MARSHALL COUNTY BOARD MEETING
SEPTEMBER 10, 2026
The Marshall County Board met for the August Board meeting on September10th , 2026; at 8:30
A.M. Vice-Chairperson Brad Lindstrom called the meeting to order. Following the Pledge of
Allegiance, roll call shows: Balensiefen, Lindstrom, Minnick, Durham, McLaughlin, Fecht,
Stash, Perona and Schmitt were present. McGlasson, Meierkord & Lueders were absent.
It was moved by Balensiefen and seconded by Minnick to approve August 13th, 2026, minutes as
presented.
Vote shows: all ayes, 0 nays and 3 absent.
It was moved by Stash and seconded by Perona to approve the payment of the bills.
Vote shows: all ayes, 0 nays and 3 absent.
Public Comments:
Bill Maupin was present and wanted to clear something up. He had emailed Chairperson
McGlasson about the Toluca parade and McGlasson said he was not able to email if it was not
official County business.
Margaret Toniny was present and reported on Recess vs. Adjourn during the budget process. A
county board will often choose to recess rather than adjourn it during budget-setting to maintain
administrative efficiency, preserve momentum and navigate tight deadlines. When working on
the annual budget there is a 15-day review period. The budget will be passed at the November
Board Meeting.
Hans Soon was present and wanted to discuss 3 separate issues. First being he contacted the
Sheriff’s department and the flock agreement is missing and he wants to know why he is getting
the run around. Second, the flock safety time stamp, it puts a time stamp on an image and the
image may provide evidence of vehicles location & this may not be accurate. Third, being
Bennington Township Road District has an agreement with the Marshall County Sheriff and the
flock cameras are not placed where they say they are in the agreement.
Lindstrom commented that the County is looking into it and it will take a couple of months of leg
work to get this figured out.
Colleen Soon was present and stated that Chairperson McGlasson said the county owns 2 flock
cameras and only has control over 2 of them within the county. She is asking why the lack of
transparency. She would like to see the halt of surveillance put this on the agenda, listen to the
public and do a role call vote.
Doyle Robinson was present and he lives at 1319 Second St. which is in the city and directly across
the street is a house that is in the county and it is not being kept up. There is a sign in the window
that says this is Designated as a Preservation Area. Robinson brought pictures to show the board
members how unkept this property is. There are goats & chickens on this property that wander
around the neighborhood. He would like to see something done with this property.
Lindstrom stated that there are no other complaints about this property and the County doesn’t have
an ordinance for yards other than noxious weeds. Ryan Giacometti is the Zoning Officer and he will
look into it.

agenda. Vote shows: all ayes, 0 nays & 3 absent.

Consent Agenda:
a. Approve the appointment of Rex Johnsen to replace David Todd to Varna
Community Fire Protection District until 05/2029
b. Approve the appointment of Robert Newman to replace Ladd Harms to Washburn
Fire Protection District until 07/2029
Health Department:
Lindstrom reported that he met the new Administrator for the Health Department & she is
working on a few grants for transportation. They are working on their levy and are thinking they
need to increase it to help maintain staff.
Zoning:
Ryan Giacometti gave an update. He would like the approval of the Data Moratorium extension
until we come up with a plan so we can further decide what is best for the community & that puts
us at March 10, 2027(6 month). Giacometti would also like approval for a special use for Rubens
Garage Towing & Recovery to operate in Hopewell Township, it was approved unanimously by
zoning. There was also an application for variance from Danny Stork to allow a storage building
to be put up on a vacant lot on the west side of Varna that was also approved unanimously. There
will be a ZBA on September 20th for special use of a variance in Richland Township for 2
shipping containers to be used as a storage shed.
#26-28 It was moved by Durham and seconded by Schmitt (Dave Minnick Abstained) to
Approve Data Center Moratorium Extension.
Vote shows: all ayes, 0 nays, 1 abstain, 3 absent.
#26-29 It was moved by Perona and seconded by McLaughlin to Approve the resolution for
Special Use Permit 26-286.
Vote shows: all ayes, 0 nays, 3 absent.
Highway:
County Engineer Catherine Terando was present. She gave an update on maintenance, they have
had calls for entrances, the maintainers have been working in the yard & disking is done. The
roof is complete and they need ceiling tiles inside. They have also had calls with complaints
about noxious weeds.
Recycling:
County Engineer Catherine Teando reported that there has been routine operations & there will be
a Recycling event in October but there hasn’t been a date set yet.
New Business:
#26-30 It was moved by McLaughlin and seconded by Minnick to approve resolution
authorizing Capital Assistance Grant for new MSW paratransit vehicles.

#26-31 It was moved by Perona and seconded by McLaughlin to approve November 3, 2026,
General Election State holiday/Courthouse closure.

Sheriff: Perona reported that they are getting new body cameras, there were no issues with the
celebrations, and the jail population is high.
Durham stated that Darain LaHood is coming to go thru the jail & hopefully help with funds.
