations around the building.

over the summer, some changes were planned in the organizational structure of the
library, and those were implemented in August. There were two big moves-- promoting
Bailey Rewoldt to the Head of Technical Services role, and promoting Carrie Zamorano to
the Assistant Director role. Both moves provide better oversight and staff coordination,
and both Bailey and Carrie are very much deserving of the promotions. Carrie's move also
helps ensure tliat either the director, or one ofthe tvuo assistant directors (Martha and
Carrie), will be available for the majority of the time the library is open.
The library has begun working with Thunder Hearing and Sound to install Bluetooth
functionality in the meeting and training rooms, which will allow hearing aids, and hearing
loops, to provide direct audio connections to our speakers. Prairie Roots and the Bayton
ouidoor spr"" u." nearly complete. The sun sails have been installed, and staff did a walkthrough with Bluestem and Sebert to identify the remaining issues that n_eed to be
addreised. Additionally, staff is working with Associated Electric to install lights and
cameras in the Bayon Outdoor Space. Staff and public works continue to explore options
for remodeling the youth area which used to house the juvenile DVD collection. This space
wiII be utilized as a calming area, as well as a privacy space for nursing mothers. Plans to

remodel the story time room into a staff office area are on hold for now, pending other
developments.

CIRCUI-AITION & BUILDING USE

August 2026
The trend of increasing in-person visits, continued in August, but for a change, check-outs
were also up from last year. There were zz,zo9 checkouts in August compared to 2r,386
last year, a 3.9% increase. In-person use ofthe building was 11,874 compared to ro,793 last
year, an increase of to%o.

City Meetings/City News
The city's late August and early September City Council meeting were mostly routine,
though the August 18 meeting included an update on the Die Cast development. Progress is
being made, and the city is pleased with the changes that have been proposed.

At the August 18 meeting, there was a lot of public input on the proposed Flock camera
project. A group of residents submitted a petition to the council seeking the removal of all
Flock and AIPR cameras from Woodstock. There were 887 Woodstock residents who
signed the petition, and over a r,ooo more that are McHenry County residents.
Work on the Route 47 utility upgrades continues, with multiple stretches of the road being
impacted by utility work, both electrical and water/sewer. This work will continue for the
next few months, while the state preps for the other parts ofthe project.

YOUTH SERI/ICES
For the Youth Services department, August was a month oflaying down the groundwork for
future projects. Throughout August, the team developed plans to add Tonies to the collection
by focusing on shelf placement, checkout procedures, loan rules, and more. Tonies are a
popular item right now, a screen-free audio player for kids that features a variety of different
characters, including Pokemon, Ms. Rachel, Disney and Sesame street characters and more.
The team also began the process of emptying the old Children's A/V nook in preparation for
a sensory-friendly play space. In addition, we assisted with the recent library-wide shelving

project by taking down old shelving and relocating materials. Lastly, the departmental
shifting project in the Children's Area also continued to move forward with the Oversize
collection being relocated next to the Biographies. Whether it was the layout ofour space or
the collection itself, August was a month of planning and preparation for a myriad of
different projects around the department.

As mentioned above, the Youth Services department has committed to adding Tonies to our
collection. This process has involved collaborating with the Circulation and Technical
Services departments to develop a checkout process, determine a shelflocation, put together
labeling instructions, and establish loan rules. The next steps for the project will include
adding them into Sierra, labeling the items, and doing final checks to ensure everything
works smoothly. The team estimates that the Tonies will be ready by the end of September,
and is very grateful for all the assistance from Technical Services and Circulation.

Starting in late July into early August, the team participated in a library-wide shelving
project to reuse empty, unused shelving from the old Children's A/V nook in other areas of
ihe library. The Children's Area received some surplus shelving to address an odd gap at the
beginning of the Children's DVD range. This change offered a significant improvement in
the aesthetic appearance ofthe range.

In the Teen Area, the Graphic Novel and Fiction range received an extra shelving bay,

expanding both of those collections. The extra shelving space in Graphic Novels has made
room for ieveral new manga series that we previously did not have room for in that area.
This change has served to help buitd up the library's core collection of teen manga series
without needing to weed any of our graphic novels. This project addressed two crucial goals
for Youth Services: reuse the empty shelving from the old Children's A/V nook and expand
the available space for materials in the teen area'

In general, August is always intended to be a slow month for the Youth Services department
to offer a reprieve from the hustle and bustle of Summer Reading and to offertime to prepare
for Fall programs. Yet, even with this in mind, August quickly shaped into a busy month for
the depirtment. The team kickstarted the process of adding Tonies to the col-lection. The
shelving from the old Children's A/V nook was completely removed and the walls-repainted.
The Teen Area got a new couch. The team relocated the Oversize collection from behind the
Children's Desliand then used the extra shelf space to add six new games to our Kid's Menu.
Lastly, Tiara and I represented the library on Family Fun Day. We recorded over 4oo visitors
to oui table excited tb win roulette prizes, take crafts, and make buttons. In September, fall
programming will be in full swing while the team prepares for the Homeschool Mixer and
the start of session one of Storytime. Stay tuned for more!

CIRCUI-ATION SERYTCES
August offers the Circulation Team a chance to catch its bleath after the faster pace of
su*mer. While the calendar is a little lighter with fewer meetings, events, and programs,
the Circulation Team continues to be on the front line of customer service, welcoming and
assisting patrons each day.

With other members of management team and City colleagues, Carrie Zamorano and Katie
Bradley attended a lunch and learn session presented by NAMI (National Alliance on
Mental Health) on Mental Health in the workplace for Supervisors. There were many
practical
ideas for supporting themselves and staff and guidance regarding local _resources.

and Katie also met to plan goals for the rest of the year for themselves and the
circulation team.

Circulation staff continue to play vital roles with their committee work. Katie attended a
WILIUG Steering Committee meeting; Bella Struck represented the library at the City VIP

Valeria Cereda and Leticia Goluba staffed the City's Movie in the Park event, handing out
information and making connections with the community. Tiara Thayer and Austin Nord)
represented the library at Family Fun Day offering fun activities, crafts, and library
information. Mary Ann Del Santo was the staff visitor to the City Board of Trustees
meeting where she talked about her work in the Circulation and Technical Services
Departments.
The gallery hosted The Land Conservancy of McHenry County's anntal Art of the Land
photography exhibition. Each year, TLC invites photographers to celebrate the natural
beauty of McHenry County through its photo contest, and this year's exhibition vr'as a
wonderful showcase ofthe landscapes, wildlife, and special places that make our county so

beautiful.
The chance to step back from some of our usual duties has left the team refreshed and
energized as we look ahead to a busy fall season. We're ready to put our goals into action,
continue providing the top-notch customer service, and jump back into other fall library
activities.

Cell Telephone Policy
As a courtesy to other patrons, the use of cell phones, pagers, and other devices should be
kept to a minimum in the library. Such devices should be turned offor put on mute when
entering the library. Phone conversations are discouraged while using the Internet.
Necessary phone conversations should take place out of the hearing of other patrons.
Upon complaint from other patrons or staff, or refusal to follow the requests of library
stiff to cease conversations or move to the library vestibule, the patron may be asked to
leave the library building. Further similar behavior could be construed as disruptive and
be subject to the provisions of the Patron Conduct and Library Usage Policy.

eReader Lending Policy

The library has preloaded eReaders available to loan.
An eReader may be checked out by patrons age 18 and over with a Woodstock Public Library
card in good standing and with no current fines or overdue ifems. The patron must present
current proof of address (i.e., a driver's license or current utility bill) and sign a new Lending
Policy each time an eReader is borrowed.

Only one eReader may be borrowed at a time by an individual patron.

An eReader circulates for 14 days and cannot be renewed. lf there is no waiting list for an
eReader upon its return, the returning patron may again check out the device after the staff has
conducted the full check-in process.
eReaders must be returned directly into the hands of a Woodstock Public Library staff member
at the Circulation Desk. Do not place the eReader in a book drop, or leave the eReader on
the Circulation Desk if a staff member is not present. eReaders may not be returned to
any other library. lf the eReader is returned in a book drop box, a $25 minimum fee will be
charged to the user for unnecessary risk to the device.
Overdue charges are $1 .00 per day (maximum fine-cost of replacing eReader) for the late
return of an eReader.

lf an eReader is not returned, or is returned damaged, the patron will be charged a
replacement fee for the eReader and its companion equipment. Current replacement fees are
indicated on the following page.

Patrons may NOT register the eReader online with a personal credit card to purchase
items. Only items loaded at the library, by library staff, may be added to the eReader.
Failure to adhere to this policy will result in a non-negotiable $50 fine to cover staff time
in communicating with the vendor and re-setting the device registration.
IMPORTANT: Patrons should not leave the reader in their car; the devices are highly sensitive
to cold and hot temperatures.

FAX POLICY
The telefacsimile (fax) machine is available to the public:
a. Only library staffwill operate the fax machine.
b. The library accepts no responsibility for lost, missing, or bad transmissions
or incomplete information.
Payment is required at time of transmission.
d. Outgoing faxes will be charged:

2. Interlibrary Loan:
a. There is no fee charged to a resident patron or fee card holder needing

information faxed as part of lnterlibrary Loan Service. The library will

accept requests for articles by fax from residents.

b. The Illinois Interlibrary Loan Code (July,2008) will govern any issue of
charges.

c. Requests for periodical articles will be faxed to other libraries when the
material is not owned by the library in any format, including microfilm or
fiche. No more than three articles per day per patron will be requested.
Each article must be no longer than l0 pages in length. Requests will be
sent within 24 hours.
d. No more than three articles per day per patron will be filled for other
libraries, and articles of l0 pages or less will be accepted. The staff will
respond to requests within 24-48 hours, and the means of transmittal
(online, fax, van, or mail) will be determined by the "not wanted after" date
on the request. "Not available" status will be reported to the requesting
library within 24 hours.

STUDY ROOM USE POLICY
Study rooms are provided for quiet study for 1-4 individuals. The library reserves the right to
make exceptions to the following policy at the stafFs discretion.
Study rooms may be used on a first-come, first served basis. They may be used up to 2
hours, but use may continue if there is no demand. The library will not maintain
a reservation list. However, if all three study rooms are in use, a "next up" Iist will be

maintained.
Users must sign-in & sign-out at the Adult Reference Desk
Beverages with lids are permitted in the study rooms. Food is not allowed. Users of the
rooms are responsible for leaving the rooms in a neat and orderly
condition. Any activity that is disruptive to other library users is prohibited. Failure to

comply with the policy may result in the denial of future use.
The study rooms must be vacated 10 minutes before library closing time
The library is not responsible for unattended belongings or loss or damage to personal
items.

Public Communication Policl
The Woodstock Public Library wishes to ensure that the public receives consistent and accurate
information about library policy, procedures, programs and services. To further that aim, the
following procedures will be followed:
Routine news releases concerning library events, programs and services should be issued by the
staff person in charge and copies given to the Library Director. Library staff may, with approval
ofthe Library Director or designee, give interviews to the media about specific events, programs
or services.
However, the Library Director or designee is responsible for dealing with the media on all
philosophical issues, controversial issues, policies, or plans for the Library, etc. (Examples: long
range plans, capital improvements, taxes, funding sources, or public disturbance). Requests from
the media for comment on such issues from library employees should be channeled through the

Library Director or designee.

If it is necessary for library staff to provide the public with information, Director or designee will
inform staff what is to be said.
