Consider an Ordinance Granting a Minor Amendment to the Planned
Development Approval for 1140 E. Northwest Highway
Council District: Five
Director of Community Development Mike Jacobs discussed a minor amendment
to the Planned Development Approval for Journeys at 1140 E. Northwest
Highway. Jacobs spoke about the previously approved business and operation
plan, and the completed apartments. Jacobs mentioned that at this time they had
decided not to utilize the apartments and this minor amendment will reflect that
the plan had been modified. Jacobs noted a representative was in the audience
to answer questions.
Councilman Kozlowski asked whether if the apartments transitioned to PADS,
they could later return to the original plan if the need arises, and he complimented
the organization. Jacobs responded that it would essentially come back to the
Council and the changes would be documented again.
Councilman Myslinski commented, praising their business and their efforts over
the years.
CEO of PADS, Beth Nabors Powers, Kildeer, IL, thanked the Council and spoke
about the business developments and changes.
Councilman Helms asked about the current occupancy levels. Beth Nabors
Powers responded, noting that they utilize various facilities, the beds are full every
night, and they serve a flexible client base.

Planned Development at 8 S. Brockway and Councilman Lamerand moved to
remand this item back to staff.

Consider a Motion to Award a Contract for the 2026 Roof Restoration and
Replacement Project
Director of Public Works Matt Barry spoke about the 2026 Roof Restoration and
Replacement Project at the Village Hall and a project at the North Supply Pump
Station. Staff recommended awarding the base bid to the low responsive and
responsible bidder, CIC Corporation, and the alternate bid to the low responsive
and responsible bidder, Futurity 19, for a total cost of $768,946 to complete the
roof restoration, roof replacement, and masonry repairs.

Consider an Ordinance Amending Chapter 8 - Building Codes and Regulations
of the Village's Code of Ordinances
Director of Community Development Mike Jacobs presented Chapter 8 – Building
Codes and Regulations of the Village’s Code of Ordinances. Jacobs mentioned it
started in 2018 as single-family units and was only for new construction. In 2024,

the code was updated for implementation in 2025 and mentioned exceptions.
Jacobs spoke about sprinkler systems in existing homes and explained that it only
applies to new construction.
Councilman Kozlowski asked if this was only for brand-new construction, not
remodeled, and Jacobs clarified that it was only for brand-new construction.
Councilman Helms asked about neighboring communities' sprinkler procedures
and new construction. Jacobs explained that most do not require this, and it is
only for new construction.
Village Manager Ottesen clarified on new construction that most other villages
have that method.

RECOGNITION OF AUDIENCE
Patricia Polka, 1368 N. Oak Street, asked what would be done to repair the lawns that were
damaged when the pipes were fixed during the neighborhood copper pipe project.
Mayor Schwantz asked her to stay after the meeting and staff could speak with her.
Joey McArthur, 6006 Highland Drive, Rolling Meadows, discussed encroachment issues, an
MWRD easement, and a Harper camera. He also addressed drains, Flock cameras, and
previous requests.
